Stay at home lockdowns, closure of schools in South Africa and other African countries is harder because of lack of widespread internet, says this report in DW.com from South Africa. South Africa declared a 21 day lockdown on March 27. South Africa does better than the rest of Africa with 53% of the people able to use the internet. The internet access in other African countries is only for about one third of the people. This is actually lower than that in practice. Only 12% of Kenyans have internet in their homes, mostly in Nairobi and large cities, and 70% with internet access have this through their phones.

This provides opportunity to ensure wider use of radio as most homes have radio. There are new ways for teachers to interact with students. Teachers in Kenya hold a lesson on radio and students send in their questions on WhatsApp.

The US faces a shortage of hydroelectric power in western states as the runoff of water from the mountains is only 25% of its normal level. The drought in California and the lack of hydroelectric power will lead to blackouts in the state. Normally Hoover dam provides electricity to power 1.3 million homes with 23% going to Nevada, 13% to Arizona, and the rest to Southern California. With the water levels low in Lake Mead, Hoover Dam will provide only a small fraction of the electricity it normally does to California. Colorado river's Lake Powell which feeds into Lake Mead has only 25% of its normal water levels.

The dry winter and spring led to less snowpack to feed rivers and streams in California, with loss of enough water to produce electricity for about 1 million homes for a year. This means more blackouts will hit California and western states.

The threat of climate change is becoming real in China with drought and heat waves. The impact on agriculture is feared as it may affect the autumn crop. For the first time the awareness of climate change is taking on a new urgency, with state media reporting on it with new emphasis. China having to import grain would put pressure on world supplies of foodgrains. It is therefore imperative that China also join in support of keeping Black Sea ports of Ukraine free and able to supply Egypt and North Africa to reduce pressure on world foodgrain markets.  This could also help shorten the war with a return to work on  important goals of climate change, renewing homes and industry for conversion to renewable energy,  restructuring trade so that there is no extreme dependence, and social security, healthcare needs of the Chinese people.

The Editorial Board of the WSJ says the vote in the German parliament 586 in favor and 100 opposing for sending heavy weapons to Ukraine brings Germany and the US, Britain and France closer in efforts to turn back the Russian invasion of Ukraine. The resolution of support for Ukraine clearly states the German parliamentary position says WSJ- efforts for a ceasefire that will be agreed to by Ukraine and western allies. The Scholz government is asked in the resolution to support "all efforts by the a Ukrainian government to reach a ceasefire in direct negotiations with the Russian leadership." It also states "it must be clear that there can be no negotiations over the heads of the Ukrainians." WSJ says it hopes chancellor Scholz listens to the German parliament with 586 out of 686 calling for efforts to turn back the invasion in coordination with allied efforts.

England goal keeper Mary Earps was third choice of coaches at the 2019 World Cup. After the Sweden game win 4-0 when Earps made some amazing saves including one from Sweden's Stina Blackstenius from an unstoppable angle she now looks back. Earps looks back at these years in the wilderness struggling to make it to the national team and working part time at business jobs. She was with Manchester United, and with Wolfsburg teams mostly in reserve roles.

She says she remembers many times thinking "this is the end of the international road game for me," when coaches passed her over for other players. She was top choice for Euro 22 only after another goal keeper had an injury. She says she is proud to be part of this England team. Her teammates have said some amazing things about her and she feels "I want to be the best I can be for them."

Lack of foreign investment means aging infrastructure and no updates in technology of production. Socialist administrations find their work backfiring in this way as in Venezuela, lack of experienced managers and people to run the economy leads to dire results including runaway inflation and shortages. Political rhetoric for workers disguises the problems building up in an economy that can tear the economy apart, as good relations with all countries are needed and the country's trained and experienced middle class and technical experts given an important role in development. ...

These lead cables are what is left of the old cables laid decades back by the Bell regional phone network. They are underwater, in the soil an d on poles overhead. As the lead erodes and disintegrates it contaminates the water and the soil. Unsafe levels of it are found in 44 of 130 underwater sample sites tested by independent labs for the WSJ. It has tainted spots such as popular fishing locations, in front of schools and in playgrounds. It was found in the Willamette River in Oregon, in the Mississippi river banks in Louisiana, in the Detroit River in Michigan and the Passaic river in New Jersey.

