War in Ukraine after failed Alaska effort by US to end the war. In September 2025 Russia holds out, spurning peace efforts from the US president, to see if the economy holds out over the next 24 months and Russia can get Ukraine to abandon it's efforts to join the EU and Western European alliances. The baffling aspect of this war is that the neutral aspect adopted by Finland before the war, by Sweden, by the Swiss, was never considered as a realistic option by Ukraine, looking beyond the problems of the 1930's and having awareness that there were weaknesses in both the capitalist and the Soviet systems, to take the broad larger view. And with that being realistic that a better effort would be to reflect on the corruption and lack of clean government, the need to build the healthy institutions that would serve the people best. The approach taken by Gandhi in India in its relations with Britain, to preserve the best and improve on what failed the Indian people, and reflect on the integrity, the right attitude needed for India in the Modern World. From the Russian side the failure to use the period before the shift to renewable energy to invest the capital used in the war of $200 billion a year for a stronger economy and industrial base in 2022- 2027- an investment of a trillion dollars that would make it the industrial power and support its position as the preeminent power in Northern Europe. ...

The EU has set a goal of getting 20 million tons of grain exports out of Ukraine in 3 months using EU transport infrastructure. This is vital to feed many parts of the world. Ukraine exported 44 million tons in the 2020-2021 growing season. Russia is conducting a blockade of Odessa on the Black Sea to prevent Ukraine exports from leaving.

The 28 Point Peace Plan offers a basis for further work to arrive at an agreement acceptable to Ukraine and to the European Union, is the view emerging at the G20 talks in Johannesburg, South Africa. The leaders of Finland, Ireland, Netherlands, Norway, Italy and Spain met on Saturday, November 22 2025. Separately Leyen and the EU council president Costa meet with Meloni of Italy and Macron of France on Saturday after conversations with Zelensky on Friday.  British prime minister Starmer has this view of the 28 Point US plan negotiated with Russia-  “There is only one country around the G20 table that is not calling for a cease-fire, and one country that is deploying a barrage of drones and missiles to destroy livelihoods and murder innocent civilians.” Ms. Von der Leyen, president of the European Commission, says-  “Ukraine can count on us because this is not only an aggression against Ukraine, but it is an aggression against the principles of the U.N. charter." “It’s on European soil. Therefore, we will support Ukraine for as long as it takes.” Macron of France commended American efforts to reach a peace deal but said EU nations would work with Ukraine to map out a plan for way forward in 48 hours.  "What is at stake is Ukrainian sovereignty and European security.” It is this aspect of European security that may be the reason the EU and Germany may decide to modify the plan to offer a counter proposal on several points. One on limits to the size of Ukraine's defense forces to ensure its defense. Another on the stationing of forces by NATO in a peacekeeping role in Ukraine as proposed earlier. Third on the ceding of territory now in the hands of Ukraine so that these parts of Ukraine can remain independent after 4 years of ragged defense. Germany under CDU Merz and with Pistorius of SPD at Defense in a strong coalition government may be the deciding factor as Merz has already set the goal for the Bundeswehr to become the strongest army in Europe, with plans and action to prepare for this transition to defend European interests. It is true that Ukraine is at a difficult point yet if the Europeans see this as a "capitulation" and a US DJT deadline of one week to push this through Europeans may come up with a counter offer that includes these points that would make it clear that they are not an obstacle for peaceful resolution of this conflict. The history of Europe shows that in such situations with most of Europe on one side and Russia or some other major European power on the other side, eventual settlement ends up with all sides making some concessions, and in no way seen as "capitulation." Asian powers China and India have been pulled out of the conflict to a large degree in 2024-2025, with US shifting to a neutral position. Making this a purely European conflict with the Russian economy mobilized for wartime yet facing all the nations of Europe led by Germany, France and the UK in a transition towards military preparedness and unwilling to see any form of capitulation. In such a situation the larger economies and resources of the EU could effectively counter a Russian threat leading to a settlement that is better for all parties to the conflict.   ...

