The steel tariffs were targeted at China's buildup of surplus steel capacity in the last 2 decades, with little to do with the next phase of the competition globally between the U.S., the E.U. and China. This is a carefully planned move showing American resolve to be competitive in the high tech industries of the future. It will be followed by a comment period during which the administration will get feedback on product choices. A public hearing is set for May 15 in Washington, and companies can file objections till May 22. ...

The Asian-American voters are significant in some states such as New Jersey 7% of voters, Nevada 9%, Minnesota 3.1%, and California 15%. Compared to the 2012 election this is the fastest growing demographic up 16%. With lower immigration from Mexico this is likely to continue for several decades. Nationally it is 4% but growing rapidly. The Asian-Americans come from countries such as India, China, Indonesia, Vietnam, Philippines. Seib says Trump has lost as many Asian-Americans as he has gained whites who chant "build that wall," by using such rhetoric. The Asian Americans are about 48% moderate and about 23% liberal, 19% conservative. Many are in the tech and white collar fields, in the suburbs of major cities including the South. Its this location that can make them an important influence. The Democratic Party has reached out to these generally better educated voters, who have heard about building that wall with unfavorable views- 40% saying they would vote against a person with "anti-immgrant views" regardless of what the other issues are. The early 2016 poll done by the Asian and Pacific Islander Vote project shows 61% having unfavorable views of Trump and 61% having favorable views of Clinton in 2016.   ...

TSMC will build a third plant in Arizona with the $6.6 billion in grants it gets from Biden's CHIPS Act. It will increase its investment in the US from $40 billion to $65 billion, essential to make the US a manufacturing hub for semiconductors. Intel, Samsung and other companies are making similar investments in the US in semiconductor plants. After years of post Reagan/Friedman period orthodox economics that led to the US chip industry and other advanced manufacturing following textiles to Asia, the US is making its policies follow actual practice and experience. This experience shows that in semiconductors with long lead times of a decade to build plants the country which supports its semiconductor industry gets ahead while others following orthodox Reagan/Friedman period economics fall behind. This has revealed the danger of a theoretical economic textbook approach that doesn't work and endangers American manufacturing and technological leadership. A culture wrapped around the textbook approach has led to the US and the EU, India, losing their competitive advantages and losing manufacturing in industry after industry, with loss of millions of jobs and deindustrializing. It has also led to decline and increasing lack of economic opportunity in towns and communities dependent on this manufacturing across the US and the European Union. ...

Kenneth Lewis got Bank of America out of the business of subprime lending in 2001. He is the CEO of Bank of America. What is his insight into what is going on today. He sees default risks not depending on credit scores but on other factors such as how much equity homeowners have in their homes. Eveni if its an expensive home over $500,000 there are home owners who have refinanced it and obtained mortgages for much larger amounts in one case upto $800,000, and with hardly any equity in the home. For such a homeowner its easy to walk away from the property and let the lender take the home. Such homeowners would first payoff and be current on credit cards and auto loans and still default and walk away from the home in the current situation. This is what Bank of America is observing. There is a change in social attitudes where its OK to walk away from a home when you don't have much equity in it, and financially it may make sense to get ones finances back in shape. So the old idea about home ownership don't hold good anymore even for people with better credit scores. With this happening banks are likely to tighen credit standards for credit worthy borrowers. ...

U.S. president Trump approved tariffs on $50 billion of Chinese goods. The U.S. Trade representative is expected to announce the goods subject to a tariff of 25% on June 15, 2018, and publish them in the Federal Register next week. China's Foreign Minister Wang met with U.S. Secretary of State Mike Pompeo in Beijing, saying at a joint news conference that  if the U.S. went ahead with the tariffs on $50 billion of Chinese goods China has made preparations for tariffs of its own on American goods. The biggest targets for China are aircraft and soyabeans. Separately the Tax Foundation shows the tariffs on Chinese imports, coming on top of tariffs on steel and aluminium imports, would lower GDP in U.S. over long run by 0.06% and reduce employment by 45,000 positions. Other reports also confirm the impact is not significant enough and the U.S. sees its strategy as one of reversing the trade imbalance in the way it acted in negotiations with the Japanese after a similar trade imbalance with Japan. In some ways the trade imbalance with China is more severe in its impact on manufacturing in the U.S., hollowing out some sectors, and the size of the imbalance at about $ 1 billion a day much larger. This is also the position taken by U.S. Trade Representative Lighthizer, an experienced negotiator who negotiated with Japan during the Reagan administration. There is also the added issue today of intellectual property losses for the U.S. that the U.S. is seeking to address in the negotiations. ...

