The Stimson Center looks at the closing of an era of Conservative politics in Japan which ended in 2025 after the death of Shinzo Abe and the 2 year premiership of Kishida. Interview is conducted by the Stimson Center of a senior Japanese political figure with 30 years of experience in the Foreign Service, and the author of the only English language book on Shinzo Abe, reflecting the paucity of research on Japan. Shinzo Abe was premier for a short time in 2005-2006 and for a full term in 2012. He made changes to Japan's SDF, its partnership with India, Australia in the Quad, and his economic policy which increased women's participation in the economy. For the first time in post war Japan there was a new sensde of confidence under Abe and he is missed sorely in Japan today. Yet as this senior Japanese politician says, Japan has changed the way the US and Europe have changed, and nationalist politics are replacing old Conservative politics of the LDP. In a way also how the deindustrialization of US, Europe and Japan has also taken place discrediting that era. Takaichi Sanae is itself a representative of the new era, as she did not hesitate to say Japan would get involved if China attacked Taiwan. Her popularity is at 62% and she has called a snap election, as she came in to replace Shigeru Ishiba in October 2025 and was not directly elected PM. Yet in the long view this is also a misconception because neither the Stimson Center or the interview participants had a keen sense of who Abe really was and Abe's grasp of the history of the Kamakura period of Buddhist Japan and China, India, of the 12th century before the foreign invasions from the north. One of Shinzo Abe's biggest legacies is the relationship that was close to his heart, the relationship with India and prime minister Modi. This week chancellor Merz of the Federal Republic of Germany was at the kite festival with PM Modi in Ahmedabad and at the Sabarmati Ashram of Gandhiji. The same degree of warmth shown by the German leader and Modi reflecting Vivekananda's time in Germany, was seen long time back between Modi and Abe. The bullet train project Mumbai to Ahmedabad and the ones that follow across India are a testimony to the warmth shown by Abe for India, and his knowledge of history from the Buddhist period in India when by the 12th century in Japan in Dogen's time Tenjiku (India) was the sacred homeland of Buddhism. Today India has revived the Buddhist traditions and centers of Buddhism, the universities and research centers for Buddhism from that period in Indian history. Buddhism started in India near Nepal in what is now Bihar state at Sarnath and Kushinagar, and spread through China to Japan and Korea. The whole continent of Asia would reflect Buddhist ideals and ideas without the intervening period of Vedic culture in India and China's Mongolian and Manchurian northern invasions, and the periods of European colonialism. Today Buddhism and The Bhagavad Gita are itself strung like pearls on a string as the Gita itself says, part of the long spiritual traditions of three nations- India, China and Japan, and of the many others Vietnam and Korea. As Asian nations and peoples come to their own inner selves, find their inmost self, this is the culture that really pervades all of Asia. ...

India and the race in Himalayas road buildup on both sides with China and India responding to each other's efforts on ground that is 11,000 to 14,000 feet high. In the latest buildup India in 2026-2028 is building the Zojila Tunnel in Ladakh to cut travel to 20 minutes across mountainous terrain for supplies to frontier outposts in some of the most forbidding terrain on earth. Much of this region of Ladakh and Kashmir is tens of thousands of miles from Shanghai and Beijing, Tibet is far far from China proper, yet the experience of the Sino-Japanese war in the 1930's and the attempted colonization of China by Japan is alive in the minds of the PRC's leaders, see Tibet as a buffer region. Who see India not as as the land of Gandhi and the Buddha Land that has remained that way since the year 1000, see instead a legacy regime of the British Empire of the 1800's that attempted partial colonization of China.

Modi refers to an ecosystem that continuously shrinks the pool of capital from government revenues, revenues intended to fund development roads, bridges and other infrastructure illegally siphoned away, that stalled and suffocated rapid development in India for 75 years. Without foreign investment there can be no rapid development in India. Without strong and efficient institutions foreign investment has not come to India in the last 30 years in the way it has come to China. These institutions of good governance that prevent such siphoning away of revenues enable 100% of every dollar or rupee of taxes to go into development essential for funding infrastructure, climate infrastructure, logistics and the other inputs of capital, labor, energy and land to build manufacturing capabilities. An ever widening pool of the inputs of capital, labor and land year after year- a process that Japan, then South Korea, then China has accomplished is possible. I It is only now taking place in India. What Mohandas Gandhi, Nehru and Sardar Patel failed to grasp in the 30's, 40's and 50's is that it was possible to have an independent India and still remain a backward undeveloped nation for a staggering period of 75 years or almost half of the period the British ruled India. What Mao failed to grasp in China and which was corrected by other leaders to make China an advanced economy able to fulfill the aspirations of the Chinese people, is also the situation that prevailed in India. Post independence leaders in China and India both isolated their economies, both limited human potential, both let institutions fail in good governance.  It is only now moving India into the process of developing an advanced developed economy by 2040, able to fulfill the aspirations of a youthful population of 1.2 billion people. ...

