Landers and Gale of the WSJ show how undersupplied conscript soldiers, high inflation and industrial breakdowns during wartime have led to major upheavals in Russia. Three conflicts led to such changes in Russia's domestic situation. The Russo-Japanese war in 1905 led to Russia seeing one fourth of 340,000 Russian troops killed in a battle near the Chinese city of Shenyang, and loss of most of its Baltic fleet in a Japanese attack on Port Arthur. The war ended with a peace treaty arranged by president Theodore Roosevelt of the United States. The Russian czar gave up most of his absolute powers in 1905.  In 1914 Ukraine was involved in regime change as the Germans fought to take Ukraine. The czar wanted to keep Russia's expansive sphere of influence. Without Ukraine's agriculture and industry and its population Russia would not be a great power, says an expert on Czarist Russia. At the time the Russian military was ill prepared in motorized vehicles and communications equipment, and industry lacked the ability to resupply the military. Inflation jumped leading to unrest and protests. Fighting in the First World War led to millions of refugees. In 2022 experts see the same old problem of seeking spheres of influence leading to wars, and the lack of sufficient ability to cope with prolonged wars when short wars were expected by the regimes in power in Russia. Dissent inside Russia and protests led to the abdication of Czar Nicholas in March 2017, and Bolsheviks led by Lenin seizing power in November of 2017. By 1979 Ukrainian leader Leonid Brezhnev was leader of the Soviet Union as Russia's economy could not keep up with modernization. Seeking spheres of influence Brezhnev pushed into a long war in Afghanistan in the mistaken idea that a quick strike on Kabul with a change in government would achieve Soviet goals in central Asia. By 1989 the Russian army withdrew from Afghanistan and in 1990 the protests led to the fall of the Berlin Wall and the collapse of the Soviet Union and emergence of Russia as a separate country. Landers and Gale of the WSJ see these events in Russian history showing how wars have led to domestic changes and upheavals in Russia when leaders projected power beyond Russia's capacity to handle the results of conflict. Russia's economy is about the size of Italy or Britain say experts and its industry much smaller than the European Union economies and the US, Japan combined.  ...

Take for instance an athlete with burns on his feet from a fire, who is told he can never walk again, and he comes back to win an Olympics gold medal in running. Domestic tourist trips up 19% over 2019 in China as China opens up to tourism are leading to only a 1% increase in total tourist spending, as tourists are just plain thrifty. Food inflation that is 10-15% in the US is about a catastrophic 40% in Europe with creeping higher margins of grocery stores. Compare that with China where inflation is less than 1%. WSJ looks at Zibo a city in China that was like hundreds of smaller industrial cities in China until a government publicity campaign got about 4.7 million people to visit it for its barbecue pancakes. The prices were relatively inexpensive with two people eating for $20. Yet this type of tourism is not boosting the Chinese economy when exports are slowing and the construction sector is in poor shape financially.

Krugman on taxes, Simpson Bowles and "low rates." He describes the U.S. under Dwight Eisenhower, a Republican president and war hero. A period which he describes in which unions had bargaining power, a third of workers were union members, and in contrast to to the 1920 business executives lived modestly and paid higher taxes. And yet the U.S. registered high rates of growth. There are several aspects to this period in contrast to the present that also need to be kept in mind. The post war booming economy after two decades of slow growth and war. Much of the present infrastructure in the U.S. was built during this period including the interstate highway system started under Eisenhower. The workers of developing countries of China, India and other parts of the world were not a part of the global labor force till the 1990's, with technology and transportation making global manufacturing a reality. The major factor in lowering wages and creating lower levels of unionized workers in the automobile as in other industries is the competition from lower wage labor in China and other Asian countries, and the presence of non unionized plants in the U.S. The choices made by economic decisionmakers of both parties in the last two decades, say experts including Fed chairman Bernanke, created a huge inflow of capital from Asia that led to housing and other bubbles, creating economic crises such as the one in 2008 and aggravating economic inequality. ...

