A dozen Conservative lawmakers including Nicky Morgan support a new customs union with the European Union. The bipartisan motion had the support  of the majority in Britain's parliament. Conservative lawmaker Nicky Morgan stated in parliament that "this country is being asked to experiment at other people's pleasure with a free trade policy where we do not know what the costs will be for constituents and businesses in this country." This reflects changing sentiment in Britain about the costs of Brexit supported by a part of the Conservative Party that includes Liam Fox and Boris Johnson, the Foreign Secretary.  There is a sense that Britain's economy will be hurt by Brexit and Britain leaving the European Union without any way to lessen the consequences of the break in trading relations.

These amazing BBC Science pictures of a distant galaxy show a black hole measuring 40 billion km across- a staggering 3 million times the earth's size. More amazing 8 telescopes located in places such as the South Pole and the Atacama desert in Chile were put together to get pictures of a galaxy 500 million trillion km away. Prof. Halcke of Radboud University, Netherlands, proposed the experiment. He says the galaxy called M87 is larger than the entire Solar System, and has a mass 6.5 billion times that of the Sun. The images show an intensely bright ring of fire surrounding a circular dark hole. The superheated gas falling into the hole gives out more light than all the billions of other stars in the galaxy combined. The gravitational pull near the edges is so great that nothing comes out. Falcke had the idea from a PhD. projec in1993. No one thought it was possible to take an image until Falcke realized that a certain type of radio emission would be generated close to and around the black hole, strong enough to be detected by telescopes around the earth. After struggling for 20 years Falcke got the European Research Council to fund the project. Others including NSF joined to fund it for 40 million pounds. ...

Another clear warning from Britain under Boris Johnson the failures from that time could still affect the US if it copies Johnson. Krugman looks at Project 2025 that has received the backing of the former president. He points to one aspect of this blueprint for a Trump second term, how civil service would be overhauled to remove civil servants not meeting the requirements put forth by the new administration. He says this takes America backwards. Till 1883 when president James Garfield set up an independent civil service in the US people employed by the government were routinely chosen from the winning party leading to flaws and much instability, weak administration. In Britain this type of effort of Project 2025 was tried under Boris Johnson by using an adviser who wanted to blow up parts of the British civil service for not cooperating. That experiment failed badly and the adviser was fired with much recrimination, Johnson being discredited, and administrative failures. Project 2025 would shut down the Education Ministry and the Homeland Security Ministry, for even more upheaval of the civil service. Not to mention the proposal to reverse the founding of the central bank the Federal Reserve in 1909 under Woodrow Wilson that stabilized the economy after banking panics. Here it is the heart and intutition that speaks and from which one derives inspiration, not the brain and intellect, say others who have tried to chart new paths that have provided major contributions to science, technology and fields related to public service. Remote learning has not fared well during the pandemic in the U.S. as seen by teachers, administrators and students. It may surprise one to know that 20-25% of the homes of students in most southern states in the U.S. including Texas, the west including California, New York in the east, and Illinois in the midwest do not have a relaible internet connection.  Remote learning was used with the idea that young people are tech savy. Not so say experts because being a digital learner is not the same as being a digital consumer. The self discipline of digital learning is not the same as what goes into games and other stuff on the internet for young people. Teachers say they cannot be sensitive to students the way they are in a live class and detect when some students are falling behind. Many students did not turn up online, and homework was not done regularly. As a result preliminary research shows the 50 million students in this experiment in the U.S. will return to school in the fall with roughly 70% gain in reading compared to a typical school year and less than 50% for math (NWEA, Oregon). ...

China has used the experience gained from an earlier SARS outbreak to tackle the virus outbreak in 2019 which started at a food market in Wuhan. Early detection, strict quarantines, and other measures, were taken. A viral pneumonia outbreak happened in Wuhan, a city of 19 million. 59 people were quarantined and the largest food and seafood market in Wuhan was shut down quickly. Between the first case on December 12 to the detection of the new strain of coronavirus in 1 month, China acted with speed, showing China's strength in public health resources and research labs.

