Lamar Alexander, Republican Senator from Tennessee, and one of the longest serving Senators, votes against calling for witnesses in the Senate trial of U.S. president Trump. The vote against is 51 to 49, with 2 Republican senators, Collins of Maine and Romney of Utah voting for calling witnesses. Within hours of Mr. Alexander expressing his intention to vote against Republican Lisa Murkowski of Alaska decided she would vote against.  This vote was crucial in concluding the impeachment trial because of Mr. Alexander's reputation for fairness and his service as governor, university president, secretary of education, during a time when traditions of bipartisanship were honored. Mr Alexander stated his reason for his vote even though he believed Mr. Trump acted inappropriately. Was an improper decision on Ukraine by Mr. Trump at the level of treason or high crimes and misdemeanors? Mr. Alexander said it was not. Mr. Alexander shared his view saying what was on the mind of most Republican Senators including Sasse and Graham but expressed clearly- "For the Senate to tear up the ballots in this election and say Mr. Trump could'nt be on it, the country probably wouldn't accept it. Admiral Mullen chairma joint cheifs confirms most of what the British Ambassador in Afghanistan s saying about deteriorating prospects in the country. He understands the heroin growing issue brought up by US counter narcotics experts in the NYT recently, by saying "we've got to impact pretty significantly, pretty fast on the poppy issue". He is aware that poppy growing is abundant in the south and in Helmand province pours upwards of $100 million to finance the Taliban. General McKiernan who heads NATO forces there says that NATO forces would be authorized to attack narcotics bosses, their soldiers and infrastructure, if they are linked to movement of weapons, improvised explosives or foreign fighters in Afghanistan. Which is possibly a waiting mode till more troops are sent to Afghanistan as policing this rugged mountanous country with tribal regions and loyalties complicated by the narcotics layer and widespread corruption in the Karzai government and its loss of popular support requires many more troops than are now in the country and a sustained campaign. So far the US and European forces possibly outnumbered have resisted alienating the poppy farmers in the south through land based eradication. But with more troops Mullen's new approach and Petraeus's has to shift to something like that, at the same time as they follow Petraeus's new counterinsurgency doctrine in display in Iraq to draw down the Taliban strength to its core supporters by winning other tribal factions with no hardcore loyalties over to the American side....

A brief history of Xinjiang which translates as New Frontier in Chinese. Its the western frontier of China and a vast area that comprises the desert region of the Tarim basin. It has 13 sizeable ethnic minority groups and borders eight countries. Because of the lack of irrigation technologies these arid expanses were settled very late in history, says Victor Mair, a Professor of Chinese language and literature at the University of Pennsylvania. Even the Uighurs were tribes from the Mongolian steppes who settled Xinjiang in the 10th century. For China it was mostly aplace for havin border military garrisons. Around the 10th century and the Tang dynasty in China, trade on the Silk Road- with places like Kashgar oasis towns on the fringes of the desert as hubs- was at its height. It was not until 1760 under the Quing dynasty of ethnic Manchus, that this area was annexed by CHina and serious effort made to settle it with demobilized troops. A civil and military administration encouraged immigration, say scholars Millward and Perdue in a 2004 book of essays by 16 scholars, "Xinjiang: China's Muslim Borderland." About 50,000 demobilized troops were offered benefits, seeds and land if they stayed. A similiar situation seems to have been repeated after Mao annexed Xinjiang in 1949. In the early 1950's the Chinese government established the Xinjiang Province Production and COnstruction Corps, which was setup to manage large farms and construction projects called bingtuan and provide jobs for demobilized troops. The bingtuan are profitable enterprises and an estimated one of every six people in Xinjiang are employed in bingtuan, or 1.3 million people. THe HAn who were 6% of the population in 1949, now comprise 40% of the 20 million population of Xinjiang. Another source of employment is in the oil and gas industry, with the Communist party secretary of Xinjiang for the last 15 years being aprotege of President Hu Jintao, from his days in the Communist Youth League, coming from the oil industry province of of Shandong. These jobs are mostly all reserved for Chinese which causes resentment among the local Uighurs. Wong quotes a Uighur university student as saying, who is the foreigner here and whose culture, language and way of life should be protected. This may be the crux of the grievances of the Uighurs, as their use of the language and religious practice is restricted, and they feel they are second class citizens in their own land. Other articles in the NYT and Economist go to point out that the links with international terrrism are not a source of the problem, and the unrest among the Uighurs is more about a feeling of loss of culture, language, religion and identity, and jobs. And the idea that the best way to work with minorities, or regions with different language, religion and culture, just as the British did in South Asia and India is doing now is through tolerance. REALITY CHECK FOR E85 PUMPS IN CALIFORNIA, 1 OUT OF 10,000 Gives information on the history of efforts to promote alternative fuels in California. Along the way the focus in California was on reducing emissions and scrubbing the air. The oil industry and the auto industry have not fully supported the shift to alternative fuels even in a small way, most of the experiments have failed, efforts to legislate watered down, and as E85 is promoted by GM the problems loom larger than ever. Only one private station in San Diego provides E85 for the public to use, and even this station does not sell much because even though it costs 6% less at $3.10 a gallon than regular gasoline at $3.30, it provides 25% less energy and so costs more per mile. GM is trying to get Chevron to build a small number of pumps that give E85, but Chevron is not willing to make a large investment. The upshot is only halfhearted efforts in this direction and no leadership from auto companies, oil companies, and not enough enthusiasm in the larger public that would create momentum in that direction, even as there is so much talk about reducing gasoline consumption. California has 10,000 gas stations, 1 E85 gas station! ...

