Democrats in the House of Representatives need about five votes of moderate Republicans to get approval for spending that exceeds the debt ceiling if no agreement can be reached with the Republicans under Speaker McCarthy. This is one of the options Democrats under president Biden are keeping open if the spending cuts Republicans are asking for hurts workers and families in ways unacceptable to values of fairness to all segments of society supported by Lincoln, Wilson, FDR and Truman that have shaped America over two hundred years. T Though it is not readily apparent in an America where about 22% of 8th graders are able to get a passing grade in civics and history in NAEP tests, a rereading of the writings and speeches of Abraham Lincoln show the same concern for the rights of all segments of society that are found in Wilson and FDR or Truman. This is also what Biden means when he calls this a struggle for the soul of America. More not less funding for education, more not less funding for health after the pandemic and cost of living crisis, more not less funding for public services at a time like this where there is a fracturing of society as well as isolating certain segments of society from others such as the growing distance between workers and families from places such as Silicon Valley and capital markets in America.  ...

European banks hold $147 billion of Portugal's assets and $117 billion of Greece's assets. The banking systems of Euopean lending countries are heavily exposed in the event of a sovereign default which is why it is in the self interest of Germany and France to come up with an aid package that restores confidence in financial markets, to avoid a direct hit to their banking system. Because of the ineptitude of Europe's decisionmakers, especially Chancellor Angela Merkel, private investors will not play the role in helping roll over Greek debt at tolerable interest rates that they could have played. With the now larger aid package of $160 billon there are still concerns from other angles. One is that debts of Greece will continue to grow- hence the three year aid plan. Analysis by the Economist suggests that the Greek government debt would rise to 149% of GDP by 2014 even with an aggressive budget deficit reduction of 12 percentage points (excluding interest costs). This assumes an interest cost of 5% in the aid package. In an average year Greece needs to refinance 40 billon euros of its debt and $70 billon is needed to cover cumulative budget deficits till 2014, hence the need for the IMF to step in and the nervousness in financial markets. ...

 State tax shortfalls in the US were expected as consumer purchases dropped sharply in 2020 from the impact of coronavirus lockdowns. Yet this has not happened as total taxes for all states have remained essentially flat, only down less than 1% in 2020 over 2019. Widespread intervention by the US government helped households, businesses and financial markets, helping avoid the pessimistic projections. Stable employment for the more affluent households with steady jobs working from home brought in stronger tax revenues. The situation improved for most states in the second half of 2020, with roughly half the states taking in more revenue in 2020 than in 2019.  Idaho and Utah which attracted workers from the West Coast, had some of the highest tax revenue increases. The pandemic spared the high income jobs which generate most of the revenue helping to create surpluses in Colorado, Vermont, Georgia, Maine, California, Maryland and Virginia. In California a surge in initial public offerings in 2020 helped total tax revenue increase by 2.5%. Even a state like Illinois had personal tax collections higher in 2020 than 2019. This sets aside some of the fears that the pandemic caused about loss of jobs in state and local governments. With assistance from the Biden administration to state and local governments in the  $1.9 trillion aid package for 2021 this job loss could be restored to aid economic recovery. ...

State and local governments in the US with private industry can cut US carbon emissions by about 60% in 10 years by 2035. This goal will formally be submitted by the US to the United Nations to cut emissions by 59% by 2035. It means the federal government is not the deciding factor when it comes to cutting emissions as the new DJT administration does not support active effort on climate change till 2028.

Independent contractors rule reinstated by DJT administration following employee status push by Biden and unions. This affects 11.9 million workers in the US. Independent contractors cannot unionize and lack some of the protections of labor law. The independent contractors get to choose where they work for remote work days and get to choose the projects they want to take up, set their own hours which can help for childcare or care for parents. It includes workers in real estate, construction, arts, design, and personal care, where most of these independent contractors work. Only a small part is in Uber drivers or DoorDash delivery gig workers. This Editorial Board opinion in Wash. post cites Bureau of Labor Statistics that says from a 2023 survey that 80% of this worker group prefers independent contractor work to full time traditional employment which has less flexibility.

