The Biden administration makes its decision- it will continue the tariffs president Trump placed on about half of Chinese imports into the US. It also seeks new talks with China on trade. US is also pursuing other policies on trade that were not pursued by the Trump administration. Longer term it is about alliance building in trade with the European Union, Britain, Japan, South Korea, Taiwan and India. These alliances would jointly approach China on trade, economic and security matters.  Another approach is for the US to build at home. Congress is asked to approve $52 billion in subsidies that the Biden administration wants to give to companies so that they build the semiconductor plants of the future right here in the USA. The Biden administration is also aware that China is doubling down on technology purchases within China from Chinese firms to support its own high tech industries. In response it is laying down a policy of its own for the future step by step. The Chinese market now takes less priority than maintaining technological leadership of the US in all advanced technologies. As Keith Bradsher of the NYT points out in this report too much may be made of the tariffs of 25% imposed by president Trump on steel imports. The effect Bradsher says on China is trivial because China imports make up a fraction of 1% or 0.1% of China's production, and only 2% of American steel imports. Most of China's aluminium is made into products such as auto parts and solar panel frames, and little of it is imported as raw metal. On the day the tariffs were announced, China's top economic official Liu He met with economic officials of the Trump administration and China's reaction was cautious and reflected the fact mentioned b.y Trump about its huge trade surplus with the U.S. of $375 billion in 2017. China's officials stated "that its dialogue with the U.S. was very useful, constructive, and helpful."  China's principal goals are first to preserve its broader trading relationship with the U.S. which gives it th $375 billion trade surplus for 2017 and creates millions of jobs in China, and to preserve its ability to invest in the U.S.  This has given China access to American technology and manufacturing expertise that would be difficult to develop independently. The Trump administration is meanwhile working with senior members of Congress to come up with new rules for tighter scrutiny of Chinese investments in the U.S. as a new phase of competition in technology takes place between China and the U.S.  ...

For the first time the U.S. focuses on the huge trade deficit with China in a serious way. The trade negotiating team led by Robert Lighthizer has set forth its negotiating terms.  1. China must reduce its trade deficit with the U.S. by $100 billion in the first 12 months. In the next 12 months it must reduce its deficit by another $100 billion. In 2 years the trade deficit the U.S. has with China must come down by $200 billion. The issue is no longer just the tariffs on steel, it is about the core issue of balance in  trade. 2. The U.S. says subsidies to state industries in the "Made in China 2025" program must stop. Here the focus is on gaining an unfair technological advantage with a combination of U.S. technology imports and subsidies to state advanced manufacturing industries to erode over time the U.S. technological lead.  3.  China is expected to cut its tariffs by about two thirds on imported products so that the tariffs match that of the U.S. This is the first serious negotiation the U.S. has conducted with China on the core issue of the trade surplus which is growing with a stronger dollar not declining. The surplus approaches $1 billion each day for about $365 billion a year, unsustainable from any perspective. The vital issue of the erosion of the U.S. technological advantage under the Made in China 2025 has turned this issue into one in which the U.S. is unlikely to back down. Especially now that Mr. Lighthizer is leading the  negotiations and has the confidence of the president of the U.S. Lighthizer is a veteran of negotiations from an earlier period -under the Reagan administration in a similar situation with another national competitor- then it was the Japanese. Rightly seen the reality in China, says Li Yuan in NYT is not about the tallest bridge at Guizhou, or the acceleration of an AGI race with China, but that enormous debt finances that bridge, pensioners live on $20 a month in that Chinese province. Doctors, lawyers and accountants provide the $1.50 ride share in that province suggesting that all is not right when it comes to the living standards of the people the ultimate test. When it comes to AGI and AI China is simply integrating it into processes and work for general efficiency, nothing strategic about it, merely routinely integrating a technology. There are deep