Mr. Trump planned to quarantine New York but faced opposition from the governors of New York and New Jersey, including possible legal challenges. U.S. governors have acted imposing travel restrictions to their states from hotspots in other places in the country, forcing people traveling to self-isolate, stopping vehicles with out of state license plates and asking them to stay away. The U.S. cases have jumped from 100 in early March to 143,000 as of March 28, 2020, and 2514 deaths, according to John Hopkins. New estimates from president Trump and his team of experts are for the peak to be reached by April 15, and recovery gradually taking place by June 1, 2020. Based on the timeline in China shown below the time from the first set of 27 cases by December 15 to March 28 when China's factories were back to work and schools reopened across the country, is a period of 75 days. Based on this president Trump's timeline of June 1 for recovery has some foundation. China quarantined strictly compared to the U.S. yet in the early days it had no warning which the U.S. had in particular from Italy. The Trump administration by extending social distancing and lockdown restrictions till April 30 without a strict quarantine of the East coast areas yet with states outside imposing their own restrictions for outsiders, is doing what other countries such as China, South Korea, have to control this epidemic. The first coronavirus case was reported on November 17, 2019 according to the South China Morning Post, By December 15, the number of cases had reached 15. On December 27 on a single day 180 cases were recorded and the Head of the Respiratory Department at Hubei Provincial Hospital reported this to health authorites in China, according to the South China Morning Post, based on data collected in China.   ...

The situation in Brazil for empregadas or domestic workers is similar to the situation in India, two of the hardest hit countries by coronavirus. Domestic workers played a large role in Indian homes in cities, and in Brazilian cities. With the dangers of virus spread and social distancing many of the domestic workers are kept away and homes are now cleaned, meals cooked, by the homeowners. Some empregadas are finding other ways to make a living by preparing meals and selling them or providing them to homes they worked in. Domestic workers in India are also doing this.

This WSJ report looks at the U.S. unemployment report showing unemployment rate dropping from 14.7% to 13.3%. The hardest hit leisure and hospitality industry is rebounding first with the largest gains in jobs as the economy recovers. 1.4 million jobs were added in this sector. Construction is lso coming back with 464,0000 jobs added, Unemployment for Hispanics and Blacks is higher than for whites. Black unemployment rate is steady at 16.8%, Hispanic unemployment at 17.6% down from about 19%. Women are showing higher unemployment rate than men, partly reflecting their higher numbers in the leisure and hospitality, education sectors where social distancing measures are needed becauseof social contact.

Requests, consensus, and social pressure played a bigger role than just strict rules and penalties in controlling the virus in Japan. By contrast in Germany states imposed strict rules and fines, some consensus, a better equipped hospital system, added contact tracing, to limit the spread. More than 100 industries in Japan have drawn up new guidelines for reopening to minimize risks. Prime minister Abe said recently " Now we are going to venture into a new arena. Therefore we need to create a new lifestyle from now on. We need to change our way of thinking." The new social consensus on the best way to behave outdoors and at work is the way Japan is tackling reopening.  The effort is focused on avoiding high risk situations the 3 C's crowded, closed spaces, and close contact, close conversations. The coronavirus surge in southern states in the U.S. is different from the surge earlier in the northeast including New York and New Jersey. More young people are getting the virus. About half of those testing positive are now 18-35 years of age in Texas and Florida. Social distancing and masks is not mandatory with young people not practicing these safety guidelines. Many took the reopening to mean they could go back to the usual summer routines. Not taking it seriously is leading to more infections of young people. Cultural issues with practicing the guidelines and a tendency to not take it seriously has been a problem in the U.S. and parts of Europe since the beginning of the crisis leading to larger number of cases.

In an astonishing contrast to other European countries, including neighbors Norway, FInaland and Denmark, the Swedish government decided to not impose a lockdown, keeping bars, restaurants, hairdressers, gyms, primary and middle schools open. Secondary schools, museums were closed, sports gatherings, gatherings of more than 50 people were not allowed. Social distancing was not enforced, and entirely voluntary. Sweden now has 29000 cases according to Statista and its death rate of 358 per million population is higher than in the U.S. which is 267, and Denmark 93, Finland 53.  Critics such as Lena EInhorn, a virologist, say the Swedish government did not set up a broad testing program, and let a problem develop for elder care in nursing homes. She says a 14 day quarantine of household members of a person infected with the virus would have made a difference. Most action we take for granted was not taken in Sweden. Restaurants that were not required to close spread airborne transmission. Einhorn also says that the government officials have denied it but under their breaths they have acknowledged working on a herd immunity strategy. Denmark has opened schools with social distancing and other measures and reopened its economy. Sweden is in reverse with calls for stricter action and an ongoing debate. No reopening as there was no lockdown, yet considerable and nagging uncertainty. The speed of transmission of coronavirus is the biggest danger, as it can let the numbers grow very quickly if the wrong decisions are taken or something is left out. ...

