The German labor union GDL is negotiating with Deutsche Bahn. It seeks a 35 hour work week, the reduction of work week for shift workers in rail transport to 35 hours from 28 hours a week. It is also seeking collective agreement for parts of rail infrastructure in Germany. Deutsche Bahn has not accepted this. GDL says there were confidential details of the negotiations leaked to the press including the Bild, and quit negotiations in the recent turn of events. Two strikes affected the rail system as talks fail to reach an agreement.

The White House site shows the Memorandum of Understanding on the India Middle East Europe Economic Corridor or IMEC that will build rail, internet, telecommunication, supply chain connections from hubs in India through the UAE, Saudi Arabia, Jordan and Israel to ports and commercial hubs in Europe. Polls show 45% of the people support joining the EU, and only 14% joining Russia in a economic union. Yanukovych failed to bring the country together. The EU had called for the release of a former prime minister Ms. Tymoshenko in prison for the last 2 years, and Yanukovych's failure to do this worsened relations with Germany. The U.S. sees Yatsenuyk 39, a economist who served in the Tymoshenko administration as economy minister, as a person with the credibility in Ukraine and the experience to be part of a transition government. Figures who are popular with protesters but have no connections with previous governments include Vitali Klitschko, 42, a boxing champion, who has his own party Udar, meaning punch. Tymoshenko, was popular during the Orange Revolution in 2004, but her two terms as prime minister came under criticism for mismanagement. Parliament selected the prime minister under the 2004 constitution, and the protests focussed on consolidation of power under the president, including the appointment of the prime minister. As a first step parliament took on powers to appoint the prime minister on Feb. 21, 2014, freed Tymoshenko from prison, and set a date for elections in May 2014. Yanukovych fled Kiev and left for the eastern part of the country as parliament began the transition to a new government. ...

India in 2022 and looking at 2030 has great potential in the world. India's interests as a democracy are clearly aligned with the US and Europe. In the past when India was small in economic terms after emerging from the British Empire as an independent nation and out of the fire of the partition and wars in South Asia in 1962, 1965, 1971 policies of ambivalence in foreign affairs took place. At that time says Manmohan Singh, a former prime minister who negotiated for rouble -Indian rupee agreement in the 1970's and 1980's India was finding its way for its small but growing economy. This was in the context of the Nehru-Indira Gandhi policy of non-alignment of the early years after independence when India was never presented with an opportunity to make a difference in the world and was only a small part of the world economy. Today's situation is different. The US and European Union now see the need for a principle based economic order and while one may quibble about the small details, in the larger sense, history has intended for us, the US, the European Union, UK,  British Commonwealth of which we are a part, to stand together economically and politically with our shared parliamentary systems based on western- British and American- democracy and values.  Never has history presented such a huge opportunity for billions of people- to meet the aspirations across continents from North and South America, European Union, to Africa, Asia south and south east and Japan. All countries that aspire to the free societies that have evolved over hundreds of years. It is also the spirit in which Hind Swaraj was written in 1910 by Mohandas Gandhi and which was turned into reality only 37 years later under his leadership and vision for India. The non-alignment period of 2 decades was more of a intervening chapter that resulted from a sense of grievance rather than in the spirit of courage and spirited effort that Mohandas Gandhi embodied and led India with. In Manmohan Singh's direct unmistakable terms and from the vast experience he brings as a respected Indian civil servant- "India as the largest peace loving democracy stands to gain enormously from this principled trade aspiration of the western block of nations of the US and European Union. It presents a tremendous opportunity for India to become a large producing nation for the world and a global economic powerhouse. However, to capitalize on these opportunities India needs free access to these markets, an accepted and global currency to trade in and seamless trade settlements." Manmohan Singh sees millions of factories manned by hundreds of millions of people of all castes, creeds and religions of India. This is a pivotal moment of change for India and India must grasp it firmly. The Biden today is very different he says than even the Biden of 2020, and clearly from the Biden of years as vice president. Biden has grown with experience and the changing situation in America, he has learned a lot over the years, has experience and connections with the US Congress that give him a rare sense of confidence to get things done. He also the authenticity that many Republican and Democrats lack, the topic for a recent column by Peggy Noonan in the WSJ. Noonan feels the announcement by Nikki Haley for the presidential candidacy was oddly stuck in the past as politics was done before 2023, which today is not acceptable after the pandemic and a world finding its bearings.  Biden was clear in the State of the Union. He could be himself and tackle the nation's problems from his own understanding and long experience, stating things as they are and how he sees the solutions being developed. It is alright not to have the perfect sentence, it is getting things done that America needs and expects. There is so much that America needs to get done and Biden looked vigorous and undaunted in the State of the Union address to Congress. ...