This very exceptional report from the city of Recife in Brazil's northeastern state of Pernambuco, comes from WSJ reporters Johnson and Jelmayer. It is about the physicians Vanessa van der Linden Mota, and Ana van der Linden Mota, her mother, who first alerted health authorites in Pernambuco about the cases of encephaly and the links to the mosquito Zika Virus in Recife, Brazil. From 147 recorded encephaly cases, and babies born with shrunken skulls or calcified brain structure in 2014 in Brazil, the cases reported jumped to 4,180 suspected cases. Estimates of cases by 2020 for such cases run up to 50,000 to 100,000 if the problem is not tackled. The family of the van der lindens come from Dutch-German immigrants settled in northeastern Brazil, a less developed region of the country. The family is unique with five doctors including neuro pediatricians Ana and Vanessa working in public hospitals in Recife , and father Helio a neuro surgeon. The entire state of Pernambuco has a total of 15 neuropediatricians, according to this report. The Ebola Virus emerged in countries such as Sierra Leone and Liberia which suffered from war and neglect of health infrastructure. Here in Pernambuco state, as reporters Johnson and Jelmayer point out, the problem stems from neglect in public health infrastructure, especially sanitation and drinking water for shantytown dwellers and vast majority of poor residents in a city of 3.5 million, typical of developing countries in Latin America and South Asia, where development in some parts of the country have lagged far behind, and where needed public health infrastructure investments have not been made. Lack of dependable drinking water means collecting water in containers that are susceptible to breeding mosquitoes, such as the mosquitoes carrying the Zika Virus. A public debate on the lack of attention by socialist and worker's party led governments to this type of infrastructure and transportation services was already underway in Brazil leading to widespread protests in 2013. A $226 million investment in a soccer stadium in Recife, and similar investments in other smaller cities in the northeast were made under the Worker's Party government. Large investments for the Olympics now come as the economy contracted in 2015, and Brazil is hurt by another boom-bust cycle with the slowdown in China- with fiscal austerity policies, a loss of a third in the value of its currency, and the popularity rating of the newly elected government from the Worker's Party in single digits....

David Brooks say this is one of the periodic crises of faith America has faced. Its the rise of China. and its not the economic growth rate. Its the deeper spiritual issue that is troubling. The vigor that once was characteristic of the US, the optimism for the future, and the belief that the country is headed in the right direction, these are the things that stand in marked contrast between China and the USA today. 86% of Chinese people believe tht their country is headed in the right direction compared to 37% of Americans. Only one third of Americans believe that the next society changing innovation will occur here , while a majority of Chinese feel confident that it will happen in China. The results are from aNewsweek-Intel survey called the Global Innovation Survey. Brooks says America needs to slow down consumption and reward production, building things and innovative ways. And leaders must make the long term narrative of America's story convincing. The need for earth friendly diets is shown in this editorial in The Guardian. Animal based products account for 57% of greenhouse gas emissions compared to 29% for food from plants. An outsize meat and dairy industry accounts for about 15% of the world's greenhouse gas emissions according to UN message in 2021. Mr. Dimpleby is Britain's food minister. He says a 30% reduction in meat eating would make it possible to have sustainable land use in Britain. The Guardian says high income countries are eating double the meat, poultry and fish products that they should be eating for living within the planetary sustainable living boundaries- that is to have no net environmental damage. Go back to the periods before 1600 and European, American, high income countries consumption of animal based foods was a fraction of what it is today.  A new legal regime is seen as a fair, just and sustainable living oriented solution. The Netherlands is doing just this to reduce the size of its large animal and dairy industry as a step towards more sustainable living and planet. It is not easy to convince farmers yet the public supports such a move. With the fires, floods and drought in Europe there is increasing awareness that action needs to be taken even where it is difficult.  ...

It also included redoing the supply chains to reduce dependence on China as only supplier. The 2017 tax cuts mean revenue will be 1.5 percentage points lower than the historically 18% of the GDP. This will increase the deficit. Biden administration had kept the deficit in control and reduced it by making offsetting adjustments when investment in certain areas such as childcare was done. The childcare tax credit is important for American families. Action is needed to increase the supply of housing. These are reminders of what is needed for the new DJT administration to keep the American economy on a strong footing says Brainard.     ...