About 89% say they wash hands more often. 88% say they keep a clear distance from others. And 72% say they meet friends and relatives only to a limited extent. Survey is by Infratest dimap conducted for ARD the public broadcaster. That caution has helped Germany, and is being followed in Italy and France. It is in sharp contrast to parts of the U.S. and in places such as Texas where masks became mandatory in public  spaces only on July 3, 2020.

So far 40 Underground subway stations have closed in London and ridership is down 50%. Travel into and out of the capital continues as the number of cases shows a sharp increase. The government is taking measures as it monitors the situation.

By contrast Asian countries such as Singapore, Taiwan, and South Korea with more experience and capabilities because of past epidemics have acted proactively. The approach in Europe has been gradual. Because social distancing played a key role in countries in Asia, along with the better capabilities for tracing and isolating patients through early testing, much depends on how this is implemented.

Arizona, Utah and South Carolina are 3 states that are cited by the US Labor Department for not adopting any portion of the Occupational and Health Safety Emergency Standard for health care workers. The Labor Department says that by not adopting these standards for social distancing, mask use and paid time off for vaccination, these states are risking the health and safety of health care workers. OSHA sent letters to these states revoking the states abilities to run their own occupational health safety programs.

Texas is one of the states where governors are opposing the Biden vaccine mandate. Airlines based in Texas, both Southwest Airlines and American Airlines, say they will follow the Biden vaccine mandate for federal contractors, as they are required by law to abide by the president's order.

A second survey by the Indian Council of Medical Research shows an increase in the number of people estimated to be affected. The survey sampled people from 70 districts in 21 States in India. Overall prevalence using this method is high at about 21.5%. India has confirmed 10 million cases. Children and young are also affected.

Dr. Balaram Bhargava, Director General of ICMR, says "The message is that large proportion of the population remains vulnerable, Vaccines are necessary, and there can be no complacency with regards masks, social distancing and hand hygiene." India has so far not seen the kind of second wave happening in Europe and the US, yet the risks remain, showing the need for rapid implementation of the vaccine program for 300 million in the first part of the vaccination drive.

In his monthly television address called "Mann Ki Baat" prime minister Modi apologizes to Indians for the complete lockdown of the country. Modi said "for a a country the size of India we need strong measures. Nobody likes to take strong measures, but it is the only option, seeing other countries and learning that the disease must be dealt with at the beginning before it becomes incurable."  He cautioned that social distancing did not mean emotional or human distancing. Sympathy and cooperation are needed. He called frontline healthcare and sanitation workers "warriors" and "soldiers," and promised Rs 50 lakh (5 million) insurance for 20 lakh (2 million) such workers. He also commended the work of shopkeepers, drivers, bank workers and others to keep essential services running. Modi suggested now is time "to not go out, but to look within yourself. Till a vaccine is developed in about one year from now what will the gradual reopening look like?   It shows a cafeteria at a company in Seoul with plastic shields separating each person, the Amsterdam office concept of six foot distancing offices at Cushman & Wakefield. This real estate company manages 800 million square feet in China real estate. It has developed a 300 page manual on safely reopening offices with every detail possible. Toyota plants will run at slower speeds because of large drop in demand, with plants reconfigured to maintain social distancing. Many companies are doing this now when it is easier to do without people. Protocols such as onsite health screenings are being integrated. A Knotel app  will add features for office tenants that gives employers the option to track some employee movements and trace their contacts to prevent illness. For sports and event venues the challenge is sanitation and cleanliness. Adding janitorial cleaning shifts and making food grab and go, cashless transactions and protective shields. Schools and colleges face a challenge of how many students to let in, and how many to seat and how, dorms with one room one student, and so on. One college in Maine is planning for thinning the students on campus, rotating students with shorter term modules, more online instruction.  ...

In the first 6 months of 2020 about 21 million jobs were lost in the U.S., followed by a recovery following reopening with a third of the jobs regained by July 2020. Women and black people were disproportionately hit by job loss during the pandemic. Hispanics were hit the hardest but also recovered faster.

As the lockdowns dragged on in June, mental health, vaccinations  getting treatment for health conditions, and economic well being, became major objectives. This was accomplished through better incorporation of better practice such as social distancing and face coverings, ventilation, and healthy living practices including food, as more people went back to work. Bars and large gatherings remained a particularly vexing problem, with sports now being played in empty stadiums for television audiences. Offices were completely redesigned to be safe places for work and public transport featured empty seats.

Harris Primary Academy in southeast London is a primary school that shows how reopening can be done safely. The primary school's head teacher Mr. French says nothing was left to chance and the logistics detail were handled carefully. The children practice social distancing with games and "helicopter arms."  

Parents and teachers feel comfortable in the carefully set environment. Children have all they need at their tables which are set a distance apart and stay in "bubbles" of ten children. Not all children are back but for the parents who felt it was right to start their children at school it has been a good experience, and one that can be emulated in other places.

This WSJ report shows the Kimmich goal that won the game for Bayern Munich against Dortmund. Three weeks of practice have improved the goal scoring for many Bundesliga teams. Goals scored as a percentage of opportunities has gone up from 15% to 19% for Bayern, and from 19% to 26% for Dortmund. Dortmund's coach says they made the best of it during three weeks of practice starting in April when within social distancing guidelines the Bundesliga began practice. Lots of technical work, work in front of goal, and stuff they never get to practice. Pandemic practices created so much more time for shooting. The goal that Kimmich made was one that he had done in practice.

