German president Scholz visits Japan with 6 members of his cabinet. He will hold the inaugural session of intergovernmental consultations the two countries plan to hold every year. Japan is keen to understand the German position on relations with China. Prof. Shigemura of Waseda University says prime minister Kishida want to get a first hand understanding of Germany's policy towards China and on the Ukraine situation. Shigemura says Japan is deeply worried that Germany and other countries still want to cooperate with China, despite the problems seen in the Indo-Pacific region. Germany is seen as not having taken the steps to change its economic relations with China after the Russian invasion of Ukraine, which has not drawn criticism from China.

US Trade Representative Tai and India Commerce and Industry Minister Piyush Goyal will meet in New Delhi November 22-23 on Tai's visit to New Delhi, Seoul and Tokyo to strengthen trade and investment ties for Indo-Pacific region. Following Modi's meeting with Biden in Washington DC the discussions with Tai will reconvene the India US Trade Policy Forum in 2021, and push forward with the negotiations for the Investment Incentive Agreement to increase investment in development projects in India. Japan's military budget will become the third largest after the US and China and take on offensive capabilities, under the new plan of prime minister Kishida. More than half of Japanese now support Japan taking on this role in defense against China and to ensure an open Indo-Pacific. The military buildup calls for $320 billion in spending over 5 years to deter China, and includes missile deployment. The national security paper released in Dec 2023 says- "The strategic challenge posed by China is the biggest Japan has ever faced." US Typhoon land based missile systems installed in Luzon in the Philippines have longer range 1200 miles and shorter range missiles, and capabilities for intercepting hypersonic missiles. These were installed by the Biden administration and are being continued under DJT. The Typhon system is seen as part of working with allies in the Indo-Pacific as China has installed its own missile systems in the Pacific. Japan and India are developing their own missile defense systems using their own technologies.

The result is that like Britain in the nineteenth century the US in the 21st shows no interest in Afghanistan or regions of South Asia which have scattered its resources. The shift now is to the seas and the region that covers the west coast of Africa through the Indian Ocean to the Pacific past Indonesia to Japan and the Hawaiian islands, the western coast of the US- called the Indo-Pacific. With the US, India, Australia, and Japan committed to freedom of navigation and international law in the region. It is all about investment, new supply chains, trade and growth, science and technology. And the UAE, Saudi now fit in within this larger framework, along with the European Union, and other countries in this region. ...

Xi says China and the US can work through their differences including on Taiwan. As tensions increase in Europe with Ukraine and with another election cycle in the US, it is essential that the US, China, India and the EU work though differences on Taiwan and the Indo-Pacific, and plan ahead for a future peace settlement in Ukraine with the support of all nations, especially ones with which the US and EU, have a strong trading and economic relationship. China needs export markets as its construction industry stalls and increases investment in manufacturing. Hillary Clinton attacks Trump's policies in an address in Warren, Michigan, saying this was another version of failed trickle down economics. She called Trump's idea of taxing pass through entities such as small business reporting business income on individual tax returns at 15%, as a "Trump loophole." On trade policy Hillary Clinton said she would oppose the TPP or Trans- Pacific Partnership Trade Agreement that president Obama has supported. She put it flatly- " I oppose it now. I'll oppose it after the election, and I'll oppose it as president." And pointed out that too many companies have moved jobs overseas and "moved operations overseas and sold back into the U.S." after pushing for trade deals. The answer she said 'is not to rant and rave- or to cut us off from the world," in reference to protectionist policies Trump has supported.