Arvind Panagriya, Prof. of Economics at Columbia University, points out the key initiatives of the Modi government in its first four years which will show results in future years for development of the country.  He mentions the Swachh Bharat Mission and cites results that show rural households with toilets are now 84% up from 38%.  By 2019 the whole country will be defecation zone free on the 100th anniversary of the birth of Mahatma Gandhi. The Dhan Jan Yojana DJY accounts opened for rural households are up to 316 million. Aadhar cards for identification are up from 650 million to 1.2 billion. The Aadhar and DJY work together to enable direct transfer of benefits to poor households, eliminating the leaks in benefits transfer and ghost accounts of the period since independence in 1947. Not mentioned by Panagriya is the Health Insurance scheme for lower income households that enable families to survive a sudden medical expense that could put them in dire straits.  These efforts work in a way to change India from the ground up from its villages and rural areas as envisioned by Mahatma Gandhi in the struggle for independence. The land acquisition law amendments were put on hold till farmers concerns could be better accomodated, an area of concern for industrial development cited in an editorial in the Hindu newspaper. Fiscal consolidation and inflation targeting have resulted in an average inflation rate of 4.3% for the 4 years of the Modi government. Inflation was over 9% in the last 2 years of the previous Congress UPA government with GDP growth dropping to 5.9% for the last two years. Average GDP growth for four years for the Modi government is 7.3%, even after the changes to implement GST taxation for one national tax eliminating state barriers in interstate commerce and demonetization to fight corruption and black money. Rate of GDP growth should be higher after the gains from the initiatives and the new GST integration of the country are felt, with increase in investment and FDI, after infrastructure improvements and land acquisition arrangements are made. Transportation infrastructure modernization initiative pushes ahead with the first bullet train in the pilot project for Ahmedabad- Mumbai set to start in 2022. This is a $17 billion project financed for $13 billion by the Japanese government at 0.1% loan for 50 years, moratorium on repayments for 20 years, using E5 Shinkansen series technology. Implementation of this project on a sound financial basis should lead to transformation of the Indian rail network, raising the level of technology implementation across the entire Indian rail system. Such an achievement would rival the first introduction of railways into India in the nineteenth century under the British. A new bankruptcy law is intended to free up capital for investment by putting behind the large number of non performing loans in the Indian banking system. Changes made by the central bank RBI are designed to speed up this process so that loss making enterprises are absorbed, consolidated or shut down, a legacy from the earlier period.     ...

This report in The Times shows the need to counter misinformation in parts of the media about vaccines. Inadvertently or through a poor comprehension of the data, German media reports in Handelsblatt and the Bild have stated that vaccine effectiveness for older people is 8%. Here in The Times of London, Oxford University and Astra Zeneca point out that the 8% figure is for the number of people in the trials who were given the vaccine in the age group 56-70 years. This does not refer to how effective the vaccines were in older people.  The first dose increases monoclonal antibodies for people of all ages, say Astra Zeneca and Oxford. We are now beyond trials in a sense today as Israel has vaccinated large parts of the population and the UK, India are vaccinating millions of British and Indian citizens. Israeli reports from one of the major medical centres show that the second dose increases monoclonal antibodies by multiple times and provides effective protection. As British data is available from medical research institutions from the vaccination drive in Britain, and from India, the effectiveness of the vaccines used in Britain and India will be shown more clearly. India today has used a package with near 100% compliance to tackle the virus relatively effectively by combining safety protocols (masks+ social distancing+ hygiene) with nutritional, medicinal protocols, restricted overseas flights. Cases are down to 13,000 for 1.2 billion people, with positivity rate in testing down to 1.66%. One readers comment in The Times says a lot- She says her 79 year old Irish mother was given the vaccine today in Coventry, England. She was given the Astra Zeneca Oxford vaccine jab by a British Asian doctor who took the time to talk to her, and listened to her and thanked her for her service as a midwife for 40 years. That these few minutes were the happiest time in 10 months for her mother. It also showed she says the very best of this country.   ...