structural flaws in China's development says Li Yuan, when there are enduring strengths in the US. It may be that Silicon Valley is more of a problem in the US as it seeks to divert more of the resources that should go into people benefitting infrastructure in the US. The U.S. Education Department in its report on American universities says foreign funds were often not disclosed, comes with strings attached, and the contacts without transparency or oversight by the U.S. In one instance Cornell University initially failed to report to U.S. authorites more than $1.2 billion it received, says this WSJ report. The U.S. government is concerned that this kind of foreign money gives improper access to U.S. technology to foreign governments, including China. "The U.S. universities are a technological treasure trove in leading internationally competitive fields. For too long these institutions have provided an unprecedented level of access to foreign governments and their instrumentalities in an environment lacking transparency and oversight," says the Education Department report. The report went on to say that "institutional decision making is generally divorced from any sense of obligation to American national interests, security or values." In one instance it cited work that the WSJ says is identifiable as Georgetown University work with the Central Committee of the Communist Party of China deriving $2 million from the arrangement. WSJ says one institution identifiable as Cornell failed to document its institution in Qatar. Multiple schools received millions of dollars from Huawei whose equipment has become a security concern for the U.S. government. Schools being investigated include Harvard, Cornell, Georgetown, Texas A&M, MIT. After the Education Department crackdown U.S. Universities self-reported about $6.6 billion and an additional $1.05 billion recent period, from Qatar, China, Saudi Arabia, and U.A.E., says WSJ.  In other situations the Education Department report says China sought to "leverage its relationships with American universities to dominate a global market- in artificial intelligence." ...

Dependence on China increased during the Merkel years to extreme levels. A EU survey shown in this DW.com report shows that of 137 products and services deemed critical, including fields such as renewable energy and health, almost 50% are supplied by China and only 3% by Russia. German foreign takeover laws and acquisition laws are being upgraded only now after years of China's investment in German technology and critical infrastructure  companies. The Merkel administration took a lax approach to protecting German technology and critical infrastructure. A similar situation existed with the Obama administration in the US. New regulations give the German government a veto in all critical mergers and acquisitions. This DW.com report says that today Germany's protected sectors include energy and telecommunications, medical technology, artificial intelligence. The problems  with the previous approach in the Merkel years that showed a complete disregard for protecting vital technologies was that the Economy Ministry in 2016 was not able to stop the full takeover of the flagship German robotics company KuKa by a Chinese manufacturer of dishwashers and refrigerators Midea. In 2018 a Chinese state electric utility company SGCC sought to get a 20% stake in 50Hertz a German electric grid operator which was turned back. Only now with the entry of the Greens under Habeck and Baerbock in government has Germany adopted a clear policy of effective action to protect German technology and critical infrastructure companies. ...

U.S. president Trump names Robert Lighthizer, the U.S. Trade Representative, as head of trade negotiations with China, following a weekend summit of G-20 in Buenos Aires where he setup a truce with Chinese president Xi Jinping. The truce means the next round of tariffs on $200 billion of Chinese goods will be suspended. China had hoped Treasury Secretary Mnuchin would head the negotiations. Mnuchin had negotiated with China earlier. Lighthizer has taken a long view on the negotiations wanting to strengthen the U.S. position particularly in relation to protecting U.S. technological edge and preventing transfer of U.S. technology to China. Trade expert Pillsbury of the Hudson Institute says this steers the negotiations from informal under Mnuchin to the legal negotiations under a trade negotiating team of Lighthizer that have set forth the charges against Beijing under U.S. trade law. The outcome sought is a legally binding document that commits China to getting certain results to reduce its trade surplus with U.S. of about $1 billion each day. Mr. Trump called for "level the field" in a message after the G-20 summit. Michael Shear of the NYT describes Biden's thinking about China