China is building a new hospital in Wuhan the center of the coronavirus outbreak, to contain the outbreak. The plan is to build it in just 6 days. China has taken a new approach to tackling this health crisis, isolating the area and speeding up action to find solutions to the virus. A shortage of hospital beds and resources in Wuhan led to the decision to build a new hospital rapidly. China's rapid response is the first high speed response and could be a model for future outbreaks. Before this during the SARS crisis in China, and other health crises worldwide, action was taken gradually by hospital and government authorites leading to more deaths and wider spread of disease.

Shortages of hospital beds and doctors is making tackling the coronavirus in the Wuhan region more difficult. WSJ Investigation says the FBI WMD scientist Banaan and scientists at the Defense Intelligence Council Hardham, Cutlip and Chretien were kept away from the president at a crucial final meeting of National Intelligence Council with Biden on the 90 day sprint to discover where this virus came from. Comparable is the  25 million people who died in the Black Death plague in Europe in 1348- Europe's population did not return to its pre-1348 level till the 16th century, says Britannica.  A scientist working at the FBI offices in Virginia Banaan was brought to main FBI offices for WMD to look into the origins of the virus in Feb. 2020. He and the FBI expected to be called in to see president Biden at a special meeting with Avril Haines, James Murphy of NIC. The FBI and Defense Intelligence Council scientists were not called in to see the president. Scientists on the DIC Council section on the Virus were not given a chance to share views or join the meeting by the Director DIC Scott Berrier who had his own theory on the virus, says WSJ. These scientists had done genomics research that showed a spike protein part of the virus that enable it to enter human cells was constructed in a lab, says WSJ. The WSJ investigation says the investigation sought by president Biden in a 90 day sprint was done with the National Intelligence Agency officials under Avril Haines, a State department official who joined the agency after the 90 day sprint, and James Murphy of the NIC who headed it's WMD section. WSJ report says the heads of Defense Intelligence Agency and NIC believed in what is called the zoonotics theory that the virus was of natural origins and simply transferred from animals to humans. Winnipeg has immigrants from India, Nigeria and other countries- parka dressed diversity where immigrants talk in Punjabi or Tagalog. And Manitoba's people welcome immigrants. The International Renewable Energy Agency (IRENA) says in a new report that the cost of renewable energy production in India in 2020 is the lowest of 8 countries, including China, France, Germany, Italy, Spain, UK, U.S. It also points out that India has lowered the cost of solar energy faster than any other country since 2017- by 80% for the period 2010-2018. Solar energy for India in 2018 cost 27% lower than in 2017. Major achievements have been made in solar energy and are continuing with bold targets. In 2020 solar makes up 36% of total energy capacity, with production at 136 gigawatts. In India the conditions with high degree of sunlight in most parts of the country, and the technology cost reductions, lower cost of land and labor, help bring down the cost of solar energy every year. The bold targets and action taken are symbolic of the new efforts in India. The early efforts in India are described as overcoming the hurdle of preconceived notions that electricity shortages had to be accepted as a way of life. In Gujarat the first efforts over 15 years ago were taken by rejecting the idea that electricity could not be made widely and freely available. To do this policy had to be set by starting with first a clean slate and then with a clean heart say pioneers in India's early gains. A clean heart because of how desperately people needed electricity. And a clean slate because how desperately people needed to start from scratch with a new structure and new way of doing things set in place. As Vivekananda put it over 100 years ago "This I have seen in life. One who is overcautious about himself falls into dangers at every step. he who is afraid of losing honor and respect gets only disgrace. He who is always afraid of loss always loses." By taking bold action, making small experiments then setting bold targets and setting structures in place to execute manned with resources, India has achieved 4G in all parts of the country, and is doing the same for renewable energy to make electricity widely available in all parts of the country. ...

