Washington Post Editorial Board on the importance of federal workforce being based on performance and laying off or force reduction of  underperforming workers, not protecting workers with seniority. The Office of Personnel Management (OPM) of the US government has taken a sensible action, says The Post in proposing to federal agencies that they layoff low performers first. Under the Biden administration the longest serving employees often the highest paid were not laid off, even if they were not productive. Agencies reduced workforce based on a complicated formula that heavily weighted seniority. The German state elections will be conducted under new election laws- a voter over 16 years old votes for one of 70 constituencies in the first state election in Baden-Wurttemberg and also votes for a party that helps determine the distribution of seats by party in the state parliament. Korea, Taiwan, Japan, China, India, European Union, Germany, UK-  expect all trade agreements with the US to remain in place after Supreme Court decision as no country wants to go through the intensely difficult process of renegotiating on tariffs. It is also the case that DJT can replace these same tariffs using other tools and different legislation passed by Congress to stop unfair trading practices by other nations. The president is also appealing to the public, some of the tariffs are about fentanyl flows into the US, the unfair trade practices and subsidies were a problem for the Biden administration and rebuilding manufacturing was the goal of both DJT and Biden, and will be for future administrations.  When the media NYT, Washington Post respond they are following the editorial line taken that opposes the DJT administration on all issues, when WSJ respond it takes the textbook approach of economists and finance people that free markets are best without considering the real life issues. This is why the president said at his press conference after the Supreme Court decision that 22 Nobel Prize economists had said the economy could not be turned around for growth and low inflation in 1 year, and were proved wrong after the experience of 2025 with low inflation at 2.8%, low unemployment 4.3%, and growth of 2.2% in real GDP (with strong growth in quarters 2&3 of 3.8% and 4.4%). An initial deposit to rebuild the broken American water, transportation and other infrastructure, including building broadband, is agreed to by a group of Republican senators with president Biden. Democrats including president Biden and Senator Bernie Sanders see this as part of a bigger effort to rebuild the nation's infrastructure after decades of neglect. Senator Susan Collins, Republican of Maine, says three essentials were covered- the cost, the scope and how to pay for it. 

Simultaneously the Senate will move forward with a larger bill. Not in this $1 trillion package are Mr. Biden's original $2.3 billion infrastructure package with hundreds of billions in funding for home care, housing and workforce development, and a separate $1.8 trillion plan for childcare and education. A process called reconciliation will be adopted in the Senate for these broader parts of the Biden plan to be passed.

Fed chairman Jerome Powell gets Biden's support for another term as chairman of America's central bank. Powell is utterly different from previous Fed governors under previous administrations because of his concentration and clarity of mind that let him focus on the job of renewing America, after the missteps of previous governors and administrations. The WSJ says he is viewed by president Biden and by markets as a steady hand whose extensive, personal outreach helped restore bipartisan support for the central bank one decade after its reputation was badly hurt by the 2008 financial crisis.  People from both sides of the aisle in Congress and in markets see his personal outreach reflected in his understanding of the country and the needs of its people. Rep Emmanuel Cleaver, Democrat of Missouri says Powell visited  Missouri several years ago and talked to a cross section of rural Missourians and Kansas City residents. And everybody who met Powell thought he was frank, nothing partisan about him, as straight shooter. After what America went through during the financial crisis of 2008 and the utterly aloof and distant central bank governors of the last 3 decades Powell brings a needed quality for all who head America's central bank -a direct on the ground understanding of the needs of the people and the country. Senator John Kennedy, Republican of Louisiana says "You kept this thing in the middle of the road. Some days you had to do it with spit and happy thoughts but you kept this thing in the middle of the road." Powell's senior thesis at Princeton University was titled "South Africa- Forces for Change," and the years since then reflect a concern for the people, for families and working class Americans. Supporting Powell is Lael Brainard, Fed governor, who will be vice chairman. Brainard brings experience to tackle the regulation of banks that was missed under previous administrations.   ...

With stricter border control asylum seekers have dropped to 3500 a day at the US border with Mexico and the new government of Mexico under Caludia Sheinbaum is likely to cooperate with Biden to take back people of other nationalities. President Biden is about to pass an executive order that effectively closes the border with Mexico. Once daily crossings reach 2500 the border will be closed. The legal basis of the action is Immigration and Nationality Act clause 212F which says the president can take this action when he sees that "the entry of aliens or any class of aliens to the United States would be detrimental." This lowers the threshold from 4000 in the Senate bill negotiated by the president with Republican Senator Lankford to 2500 daily crossings. Mr. Trump had the Republican Speaker of the House not bring the Senate bill to a vote in the House. At the time Republicans in Congress said Biden should use his executive authority to do this and lower the threshold. The former president Trump also issued this kind of executive order in 2018 which was blocked in a federal court on grounds of humanitarian protection no matter how immigrants entered the country. This time there is a sense that the Congress, the president and public opinion supports this action and the president's authority. Mexican president Sheinbaum's support will also ease its implementation in 2024 and cut down border crossings from asylum seekers to lows below 2500 till a new Senate bill is taken up and passed with bipartisan support that exists in US Congress. ...

Google Alphabet able to raise $80 billion by issuing more stock with the share price only down slightly by about 3%. The huge amounts of money raised have an impact on borrowing rates (which increase) for other borrowers and reduce the amount of capital available for needs other than AI.  About 60% of the capital raised from share issuance, IPO's and other ways of raising capital is going into AI, making capital scarce for everyone else and for the economy's needs other than AI. Education, Healthcare, Infrastructure will all suffer. Infrastructure that is crumbling in the US and some of it from the middle of the last century needs to be rebuilt. AI is sucking up all these funds meant for infrastructure projects meaning that much of it is put further away in time. DJT and Biden promised infrastructure projects would get first priority. Will this happen? And who gets to decide what the Nation's priorities are?