This Washington Post look at Merrick Garland, U.S. president Obama's nominee for Supreme Court Justice, reveals a person who is meticulous and methodical in his legal work, less interested in ideological opinion. He is also seen as a person aspiring for higher office and making the right connections since he went to Harvard from Niles West High school in Chicago's North Shore suburbs- from his connections with Congressman Abner Mikva, Supreme Court Justice Brennan, Attorney General Benjamin Civiletti, which he assiduously pursued. Early in his first year at Harvard as an undergraduate Garland switched from a pathway for study of medicine to social sciences because the impact was greater he believed in such work. Here peers and colleagues at Harvard Law School, the Justice Department, give high marks to Garland for his legal work and his ability to take an objective view to obtain consensus. He has obtained consensus by writing the arguments in difficult cases in a way that limit debate, by studying the issues very carefully. Garland is the chief judge of the Washington D.C. Circuit. At the Justice Department he was assistant to Civiletti, and later principal associate attorney general who worked on the Oklahoma Bombings case of 1995. ...

GM says it will end traditional pension contributions and instead use a 401 (K) plan. GM's pension plan was underfunded by $8.7 billion as of Sept 30, 2011. GM will also freeze salaries for 26,000 salaried workers. Salaried workers will get an extra week of vacation. GM's 48,500 UAW union represented hourly workers will receive bonuses under a formula dependent on profitability and quality. Salaried employees will receive smaller bonuses because other metrics such as free cash flow and earnings before interest and taxes, and not just profit, are used to determine bonuses. GM's management sees GM as not having enough margins to reduce risk to the level it should be. The pension shortfall and the losses in Europe are also on their minds. Margins at GM lag behind compettitors. GM's margins are at about 6%, compared to Hyundai and BMW having margins of 10% in 2011. These changes come as GM plans to show a record profit of $8 billion in 2011. Management sees no room for complacency after the missteps in the last decade leading to the government bailout. A strategic decision made by GM in 2011 was to reduce the overhang of high inventory by reducing production, changing the way GM operates now compared to the years before bankruptcy....

The current or former vice presidents or executive committee members at the top of the FIFA soccer organization who were arrested by Swiss authorites at the request of the U.S. Justice Department are from small countries such as Paraguay, Uruguay, Trinidad and Tobago, and two officials from the Cayrran Islands which most people have not heard of. Others are from Nicaragua, Costa Rica, Venezuela in the central American region. This tells a lot about why the FIFA is in such a mess today. One nation, one vote means Trinidad counts for as much as England and Germany. There are 209 members with many being small nations such as Botswana. It is based in Zurich, was founded in 1904, and is subject to Swiss law. The result say critics is that there is very little change at the top, with Seth Blatter the FIFA head since 1998 in near complete control and very little prospect of change. He worked his way from secretary to president, and was previously employed by Swiss watchmaker Longines. Some critics describe the situation as reminiscent of medieval fiefdoms, and lacking the openness and transparency so essential in a body governing one of the most popular sports in the world....