Experts in the U.S. say the U.S. made a mistake in not supporting the idea of a new financial institution to meet the urgent needs of development and infrastructure financing of Asia's developing countries. India, Australia, S. Korea, Britain, Germany, France and Italy are joining as founding members in 2015. China has offered leadership in providing resources for the new bank. Jane Perlez says China is looking for the best talent worldwide to help write the charter for the bank and to run it. It is a project pushed forward by China's president Jinping, and was discussed at the 2013 G-20 meeeting in Moscow as a critical part of the agenda. Laurence Brahm, who supported Chinese premier Zhu Rongji in 2001 for entry into the WTO, says it is natural for China to look for ways to use its extra capacity in steel, concrete and pipes to build projects in other parts of Asia, which would mutually benefit China and the region. Paul Haenle of the Carnegie-Tsinghua Center in Beijing, says the U.S. lack of support is shortsighted, as the existing U.S. sponsored institutions World Bank and the Asian Development Bank are sorely lacking the resources to deal with the huge infrastructure challenges in Asia. China's Finance Ministry is looking for the best talent worldwide to write the charter and run the bank. Natalie Lichtenstein, a lawyer with 30 years experience working at the World Bank will write the bank's founding charter. ...

The Trump campaign still operates on the basis of the idea "Let Trump be Trump." It is only now beginning the effort to set up a campaign organization for the primaries in Iowa and New Hampshire, intending to do this with with lean structure at the top. On policy proposals Trump says he will rely on experts in each field. For a tax plan he has asked advisors to come up with a plan that simplifies and cuts taxes, aids the middle class, tackles abuses such as corporate "inversions" and to "tax the paper pushing hedge-fund guys." Jeb Bush has adopted a similiar position in the tax plan he has announced. Trump appeals to voters with anti-establishment rhetoric appealing to the average voter, mixed with a dose of individual bravado. The political organization has Corey Lewandowski as campaign manager, Michael Glassner as national political director, Daniel Scavino as head of social media, and Hope Hicks as press secretary. Lewandowski's only experience is heading the 2002 re-election effort for Republican Bob Smith to the U.S. Senate from New Hampshire, in which John Sununu was elected. The campaign lacks the experience and ground support for a long effort in the Republican primaries, and experts say it would face a vigorous television ad campaign from opponents as the primaries get closer....

ICBC's strong performance is largely because of the leadership of Jiang Jiangqing. Jinagqing was reluctant to engage in the large scale lending encouraged by the government during the 2008-2009 financial crisis. For this reason he is not popular with the leadership in the government and the Communist party. This could change considering the large number of loans from that period which are expected to go sour in coming years. The U.S., Spain, U.K. and other countries suffered from the effects of bad loans in the banking system and experts say China is not likely to be an exception. Especially considering the excessive lending during that period and slowing growth in China. When this happens Jianqing's banking skills and conservative approach is likely to gain increasing respect within China. Jiangqing has expressed the view that the last thing China needed was to go back to the situation in 2000 when China's banking system was weighed down with bad debt. One has only to look at the change in Spain where once respected senior IMF officials like Rodrigo Rato are now looked at very differently. Jianging's push for expansion overseas- so that ICBC does not end up being a regional bank- is not viewed favorably by the government, which looks for a domestic focus. ...

Under a new law going into effect on Oct. 1, 2017 and supported by Angela Merkel's government, all social networks will be required to delete within 24 hours "all illegal content." This is an effort to take immediate action against hate speech, libel and other illegal content. Companies could be fined upto $57 million. Germany's Justice Minister Heiko Maas said "we cannot accept that social networks ignore our laws." Mr. Maas says the voluntary effort setup earlier had not worked as the social media companies were too slow. The law now means the networks will devote more resources, with Facebook increasing the staff for this purpose doubling it almost from 4500 to 7500, showing that the problem had not been addressed the way it needed to be. The new law details 22 sections of the criminal code that social networks need to enforce. Including laws banning libel, character defamation, hate speech, insults against religions, offensive statements and privacy violations. Britain's May and France's Macron have also called the efforts of the networks insufficient. A similar law in the U.S. before the 2016 election could have saved the country from many of the problems arising from illegal content being posted, including damage to the image of the U.S., inciting deep divisions, racial tensions, hate rhetoric and defamation leading to coarsening of public dialogue and debate.  During 2016 many European leaders were exposed to hate speech including Angela Merkel. The social networks were slow to respond and did not take their civic duty as seriously as they should have considering the grave damage to the social and political fabric of the U.S. and the European Union countries. The governments also took time to act, studying the problem carefully before taking action leading to further damage, one reason the current legislation was passed quickly and decisively. Experts say other countries will act following the German example to preserve civil dialogue and strengthen democracy. ...