The Russian economy will contract by 10% and the Ukraine economy by 20% in 2022, says the European Bank for Reconstruction and Development. The bank was setup to revive Eastern European economies after the collapse of the Soviet Union. In 2023 the Ukraine economy is expected to rebound by 23% with assistance from US and EU. The Russian economy faces long term challenges with lack of access to technology from EU and US and the loss of well educated workers leaving Russia, and is expected to face a long period of stagnation. The war has affected 60% of Ukraine's economic output and electricity consumption is down by 60%, with one third of Ukraine businesses closed, factories shutdown. Ukraine will be a much poorer country because a lot of stock has been destroyed, says Beata Javorcik, EBRD's chief economist. For Russia the drag on the economy will be present even if a peace agreement leads to lifting of sanctions says EBRD. Central Asian countries such as Uzbekistan and Armenia will also feel the effect of the slowdown with loss of remittance from workers in Russia. The faster shift to renewable energy and LNG in Germany, and a similar boost to renewable energy with COP26 Glasgow getting a boost in EU and the US, will result in loss of value of oil assets in Russia. With loss of technology access from US and EU Russian conversion away from a energy based economy will be slowed. All this is likely to lead to a difficult period for Russia. This means there are no gainers from this war, including China, which could see a further acceleration in US and EU restructuring of the supply chain away from China, leading to further slowing of growth. ...

The Russian central bank under Elvira Nabiullina raises interest rates by 3.5% to 12%. In the first 5 months of 2023 the Russian government spent 50% more in rubles than in the same period in 2022. The increase in spending meant increase in wages and more hiring for production of goods including production for the war effort. The policy was to carry on the war effort without the effects of the war being felt by ordinary Russian citizens. The result has been higher inflation at 7.6%. Nabiullina faces a unique set of challenges to control inflation, maintain the economy even as Russia continues the war effort in Ukraine.

A 900 mile long frontline from Kherson on the Black Sea north to Luhansk stretches Ukraine's forces along a long line in June 2023. A Ukraine effort to retake areas lost to Russia in eastern Ukraine and near Crimea as part of the counter offensive is only making slow progress because of land mines and lack of airpower. The successful Ukraine effort in 2022 to retake Kherson happened in an area which had two rivers and where Russia faced logistical issues of supplying its troops. In 2023 both sides have prepared for some time and it is very difficult for both.

Peter Magyar says-  "You performed a miracle today, Hungary made history today." Magyar's party needed 133 seats in the 199 seat Hungarian parliament to reverse some of Orban's more controversial policies on the judiciary and on government. Magyar's party Tisza won 138 seats and 57% of the vote compared to about 38% for Viktor Orban's Fidesz that has ruled Hungary from 1998-2002 and 2010 to 2026. Magyar likens the win to the Hungarian Revolution of 1956, a spontaneous uprising against Soviet rule, and an earlier revolution in 1848. Voter tunout was the highest it has ever been at 78%. The city on the Danube river Budapest was lit up, parliament was lit up as Hungary celebrated a win for reintegration into Europe. For 400 years since 1600 the Hapsburg dynasty helped push back the Ottoman Turks invasion of Hungary and Vienna, and was one of the major Empires of Europe, with Britain, France, Russia, Prussia competing for influence. The Hapsburg  base was in both Vienna and Budapest and reflects the history of Central Europe from the Renaissance to the Scientific and Industrial Revolution. Magyar's first visit is to Poland. He will join European leaders from France, Britain and Germany, Italy, as they formulate policy on Ukraine and the future of the European Union. Under Orban Hungary was the lone dissent or combined this with Poland's Law and Justice Party government in the European Union. In 1923 the Law and Justice Party was defeated, in 2026 Fidesz is defeated, and the European Union is now able to speak with one voice in its opposition to Russia. Two German Patriot air defense systems are to be transferred to Ukraine and replaced by the US. The decision by Germany's Merz comes as Kyiv suffers a cruise missile attack that destroys an apartment block leading to 31 dead and 159 wounded on July 31, 2025. Five of 8 cruise missiles used evaded air defense systems.  The war brings ancient history important to Russia in the founding of the Russian state in European history before 1450 and complicated history after the Communist Bolshevik Russian revolution in the Ukraine region, the Cold War and Russia returning to its historic role of a Northern European Power. Russian commentary on Russian nationalism today suggests Russia seeks acceptance as a major European power without Wall Street's evaluation based on GDP of nations leaving Russia middling status. Wall Street gives disproportionate importance to China relative to India, Russia and Brazil three large nations on 3 continents for example. Witkoff is on the way as DJT emissary to Russia to seek some solution, but the war drags on as Russia sees itself making slow yet steady progress and seeks to end the war on terms favorable to it following huge loss of life estimated at hundreds of thousands. In August both sides including DJT are losing patience. DJT offers more sanctions but says at the same time that this may not deter Russia. Following SPD's Scholz frustrated yet restrained approach to the war, Chancellor Merz is investing in a rebuilding of Germany's defense forces and it's infrastructure. ...