Mike Bird in the WSJ points out that there is very little foundation for the idea that there is a tradeoff between the economy returning to normal and lockdown measures. Singapore and Japan without strict lockdown measures have also shown very sharp economic decline. The U.S. Federal Reserve and MIT economists published a paper at the end of March that shows during the 1918 flu epidemic cities with stricter lockdowns actually had better economic outcomes. In the 1918 pandemic Philadelphia did not impose a strict lockdown till later, St Louis acted immediately with a lockdown. St Louis emerged out of the 1918 pandemic returning to economic normalcy much earlier than Philadelphia. It is critical say the authors to understand that pandemic economics is not normal economics. There are both a supply side and demand side effects. China today is still suffering from significant loss of world demand as it struggles even though its manufacturing and its retail stores are gradually returning to normal. It will continue to struggle as long as demand remains very low in the rest of the world. And even though the services sector is larger today in U.S. and Europe than in 1918, with a smaller manufacturing sector, the pandemic effects and economics provide a useful comparison.  Japan provides an example of how the services sector less exposed to overseas demand and with Japan operating without lockdown sees its service sector absolutely hammered.  This WSJ report says it recorded a sharper slowdown than even the 2011 earthquake and tsunami. The authors of the study including from the MIT Sloan School of Management say they found no evidence that the cities that acted more aggressively in public health terms did worse in economic terms. If anything says MIT Sloan Asst, Prof. Vermer the cities that acted aggressively did better. The authors are specific, the cities that performed 50 days more of social distancing performed better in manufacturing employment by 6.5% after the pandemic ended through 1923. Earlier social distancing by 10 days translated into a 5% increase in manufacturing employment. ...

About 85% of people in Portugal a country of 10 million people are fully vaccinated in October 2021, highest in Europe. Strict precautions for prevention such as social distancing and mask remained in place after the surge in January 2021 which led to deaths at a rate that was three times the peak rate in the US.

On October 1, 2021 the restrictions such as 30% limit on filling soccer stadiums were lifted. For the Benefica vs Bayern Munich soccer game restrictions were lifted leading to filled stadiums with vaccination pass mandatory. As people return to indoors in winter this could still result in increase in cases. Because Portugal depends on tourism and stadiums are filled to capacity there is the risk of a smaller surge. Cruise ships are back in Portuguese ports and tourists,are back in large numbers. Soccer fans, fill subways, leading to new concern about a limited spread of the coronavirus.

AIIMS Director Randeep Guleria says it is critical to do three things to prevent a possible third wave from becoming a serious threat in India. The three steps are- to adopt covid appropriate behaviours such as mask wearing, social distancing and washing hands and to not fall into the habit of thinking that the virus has gone away when it is spreading and developing into new mutations. To do testing, tracing and micro containment zones quickly to isolate infection prone areas and prevent transmission. This WSJ Exclusive report shows 1.89 million breakthrough infection cases in the US and at least 72,000 hospitalizations, 20,000 deaths among fully vaccinated people in the US this year. The WSJ reviewed medical record data for 21 million fully vaccinated people, and an array of state reports to put together this analysis. It shows people with weaker immune systems and elderly are more susceptible for breakthrough infection and hospitalization. It also shows that vigilance is necessary in following covid protocols for social distancing, masks, hand washing, as the figures show smaller but yet significant percentage of people at ages younger than the elderly are getting breakthrough infections and getting hospitalized. 3.35% of people 35-49 years who were fully vaccinated but with waning immunity from taking the shots early on and lacking booster shots to build immunity back up again, and who are breakthrough infections, are hospitalized in this WSJ analysis of EPIC's Health data. For people 50-64 years this is 7.45%. In places where people gather and in homes it is important to let in fresh air so that there is new fresh air circulating in rooms 3-4 times for every hour. It is being used as a strategy in schools in Germany to bring in fresh air. Putting MERV 13 type air filters in central air conditioning and heating systems is important in offices, shops and other spaces. A complete redesign of the systems that are old is needed. There are 36,000 schools in the U.S. that have old failing systems of heating and cooling. It would cost $360 billion to change these systems if each system cost $10,000 which is on the low side. This shows that good intentions are not enough, new priorities need to be set and the old priorities which misallocated funds through existing capital allocation structures in the West coasts and East coast cities no longer serve the purpose of the Renewal of America.  ...

The failure to set clear and consistent guidelines by the U.S. Centres for Disease Control that the public can easily grasp and follow without retractions or errors has affected how the public responded in the pandemic. Here the CDC is shown to have first put forward a draft version on the role of aerosol and respiratory droplets in the air for spreading coronavirus infections and then pulled it back followed by putting it back on last week.

Much of it is about being definitive and 100% certain instead of focussing on the steps that are clearly going to reduce the spread of the pandemic and appealing to the good common sense of the public about following reasonable precautions of social distancing, masks, ventilation, staying away from gatherings.
