Steps taken by Secretary of State Tillerson are drawing criticism from Senator McCain and Democrats in Congress for weakening the diplomatic efforts of the U.S. Before taking office Tillerson, who believes the State Department has a bloated staff, announced a 31% cut in its budget. A year later  the cuts are leading to the departure of many senior diplomats. Some like Mr. Miller have received only a few minutes to talk to Tillerson, six top career diplomats were fired by Tillerson. Most hiring is stopped and a $25,000 buyout is being promoted to get 2000 career diplomats to leave by October 2018. This report describes a retirement class for diplomats with 26 senior employees, including two acting secretaries of statein early 50's who would normally wait many years before retiring. The top two position ranks at State are career ambassador and career minister. This is cut from 39 to 19. Political appointees are also missing to fill positions with only 10 of 44 political positions filled. Some experts see a loss also in diversity as this happens. Differences between the Nikki Haley, who is the next senior official in America's foreign service and a potential successor to Tillerson, and Mr Tillerson are also complicating the situation at the State Department. During the Obama and Bush administrations experts cited the weak role played by the institutions such as diplomatic services in promoting America's role in the world. This was not corrected in any significant way in the last decade. The position of the diplomatic service has weakened further, along with the abandonment of America's leadership role under the presidency of Mr. Trump. It will require a future president's concerted effort to restore the diplomatic service under new leadership and with a new generation of diplomats more in tune with the multipolar world of today.   ...

The plan for a 4.5% mortgage rate the Treasury Department is considering is a good thing for stabilizing house prices and keeping up the demand for housing according to Hubbard and Mayer. Hubbard and Mayer are Dean and vice Dean of the Columbia Business School and Mayer is Professor of Finance and Economics. Their research estimates suggest that real house prices increase by about 75% of the decline in after-tax mortgage payments, so a decline in mortgage payments of 16% would result in approximately a 12% floor on the decline in house prices. In their view with the futures market suggesting a decline in house prices by 12-18% in the next 18 months a 4.5% interest rate might well lead to flat or even slightly higher house prices in 2009. How do they view other proposals to reduce foreclosures by reducing payments onmortgages with the government picking up some portion of the payments or reforming the bankruptcy code to keep people in their homes? In their view stopping foreclosures may not prevent house price declines as much as proponents claim. They now see the market as properly priced. In apaper to be published in the Berkeley Electronic journal of Economic Analysis and Policy they argue that in most markets house values are today lower than what is consistent with the average level of affordability in the last 20 years. The meltdown in mortgage markets and the poor employment outlook can cause prices to deteriorate and overshoot in the other direction. With coronavirus spread out over wide parts of each country and with so many people infected it is very difficult to do the contact tracing and isolation that was tried during the first wave. In Germany during the first wave efforts for contact tracing and isolation worked reasonably well. During the second wave in November things have changed. In Germany authorites do not know in November where 75% of the people testing positive for coronavirus got it. In Spain this figure is 93% for the last week of October. In France and Italy it is at 80%. In New York it is over 50%. Other problems are the increasing number of cases where the coronavirus is spread in an home setting, the lack of restaurant data collected on who visits, and the delay in getting test results. In Germany frequently people say they cannot remember where they were. Researchers from the German version of the FBI, the Pasteur Institute in France and the Koch Institute in Germany are getting involved in November to understand in what settings the virus spreads most. ...

Why are home covid test kits harder to find in the US compared to Europe and other places? Part of the reason is that the FDA was more stringent in approving home tests than in Europe. During the focus on vaccination in mid 2021 there was less demand for home tests so that Abbott and other makers of home tests actually cut back on production. European governments continued buying them in bulk to distribute them free as the tests were required to enter restaurants and public transport in Europe. With Omicron in December 2021 pharmacies in the US quickly ran out of tests and prices were high at $25 for test kits.

Saudi Arabia and the UAE are emerging as large arms buyers. Saudi Arabia spent $80 billion on arms purchases in 2014, more than France or Britain, according to the Stockholm International Peace Research Institute. The Emirates spent $23 billion, triple the amount spent in 2006. Qatar made a $11 billion deal in 2014 for air defense systems and helicopters. It is looking for F-15 fighter jets to replace its fleet of older Mirage jets. Lockheed plans to replace smaller Pentagon sales by increasing global arms sales to 25-30%, according to CEO Marillyn Hewson. It has setup a separate division for foreign military sales.