Foreign born population after a series of restrictive Immigration Acts dropped from 15% in 1890 to 12% in 1930, to 5% in 1970. The effort of 1924 Act was to make the southern and eastern European immigration that jumped by 1924 to 41% of total to much lower numbers. A look at the Immigration Act of 1924 under the Coolidge administration sponsored by senators from Washington state and Pennsylvania, Albert Johnson and David Reed, by Chishti and Gelatt in MPI. It shows the prejudices of the early Europeans from one country to Europeans from other countries that followed, after the British, the Germans, the Irish, the Italians and Polish, as the immigration waves shifted to Eastern and southern Europe in the period between 1880 and 1920. During this period Southern and Eastern European immigrants that made up 16% of the population reached 41%. In 1882 Chinese immigration to the US came under the Chinese Exclusion Act restricting it. The Dillingham Commission of 1911 stated the merits of different racial types with northern European and western European preferred to southern and eastern European. Still only 1% of the immigrants entering America were turned back between 1880 and 1924.  The 1917 Immigration Act set up an "Asian Barred Zone" that included Japan, a head tax of $8 on immigrants, requiring proof of read and writing of all immigrants, vetoed by president Woodrow Wilson. The Emergency Quota Act of 1921 set the first quotas at 358,000. Under the Immigration Act of 1924 it was revised to 165,000. President Hoover asked for strict consular restrictions so that between 1929 and 1945 immigrant numbers fell below 100,000 a year.  ...

A sense in China's leadership that India's modernization would follow in the same way that China's and South Korea's have followed Japan's modernization. A sense also that better relations with the US and the European Union would require better relations with India, as an indispensable condition. A sense also that the issue of Taiwan was a bigger issue and a core interest for China than the border disputes in the remote regions of the Himalayas. It just did not make sense to have a conflict with India in the priorities of China to 2030 or 2040. That India needed to be seen not through the lens of the British but as an ancient nation that had similarities with China and Japan from its Buddhist roots. ...

This article in the WSJ remembers Prince Philip for his remarkable service during World War II, coming from a generation that sees the British struggle against Germany in World War II in almost mythological terms. Prince Philip and Queen Elizabeth navigated both that period and the transition of the British Empire into free nations in Asia and Africa. The significance of this achievement is understated in America. It can only be fully appreciated in the nations of the British Commonwealth, for no other colonial nation has been able to make that kind of transition, not the Dutch in Indonesia, not the French in Algeria without war. Another significant achievement of that period was the sense of duty that pervaded Britain not only for this generation in Britain, but the generations that preceded it going back to the conflict with Napoleonic France and the British Navy under Admiral Horatio Nelson. It is forgotten that much of the sense of duty to country and the people, and one's fellow citizens, helped Britain prevail against Napoleonic France in the period around 1800. This shaped Britain and Prince Philip, and is also part of what India and other free nations in Asia and Africa can learn from. It is also what makes Global Britain not just a slogan but a way to bring together a partnership with UK, US, Australia, and India, the largest democracies with a common history. ...

Ike made the "atoms-for-peace" proposal to the United Nations in Dec 1953, saying: "A special purpose would be to provide abundant electrical energy to power-starved areas of the world." This also helps in other ways- 1. Takes pressure off gas prices with rising demand in India met by nuclear energy. 2. Gives American exporters a big market for nuclear energy equipment (companies like GE). 3. Improves prospects for other American exporters and businesses in India as the economic relationship grows larger. India is not receiving anywhere near the foreign investment China is receiving, actually minscule in comparison. This gets the whole relationship rolling. 4. Nuclear energy is an attractive option for India as it has few oil resources, and reduces dependence on coal from the standpoint of global warming and greenhouse gas emissions.