Friedman describes the lack of decisionmaking, initiative and courage in the Eurozone, India and China to tackle difficult problems. During his visit to India he describes the problems India faces. A serious problem with lack of good governance within the democratic framework. India also has a growing population that will soon surpass China's population, which makes the task of development that much harder, with the small steps India is taking to move forward not making a serious impact. Azim Premji, chairman of Wipro, described it this way: "There is a complete lack of decision-making among leaders in the government. If prompt action is not taken, the country will face a setback. You must appreciate how serious it is." Friedman sees a similiar situation in the eurozone countries as new governments are being formed in Greece and Italy by Papademos and Mario Monti, both technocrats from the European Union. This has the added complication because these experts have not been elected. The fact that they have support and goodwill is because of the failure of the political class in Greece and Italy. The failure of the political class in the U.S. is evident from the stymied negotiations over the deficit, and the lack of leadership from President Obama....

The 2018 election in Mexico brings to power a party called The Movement for National Regeneration or Morena created in 2014 by Manuel Lopez Obrador, after he left the PRD. Obrador ran on the PRD ticket for president in the last two elections. Obrador won with 53% of the vote, about 30% above the vote gained by the next leading rival.  Elections for the lower house of parliament showed a steep drop from 204 seats to 45 seats for the PRI party which was in power under president Nieto. The next leading party PAN which ran the government before the Nieto term in office, and the centre left PRD, were badly weakened. PRD now has 21 members in lower house of parliament compared to 53 before. So deep were losses for the opposition parties such as PRI and PAN which alternately ran the government, and particularly the PRI which dominated Mexican politics since 1950, that experts see Mr. Obrador as replacing the PRI's dominance of politics with the centre left Morena. Morena's rise is a result of work at the grass roots level in Mexico just when the PRI was discredited for corruption and failure to maintain the rule of law. PRI candidate for president Antonio Meade was a U.S. trained former finance, foreign and social development minister who lacks grass roots activism support base. ...

The Obama administration denied approval for the TransCanada Keystone pipeline. President Obama made it clear that the decision was made because of the "arbitrary" February approval deadline imposed by Republicans in Congress, and said this "is not a judgement on the merits of the pipeline." The administration suggested that TransCanada reapply. TransCanada CEO Russ Girling says the company is "fully committed to the construction of Keystone XL, and that it "will reapply for a presidential permit and expect a new application would be processed in an expedited manner to allow for an in-service date of late 2014." Experts say the U.S. could reuse some of the studies and analyses and that the process would take 18-24 months. Alberta's premier, Alison Redford, says she believes the project will get approved.

GE's decision to exit the banking business ends a period of aggressively reducing taxes using GE Capital operations. This ended in disaster in the 2008 global fianncial crisis with GE shares down to $6 and GE needing a government rescue. GE reported in its securities filing that its tax rate of 10.3% in 2014 would have been 17% without the use of GE Capital operations to reduce taxes. Experts say GE's tax rate is lower using GE Capital because of doing business in lower tax jurisdictions overseas and global funding base. In 2013 securities filing cited in the Washington Post show GE taxes were an astonishing 4.2%. GE will repatriate $36 billion in overseas earnings as the first step and pay taxes to the U.S. Treasury of $6 billion.

Medvedev set up athink tank last year with Igor Yurgens as head , which was to come with new ideas for Rusian economy and foreign relations. He called for Russia to change course and work with the US and Europe t o work its way out of the crisis. T do this he told a seminar organized by the American Chamber of Commerce in Moscow, that Russia should create dialogue with the people, and experts should be brought into the discussions, and the government guys need to dialogue with both the people and these experts inside Russia and abroad. The suggestion is that policy should come out of vigorous discussion, and the government guys should consult, listen and they should win honestly in the discussions in this policy debate or change course as necessary. On Georgia and Ukrainian gas supplies cutoff, these wounds he says should be healed by making symbolic gestures to Europe and the USA, like the one that Vice President Biden made, in saying in Munich that the US needed to press the reset button in its relations with Russia. Wages in U.S. manufacturing are declining as the U.S. regains competitivness with Mexico, China and other emerging market countries in manufacturing, through a combination of productivity from new machinery and lower wages. At the same time as this revives U.S. manufacturing this is lowering wages in manufacturing based economies in the midwest and other parts of the country. This can be seen in cities like Dayton, Ohio, where in the past good paying jobs could be found in manufacturing without a college diploma. Many of these jobs paying $15-$20 an hour are being replaced by lower paying jobs paying $10 an hour. With the cost of college education already spiralling beyond the reach of ordinary incomes, and college debt reaching $1 trillion and harder to payoff, the move to lower wages increases the probabilities that college will remain elusive to children in these families. The automated plants and lower number of workers needed to operate machinery in new and modernized plants means unemployment in manufacturing will see slow growth. This is likely to lead to continued high unemployment in cities that lag behind in college education for opportunties outside of manufacturing and in manufacturing jobs. This is also why more experts are calling for government, college and private sector support for vocational training to improve job and income opportunties....