India's Russian oil imports Indian OMC's (oil marketing companies) say Russian discount for oil was about $8.50 per barrel in FY24, and dropped to $3-5 in 2025 with at present in August 2025 it being $1. CLSA/Citic Securities research report uses an average of $4 per barrel to get the $2.5 billion gain for India per year in 2025. Note that Russian oil is of inferior quality and the CIF landing cost used by Indian companies is much higher because of long supply routes insurance costs compared to Saudi oil. India could shift to buying from Saudis and UAE in 2026, and reports suggest India is already making this shift as Jamnagar and other refineries in India shift to non Russian sources. India's gains from Russian oil imports estimated at $2.5 billion lower than the $10-25 billion figures says a CLSA/Citic Securities research report. In 2025 Indian oil imports are at present 36% or 1.8 million barrels a day from Russia of 5.4 mbd total oil imports. Saudis provide 14%, Iraq 20%, UAE 9%, USA 4%. One alternative for India would be to shift much of it's oil imports to the Saudis, UAE and US to shift to the situation before the Ukraine war and Russian discounts for it's large population.   ...

As the European leaders Starmer, Macron, Merz gather together, huddle together at meetings in London, Paris and Brussels, as the US under DJT and Rubio disengage from NATO and perceived expansion, Ariane Chemin gives this report and video in Le Monde on the situation in classrooms, around Square in the centrer of Kviv, at destroyed power plants, and at destroyed buildings in Kviv. Russian drone attacks on Kviv are leaving residents without electricity and without sleep. This is also what Europeans in France and Germany, and Britain, are seeing on news, video and on television.  The last peace initiative stalled after the hopes raised from the Alaska meeting of Putin and the US president. Efforts to get the Russians on board with US envoys in Moscow fail when the European leaders are absent in the talks, and when Russia insists on the 20% of the Donbass and eastern regions it does not control, and limits on Ukraine defense. Ukraine modifies the proposals and Russia insists on territorial concessions. A report in Germany's DW.com from Ukraine calls this "absurd." A new element emerges in this conflict in December 2025 when one sees this in the context of European history where such struggles between European powers happened repeatedly since 1500, with some of them in the period after 1700 involving Russia, Sweden, Denmark, Britain, France, Spain, Prussia and rest of Germany split into many states. That pattern has relevance today because when one power whether France, Austria-Hungary or Russia became dominant the other European powers acted together to keep the balance in Europe.  ...

This Editorial Board article of the WSJ says the EU's embargo on Russian oil raise the cost for Putin's invasion of Ukraine and demonstrate Europe's resolve. The new round of sanctions by EU will ban the imports of Russian oil by sea as well as insurance for shipping companies that transport it globally. About two thirds of Russian oil comes by tanker. Germany and Poland will also stop pipeline oil imports from Russia, only Hungary, Czech Republic and Slovakia will continue with Russian pipeline oil. The result- an effective embargo on 90% of Russian oil imports by the end of 2022. How effective is this if Russian oil is rerouted through other countries to reach China, Western Europe and the US? The WSJ says don't underestimate the impact especially when it is combined with the ban on insuring ships that carry Russian oil. The higher insurance rates and costs of shipping will limit Russian oil exports. Europe makes up half of Russian oil exports and WSJ says the rest of the world can't use up all that oil. Russia exported $180 billion of oil in 2021, a large amount of this will no longer be available to Russia to finance the war. ...