India in 2022 and looking at 2030 has great potential in the world. India's interests as a democracy are clearly aligned with the US and Europe. In the past when India was small in economic terms after emerging from the British Empire as an independent nation and out of the fire of the partition and wars in South Asia in 1962, 1965, 1971 policies of ambivalence in foreign affairs took place. At that time says Manmohan Singh, a former prime minister who negotiated for rouble -Indian rupee agreement in the 1970's and 1980's India was finding its way for its small but growing economy. This was in the context of the Nehru-Indira Gandhi policy of non-alignment of the early years after independence when India was never presented with an opportunity to make a difference in the world and was only a small part of the world economy. Today's situation is different. The US and European Union now see the need for a principle based economic order and while one may quibble about the small details, in the larger sense, history has intended for us, the US, the European Union, UK,  British Commonwealth of which we are a part, to stand together economically and politically with our shared parliamentary systems based on western- British and American- democracy and values.  Never has history presented such a huge opportunity for billions of people- to meet the aspirations across continents from North and South America, European Union, to Africa, Asia south and south east and Japan. All countries that aspire to the free societies that have evolved over hundreds of years. It is also the spirit in which Hind Swaraj was written in 1910 by Mohandas Gandhi and which was turned into reality only 37 years later under his leadership and vision for India. The non-alignment period of 2 decades was more of a intervening chapter that resulted from a sense of grievance rather than in the spirit of courage and spirited effort that Mohandas Gandhi embodied and led India with. In Manmohan Singh's direct unmistakable terms and from the vast experience he brings as a respected Indian civil servant- "India as the largest peace loving democracy stands to gain enormously from this principled trade aspiration of the western block of nations of the US and European Union. It presents a tremendous opportunity for India to become a large producing nation for the world and a global economic powerhouse. However, to capitalize on these opportunities India needs free access to these markets, an accepted and global currency to trade in and seamless trade settlements." Manmohan Singh sees millions of factories manned by hundreds of millions of people of all castes, creeds and religions of India. This is a pivotal moment of change for India and India must grasp it firmly. It is also the Mohandas Gandhi of Hind Swaraj taken to a new level from 1910 to 2050, and today's young people's aspiration for India.  ...

A gradual deterioration in people's confidence in government from illegal activities was the threat XI Jinping saw early by 2013, after over 60 years of a single party running China. It has affected his entire outlook on what China's policy needs to be for its long term interest in modernization. A reminder is this account by Chinese state media that says Tomorrow Group run by a Chinese Canadian illegally collected $45 billion in deposits. Illegal collecting of deposits is connected to collecting on false pretenses money for investment or real estate without proper licenses. Shanghai Intermediate Court says $100 million was given to government officials. This company was dismantled between 2016 and 2020 and was run by a 50 year old Canadian Chinese businessman. It included 4 insurers, 2 trust firms, 2 securities firms and a futures company. Other such scandals including for stock manipulation were revealed by 2016. Xi Jinping was made president in 2013. He realized the danger to China of the extent to which the country's economy was exposed to illegal activity in business and what this could do to the country if the Communist party- the only party that China has known since 1900 and Japanese imperialist invasion other than the Nationalist Koumintang party-lost the confidence of the people and failed. The Nationalists party collapsed because of such illegal activities that profited a small group of business people and led to deep discontent in China in the 1930's and 1940's, the period when the Japanese overran most of China and setup puppet regimes. Corruption Control in Authoritarian Regimes- Lessons from East Asia by Cambridge University Press points out that this type of illegal activity led to the delegitimization of the Nationalists party which ruled parts of China not overrun by the Japanese during the period 1920 to 1949. This led to defeat to the Communists in the Civil war with little that even US help under General Joe Stilwell could reverse shown in Barbara Tuchman's book Stilwell and the American Experience in China. The US had not chosen to work with the Nationalists under Stillwell's leadership and Stilwell was even asked to resign by the Nationalists because he protested these illegal activities that undermined confidence in the government and made FDR deeply uneasy about the relationship with the Nationalists. Xi Jinping understood very well that this could happen again if these types of illegal activities were allowed to continue leading to policies he has pursued since 2013. He grasped that this would leave China without strong leadership at a time that was critical for its modernization. ...

Jennifer Steinhauer of the NYT says the U.S. Congress is acting as a counter balance to  president Trump to maintain America's postwar policies common to both Republican and Democratic presidents and seen as part of core values- support for NATO and the mutual defense enshrined in Article 5 of NATO, support for the trans-Atlantic alliance. Senators in Congress are now voting overwhelmingly to support these values. This is seen in the manner the leading Republican on the Senate Foreign Relations Committee sees his job- to retake the important role Congress and the Senate Foreign Relations Committee has historically played in making foreign policy. His view is that the committee he chairs had become a kind of debating society. It is also seen in the way Corker handled a Russia sanctions bill giving Secretary of State Tillerson time to seek improvement of relations, and when time had run out pulling together all members of the Senate to pass the Russia sanctions bill. That bill passed the Senate by 97 for and 2 against in an overwhelming show of support for Congress to make its own foreign policy moves.  ...