A look at Department of Transportation data shows a downward trend in airline ticket prices. Average domestic fares in the U.S. declined 16%, adjusted for inflation, compared to 1995. A comparison shows a round trip ticket price of $410 in 2010 dollars in 1995, the same ticket is priced $338 in 2011, including $22 for bags and reservation charges that were added in recent years. Not including the $22 would give a 21% decline in prices in 2010 compared to 1995. Higher labor costs for American which could not shed legacy costs because it did not go into bankruptcy like some of its competitors, combined with higher fuel prices have posed a serious threat to American Airlines. American Airlines (AMR) experienced a 33% drop in share price on Sept. 3, 2011, with a recovery gaining 21% the following day to close at $2.39. UnitedContinental had a 2nd quarter 2011 average fare- revenue divided by number of passengers- excluding taxes, of $273. Southwest had an average one way fare of $143 for the 2nd quarter 2011. According to DOT figures, passenger tickets provide only 71% of total passenger revenues to airlines, compared to 88% in 1990. The remaining 29% comes from reservations charges, standby service, checked luggage, in-flight food service, transporting pets and other charges. ...

There is widespread belief in representative democracies that officials are out of touch, and that political parties do not represent the people. Pew Research also shows that about 50% of people believe that more women, more young people and people from poor backgrounds can make a positive difference. And about a third of people feel that business people, religious figures, and labor union members could make things worse. The intuitive sense of the US and also for Mexico and Canada is that more young people, more women and more people of poor backgrounds are needed for positive difference.

Germans are still the same in their international outlook, in tolerance and openness, and liberal outlook. Chancellor Merkel even says today that she would do again what she did during the height of the refugee crisis when refugees gathered at Keleti station in Budapest and began the long march to Austria and Germany. Merkel goes into the 2017 election with the kind of confidence that did not appear likely even at the beginning of 2017. The European Union could even emerge stronger from the crisis. Britain's Conservative government appears isolated after the Brexit vote.

Kristof reminds readers of the NYT that the more that the British acted to suppress the American insurgents, the more that fueled the insurgents fighting the British. After all the land they were on was theirs they felt and not Britain's. The same is true for the $0 million Pastuns on both sides of the border, the Afghan side and the Pakistan side. He says Americans are not sensitive enough to nationalism abroad. The war in Afghanistan is costing $60 billion ayear. Adding another 40,000 troops will cost $10 billion, enough to send 2 million disadvantaged children to a solid preschool, or could be as high as $40 billion extra, which over 10 years would pay for almost half of health care reform. Kristof doesn't see the 40,000 troops doing enough to change the picture much, except increasing support for Taliban as the American footprint grows as foreign occupiers. He mentions that standard counterinsurgency ratios of troops to civilians would require 650,000 troops including Afghans.

This report in the Indian Express shows the situation in Indian states. Only Delhi has a 90% recovery rate which means the virus spread is slowing and recovery is happening. All Indian states combined have a recovery rate of 70%. This means there are many new cases as others are recovering. Deaths are at about 2% and should eventually reach 1%.

Maharashtra cases exceed 500,000 and Tamilnadu 300,000, followed by Andhra and Karnataka in the top 4 states. By comparison the large states of Uttar Pradesh and Bihar have together 220,000 cases and about 2600 deaths much less than Tamilnadu or Andhra Pradesh. Cases are now distributed in northern and southern India in the same proportion. Maharashtra and city of Bombay have not recovered in the way Delhi is recovering. In Maharashtra the inexperience of the administration compares with the experienced administration in Delhi of Mr. Kejriwal.

India has huge needs in transport, logistics, housing, healthcare. Both India and China lack a system of social security like that of the US and EU countries.

This report in The Economist shows how Nairobi is coping with years of haphazard and disorganized development. As land prices jumped new investment has led to a unregulated disorganized building boom that has affected rivers and sanitation. The city's water supply and colonial era sewers are barely coping, says the Economist. To try to fix this the city has launched a demolition campaign for 4000 buildings. Meanwhile Nairobi's population has grown by 1.5 million over the 2009 figure of 3.1 million. Projects to build 200,000 low income housing is also underway. Four problems need to be tackled- a skills shortage, insufficent government investment, enforcement and rule of law, and last rent seeking typical of underdeveloped countries with corruption, complicating the tasks ahead. The biggest problem is large population growth for most African cities.