The US envoy to Belarus responds to overtures from Belarus's leader Lukashenko for improved relations, release of hundreds of political prisoners including the husband of a opposition leader who is thought to have won the last Belarus open elections in 2020. Today it is not realized that politicians with lack of vision or foresight - Bush, Obama, Merkel, failed to grasp that in 2020 two events happened that were linked- the Belarus electons bringing another pro-EU government on Russia's border which was squashed before it could take office and the pro-democracy movement in Hong Kong also squashed in 2020 by China PRC. Crimea was made part of Russia in 2014 when Ukrainian protesters in Kviv and Lviv near Poland ousted the government of pro Russia leader Yanukovych in the Maidan revolution. Russia under Putin responded 2014-2020 with a simmering effort to take parts of eastern Ukraine that were close to and sympathetic to Russia. This was an effort to counter NATO or pro-EU countries coming to Russia's borders in the way JFK opposed pro-Russian regime in Cuba. Obama and Merkel never understood or grasped this or were too involved in the eurozone, migration crises (Merkel) or war in Afghanistan (Obama). The result was that in 2020 Russia helped squash the election results in Belarus with another pro-EU government impending. Within 2 years Russia under Putin with tacit Chinese support invaded Ukraine in Feb 2022. Belarus shares a border with Russia and it is closely allied with Russia in the Eurasian Economic Zone that includes former Soviet Bloc countries such as Kazakhstan. Gradually following the recovery of the Russian economy by 2010 the emphasis shifted to create something similar to the Soviet Union, a bloc of countries in central Asia and in Eastern Europe that are part of a Russian sphere of influence. For much of the period of the Obama/ Merkel administrations in US and Germany this was ignored as most of the politicians never gave Russia the importance it sought, not accepting that the economic power was not measured only in GDP- also in science and technology, nuclear technologies, space, in energy resources, and Russia's position in Northern/Central Europe and Central Asia since 1700.  It is this situation that the DJT administration faced with US challenges of the Mexican and Venezuelan drug and people trafficking in the western hemisphere has responded with the Monroe Doctrine to reassert American influence in Latin America by respecting Russia's effort to have some measure of influence on its borders, that the US seeks on it's borders. Without Russian or Chinese intervention in Latin America and with the the Monroe Doctrine in place America can protect the interests of the American people and the people of Latin America for free and good government. What Bush, Obama, Merkel lost sight of is that by each power having some strong measure of influence in their regions, and the tendencies for benevolent influence put in place, there is significantly more room for respecting the hopes and aspirations of people in their regions through democratic or other people oriented forms of government than by the situation in which economically the US was dominant after the fall of the Berlin Wall but other influences would lead to US decline- open but not free trade with China, and the recovery of the Russian economy, drug and people trafficking by gangs in Latin America where the Monroe Doctrine for US leadership had prevailed till the 1960's. ...

Stalled peace process for Ukraine after Alaska meetings September 2025. Europe is looking ahead to no quick end in the war in 2025. Russia seeks better relations with US but wants to end the war in Ukraine on its own terms. Congress supports Ukraine, as DJT looks for ways to improve relations with Russia as a nuclear superpower, and find ways to bring both sides closer to end the war without success. Following the Alaska meetings a few signs of progress but not enough to reach a settlement of the war as Russia seeks to keep territory in the east and Ukraine looks for security guarantees that Russia has not yet agreed to. Zelensky admits something that was evident for the last year that Ukraine could not take back Crimea and Donbas. Zelensky's own popularity is down to 20% in December 2024 and he is not seen as providing a solution to Ukraine's problems for securing a peaceful settlement. The Russian border regions in the east of Ukraine had voted for pro-Russian parties before the invasion by Russia. They share Russian language and culture. This makes this a situation that requires close understanding without generalizations that prolong the war. Crimea also has a different history till it was made part of Ukraine. Russia faced a military bloc such as NATO only during the Cold War with Eastern Europe under the influence of the Soviet Union 1950-1990. The shift of Eastern Europe to be part of the European Union and some parts in NATO put NATO forces close to the Russian borders. The invasion of Ukraine by Russia created a situation objected to by the EU and US, where a large power invades a neighbor. Yet the other facts above remain which presents the Russian view that NATO and the EU were too close to its borders given Russia's history of invasion from France in 1812, and from Germany in 1914 and 1940. A settlement can come only by both sides recognizing the overall facts in Europe so that all sides feel secure for peaceful coexistence under different forms of culture, government and economic structures. ...

Before Rutte of the Netherlands took over as head of NATO, the head of NATO Stoltenberg for 10 years was from Norway. The total population of Norway of 5.5 million is less than the population of the Houston region. Should it exercise such an important role in the affairs of Europe much less of the world? It was under Stoltenberg's appointment in 2014 as head of NATO after losing an election in Norway, with Merkel and Obama's support, that gradually changed the perception of NATO as too close to Russia's borders so that by 2019 when Covid took place the situation deteriorated in Europe beyond recognition. Russia and China joined together and Russia invaded Ukraine in 2022 with Stoltenberg in a role in NATO that reflected more the British view of NATO than how DJT and other Republican leaders perceived NATO. As America turns this chapter of Bush-Clinton-Bush-Obama years of failed politics in which US lost control in its own backyard to drug trafficking gangs in Mexico and Venezuela, conducted wars in remote deserts and mountains in the Middle East, and lost its economic position to China, turned over NATO to  politicians who followed a British view of hostility to Russia that did not reflect the American view of working in cooperation with Russia, China and other major powers, this appointment of Stoltenberg a figure in the Norway establishment may be seen as another failure of the Merkel/Obama years. ...