After delaying taking a loan from the IMF, a multilateral lender known for setting austerity conditions for its loans, Pakistan finally accepts a IMF loan of $6 billion over 3 years. In August 2018 Pakistan turned to Saudi Arabia for $3 billion loan and deferring oil payments of a similar amount, UAE for $3 billion, and China adding another $2.2 billion. A sharp drop in the country's currency reserves left Pakistan little choice. Other problems were a overvalued exchange rate that hurt exporters under the previous government and fiscal spending on needed infrastructure that could not be matched with changes in tax collection. Pakistan has some of the poorest tax collection in Asia, depriving the government of the funds needed to finance infrastructure.  The IMF loan is a smaller loan so that Pakistan would feel less compelled to comply with the difficult conditions often imposed by the IMF that has made it unpopular in developing countries, particularly in Latin America. This is the 21st IMF loan to Pakistan. Only Argentina has had to turn to the IMF for 21 loans. For example the IMF conditions to Pakistan require increasing the electricity and gas prices. Under the IMF plan Pakistan must cut its budget deficit before debt service to 0.6% of GDP next fiscal year starting in July 2019 from the deficit of 1.7% expected this year.  To do this tax breaks of 350 billion rupees or $2.5 billion next year have to be removed. The central bank autonomy was also promised and with this 2 former Pakistani IMF officials now head the central bank. Because widening the tax collection base and better tax collection are promises made in the past to IMF which have not happened, this report in the Economist magazine says implementation in this IMF plan will also be lax, more so as the IMF loan is small and supplemented with funds from other countries. A cartoon in one magazine critical of the IMF shows the IMF officials from Pakistan negotiating for the Pakistan central bank with the IMF head Christine Lagarde. Increasing the Pakistan tax base is essential for Pakistan's development to invest in infrastructure similar to what is happening in India. Releasing funds for infrastructure, roads and railways, hospitals and education, requires a larger tax base in all South Asian countries. Without this internal capital and showing results of spending -with successful infrastructure implementation with least or no corruption or overspending- countries risk falling behind.  ...

Indian Foreign Minister S. Jaishankar makes a 3 day visit to Saudi Arabia. He addressed diplomats at the Prince Saud Al Faisal Institute of Diplomatic Studies in Riyadh. He will co-chair with Prince Faisal bin Al Saud the first ministerial meeting of the Committee on Political, Security, Social and Cultural  Cooperation (PSSC), established under the framework of the India-Saudi Arabia Strategic Partnership Council. What is happening here is that the Saudis can build their own ties in the region as they choose what is best for the future, compared to the relationship in the past which was as a state mainly dependent on the US but which sorely lagged behind in educationally, culturally, in developing its own scientific and technology institutions to transition into the modern age. The relationship in the past also appeared to be rooted in the colonial period that had transitioned only half way out of the colonial period into the relationship built by America's FDR and succeeding presidents with the royal family and monarchy of Saudi Arabia. Under Mohamad Bin Salman it now gives Saudis an opportunity to make its own choices with the help of neighbors such as India, Japan, and other countries. It also strengthens the relationship with the US and the EU in unseen ways through the Saudi relationship with India, Japan and other countries. Bilateral trade is at $30 billion for FY22 April to December. India imports 18% of crude oil imports from Saudi Arabia. Indian imports worth $23 billion, Indian exports worth $7 billion to Saudis. His target voter is from a think big strategy to get voters across a broad spectrum using the slogan "Make America Great Again," with a knack of tapping into a deep well of voter frustration with the political establishment. How to get attention in the media is the next step Trump tackled by using social media to the fullest - using Twitter often, making statements that attract attention such as the ones on China, Mexico, Senator McCain and Muslims that tap into failure of political correctness to address voter frustration on trade and jobs, immigration and terrorism. The Trump campaign has 14 million followers on Twitter, and 50 million "engagement" accounts on Facebook- that cost very little. Social media is to Trump in 2016 what community networking on the PC dashboard was to Obama in 2008. As the WSJ pointed out in an editorial, the splitting of the Republican vote among many candidates, and the failure of candidates to grasp the nature of the unconventional campaign waged by Trump- descending into attacks based on target groups of voters on every candidate except Trump- created the opportunity Trump has grasped with his knack for improvising along the way. Commonsense campaigning without sophisticated strategies, improvising often along the way, using the available medium of social media at little cost to get the message and slogan across, helped Trump make the deal with voters to upset the political establishment. The Sanders campaign is also based on careful repetition of the same slogan and facts about inequality and lobbyists, over and over again, offering strong action on health care and college tution just as Trump offers strong action on China trade, immigration with the idea of the wall, and barring entry of Muslims for terrorism till "we figure out what's happening." The difference being that Trump thinks big and targets the entire electorate of his party's voters in the primaries from the beginning, and a broad based campaign on many issues. Underestimating your opponent carries many risks in politics, never more so than when you are out of touch or not listening to voter frustration, and fail to speak up to it....