"Kurzarbeit" job preservation programs incorporate an idea that workers make up for less pay when a company is doing well by being paid and on the job when a company is doing poorly, leading to job preservation benefitting the employee and skills preservation benefitting the company. In 2013 in the throes of the eurozone crisis France passed a labor reform law and committed to improving competitiveness by adopting some ideas from its close neighbor and partner in the eurozone experiment, Germany. But experts say little has changed. France's unemployment is at a high of 10.4% in the third quarter 2014, according to the French statistics office Insee, with little prospect of economic growth in 2015. What happened? A report commissioned by the French and German governments from economists Jean Pisani-Ferry and Henrik Enderlein, says job preservation agreements in France are too strict and ineffective. Half a million more people are without jobs in Dec. 2014 compared to May 2012 when president Hollande took office. Insolvencies in France are 35% higher in 2014 than the average between 2003-2007, for Germany 31% lower, according to credit insurer Euler Hermes. Just in the 12 months to Sept 30, 63,000 companies in France were declared insolvent. Job preservation agreements have failed because other changes in the legal system are needed. Currently a company must prove to an employee council why it is reducing wages in a downturn. A small group of employees can still reject the agreement and ask for severance packages, leading to layoffs. The reforms were done in piecemeal fashion, say economists Jean Pisani-Ferry and Henrik Enderlein....

Trofimov provides this report on the conflict in Syria and Iraq. Islamic state fighters from other countries are paid $800 per month compared to $400 for local fighters in Syria and Iraq. Fighters in the Free Syrian Army are paid $100 by comparison. Many of the fighters coming from Russia, western countries, and Arab countries see this as part of a visionary effort to create a new Islamic society, an experiment of sorts. In the process dislocating many of the local population and turning them into refugees going to Turkey and Jordan. Many of the 20,000 fighters crossing into the region from the Syrian border are veterans of other conflicts and bring previous experience. The Syrian city of Raqqa is described here by Trofimov as dominated by these fighters with much of the local Syrian population turned into refugees.

The Dutch had their tulip bubbble, the Chinese have their Pu-er tea bubble which has just burst. It was a pure speculative bubble with speculators cornering the market and bidding up the price of tea in Yunnan province on the Burmese border. From 1997 to 2007 the price of these green tea leaves from Yunnan- that make a fermented brew called Pu-er- wentup from $15 to $150 a pound. Actually a group of manipulative buyers drove prices up. Production doubled from 2006 to 2007 to 100,000 tons. Unlike other teas this tea is said to grow better with age and is packed into compressed cakes for transport. Now prices of this tea have collapsed to $3 a pound. Russia had its own experiment with unbridled capitalism, now China is struggling with the effects of the aftermath of its own unbridled capitalism.

The results from the EU elections show neither traditional centre right or centre left parties are able to form a majority. The euroskeptic parties in Italy led by Mr. Salvini and in France by Marie Le Pen have not won with the kind of support they expected. Also important is that these parties in Italy and France have changed their position on membership in the European Union. They now support remaining with the single currency the Euro, and staying in the EU, hoping to change it from the inside. In Spain the Vxx party on the right has from its inception supported the Euro and the European Union. Only Nigel Farage's Brexit party is for Britain leaving the EU. These parties such as the League in Italy and the National Party in France are in accord with globalism and global capitalism. The changes they call for are now on immigration, migration, and against a single market for labour with social services for new immigrants or migrants. They are for ending multiculturalism in favor of nativist national ideas, sweeping indictments of bureaucracy and elites, curbing migration and building national pride. In Spain their is also concern for separatist movements such as in Catalonia for the Vox party, and interest in stronger federal structures. There is no coherent strategy for these new parties to tackle problems such as lack of growth, widening regional divide within the countries. Yet now the discussions will be about what the  EU will do, not about whether there should be a single currency the Euro or whether to remain in the EU.  In this sense the European Union is set for the task of regenerating from within. The European Union was itself an experiment that started with the effort to set up the initial arrangements to bring together the economies and political structures of European countries after a disastrous war. It accepted nation states and individual country differences even as it sought an ideal of a united Europe. This means there is room for more ideas and for differences within Europe and the European Union than allowed for by existing structures, politics or ideas. ...