This BBC report looks at the state of Kerala where migration is leaving parts of the state only with elderly people. About 10% of the $100 billion in remittances each year from Indians overseas come to the state of Kerala. Life span is about 75 years in Kerala exceeding the national life span of 69 years. However this is looking at it backwards as India remains a vibrantly young country even with the advances in longevity where much of India is close to age 70 years in longevity and advances in medical care and health are taking place at a rapid pace. The problems of Kerala are an outlier for India. ...

For over a billion people this is nothing short of extraordinary. On world tuberculosis day the work of Dr. Zarir Udwadia is acclaimed for drawing attention to a resurgent tuberculosis in India through a medical journal article in 2012 for untreatable TB. India has 2.8 million new TB cases annually, 100,000 being drug resistant, according to WHO. India relies on outdated diagnostic tests that miss about 50% of the cases and Dr Udwadia says India needs newer technologies including GeneXpert tests. TB can be easily treated at a cost of $5 with 4 drugs over 6 months if done in time. Wrong drugs, incorrect doses, irregular medication, lets the TB bacteria become resistant causing havoc- leading to taking of 250 injections and 15000 pills treated for upto 2 years and costing thousands of dollars, with the toxicity of the drugs levels creating risks of deafness, blindness, kidney failure, and psychotic conditions. Crowded conditions in slum areas act as an incubator of the disease and infection rates, with 20 people being infected by one patient alone. ...

Most of the Address followed a familiar pathabout the economy, about the reasons for the Iran war being the nuclear threat most of all, and the way the president has sought to tackle the threat of ballistic missiles that could soon reach US and Europe. It was an update one month into the war with Iran. One part of it showed a focus on keeping the war short compared to other conflicts and limiting US losses by being very careful on that point. DJT cited the wars of the past 1 year 7 months for WW1, 3 years and 8 months for WWII, Korean War 3 years and 1 month, that soon stretched on for decades in the conflicts that followed. Vietnam 18 years, Iraq 8 years- wars that dragged on and led to US losing its economic position as the strongest nation economically. This one with limited goals nuclear threat removal and ballistic missile removal as the key goals on for 32 days, and right from the start clearly setting what US would not do and do- not take on role of opening Straits of Hormuz and asking China, Britain, countries that get the oil from Hormuz to take this on as China and Japan get 90% of their oil imports from Hormuz Straits. US is self sufficient and does not need that oil from Hormuz. It was the message to the MAGA base that does not want this war to become like the ones carried on for 8 years by Bush and Obama in Iraq which they clearly reject- the bigger goal is the US economy and reindustrialization not the deindustrialization that happened under  Bush and Obama destroying the US industrial base while fighting wars in remote places.  It was also meant to counter the idea of a president not conscious of responsibilities for limiting the duration of the conflict by removing goals such as opening Hormuz Straits which would involve the US in something it does not need and is the job of other nations who need that oil like China, Japan, Britain and India. ...

India's loan for the bullet train project is for 81% of the 1.1 lakh crores cost of project  from the Japan International Cooperation Agency, at 0.1% interest rate for 50 years with 15 year grace period. These are extraordinary terms provided by the Japanese government agency as part of its international aid for development. Mr. Modi said at the time in 2019 during inauguration of the bullet train project that anybody told about the terms of the loan would find it "unbelievable."  At the time prime minister Shinzo Abe of Japan was visiting Ahmedabad. The loans even of a generous nature would be of 30 years and at that period comparable to the higher yield on 30 year Japanese government bonds. Loans of 50 years are practically unheard off. It could be considered very close to direct grant aid by Abe to India. It is also how Abe had faith in Vivekananda's, Gandhi's and Modi's vision for India's development. And the future of Japan and India with Australia and the US as anchors for the free world in the Asian region. ...