On the economy and cost of living- Macron said actions he has taken to put a cap on fuel prices and tax exemption for pay bonuses were fairer and more effective than Madame Le Pen's ideas. Le Pen said she would cut the VAT on energy. Macron said a cap on fuel prices was "twice as effective as dropping the sales tax." Le Pen said she will cut taxes, and no tax for under 30's.  On Europe and Russia- Macron said Le Pen was one of the first leaders to recognize Russia's annexation of Crimea. "You are speaking to your banker when you speak to Russia," Macron said referring to a bank loan from Russia. He also said that the French did not look to Russia for finance, when Le Pen said she was turned down by French banks. On the European Union- Macron argued that Le Pen's idea of "a Europe of nations" would spell the end of the European Union and that "you are selling a lie." Schofield says Macron avoided the trap of coming across as too arrogant or technocratic, sometimes even holding back.  ...

Housing construction makes up a fourth of China's economy. Chinese government is leery of the huge buildup of debt at housing developer companies in China. Banks are involved with their loans to housing developer companies. Some of these bank loans are nonperforming and this percentage of bad debt is growing. It was always a sense of someday this would stop working. That someday may be today. Efforts are being made to tighten controls on these companies and their way of doing business- raising cash from presold apartments from millions of householders who have accumulated their savings for a speculative investment in a second or third apartment or fulfilling a dream of first home ownership. For two decades it worked as the Chinese economy with the aid of US and European Union transfer of technology and capital grew rapidly. With the US and European Union changing policies and building new supply chains in the competition with China, and China entering the period of a mature economy with less room for growth as Japan did in the 1990's, this buildup of debt  has ominous overtones. Chinese government is making an effort to regulate the housing sector to reduce any potential damage to the economy. The result could be a repeat of the way the Japanese economy after growing rapidly in the period 1960 -1985 slowed rapidly after 1987. ...

A sense in China's leadership that India's modernization would follow in the same way that China's and South Korea's have followed Japan's modernization. A sense also that better relations with the US and the European Union would require better relations with India, as an indispensable condition. A sense also that the issue of Taiwan was a bigger issue and a core interest for China than the border disputes in the remote regions of the Himalayas. It just did not make sense to have a conflict with India in the priorities of China to 2030 or 2040. That India needed to be seen not through the lens of the British but as an ancient nation that had similarities with China and Japan from its Buddhist roots. ...

The Wall Street Journal in a recent editorial called the European Union's June 2011 plan for Greece "the French Deception," because it favored French and German banks but made Greece's debt burden even less manageable. The Economist views the European Union actions with disdain and says they are sure to fail. It is skeptical whether the spending cuts will work because Greece's politicians are not likely to address the problems of poor tax and other payments collection, and is too interconnected with favored groups and lobbies to be able to take the needed actions. And spending cuts will fall hard on ordinary Greeks. Even with job cuts the sense is that it will fall not on full time civil servants with permanent contracts but people with temporary contracts. The Economist cites the example of items such as the overgenerous markup allowed for pharmacists that adds another 1.5 billion euros to the budget which will remain untouched as an example of many such items where the cuts will not fall because of strong lobbies and favored interests. The privatization scheme is deemed unrealistic because it expects to raise 51 billion euros in a crash sale of assets, which only makes it more likely that assets could fall into the hands of cronies with the right connections. The current efforts only make ordinary Greeks worse off with spending cuts and new taxes. The negative impact on economic growth of the austerity cuts creates the prospect for a deeper recession, political turmoil, and a debt default....

Nigel Farage is making a comeback in European Union elections in Britain. He led the Independence party and has formed a new Brexit Party to contest the elections. He says the Brexit supporters were deserted in the way the Conservative Party bungled Britain's leaving the European Union. As a result of loss of support for Theresa May with the mess created by repeated failures to pass Brexit deals in parliament, some polls show the Brexit Party surging to 34% of the vote inEuropean elections. The Conservative Party at 11%, and the Labour Party at 21%. The Liberal Democrats at 13%. The Conservative party fragments, and the Labour Party loses supporters to the Greens and Liberal Democrats. Another change is that some of the pro-Brexit supporters of the Labour Party in the middle and the north of the country may shift their vote to the Brexit party. The Conservative party's losses of support are a result of the failure of Theresa May to hold her party together. In the case of the Labour party even though it had 40%  of the vote in the last British election, it is faced with the fact that it has an odd mix of supporters. In the north and the middle of the country its working class support comes partly from Pro-Brexit supporters, and in the cities and London the support is from more liberal, better educated people. This puts both the main parties in the situation which they never thought they would be in.  Mr. Farage says its OK for Britain to leave the European Union without a deal. Prime Minister May has taken great pains to forge a deal, even a cross party deal with Labour if necessary. This has alienated the most fervent Brexit supporters in the Conservative Party who favor a no-deal Brexit. Much of this comes from caution that a no-deal Brexit would hurt Britain's economy and lower growth. A large majority in parliament believes a no deal Brexit would be disastrous for Britain. Nigel Farage does not have to deal with such distant matters as economic growth, the British pound and GDP.       ...