Mikaela Shiffrin's hopes were dashed at the Beijing Olympics in Alpine skiing.Her father Jeff Shiffrin had accompanied her through every Olympics in her skiing career and was always at the finishing line. After his death before the Olympics in Beijing, Mikaela Shiffrin was told by a German fan that she subconsciously avoided getting to the finishing line because she would not be seeing her father there.  Dina Asher-Smith is a British sprinter whose hopes at the Tokyo Olympics were dashed because of a hamstring injury. Yet she bounced back and says she had time afterwards to grapple with her emotions- "Before Tokyo I did'nt have time to grapple with my emotions, you can't be crying  your way through rehab," she said. She competes now with a different frame of mind- "you can't run fast with baggage- you gotta throw it out" she says in an interview with The Guardian's Sean Ingle. ...

Some clues to why president Biden is not getting the credit for work done to better people's lives is the workplace. Workplace dissatisfaction measured in the Gallup 2023 Workplace Report shows the number of workers stressed, disengaged, or angry, is rising. A BambooHR analysis of data from 57000 workers shows job satisfaction scores have dropped to the lowest level since 2020, dropping 10% in 2023. Some of the causes- the unsettled state of the workday, being micromaanaged back to the office, even as they realize the isolating nature of remote work or hybrid work, inflation erasing any gains in wages, and a cooling job market leaving some stuck in same roles. New workers were hired in 2022-2023 and many have still to find fulfilling roles. Employers focused on hiring and less time was spent on situating new employees well. This is happening even as workers have more control where they work. Other causes are a backlash to employers efforts to get all employees back to the office. Another issue nearly a thrid of workers do not work in the same place as their bosses at large companies, up from 23% in 2020, accroding to an ADP survey. This means workers have long distance relationships with bosses and co-workers, weakening ties. In 2023 it is a very different workplace than before the pandemic. It may also offer some clues to why workers are skeptical about the work done by the Biden administration looking at their own lives after the pandemic even though major efforts are being made by president Biden in cost of living, in wages, support for labor and unions, and in rebuilding infrastructure and public services. ...

Poland's collapsing birth rate at 1.0 compared 1.62 in France another Catholic country, and Spain's 1.1, Germany's 1.3- 2.1 is the replacement rate per woman. This has profound consequences for Poland. The future workforce will be 20% smaller compared to 4% smaller in France in 2 decades. Many schools will close in rural areas which are hit hard. There are more deaths than births in many small towns. At this rate 1.7 million homes will become vacant in 2 decades.This report looks at Warsaw as well as rural areas near Belarus where the war has created much anxiety. The population of Poland will shrink from 36 million to 31 million over three decades if these trends continue. By 2000 the birhtrate dropped from 2.1 to 1.3 and the government introduced payments of 190 euros per child per month and expanded the childcare system. But this has not helped as the rate dropped to 1.03 in 2025. Under the Communist system industries were located in small towns and men stayed there while women moved to cities leading to a mismathch for men and women. The economic boom that doubled per capita income led to less interest in having children. The economy was supported by long hours of work which led to less interest in bearing children for women. Other reasons are a lack of interest in sharing and making the effort, the cost of raising children in a hyper competitive society like South Korea where births are at 0.7. ...