The US has expanded access to products from China and other countries gradually leading to a loss of US manufacturing over 2 decades. Today both Republicans and Democrats see the dangers of such economic policies for American workers and families. Mr. Trump first raised this issue that has been raised for a decade or more. Mr. Biden realizes what this means for the future of the Democratic party with the loss of manufacturing communities in the US. For this reason the Indo-Pacific Economic Framework and new economic alliances in Asia are being built in a different way. This may not seem much today but as the US shifts its investment, and the European Union shifts its investment, to home countries and countries in Asia and Latin America, Africa, till 2030- 2040 over two decades this will create huge opportunities for the US, Europe, India and other partners in the free world. It is a mistake to think that a better life for the people of the free world can be built on the mistaken idea that the loss of American manufacturing communities was somehow acceptable. The sudden failure of the trade policy with China after the loss of so many American manufacturing communities shows that in the long run only policies that benefit both American workers and foreign workers will work and deserve support. The return of US manufacturing and European manufacturing to US and Europe must therefore be the very foundation of our effort and with it can evolve the building of manufacturing communities in friends in the free world such as India and other Asian, Latin American and African countries.  For India this is the kind of policy that Mohandas Gandhi would have chosen because of his broad and deep knowledge of the world and how it works best, he would have seen policies that benefit American manufacturing communities needed as much as building manufacturing communities in India. The ripping up of manufacturing communities in the US and Europe and what it has done to American and European workers and families, as has happened with globalization, would have been abhorrent to Mohandas Gandhi. This is why the Indo-Pacific Economic Framework and economic alliance in Asia starts with the right principle even in its basic form, with the hard work of all and creative ideas creating the right solution for the Free World as it evolves to 2040. With respect for all, opportunity for all, confidence of all, efforts of all. ...

China chooses periodic blockades or air-sea coordinated exercizes around Taiwan's 12 mile waters as a strategy to respond to US Indo-Pacific strategy of keeping lanes of sea traffic and navigation on oceans open to all nations. This is seen as less risky than an outright invasion. Military exercises in August 2022 are seen as preparing for such a strategy.  The US is the destination for $541 billion and Europe $521 billion in products Made in China in 2021, which make China the manufacturing powerhouse in the world. Without the export of $1 trillion in Chinese products thousands of factories and millions of Chinese workers would remain idle. It is unbelievable that China is risking so much with its Taiwan policy with no idea of what the consequences would be years from now. It took China three decades after the gradual opening by 1990 and a willingness on the part of American and European governments and business to give up much of their own manufacturing leading to loss of jobs in communities across both America and Europe and much pain from this loss, for China to get to $1 trillion in exports. This situation may never come back as the supply chains shift and jobs return home and to countries that are becoming competitive in infrastructure and capabilities in Asia. Such competition between nations is not unknown as it was with Imperial Japan in the Pacific just 100 years back. The US maintains its position as keeping navigation on the oceans of the world open and rule of law, and it is on these foundations that China was able to get the strong manufacturing and exporting position it has now that no nation has enjoyed in history to this extent. Only the British come close in the nineteenth century. So much of China's progress in the twentieth century was a result of cooperation and support from America, from the first university Tsinghua in Beiijing, to the war against imperialist forces of Japan, to the rebuilding of China's manufacturing and technological competitiveness with American business cooperation. ...

Daniela Hernandez shows in this WSJ video how smaller pieces of plastic, microscopic or micro size fragments of plastic broken up by wind and rubbing against other surfaces, and through degradation, are found in the world's oceans. These microscopic pieces smaller than a strand of hair are hard to pull out compared to plastic bottles. This kind of contamination from the 10 million metric tons estimated to end up in the oceans is harder to detect and harder to remove.  The Great Pacific Garbage Patch is a section of the ocean near Hawaii in the Pacific ocean that is 1.6 million square kilometers large, twice the size of Texas or three times size of France,  and has a concentrated level of plastic. There are patches like this all over the world's oceans. This is also where the microscopic plastic pieces are widely spread out invisible to the human eye but gradually disintegrating into smaller and smaller particles that are consumed by fish and marine life. Over time it has poses serious risks to our environment closer to our beaches and maritime coastline, ending up on rivers and contaminating groundwater. As this is not being monitored the risks of this kind of contamination from the widespread use of plastics is unknown but yet significant. One of the easiest ways to tackle this also helps clean up our ocean beaches and river banks and makes them more attractive- this is to pick up all the plastic we can ourselves through volunteering our time in clean up efforts. Hundreds of thousands of such volunteer efforts can really make a difference in cleaning up our beaches and rivers. Clean up efforts should be supplemented with efforts at monitoring these fragile areas in the ecosystem for illegal handling of plastic and littering of these areas.   ...