Washington Post Editorial Board says DJT policy of "trade not aid," hand up not handout, is right for Africa- good example the $3 billion US puts in railroad from Congo/Zambia to Lobito port Angola on Atlantic coastline to get critical minerals in exchange for infrastructure building. A loan of $533 million from US IDFC (International Development Finance Corporation) is the right thing says the Washington Post for US to build infrastructure in the Lobito Corridor in Angola that will extend from Congo and Zambia with large critical mineral deposits to the port of Lobito on the Angola coast. Overall investment is $3 billion. This will loosen China's critical minerals control through its investments in Africa on the eastern coastline. The new railroad will take critical minerals of cobalt and copper, other critical minerals needed for electric car batteries and energy infrastructure, from the center of Africa to its western coastline in Angola at Lobito port. Angola will not need to take on ruinous -debt in this kind of deal as other African and Asian nations have in deals with China. Its win-win Africa gets infrastructure and supplies key commodities metals to the US. The interesting thing about this is that for a long time US policy was stuck with USAID and other agencies and needed to change. US government under DJT took much criticism for reducing that funding of bureaucracy and old ways. The Washington Post now says it is the right approach- it is not as presented a US withdrawal from Africa, but in the Posts' words an "overdue upgrade" to a mutually profitable relationship with Africa. For Africa to move to next level as Asia has done as Hong Kong did from the 1950's and 1960's  to trade and investment.  For a long time Republicans were not associated with infrastructure development in Africa or in the US. Under DJT the situation has changed and Democrats like Biden have taken up DJT's approach so that the US now regardless of administration is rebuilding infrastructure. Doing this in Africa makes sense. Investment in infrastructure at home makes sense. The Post is right to say this. ...

DJT compared the $1 trillion in business investment under Biden over 4 years with the $18 trillion that he had secured in his first year. He said the tariffs were here to stay whatever the Supreme Court decision stated because all the agreements with EU, UK, China, India, South Korea, Taiwan, Japan, other countries will remain in place as all countries want it that way. The president stated that through tariffs he had secured benefits for getting manufacturing back to the US to create jobs and raise incomes. The Big Beautiful Bill also added to business investment through its writeoff in one time for equipment and plant. The oil price per gallon had gone down to $1.85 a gallon at the pump lowering the cost of living and inflation. He pointed out that the economy was strong with low inflation lower than 3%, unemployment at 4% and ecponomic growth in 2025 close to 3% with some quarters exceeding 4-5%. The US ice hockey team attended the event and the Congressional medal of honor was given to soldiers in the Venezuelan helicopter dangerous mission, and to a World War II pilot who was 100 years old. Transgender was shown as an issue with parents shown with their daughter who had suffered from transgender laws that he asked Congress to change. Calling some of this crazy as parents and families were suffering as a result. ...

Trump used infrastructure issue in 2016 and rightly so, and talked about it being Infrastructure Week every week, yet did nothing for infrastructure, nothing serious until Biden in 2016-2020. This a continuing project for Harris. Part of this is to end the wars (Biden's efforts in Afghanistan ending it). And end the migrants incursions, Harris 's pledge to sign the Lankford-Biden immigration bill that fixes asylum entry and closes the US Border with Mexico. ...

Oil is pumped by underwater sea pipelines to storage tanks that hold 30 million barrels on Kharg Island then loaded onto oil tankers that make their way through the Hormuz Straits. The oil is shipped to teapot refineries in China- smaller independent oil refineries in China that have not faced sanctions. This oil is shipped at a discount. How does China pay for this oil? China gets 2.1 million barrels a day from this source. It is paid for with a $400 billion Chinese investment in Iran under a 25 year Comprehensive Partnership Agreement signed in 2021 during the Biden Administration in the US. The investment covers energy, infrastructure and technology in Iran. At $60 a barrel before the Iran War China would have an import oil bill of $46 billion for 1 years supply of oil from Iran. This was paid for in yuan based transactions and barter systems which involved Iranian construction projects performed by China and exchange of other products, raw materials. ...

Closest to president Biden in 2024 is Ted Kaufman who sat next to Biden on these trips from the US Senate to his home in Delaware over three decades in Amtrak trains. Ted Kaufman 82, was Biden's Senate chief of staff from the early days when the youngest senator at 32 years started his 5 term Senate run in 1970. He is described by Biden's sister as Biden's alter ego. Kaufman was with the president during the 2020 run for president. In 2009 as Biden assumed the role of vice president Kaufman was made junior senator for Delaware in Biden's place. The other two who are in their late sixties are Ron Klain who was Biden's chief of staff at the White House till 2023. And Mike Donilon 69 years, who is the closest to the president today in his day to day work. He decamped from the White House in January 2024 to get a view from the outside so essential as the mood of the country changes and failures are not so clear from the inside, and  which must be addressed.  The younger group includes Jake Sullivan who the president has used with Tony Blinken to get his domestic policy reflected in foreign policy and economic policy. Of the older advisers Donilon must have addressed with Biden in turn migration and the border, the cost of living and the pandemic recovery residual effects that have affected the middle and lower class, the effects of world affairs in domestic politics. Dnilon says many presidents fail to answer the question "why are you running" with a direct answer. For Biden it is about the preservation of democracy and freedom. Donilon is a University of Virgina law graduate who worked in the Carter, Clinton and Obama White House. He even helped Carter phase into civilian life after his presidency. As chief of staff to Warren Christopher Clinton's Secretary of State. He was Obama's NSA adviser till 2013. He has a treasure trove of experience. Tony Blinken worked under him at the State Department showing the close connections Biden has with his extended group of advisers.