Politics in Britain as Britain prepares for a general election. The UKIP party polls 13 percent and Conservatives 32 percent and only an alliance could beat the Liberals and Labour, Greens combined. So why is Boris Johnson not embracing UKIP and Farage. Boris Johnson top adviser Cummings is said to have kept Farage to a minimum in display during the EU elections, causing resentment. Farage has doubts about the Conservatives and has rejected an alliance. Conservatives see him as playing populist politics and having little interest in the Conservative Party's ideas, somewhat like a Salvini in Italy or Orban in Hungary. Conservatives see Farage as preventing them appealing to moderates.  Boris Johnson hopes to work out new spending to support working class voters in an effort to win broader support for the Conservatives. Textualism or strict interpretation of the Constitution word for word may be back but one can never be sure. No sooner is one decision made in a certain direction with a particular approach to the law whether it be textualism or something else it then comes up for rethinking a few years later, under a different approach to the law or from a new angle. This is the law practiced in most British style courts of law including the US.  Former Justice Breyer of the US Supreme Court replaced by his law clerk Ketanji Jackson, is interviewed by NYT's Adam Liptak. Today so much is written about Breyer as a non textualist, and Gorsuch, Kavanaugh recent additions to the Court as textualist or strict interpreters of the Constitution based on when it was written with what intent. Yet as thinking individuals who like the rest of the American people grow in their understanding all Justices cannot be categorized  in this way. Breyer says he worked with retired Justices Kennedy and Souter and found them to be willing and keen on hearing all angles. Then it has to be said that both Kavanaugh and Gorsuch were law clerks for Kennedy. Much of American law at the highest court actually is no better than any other human creation - it tries to approximate as best one can the people of the US. Sotomayor coming from Puerto Rican descent, Ketanji Jackson from minority black, Kavanaugh and Gorsuch from Georgetown preparatory schools where Kavanaugh's paternal grandfather attended Yale something even JFK could not claim, Chief Justice Roberts coming from a company professional type background, Barrett a professor at a Catholic university, Kagan with a Bostonian JFK style background, Alito old Italian and Clarence old minority black background. Breyer retired recently to make way for a younger judge, Judge Ketanji Jackson who was law clerk to Breyer. Breyer is writing a new book which he hopes the conservatives on the Supreme Court will read- Justices Kavanaugh, Barrett and Gorsuch. The book coming out March 26 has the title- Reading the Constitution- Why I Chose Pragmatism not Textualism. He hope these Justices will read the book and say their colleague was making sense, would say that it was not a bad point. ...

Most people would not guess or recognize that this place where elderly people in society were treated shabbily is a country in northern Europe, and a country where citizens pay high taxes for precisely better healthcare across different age groups. Sweden is where about half of the 6000 people dead from coronavirus were elderly people.  Over the last two decades Sweden has cut hospital capacity and discouraged elderly people from entering hospitals during the early period of the pandemic, says this report in the NYT. The for profit nursing homes in the centre of Stockholm were unable to cope. Having turned the work in these homes to low wage workers, it put these workers and the elderly at risk with lack of staff, lack of adequate PPE oreven  basic masks, says this report in NYT.  One of the lessons of this pandemic is the failure not just in turning over manufacturing of health care equipment and pharmaceuticals to China, but also turning over the basic care of elderly to for profit institutions that were totally unprepared and could not give elderly the dignity and care they deserve. Year of cuts to public services and health services now showed in a glaring way what can happen when this is done. It has lessons for countries from Europe to North America, and to Latin America, India and other Asian countries as they redesign policy and allocate resources to public services in the next 10-20 years. ...

The big difference between the US at about 1.2 million electric car sales and China at over 9 million in the last year is that companies such as BYD have found away to come up new battery technology that uses different more accessible materials. BYD's research into new batteries came up with a iron phosphate battery as shown on articles on BYD in 2024 to substitute for less available lithium and cobalt. On one of its models BYD is offering a price of $11000. This attracts a different kind of buyer than what American makers are reaching. Another plus for BYD is that while sales are stalling in the US because of battery range and lack of charging station access, BYD also sells a large number of hybrid electric cars that help urban dwellers go back to their homes in the countryside. BYD also manufactures two thirds of its parts internally producing needed savings. China is also pushing electric cars with government subsidies and government is working hand in hand with industry in a concerted effort for two decades. Compare that with US where the Biden administration was the first to start changing the way the US does business to put government industry cooperation and working together at the heart of the way of doing things. The US could learn from other nations and adapt its own industrial and modernization efforts in the world after the pandemic and as supply chains are being renewed and restructured. A NYT series on the forgotten men and women of the second world war includes stories on black women breaking the logjam of 17 million pieces of mail in Britain ready to be sent to allied soldiers in Europe. Read about Captain Adams from South Carolina who is the first black woman in the officer corps of the American Women's Auxiliary Corps, part of the American Army by 1944. By 1942 General Dwight Eisenhower had already found an equal role for black men in the war and American forces. He also included a role for black women in roles such as that facing Captain Adams whose unit made critical contributions to getting the mail to allied soldiers fighting in Europe. This included sorting mail in Birmingham, England, in difficult conditions, and in France as the Battle of the Bulge took place in France with heavy casualties, and after the war ended in 1945 in Rouen, France. Mail meant life and death correspondence between loved ones when there were no phones with connections we have today. In this sense it was a role that had great significance. These women worked 7 days a week, round the clock, in rotating shifts. It was an activity that meant as much to the army as anything else. ...

