The ECB's second phase of the Long Term Financing Operation provides 800 European banks with 529 billion euros in 3 year loans at 1%. The impact of the first phase in Dec. 2011 with 489 billion euros in loans was greater on borrowing rates for Italy and Spain than it was this time. The larger number of banks participating in Feb, 2012- 800 banks compared to 523 banks- with many smaller banks included, is expected to provide a boost for lending to small and midsize businesses in Europe. The total net amount of liquidity added as a result of the operation in the two phases is expected to be 520 billion euros, as some of the loans were a transfer of existing loans to the longer term 3 year loans provided under the Long Term Financing Operation. The operation has helped bring confidence to the European banking system and will help the recapitalization of European banks.

Amazon Prime has a trailer on King Charles's vision of a revolution for climate change action. The idea is to get a broader audience through streaming. The film title is -Finding Harmony: A King’s Vision.   Kate Winslett tells the story of King Charles and his vision.  It includes new footage of Charles with David Beckham, Meryl Streep. The film has been narrated by Kate Winslet, which was for Winslet “both a pleasure and a privilege” as she is part of the King's Foundation. The King’s Foundation said: “This documentary aims to showcase the importance of harmony to a new audience, and highlight the urgent action needed to help protect our planet, as His Majesty reflects on his life’s work across nature, sustainability and the environment.” The film is based on the King’s 2010 book, Harmony: A New Way of Looking at Our World. “This is a call to revolution. Revolution is a strong word, and I use it deliberately. The many environmental and social problems that now loom large on our horizon cannot be solved by carrying on with the very approach that has caused them. This will involve taking all sorts of dramatic steps to change the way we consider the world and act in it.” “The book is not just trying to raise the points about getting an electric car and some organic carrots. “This is about thinking fundamentally about the relationship we have with the life-support systems that sustain us and everything else and, indeed, the relationships between all of us, and how we organise our society, including our economy, and making points about circularity in our economic system, and how we might be inspired by nature in terms of how we think about resource use and how we look at ideas like economic growth.” ...

This analysis by Mackintosh in WSJ points out that the low to negative interest  policy of the ECB has hurt savers, bank profits, and makes the ECB unpopular, yet it has shown tangible signs of success in creating jobs. This is true even though unemployment in the EU is still over 10% in some countries. He says that the unemployment is back to where it was in Nov. 1998 before the euro. There are 7.5 million jobs created in EU since beginning of 2014, the point at which ECB went to ultra low interest rates. This is above the 6.3 million created in the U.S. upto 1st quarter 2016. Big difference now is that companies and households are borrowing as rates fell. Inflation at 0.2% in August 2016 for EU is a weak spot, but considering where the EU was just 2-3 years before in 2013, the change is a largely positive one.

EU leaders, the ECB and the European Financial Stability Facility, in negotiations for a "selective default" for Greece. The ECB is persuaded to accept a selective default, with one option being to protect ECB from losses by the EFSF buying 50 billion euros of Greek bonds at cost price. Another concern of ECB about contagion is being addressed through a statment that this is designed only for Greece because "of its exceptional situation." A draft document under discussion by EU leaders has a plan for cutting the interest rates on Greece's bailout loans from 5.5% to 3.5% and doubling the repayment period to 15 years. EU officials see giving Ireland and Portugal the same interest rates on their bailout loans. The high interest rates and the shorter maturities made earlier plans unworkable. Private investors are encoraged but not required to exchange their old Greek bonds for new bonds with maturities of upto 30 years. Also being discussed is a buyback of Greek bonds at a heavy discount to face value at which they are trading. EFSF will also get new powers to make bailout loans on a precautionary basis. EFSF would also have powers to lend to eurozoe governments to help recapitalize banks and buy back bonds from other countries....
