Rohan Premkumar in The Hindu provides this report of Chinese prisoners from the Opium wars of the 1850's sent to this "ancient sub-jail"in the Nilgiris hills Tamilnadu by the British.  These POW camps provided cheap indentured labor to establish tea plantations in the Nilgiri hills. It helped to bring in revenue for the Empire through tea cultivation. About $1 million was spent to renovate this building so that future generations know what happened here since the arrival of the British by 1800. By contrast Yuen Yuen Ang at John Hopkins University from Singapore is interviewed for the NYT by Ezra Klein on China's Xi Jinping and the autocracy with democracy characteristics that prevailed under Deng, without an awareness of this period. For Zhongxun and Qi Xin, Jinping's parents this period of the Opium Wars, Taiping Rebellion, Boxer Uprising from 1850's and British, European invasion, must have been very real in the 1930's. And added to this the Japanese invasion of China. India's vaccination drive which has passed one billion vaccinations is one of the great stories of our time. This report in DW.com looks at vaccination drive in a region that is densely forested. It is in central India in the state of Chhattisgarh with about 30 million people and about 7 million tribal people living in dense forests that make up 40% of the state's territory.  One such place is the Dandakaranya forest, Sukma district, 500 kilometres from the state captial of Raipur. It takes an arduous journey just to get to this place which has no electricity, no potable water and no road connectivity.  Block development officer Kapil Kashyap from Sukma tells DW.com how they worked hard, won trust among villagers and brought basic medical services to them. Astonishingly with such effort to overcome vaccine hesitancy, 95% of the people in the village here had their first shot, and 40% received two doses. It is such a kind of effort in every district that prime minister Modi has called for in the unrelenting effort needed to vaccinate fully 1.3 billion Indians. ...

Following the crisis of the Second World War and the defeat of France in 1940, it was General Charles De Gaulle who brought modernization to France and the self-belief that led to France joining Germany in setting up the European Union. It was De Gaulle who set setup the presidential system in France after weak coalition governments persisted throughout the period between the tow wars. As Barber points out here in the Financial Times this has a good claim to be France's most stable political system since the absolute monarchy of the 18th century. It was also De Gaulle who set French agriculture on the path to modernization and started the infrastructure building that created the France we know today. The two waves of the coronavirus in India can be compared looking at the graphs and this report in the Times of India. The case volume and deaths in the worst hit state Maharashtra is shown here. The case volume increased by about 50% in the second wave but deaths were about half that in the first wave. Most of the deaths were in the people over 65 and most of the cases in the ages below 40 years. In the over 65 age only 5% have been vaccinated which means that medical management is still the best way of tackling the coronavirus. Vaccine supplies are the bottleneck and this is beginning to change- so that by August ample supplies of the vaccine should make the difference in bringing down cases and deaths.  Lockdowns are managed carefully so that the economy can recover in the second half of 2021 and in 2022.  Any assessment of the crisis management must take into account the speed of the response, its effectiveness, and keeping in mind the economic recovery needed following the pandemic. ...

He recall that at the time the penalty kicks were handled as more a situation of luck not skill and practice. He took the kick with little practice and he recalls some negativity in his mind, and missed. Twenty two years later at a knockout stage game in Moscow he faced the similar situation playing Columbia. This time he was manager. But this time the team had changed its attitude. Penalties were seen as being about skills, practice and effort. His focus was on the process, and let the results work themselves out. He encouraged his players to take a positive attitude and think positively during the kick. Combining skill and process worked and England won that game.  In 2021 Gareth Southgate is the coach for the English team that plays against Italy in July's final at Wembley stadium. President Biden made the decision to allow about half a million Venezuelan migrants who cannot be deported because US has no diplomatic relations with that country, to work legally. In New York half of the 100,000 migrants who arrived there in 2023 are putting too much pressure on the social safety net, a crisis for the school's shelter system, schools and budget. New York Democrats lobbied heavily for a change in the system. Mr.Biden made the decision to allow the Venezuelan migrants to be able to work legally. NY Mayor Adams and NY Governor Kathy Hochul lobbied heavily. The city had to house 60,000 migrants and it imposed a strain on the system. It was estimated to cost $12 billion for the city over a number of years. In the long run it will help New York State and the US with shortages of workers, yet in the short run the Republicans and immigration skeptics are protesting the arrival of migrants. Migrants arriving here after August will not be covered to not increase migration over the Mexican border.  ...

From the outset the Justices sought to decide - was the district court in a state deciding on a case with individual circumstances for the plaintiffs, even by a stretch of the imagination going to decide over the judgement of the Executive Branch what the law of the land should be? SC went though British law, and US law during its history and found no such understanding of the courts. "In each case, the District Court entered a “universal injunction”—an injunction barring executive officials from applying the Executive Order to anyone, not just the plaintiffs. And in each case, the Court of Appeals denied the Government’s request to stay the sweeping relief. The Government argues that the District Courts lacked equitable authority to impose universal relief and has filed three nearly identical emergency applications seeking partial stays to limit the preliminary injunctions to the plaintiffs in each case." A major problem for parents and the schools may be knowing this and use this knowledge to keep increasing prices is that the true value of education is about your own effort and the quality of teachers, that the major state universities provide everything one needs for a good education, one just has to work hard at it. There is nothing about a Northwestern or a Brown that cannot be done by studying in the UC state system universities or state universities across the Nation, yet paradoxically the idea is kept up of the added value of a prestige name when much of a good education can be achieved at state universities costing $13,000 a year or $52,000 for 4 years at a UC Riverside or UC Santa Barbara. Michigan state instate at $16,000 and Arizona State at $13,000 a year are similar to other options.Upper middle class families struggling to pay for colleges that charge anywhere from $38,000 a year to $96,000 a year for so called elite. A shocking 40% increase in college tution is not justified by the colleges who seem to be impervious to the impact of these price increases when no such price increases were seen in the post war decades that followed 1950. Here a father who works as a director of a manufacturing company with incomes in the range of $200,000-$250,000 a year faces the difficult decisions of letting children make the decision and yet having to make sober choices about affordability. With about $200,000 set aside for tution expenses for 2 children parents face tution that can cost for 4 years $160,000 to $250,000 for 1 child. In this situation Brown cost $93,000 a year but reduced it to $65,000, Northwestern and Cornell wanted $96,000 and $81,000 a year, Notre Dame $38,000 a year and UC Berkeley $52,000 for instate tution. This means there is little left for the second child's college tution when the first child 4 year cost is in this case $65,000 a year for Brown University and $260,000 for 4 years.  ...

China accounts for 22% of Airbus's orders and 15% of Boeing's orders. Comac has orders for 90 C919's from state owned airlines and two leasing companies. And the current standards don't even mention calories should be limited to 650-850 calories for lunch and 500-600 for breakfast. With the Institute of Medicine recommendations for more fruits and vegetables and healthy whole grain foods for school lunches comes cost its estimated that schools get $2.68 for the free lunches served to poor students, which cost $2.92 plus overhead and labor costs. This could happen next week if the majority of DWAC shareholders approve it.