Share of mortgages at least 30 days past due declined to 6.39% in the 4th quarter 2013, down from 7.09% a year ago, according to the Mortgage Bankers Association. Foreclosure inventory declined to 2.9% for 4th quarter 2013. Three fourths of the troubled loans are from the period before 2007. The improved economic situation and lower unemployment has helped. Also helping is the increase in prices, with home prices up 8.4% in Dec. 2013 over the prior year, according to Black Knight Financial Services. The price increase has reduced the number of homes "under water"- owing more than the homes are worth- from 19% in Jan 2013 to 11.4% in October, according to Black Knight. Banks have also tightened their lending practices. The progress is uneven with California and Arizona, some of the worst hit states doing better in 2013. Judicial states such as New York and Florida, where courts have to approve foreclosure by banks, are making gradual improvement. About 1.5% of California homes were in foreclosure by the end of 2013, compared to 8.5% in Florida, according to MBA. In 2014 price improvements are expected to slow, and the 10% of homes in various stages of delinquency or foreclosure still remain as a hangover from the housing crisis that slows U.S. economic recovery....

One way US president Biden hopes to pay for replacing America's crumbling infrastructure is by bringing back the principle of fair sharing of the tax burden to 45 of America's largest companies. Companies like Amazon, Apple and Google would now pay the minimum corporate tax rate of 15%. The idea of a global minimum tax rate is put forward by US central bank chief Janet Yellen and the US Treasury Department, and also by president Biden. Over four decades China moved from a nation of bicycles to some of the newest infrastructure in the world just as the US and Europe's infrastructure decayed and was not renovated. There is a sense of awareness today that this decay of  infrastructure should not have been allowed to happen, that it is essential for the welfare of the countries and the people of America and Europe.

BRICS is becoming an obsolete concept as Brazil, India and South Africa are essentially looking for ways in which they can increase opportunities for growth. It was a concept started by a Goldman Sachs investment banker Mr. O'Neill at a different time in 2010. The world has gone through the 2009 financial crisis, the pandemic, and the supply chain crisis with overconcentration of EU and US supply chain in China. These events are leading to a shift under the Biden administration to bring India  into the G7 into a new G8 that includes India. Only Russia, China and South Africa remain from the original BRICS. Russia because of the war in Ukraine now depends on Chinese support and trade. Brazil will gradually shift back to its position as part of the US alliance in Latin America with Mexico, Argentina and Chile. India with its plans for rapid growth to build the modern third largest economy by 2040 seeks supply chain integration with the US and EU in the position that China holds today.   ...

This Washington Post article by Henry Farrell explains the implications of the 2016 EU ruling on Apple asking it to pay 13 billion euros in back taxes. Other countries in the European Union are upset that Ireland is taking away business and siphoning away tax revenues from their country, and giving most of it back to Apple. Normally the European Union Commission does not have authority over taxes in the member states. However considering the social and political implications at a time of deep recession and political upheaval in the EU and the U.S., the European Union Commission under Margarethe Vestager has seen it proper to look at arrangements in which companies come up with tax arrangements that deprive member states unfairly of tax revenues- revenues that could support social welfare and basic education, healthcare services at a time of painful cuts. A tax rate of .005% in 2013 for Apple is cited by Vestager as she points out that Apple's taxable profit does not correspond to economic reality, as most operations are conducted outside Ireland. Ireland is just on paper the tax location for EU operations. Vestager has thus come up with a legal approach based on Ireland's tax arrangements being a form of illegal state subsidy, which is not allowed under EU rules, and gives the EU Commission authority to require that it be reversed by paying the back taxes of 13 billion euros. Farrell answers the question why the U.S. Treasury is saying that Apple should not have to pay these taxes, as the U.S. also hopes to get some of these taxes at some future date with Apple repatriating profits to the U.S. under a still to be set tax arrangement. ...