Anton Troianovski presents how things are seen by Russians and in Russia of  the Biden Putin meeting. Mr. Putin says in an NBC interview that he sees president Biden "as a professional who has spent all his life in politics." Putin compared this with Mr. Trump who he thought was relatively unprepared, new to politics by comparison who was unable to deliver on the friendlier policy he had promised, and instead delivered too many impulsive moments in the relationship. This has helped set the relationship of the US with Russia on a "stable and predictable basis." Russian experts say the Russian president was seen badly by the American political class, and not just badly, "insultingly badly" creating a rift at another level. Biden is seen as a member of  the old school in a good sense, one expert says, who as senator visited the US for talks on limiting nuclear weapons in 1979 and in the 1980's, who knows Russia and who has genuine respect for Russia as a country, and sees it possible for adversaries to work together for some overriding interests. Some Russians are are nostalgic for that time when Russia was treated with respect and as an equal. For Biden and America the priorities are for America to achieve the economic rebuilding that is needed, to bring back hope at the time of the losses from the pandemic, the positive message is genuine. One Russian expert says this summit has huge meaning for Russians. It tell them the US has a desire to set a kind of positive agenda. At the time of the worldwide pandemic, and with so much rebuilding to be done, it comes as a fresh breeze for both nations and for Europe, and the rest of the world. Metro Detroit has 90% of the 17,000 cases in Michigan as the pandemic reaches its peak there this week.  The large Detroit airport renovated and enlarged is seen as a source of the coronavirus as Detroit is where all 3 auto U.S. auto companies are located. GM, and Ford have large manufacturing operations in China, and  Chrysler has plants in northern Italy, the locations where coronavirus has hit hard, and in the case of China where it originated. Health experts say the busy Detroit international airport connecting the Detroit hub to other auto hubs in northern Italy and China- both virus hotspots- may have contributed to the virus hitting Detroit early. This country to country transmission along some route is how the virus has traveled to over 150 countries. For instance German reports show Bavaria as the source of the early cases in Italy's Lombardy region. It could be that German auto companies located in Bavaria with large operations in China resulted in inadvertent transmission of the virus from China through airport in Munich from flights between Germany and China. A Shenyang municipal bureau report provides information on German  investment in Shenyang, Liaoning province. Munich based BMW makes 1.3 million cars here. There is also the newly built Chinese German Tiexi industrial park in Shenyang with 50 German companies BASF, Siemens, located there.  Once the virus arrives in one location its spread depends on the environment with densely packed areas and the health conditions prevailing in a particular area playing their part. Both in New York and Detroit metro area this helped its faster spread in lower income densely packed areas.   ...

The suicide of celebrity chef Anthony Bourdain who had a popular television program, brings new attention to the increase in middle age suicides ages 45 to 64 in the U.S.  The CDC figures show a 60% increase for women and 37% for men between 2000 and 2016. A clinical instructor in psychiatry and medicine at Cornell, Ms. Boardman says life satisfaction is low at this age,a dip in satisfaction called the U curve. A 2016 study in the American Journal of Preventive Medicine  shows stress factors as problems with intimate partners job/finances, health, family, and criminal/legal problems.  The demographic group driving suicide rates up is mainly white people without a 4 year college degree, who have done poorly compared to that group in a previous generation, say experts at Columbia University. 

Generally isolation and loneliness is also a factor, and social connections a big antidote to depression type stress.

China's July 2012 exports were up barely by 1%, over the same month prior year. Exports to the European Union declined by 16.2%. A big problem is cost increases for land, labor and electricity. By 2004 China's exports were growing at a peak rate of 35%. Since then prices of inputs have increased- wages by 150%, land by 70%, and electricity prices by 30%, according to Dragonomics. The yuan appreciated by 30%. Productivity is increasing by about 8% a year, according to the World Bank. As a result of the price increases of inputs the competitiveness of China, with products exported mainly on the basis of price, is deteriorating.