and his candour during fund raising events for his campaign. Biden says he seeks "competition, not conflict with China." He tells an audience in Utah, "I don't want to hurt China, but I'm watching." Biden signed an executive order last week banning American investment in certain technology industries in China that could enhance its military capabilities. In relations with China Biden is moving forward with easing tensions by having Blinken, Kerry, Raimondo and other officials visit Beijing to ensure open communications and discussion. Biden seems to be following two tracks one of being open about China and the evolution of the relationship in erratic ways over different administrations where it was counterproductive for both nations- creating more potential for conflict than less when technology flowed freely from the US to China in business to business dealings- that did not reflect how the US sees both its responsibilities and its leadership in world affairs over the twenty first century. The U.S. is keen on rebuilding its manufacturing now that the pandemic has exposed the weakness in depending on outside sources of manufacturing. After decades of job losses that hurt millions of workers and ripped apart the social fabric of America, this also left America bereft of the very ideals of opportunity for all on which the country was founded. The US envoy to Belarus responds to overtures from Belarus's leader Lukashenko for improved relations, release of hundreds of political prisoners including the husband of a opposition leader who is thought to have won the last Belarus open elections in 2020. Today it is not realized that politicians with lack of vision or foresight - Bush, Obama, Merkel, failed to grasp that in 2020 two events happened that were linked- the Belarus electons bringing another pro-EU government on Russia's border which was squashed before it could take office and the pro-democracy movement in Hong Kong also squashed in 2020 by China PRC. Crimea was made part of Russia in 2014 when Ukrainian protesters in Kviv and Lviv near Poland ousted the government of pro Russia leader Yanukovych in the Maidan revolution. Russia under Putin responded 2014-2020 with a simmering effort to take parts of eastern Ukraine that were close to and sympathetic to Russia. This was an effort to counter NATO or pro-EU countries coming to Russia's borders in the way JFK opposed pro-Russian regime in Cuba. Obama and Merkel never understood or grasped this or were too involved in the eurozone, migration crises (Merkel) or war in Afghanistan (Obama). The result was that in 2020 Russia helped squash the election results in Belarus with another pro-EU government impending. Within 2 years Russia under Putin with tacit Chinese support invaded Ukraine in Feb 2022. Belarus shares a border with Russia and it is closely allied with Russia in the Eurasian Economic Zone that includes former Soviet Bloc countries such as Kazakhstan. Gradually following the recovery of the Russian economy by 2010 the emphasis shifted to create something similar to the Soviet Union, a bloc of countries in central Asia and in Eastern Europe that are part of a Russian sphere of influence. For much of the period of the Obama/ Merkel administrations in US and Germany this was ignored as most of the politicians never gave Russia the importance it sought, not accepting that the economic power was not measured only in GDP- also in science and technology, nuclear technologies, space, in energy resources, and Russia's position in Northern/Central Europe and Central Asia since 1700.  It is this situation that the DJT administration faced with US challenges of the Mexican and Venezuelan drug and people trafficking in the western hemisphere has responded with the Monroe Doctrine to reassert American influence in Latin America by respecting Russia's effort to have some measure of influence on its borders, that the US seeks on it's borders. Without Russian or Chinese intervention in Latin America and with the the Monroe Doctrine in place America can protect the interests of the American people and the people of Latin America for free and good government. What Bush, Obama, Merkel lost sight of is that by each power having some strong measure of influence in their regions, and the tendencies for benevolent influence put in place, there is significantly more room for respecting the hopes and aspirations of people in their regions through democratic or other people oriented forms of government than by the situation in which economically the US was dominant after the fall of the Berlin Wall but other influences would lead to US decline- open but not free trade with China, and the recovery of the Russian economy, drug and people trafficking by gangs in Latin America where the Monroe Doctrine for US leadership had prevailed till the 1960's. ...