Anand and Fairclough describe the aspirations of millions of young Indians stifled by the last few years of inept governance under the Congress party in India. Economic growth dropped to about 5% as the government did little to increase investment and growth, leaving India further behind nations such as China, Japan and S. Korea. The speed with which foreign investment in plants in Gujarat by the Tata Group, Bombardier and smaller companies such as Germany's Duravit took place, contrasts sharply with the red tape under the federal government of the Congress party and prime minister Manmohan Singh. Duravit's head of its Indian unit says the process was corruption free, fast, and had to be seen to be believed. Tata Group's head Ratan Tata, was a strong supporter of Modi after the Tata Group built its plant for manufacturing the Nano small car in Gujarat. The decisive mandate from the election, including the decisive vote from young people, the strong support of the business community in India determined to move ahead after 3 years of stalled governance, and the low starting point in areas such as electricity development and regions of the country lacking essential infrastructure, gives Modi a unique opportunity to put India on the path of good governance and rapid economic development....

Fitch Ratings analyst Charlene Chu tracks unreported debt in China's shadow banking system. She is doing this after moving to China in 2004, following work at the New York Fed. She was first alerted to the increase in unreported private debt when a banker disclosed to her at a meeting that he was pushing loans off the bank's books by repackaging it as securities and calling it wealth management products. She sees shadow lending in the banking system as a way to extend credit beyond the bank's government quota and not disclose questionable loans. The growth in private debt is alarming, much of it unreported. China undercounted private debt by 28% or 1.3 trillion yuan ($212 billon ) in the first half of 2010. In July 2011, the People's Bank of China added many of this type of off-balance sheet type of lending to its figures, following Chu's example. Her figures are still higher and she says conservative estimates. Fitch Ratings puts China's private sector debt at 214% of China's GDP as of June 2013, from 129% in 2008.The central bank's estimate is about 20% lower. Shadow lending soared after China increased lending in 2009 as part of the Stimulus policies. ...

GM announces loss for 2008 is $30.9 billion and loss for the fourth qurter is $9.6 billion. The company also said it may not be able to meet its auditors going concern requirements. GM burned through $5.2 billion in cash in the fourth quarter, and $19 billion in 2009. This puts the cumulative net loss to $82 billion since CEO Wagoner began restructuring in 2009. Its obvious now that notwithstanding the media attention it got and what was said by key players, not much was done and the dangers in continuing existing strategy on fuel efficiency, and on too optimistic assumptions about what could happen to car sales, and on acquiescing to union demands on benefits that no company could sustain if economic conditions turned for the worse. All this has played out and in dramatic fashion in the last 6 months. Astonishingly the Board and GM are going down with the ship, the same management and the same board are in place, proving again that capitalism does not necessarily follow rules of pay for performance, except when things are looking good when management skills are not really tested. The banks have proved this in ample measure in recent months....

Skeptical reception of the Administration's plan as Senators on the Banking Committee question, Paulson, Bernanke, Cox and Lockhart. The plan is only a few pages long and has no details wich alarms Senators as letting Treasury act with absolute impunity. The Senators are concerned about accountability, transparency and strict oversight. They are also concerned about protecting taxpayers money and taking equity in return for funds as on way to ensure that the taxpayers benefit from the upside in this as with the Swedish example in 1992. And Senators are concerned about the high rate of foreclosures and the need to help homeowners avoid foreclosure about which this plan is silent leaving in the words of one senator " a gaping hole" in the plan as home prices will continue to deteriorate as long as nothing serious and comprehensive is done about the foreclosure rate. Neither Bernanke or Paulson had anything to say about addressing foreclosures with broad comprehensive steps. And reflecting the outrage across the country the Senators want to see a cap on executive compensation of CEO's or some way in which CEO's of these financial institutions benefit while the taxpayers bear the burden. Summing up for the committee the head of the Senate Banking committee said that the Administrations plan was "unacceptable." ...

Was president Biden right to get the Fed, the FDIC and Treasury to cover the uninsured deposits in Silicon Valley Bank. Is it a good use of taxpayer money? $25 billion was provided by the Treasury to the Fed to stabilize other medium sized banks. The answer from the administration is that it was necessary to protect working families from any effects on the overall economy of the ripple effect on medium sized banks that were left unregulated by former president Trump's 2018 roll back of regulation on banks with less than 250 billion in assets.The Office of the Budget has shown that the government recovered all except $31 billion from the much larger bailout of 2008. Paul Krugman in NYT says the assets of SVB are invested in long term US Treasury securities which have value and should cover most of the cost of insuring depositors. Moral hazard is covered by the management at SVB and Signature losing their jobs and by the losses in stock value and bonds which are left unprotected as a cautionary signal to investors. A much larger impact is hidden in the hearts and minds of Silicon Valley who will be expected to reflect on the nature of their self serving deal where they oppose regulation of tech monopolies and of regulatory action except where it serves their  own interests, and see a laissez faire system that works for them but not for workers and families across communities in states across America. A situation made worse by the loss of America's manufacturing base on which issue Silicon Valley neither reflected or acted. ...