A survey of 2000 workers by Prudential shows about 25% of workers plan to look for a better job after the pandemic, and 38% say challenges with work-life balance are a reason for them to change jobs. Some economists expect growth in China's GDP to slow down to 5.8% for the 4th quarter. China's export driven growth model based on factories with plentiful hardworking young labor including young women, and plentiful foreign investment, Chinese investment from HongKong and Taiwan, and plentiful capital generated from China's high savings rate, and supply of land from local government officials eager to participate in the boom, is finally slowing down, after 3 decades since Deng launched China on this path. However this slowdown is happening drastically, and the whole model is coming apart. The first signs came earlier this year as the government initated a shift in policies after seeing the costs of runaway growth on the environment and in pollution of air and water, and in the wages of labor. Laws protecting labor rights and wages, and stricter pollution laws and enforcement for the first time in years that suggested the government was serious, pulled the bottom off of marginal export industries and companies. Only the larger better run companies were able to operate in this environment. About 67,000 factories closed in coastal regions in the first half of this year. See the link to this. Now that process is hit by the global credit crisis and the demand decline in 2008, and possible demand collapse in 2009 in US export markets if some things like the auto industry take a bad turn and unemployment jumps, all are hitting hard at China's export sector. This is in turn hitting investment as in Germany as companies pull back, and nervous consumers with losses in the stock market and seeing a decline in housing prices pull back on purchases resulting in inventories building up for different industries including the important auto industry. ...

Typical of so much of what is written about the World Health Organization and its role in the pandemic, this podcast in the WSJ fails to quickly convey the critical function of the WHO as an early warning system the world has depended on, including China. The H1N1 epidemic originated in Mexico. Asian countries including China and India depended on very quick response from the country where the epidemic originated  in allowing entry into the affected area for experts from advanced countries such as the U.S. The global response was then coordinated across countries quickly with complete transparency. The head of China's CDC himself faced a problem with transparency with the provincial authorites in Wuhan. 1.    Fundamentally this quick entry was denied the U.S. Request by U.S. to China was made on Jan. 6 for U.S. team to go to Wuhan, quick permission was denied and given only about 6 weeks later on Feb 16. This delay is the crux of the problem for the U.S.. Taiwan confirmed human to human transmission on Jan. 1, the WHO was saying this was not clear as late as Jan. 14. These costly delays are what the U.S.  letter is about.  The head of the CDC China Gao Fu called Dr. Redfield head of CDC in the U.S. on the next day after he suspected Wuhan provincial authorites were vague about what was happening. Gao Fu was alarmed when scanning the internet on December 30, 2019, about rumors of a vaguely worded lung disease in internal memos of Wuhan. He called Wuhan authorites and was not getting clear answers on that day, then deciding on December 31 to send his own team to Wuhan, as reported in German magazine Der Spiegel- Hackenbroch, Zand, 05/20/2020.  Der Spiegel says in its special report on the early period in Wuhan that Gao Fu was so alarmed about what was happening enough to be in tears in his series of calls with Dr. Redfield in the immediate days that followed. The date was shortly after the GAO Fu sent the team to Wuhan, December 31 and New Years Day 2020, as reported in Der Spiegel. She acted quickly and decisively and no time was lost. It is this failure of the early warning system under the new president of the WHO after 2017 Dr. Tedros that alarms the U.S.  with about 100,000 deaths.  3.  This failure it can now be said was partly a result of a election in 2017 for the position of WHO president which was flawed. This was the first time a WHO head, an important position was put up for an election. The Executive Board was responsible for this appointment since the founding of the WHO as part of the UN, based in Geneva, Switzerland, after World War II. This system worked. The election was clearly a bad process for appointing the president of the WHO which should be done entirely on the capabilities of the person holding this position not on a flawed voting process. It is flawed because India and Bangladesh hit by a cyclone during the coronavirus have suffered greatly, as have other countries, but had only 2 votes for 1.5 billion people, when Barbados (385,000 population) and Laos (7 million) which had less than one  hundredth the population had the same number of votes. The U.S. had one vote. The election resulted in lobbying and a process in which many candidates stayed away because they simply would not go through such a process.
