European Union countries reopen for travel this summer. A new travel pass or digital Covid certificate is approved to promote freedom of travel as more people get vaccinated. About a third of people are vaccinated for first shot in France and about 40% in Germany, which means in coming weeks they will have the second shot and enough antibodies to make a return to normal life possible. Venetians say their city is being invaded by hordes of tourists who live in hotels on Mestre and cross a causeway to come to Venice. Venice gets an estimated 2 million tourists. A new referendum seeks to separate the city administration of Venice from Mestre giving Venice the autonomy to protect the city against floods and overburdening by tourists. Mestre has 3 times the population of Venice and is on dry land so that decisions made in Mestre are not in the interests of Venice.  The referendum is intended to stop cruise ships from coming to Venice at a time when new hotels are coming up in Mestre. The mayor and city administration oppose the referendum creating a situation after the damage caused by floods on November 12 which show how chaotic it is. Seventy two submersible yellow flood gates designed to prevent the flood were tested and could have been made activated on November 12, but no action was taken, causing about $1 billion in damage. The city is offering $5000 as compensation for businesses, but a bakery that sustained close to $77,000 of damage like other businesses is looking to the referendum to change the way the place is governed.  ...

It could have done serious damage to the 1.4 billion people of India as the gap between China and India opened up dangerous security implications for South Asia, a time when governance model of the Nehru era had failed by 2014 leading to fragmentation of the kind that happened in China when Japan had surged ahead in the 1920's and 1930's leading to the devastating war and Japanese invasion of China in the 1930's by provoked incidents. It shows the grave consequences of poor governance including the periods under Bush and Obama that led to decisions to get into wars in remote mountainous and desert regions. A series of such events can as shown by Joel Mokyr of Northwestern University, that can lead to permanent decline for regions and nations. As Teddy Roosevelt points out in Chapter 5 of his Autobiography titled Applied Idealism, some elites had too much respect and awe for big financial interests. TR wrote of these elites in his time- "Some of the men foremost in the struggle for Civil Service Reform have taken a position of honorable leadership in the battle for those other and more vital reforms. But many of them promptly abandoned the field of effort for decency when the battle took the form, not of a fight agains the petty grafting of small bosses and small politicians- a vitally necessary battle, be it remembered- but of a fight against the great entrenched powers of privilege, a fight to secure justice through the law for ordinary men and women, instead of leaving them to suffer cruel injustice either because the law failed to protect them  or because it was twisted from its legitimate purpose into a means for oppressing them." ...

For the lower middle class the efforts to gain upward mobility are like trying to move up on a downward escalator. About one third of jobs are temp jobs which lack the protections of permanent jobs which were at one time 90% of all jobs. Her book is titled- "The Hidden Crisis; German Social Decline at the Heart of Europe." Nachtwey says on the surface Germany has become competitive and has maintained its growth rate, benefiting from the strong manufacturing sector with trade surpluses, low unemployment. Yet this conceals the underlying crisis of the cost which this has come at- a persistent erosion of the social compact of one elevator where everybody moved up together that was the norm in the early postwar period, fulltime employment, a strong welfare state. Job protections weakened, and while manufacturing sector pay remained stable or rose, less skilled and low wage workers suffered. This has also led to the fracturing in the vote with the fragmentation of political parties following the refugee crisis and the weakening of centrist parties. Voters are now open to different messages after the increase in inequality and uncertain economic future for the lower middle class. ...