He talks to the WSJ in this interview report and outlines the policies of his administration.  Yoon say she sees upholding the constitution which embodies values of  liberal democracy and market economy as the deciding factors for foreign and domestic policy. He wants to build closer ties to the US and Japan. He will resume defense exercizes with the US that were suspended during the Trump administration. On China he sees continued economic relations as a trading partner, but sees flip flopping in foreign policy as creating risks for the Indo-Pacific region. If invited to join the Quad Yoon says South Korea  "will positively review joining." On domestic policy he says his goal is "to correct and normalize so that the market can operate as it should." Yoon led the prosecution in efforts against prior presidents and Samsung, and his known for his forthright approach. Yoon wants to see more foreign investment and says he will ensure that there is no discrimination against foreign companies, including eliminating unnecessary regulation. ...

The Ukraine, Israel and Indo-Pacific aid bills are passed in the House of Representatives with 316-94 vote on April 19, 2024. Vote rule set with support of Democrats made a simple majority vote sufficient to  pass. It was a significant win for both parties as 165 Democrats and 151 Republicans voted for the bills. 55 Republicans and 39 Democrats voted against. It was as Speaker Johnson had said earlier for each Congressman to vote his conscience. Speaker Johnson said it was the best possible bill "we could get under the circumstances." He said if this wasn't done then Democrats would have bypassed Republican leaders and forced their own package of bills through the House. As a nod to the former president $60 billion in aid to Ukraine has $9.5 billion in forgivable economic loans. President Biden launches the US Asian Economic Framework during his visit to Tokyo. Biden's main achievement on his Asian trip is to lay the foundations for the economic framework of the free world democratic countries drawing in India, Indonesia, Vietnam, countries from ASEAN, in addition to the core of Japan and South Korea. India, Australia and New Zealand are now seen as part of the core group in the Indo-Pacific Economic Framework. On the occasion of the start of the Indo-Pacific Framework economic alliance setting a path to a new supply chain for the US and European Union, this account of how Mohandas Gandhi was treated as one of their own by the workers of Europe serves as a reminder from the past. The only foundation that is sound in principle and deserves our support for the new supply chain that is to be forged for EU, US and India and the countries of Latin America, Asia and Africa, is one that will support American and European workers and families as well as workers and families of the partners in the Free World such as India and other countries.  The Davies family were Quakers and Socialists, who owned a textile mill in Darwen, Lancashire. In 1931 when Mohandas Gandhi visited England for a Round Table Conference to discuss self-rule he was invited by the Davies family to Darwen. The enthusiasm of the workers in Lancashire for Gandhi can be seen in this report in the BBC about that visit. Gandhi's sympathy for the workers and the common feeling of support can be seen from this account of the visit by Darwen's local historian Mr. Heys. Gustan Green was 10 years old in 1931 when she met Gandhi. She said "My father said I want you to see Gandhi, then in the future you can say that you witnessed that brave man. I stood by this door into the works that was my first sighting of Gandhi. He looked down at me, stroked my hair, grinned and walked away. He never said a single word." Gandhi's sympathies were with the workers. Gandhi said "They treated me as one of their own. I shall never forget that." ...

Two weeks after his election Donald Trump says the U.S. will not join the Trans Pacific Trade Agreement during his term in office. Barack Obama took seven years to negotiate the trade agreement which was opposed by trade unions, the auto industry and was unpopular in the midwestern U.S. because of the impact of trade in hollowing out the manufacturing sector. Here Frank Sieren of the DW.com points out that the agreement was not really about trade, as most of the gains of trade had already been realized according to experts. It was part of the "pivot to Asia" to maintain American dominance in the region, says Sieren. After China pulled together some Asian and European countries into its trade agreement, the Regional Comprehensive Economic Partnership (RCEP), the U.S. pushed for TPP as a counterweight to the China sponsored trade zone. China says it will try to integrate the countries in TPP into the trade zone it has sponsored. President Trump has said that the U.S. is better off negotiating agreements with each country and not getting into multilateral trade agreements. He fought the election campaign on the basis of the opposition to TPP and trade agreements that unfairly hurt American workers. This could have provided the 110,000 margin of victory in the states suffering from the hollowing out in manufacturing such as Michigan, Wisconsin, Ohio and Pennsylvania. A similar hollowing out in Ontario favored Justin Trudeau's Liberals against the Conservatives in Canada's election. ...