India's Russian oil imports Indian OMC's (oil marketing companies) say Russian discount for oil was about $8.50 per barrel in FY24, and dropped to $3-5 in 2025 with at present in August 2025 it being $1. CLSA/Citic Securities research report uses an average of $4 per barrel to get the $2.5 billion gain for India per year in 2025. Note that Russian oil is of inferior quality and the CIF landing cost used by Indian companies is much higher because of long supply routes insurance costs compared to Saudi oil. India could shift to buying from Saudis and UAE in 2026, and reports suggest India is already making this shift as Jamnagar and other refineries in India shift to non Russian sources. India's gains from Russian oil imports estimated at $2.5 billion lower than the $10-25 billion figures says a CLSA/Citic Securities research report. In 2025 Indian oil imports are at present 36% or 1.8 million barrels a day from Russia of 5.4 mbd total oil imports. Saudis provide 14%, Iraq 20%, UAE 9%, USA 4%. One alternative for India would be to shift much of it's oil imports to the Saudis, UAE and US to shift to the situation before the Ukraine war and Russian discounts for it's large population.   ...

Not mentioned was the unprecedented health security or freedom from viral epidemic that was offered to the same people in that period with 900 million vaccine doses. Not mentioned was the freedom of expression in 15 Indian languages including freedom to write about the government at local, state and federal levels in the country with a wider spread of language and regional dialects than Europe for 75 years since independence. Not mentioned was the struggle within this democracy to give the younger generation of people under 30 who make up the biggest part of the population an opportunity for the first time in about one thousand years to take charge of their own future. All this one can see with open eyes and open mind. These are also the young people who have the most to gain or lose from the wrong actions at the wrong time, as they take up the challenges of modernization of a clean and vibrant infrastructure friendly India of the future.  ...

Iran Proposal that asks $2 million per ship to be split with Oman for opening the Hormuz Straits- April 6 2026. China, Japan can pay this amount to get the 90% of the oil they need from Hormuz, which would go to reconstruction of war damage in Iran. India would shift some of its purchase of oil and gas to the US and so will Japan over 2027-2028. This would result in a shift away from the Persian Gulf dependence to renewable energy and to buying oil and gas from US+Venezuela as more reliable sources. European Union and Britain would also make this shift as shown in the adjoining article by Prof Geoffron of Universite Paris Dauphine in Le Monde. The proposal also requires US and Israel to commit to no future attack on Iran, and Israel to stop its attacks on Hezbollah in Lebanon. The US and DJT call the new regime under a Speaker of the Iranian parliament, an elected president who had to respond to people sentiment in the election, and a grandson of Khomeini, one that is easier to talk with than the earlier regime. The problem remains nuclear weapons and ballistic missiles development that the US has as its sole objective which is what the war is about than Hormuz as the US and DJT say Hormuz is China and Japan's problem where for some strange reason these industrial powers import 90% of their oil from Hormuz and have done this after 40 years of disruptions, a mystery they can solve on their own. ...

Scientists have now found a cure for the deadly XDR strain of tuberculosis. A trial was run in South Africa recently. Of the 30,000 such cases most are in China, India and Russia. About 10 million people get tuberculosis each year making it the deadliest infectious disease. About 40 daily pills are taken for 2 years for the cure, which is now FDA approved.

LNG prices have declined in 2024 to a fraction of what they were from $70 per mmBTU in 2022 with the Ukraine war to about $10 in Jan 2024. India's state owned Petronet signed a 7.5 million ton LNG deal for 20 years with Qatar at the reduced prices. For the world it is a good thing as India moves to natural gas from coal when about 60% of the increased pollution in 2013-2021 is coming from India by some estimates. This translates into climate change. The goal is to go from 6% for natural gas in energy mix in 2013 to 15% by 2030. Few people realize what this means outside India- that every additional dollar that was added to the nation's energy bill was a dollar not going to essential building of modern rail and transport infrastructure, into new colleges, into new health infrastructure hospitals, into logistics for manufacturing hubs, into digital and modernizing the economy. This during the pandemic has meant free rations of food for hundreds of millions in the rural areas which have been continued into 2024. Under a new program to increased spending on healthcare from 1.3% of GDP to 2.5% the Indian government plans to provide free pharmaceuticals at state run hospitals. This is expected to cost $5 billion over 5 years. Initially 350 drugs would be on a list of essential medicines and would be purchased from generics manufacturers in India. Dr. K. Srinath Reddy, heads the committee advising the Indian government on healthcare. He says this will help improve access to medicines for the vast majority of the people. Estimates show 70% of out of pocket medical costs for Indians come from spending on drugs. About 40 million people are pushed into poverty each year because of the high cost of medicines, says Dr. Reddy. He said that in 1984 31% of the medicines at government run hospitals were provided free to admitted patients, dropping to 9% in 2004. For outpatients this dropped from 18% to 5%. The free medicine program would be part of a larger universal health care program to be introduced over the next decade. India's large generics pharmaceutical industry makes the provision of free medicines on a large scale a feasible option in India because of the lower prices, with additional pricing advantages when purchased in larger volumes by the government. This would also have a major impact on the quality of healthcare in the country of 1.2 billion people for a relatively small investment. It also promotes a sense of fairness and equal access because the benefits of decades of modernization have been unevenly distributed and because of widespread poverty....