Pew Research Center analysis of Biden's 2020 victory shows which groups played the big part in Biden's win. First time voters in 2018, 6% of total voters, mostly younger voters gave Biden a 26% margin over Trump. Other parts of the electorate that shifted in 2020 are Independents and Moderates who shifted to Biden. Catholics also shifted to Biden. Substantial leads in these voting blocs made the difference for Biden. In Arizona with Latinos, and Pennsylvania with the black population Biden did better than in the overall US electorate. In 2024 these same blocs are likely to play a key part. President Biden's visit to Ireland was well planned, his appeal to Irish roots genuinely felt and the connection made. His appeal to manufacturing workers is now based on accomplished results in fighting for worker's rights from teachers to railroad workers. Biden launched his campaign in front of a union audience, saying he saw things from the perspective of Scranton, and the working people he grew up with. In 2016 third party candidates got 6% of the vote, in 2020 only 2%. Of these voters Biden gained a 25% margin over Trump. Biden split the men's vote with Trump in 2020, compared to Trump's 11 point lead in 2016. Biden also maintained the share of women's votes of 54%  in the 2020 election. William Galston in the WSJ says outright for the first time in the WSJ that the years from the last term of Clinton, through the Bush, and Obama administrations were an outright failure for the American people. He documents the losses- 5.7 million job losses in 2000-2010 as Clinton opened China's entry into the World Trade Organization without any precautions taken to prevent abuse of world trading rules after the experience with Japan. Worse no help to the displaced workers which fed into the resentment of workers. Sex scandals weakened the presidency and acted as the major distraction during the last years of Bill Clinton. Over the administrations of Bush and Obama almost the entire US manufacturing base was dismantled and shipped to China. Pharmaceutical companies were allowed to charge recklessly when Bush disallowed Medicare to negotiate prices for pharmacueticals placing additional burdens on the American people. Bush started long wars in Afghanistan and Iraq that cost the US dearly in lives and resources wasted with no vital US interests at stake as in Europe. This distracted attention from problems simmering at home. Obama continued these wars preferring to focus on reelection. The migration crisis, the neglect of infrastructure worsened during this period. The Bush deregulation of banks led to the 2009 world banking crisis that led to large layoffs worsening a bad situation from outshoring and creating a class of unemployed, and shrinking household wealth and savings. The Biden administration, the first Trump administration and now the second have started the process of revival of the US. And yet Biden, DJT are relative outsiders who came to the presidency and were not favored in the established order of the 1990-2016 period. One can say about Blair, Cameron, Boris Johnson in Britain, about Clinton, Bush, Obama in the US, and Schroeder, Merkel in Germany that the leadership was mediocre and failed the people of Europe and the people of America.     ...

Washington Post Editorial Board on the importance of federal workforce being based on performance and laying off or force reduction of  underperforming workers, not protecting workers with seniority. The Office of Personnel Management (OPM) of the US government has taken a sensible action, says The Post in proposing to federal agencies that they layoff low performers first. Under the Biden administration the longest serving employees often the highest paid were not laid off, even if they were not productive. Agencies reduced workforce based on a complicated formula that heavily weighted seniority. The new rule will give performance the largest weighting. As OPM puts it: “By elevating performance in the order of retention, the employees who are best contributing to the mission will be more likely to be retained during restructuring.” Department of Government Efficiency government cuts were for 90% of the 2025 cuts due to voluntary programs such as buyouts, says The Post.  ...

The German state elections will be conducted under new election laws- a voter over 16 years old votes for one of 70 constituencies in the first state election in Baden-Wurttemberg and also votes for a party that helps determine the distribution of seats by party in the state parliament. The CDU candidate Manuel Hagel is leading by small margin over the Greens candidate Cem Ozdemir. This is the first state in 7 state elections in 2026 with cities of Stuttgart and Tubingen, Munich.