Israel's use of latest generation F-35 aircraft, modified for its own use, and drone attacks from within Iran changed the course of the war in the first 48 hours. Israel now controls skies over Iran. Missiles launched from within Iran continue to operate but are being targeted by Israeli planes including the use of its older aircraft. Air defenses and missile launching places within Iran are being steadily put out operation which makes it difficult to launch missiles as the days pass. This WSJ report compares the Ukraine war with the air wars with Iran, saying Russia did not operate its planes over Ukraine after the first days of the war. US warnings helped Ukraine prepare its air defenses and the better integration of air defense capabilities across cyber and other lines helped Ukraine maintain control over its skies. Russia was left with missile attacks and drone attacks and a slow war of attrition in the Ukraine War which resulted in staggering casualties. With Germany stepping in under Merz the Ukraine war enters a new phase after Russian gains in 2024. Germany is stepping in to the role played by the US working with France and Britain, as the US focuses its energies on the other threat posed by China in the Indo-Pacific region.  Eventually this will lead to another stalemate in the war in Ukraine after a swing one way, then a swing the other way, and now a swing back to where both sides have little to gain and reach a compromise, Ukraine giving up sovereignty to regions controlled by Russia and Russia recognizing Ukraine as an independent nation. ...

What a change DJT's first 100 Days and actions on immigration and tariffs , Ukraine and Russia, have made in China's and World relations in Asia, and in Europe - all for the better, significantly better relations worldwide.  China has worked out a peace settlement in Ladakh frontier with India. It has come together in Tokyo with Japanese prime minister Ishiba and China's Foreign Minister Wang Yi holding hands, and South Korea joining, all three nations vowing to remember history and work together. In Europe Russia is being brought back into the community of nations for big power cooperation with the US after 3 years of war in Ukraine. And Germany has removed its constitutional brake on spending that frees up $1 trillion in funding for infrastructure to replace much of its rail and other infrastructure built in 1900. One would not know this reading the NYT on democracy or the WSJ on tariffs or the Washington Post on assault on federal workforce, or the Atlantic, Politico, DW.com or FR24, Der Spiegel, nor Le Monde, much of the world media slanted on way or another. One does not hear about military exercises so often as the world realizes that so called large economies China, Germany, Japan and India all depend on American goodwill and willingness to give rather than take for most of the post war period since 1950. For the last 6 years in the latter half of the Trump administration and the 4 years of the Biden administration during the pandemic relations between China and the US deteriorated and China first retreated into its own then opened up a bit. The initial idea that it could manage the DJT trade actions evaporated as Biden continued the DJT first round of tariffs. Now Navarro, Lighhizer, and his deputy Jamieson are all back advising DJT for anew round of reciprocal tariffs and tariffs on Canada, Mexico and China for not stopping fentanyl flows.  In 2022 in eastern Ladakh China's PLA had a big standoff with Indian forces in eastern Ladakh at Galwan and Pangong Lake. The Quad was active with Australia India and the US in Indo Pacific and China conducted military exercises close to Taiwan.      ...

In this WSJ column Russell Mead describes the Middle East as an opportunity when in reality it has done serious damage to the US and the European Union. With the shift to renewable energy and localized sources for natural gas and oil within EU and the US, the Middle East may no longer be relevant to the US and Europe. Afghanistan which has cost so much for the US and Europe in trillions of dollars that could have been invested in badly needed infrastructure is an extension of the Middle East. Iran is also part of the Middle East. These reserves of oil and gas in countries deeply imbedded with thinking and policy against modernization are more risk than opportunity for the US and European Union. The US and European Union need to look to bringing back manufacturing and renewing supply chains with India and Vietnam, the rest of South East Asia as an opportunity and shift mightily to renewables to fight climate change. This is the opportunity facing the US and the EU today. In a sense the chapter that started with the efforts of British oil companies in Iran in 1900 and Franklin Roosevelt's meeting with the Saudi King on an American ship during World War II is now coming to its closing and a new chapter has to be written on renewables and rebuilding US and EU strength in manufacturing in alliance with India and Vietnam, rest of South East Asia in what is called the Indo-Pacific.  ...