Iraq as two states in one now dragged into Iran War by Iran sponsored Popular Mobilization Forces that are part of the two state government. It points to a never ending conflict in this region, even after Afghanistan, Syria and Iraq. Finding alternative sources of oil and accelerating renewable energy are ways to stay away from the Middle East, easier to accomplish through innovation and rapid progress than sourcing oil from the region.  Irreconciliable differences between religious sects complicated further by the artificial countries created of Syria and Iraq created by the British and French Empires from the ruins of the Ottoman Empire by 1921 are enough reason to stay out of the Middle East conflicts for the US, Russia, India, China, the European Union.  The British and French colonial powers that drew up the map of Iraq and Syria created states with different populations that made no difference to them in 1921, but which create unmanageable and impossible to run states today. This is learning from the bitter experience of 50 years of conflict and wars that led through war distraction to deindustrialization of the US and European Union, and consequently to the tariff wars with China, a process that is still unwinding today. The US is better off developing new oil supplies as it considers another push in renewable energy, the EU, China and India have the resources to make a new push for renewable energy and efficient use of energy similar to Germany and Japan, using additional supplies from the US as a transition point. Imagine combining the energy technological innovation that is a bigger motivation combining the scientific minds and resources of China, Japan, India, the US and Europe, than the dislocation and internal strife inside these countries that is generated from the Middle East -that is itself the legacy of irrational decisions made by colonial powers of the 1920's,  1930's and 1940's that remain a hundred years later- impossible to resolve except by working with new solutions for energy outside of the region. ...

Iraq is an artifical entity, an artificial state created by the British out of the defeated and disintegrated Ottoman Empire. Created from 3 Ottoman Arab provinces- provinces or vilayets of Mosul province which was mostly Sunni, Baghdad province, the city of Baghdad  mostly Sunni and rural areas Shia, and Basra in the south mostly Shia from tribes who converted to Shia Islam extending the reach of Shia religious sites such as Karbala. Note that the Sunni Arabs were closer to the power structures of the Ottoman Empire than Shia in the 18th and 19th century. As a result post war Iraq in 1950's was dominated by Sunni elites and the British imposed Faisal 1 monarchy of 1921 was thrown out by Sunni elites in the army in 1958 by Karim Kassem, followed by the emergence of Saddam Hussein from Pan Arab Baath socialist ideologies of that period.  After the US wars in Iraq and Iraq- Iran war, Iran mobilized Shia into popular militias. In 2026 Iraq is essentially several ministates pulled together in Baghdad, with Shia, Sunni and Kurdish ministates formed into the governing structure, and everyone praying for no outside interference to pull it all apart and maintain a fragile peace. While the British got Iraq Mandate from League of Nations in 1921 French got Syria provinces of the Ottoman Empire. In fact Sykes and Picot are the British and French diplomats who created artificial states of Iraq and Syria to suit their interests in the region for oil and for controlling Suez and territories in India, Indochina, Hong Kong, parts of coastal China (Shanghai). Why is this important? It is important because at the time Britian dealt with weak Sunni populations that were controlled through monarchs they put in place, and the British and French industrial power had no rivals. Today the Sunnis are mobilized and the Shia have with Iranian support mobilized also, and sectarian wars have torn the place apart for 40 years. America's founding fathers and first president George Washington, would if here today consider this the one place US would have nothing to do with in terms of wars and bases. On oil George Washington would advise America to find alternative sources than get dragged into useless sectarian wars and lose the battle for reindustrialization, after America's elites and their economists have essentially deindustrialized America. It is appropriate for the US president to take action only on grounds of not letting the place fall into regimes with ballistic missiles and nuclear weapons that could reach US and Europe. And for that China and Russia, India and Brazil, Germany and France should also do their part and fulfill responsibilities. As for Britain and France it is appropriate for the US president to say to the posturing in Europe and ambivalent posiions, "Go, get you own oil in the Hormuz," as the US is self sufficient in oil and does not need Iranian or Iraqi oil.