What is behind the anti-vaccine movement in the US? This NYT report looks at some of its unlikely origins- the anti-vaccine efforts of Robert Kennedy's son, Robert Kennedy Jr.. Mr. Kennedy is planning to run against Mr. Biden for the White House. Kennedy's opposition to vaccine's is traced back to his getting involved in cases as an environmental lawyer. Parents who had intellectually disabled children from other chemicals asked Kennedy to look into vaccines. Around 2010 Thimerosal, a mercury based preservative which been used for many years to prevent bacteria from growing in multiple dose vials of vaccine, was suspected to cause autism.  Already by 1999 the American Academy of Pediatrics, federal health agencies and pharmaceutical manufacturers agreed that thimerosal should be removed from childhood vaccines.  Yet it is still used, says this report.  This led to Mr. Kennedy's getting into vaccines in general by the time of the pandemic. He had a book out that was critical of Dr. Faucci, during the pandemic. Mr. Kennedy cautioned about the unintended effects of vaccines. He has another book out called the Wuhan Coverup that looks into the origins of the coronavirus. It refers to research conducted at the Wuhan Institute of Virology that was funded by the US. Mr. Kennedy believes that more transparency is needed on decisions made in the health care sector, and that critical views need to be aired for the public to be able to decide the right course of action. Vaccination is generally supported by people in America though there is a subsection of people who have concerns about side effects. On issues outside of vaccination there is a sense that America's health sector needs more transparency.     ...

Good tips for wellbeing and mental health during another election cycle. Amanda Ripley has some good advice in the Washington Post. Move out of a 24 hour news cycle and pause to decide what to read and not to read. Relationships are real and matter, will be there when all this is over years from now. It is about equanimity, maintaining mindfulness. Being a good moral person and teaching your kids the right things, are you doing what is important. Accepting that there was Beaverbrook type journalism before after a British press baron from the last century who loved crises and profited by selling tons of newspapers. Today's versions simply do it using video and podcasts and electronic versions. So it means getting off the rollercoaster ride that profits some press baron. Think in terms of years- a couple of years later there will be 2027 primaries, and five years from now even ten years from now. For someone older one can remember JFK and the New Frontier speeches- was president Harry Truman right to ask John Kennedy not to run because he was too young, would history have turned out better if his energy and zeal for America could have come up later in the nineteen seventies or eighties? Then people worried about too young a candidate, today it is the opposite. The Lord says I am partial to none but supremely dear to me are the wise, in the Bhagavad Gita, in Buddhist texts and in the Bible. And again he says by the raft of knowledge alone you shall go across all sin. Listening well and openness are the road to knowledge and wisdom, leading to mindfulness and peace in 2024 and beyond. ...

Arrests were made in a UK police inquiry including the Treasurer of the SNP, into handling of over 600,000 pounds in donations for a second independence referendum used for running costs instead, say this report in The Guardian. This Guardian report by Libby Brooks shows outwardly successful the Scottish National Party was behind the scenes chaotic, according to members who are frustrated at what has happened since 2014. A big influx of Yes voting members changed the party after 2014, and unable to cope it simply continued to function without modernizing its mechanisms for the last decade. Another problem appeared to be that power was concentrated in the husband and wife couple of Murrell the party's former chief executive who helped the party's electoral prospects, and Sturgeon as deputy leader. For much of the time party insiders say loyalty to Sturgeon after she headed the government, meant there was no effort to modernize the party with the growth in membership, and no serious discussion about this. Stuff got steamrollered. One insider says party leaders were inexperienced in handling a party of this size and did not realize that these problems would build up. It also reflects the support given to challenger Kate Forbes for the leadership election. What it means for Britain is that Labour and the Conservatives can count on Scotland, formerly a base for Labour, to give the leading British parties a decent chance in the next election on cost of living and public services issues. Issues that are uppermost in the minds of people in Scotland, to gain an overall parliamentary majority to tackle the issues of health, education, public services and climate change after the pandemic. ...