If the trade war escalates to the point at which president Trump imposes tariffs on all Chinese goods imported into the U.S. on Jan. 1, 2019, China could retaliate with its own tariffs and this might affect Boeing aircraft as well. The results would be to tip the economies of both countries into a recession, and affect Mr. Trump's best chances for reelection in 2020. This can happen as Mr. Trump has a great deal of confidence in his negotiating style. The negotiations so far have shown China misread the U.S. and Mr. Trump leading to a strong U.S. response.  There is also the importance of not losing face, Mr. Xi's domestic audience, Chinese industry that sees a fundamental change from state subsidies model as eroding its position and offering resistance, patriotic sentiment making it harder to meet U.S. demands. Fundamentally for Mr. Trump it is about U.S. trade deficit and changing the huge trade surplus of almost $1 trillion that China enjoys each year with the U.S. which has been and is no longer sustainable. Mr. Trump also has the backing of Republicans on this issue and Democrats cannot afford to be soft on this issue as it involves American workers and jobs are at stake. Both sides could be in for a protracted negotiation as Mr. Trump feels it is right for Americans to expect fair trade and technology transfer that respects American concerns. In addition the U.S. could sense that it exports less to China, is less dependent on exports than China, and as the party that is hurt by unfair practices insist on its position. After Japan agreed to U.S. demands that it reverse a huge trade surplus in the seventies in which Mr. Lighthizer was the negotiator its growth declined sharply and is economy stagnated. China may sense inside that this could happen to its economy. Today Lighthizer the U.S. negotiator and Trade Representative could also push hard because of he was able to convince Japan to change its course. ...

A Hyundai shipyard can build a military ship for $600 million that would cost the US about three times that number -$1.6 billion. South Korea can control costs with its marine shipyard capacity to build 40 ships a year in shorter time frame by 20 months. Note that the US had 17 shipyards in 1970, by 2020 it had dropped to 5 ships. Why is this a problem? China has this type of advantage in cost and expertise so that it would be even with the US current capacity by 2030.  Naval power made it possible for first Britain and then the US to provide the structure for the Modern World based on science and technology to grow and improve living standards. UK Business Secretary Kwarteng orders a National Security Review of the acquisition by Chinese semiconductor maker Wingtech through a Dutch subsidiary of a semiconductor factory in Wales. The factories in Wales are becoming a hub of the UK semiconductor industry with research and manufacture of compound semiconductors, which enable electric batteries for cars to get more mileage. Nine Congressmen in the US wrote to the Biden administration about the acquisition and its dangers for the UK and US semiconductor industry's technology being shifted to China. The head of the UK Foreign Affairs committee in parliament also alerted the UK government of the risks involved. The UK government has passed a law that allows it to retroactively cancel deals that are considered a risk for national security. Under the Bush and Obama administrations there was a transfer of western technology through acquisitions of this type and not much was done by the governments in Europe and the US. This enabled China to acquire western technology using its state subsidized firms which had better access to financing for acquiring key western technologies. It was only under the Trump administration that 2 decades after it started in 2000 this process was given attention. It was ignored in the same manner that the Germans under chancellors Schroeder and Merkel allowed Russian energy companies to dominate the energy sector in Germany even to the point of acquiring ownership of the storage of energy on German soil. That dependence allowed by German elites according to the Manchester Guardian in a recent article is now unwinding with the brave and unceasing efforts of Economy Minister Habeck,  who is now the most popular person in Germany for making this  correction in the midst of the Russian invasion of Ukraine with China's support. ...

What is not reported is that the US could accept a shift of some appliance production overseas, what it could not accept is the shift of its manufacturing base in industries it created in semiconductors and technology to Taiwan, China and Japan, South Korea. The economists of the previous administrations were clearly wrong, and the previous administrations did nothing but observe the slow destruction of America's industrial base. It will take 4 years of the DJT administration for the investments to be made in the US, the future administrations will continue this policy. Deng and Kellman in WSJ clearly understate the importance of the policy changes for America's Level Playing Field ALPF. It is easy to say Whirlpool and Harley Davidson won't be coming back strongly soon as the EU, Japan and South Korean makers of appliances and motorcycles will be able to absorb most or all of the 15% in tariffs. Yet it gives them a better  and level playing field to compete with foriegn makers. What is not shown here is that the tariffs will help increase investment in EU and Japanese , South Korean automakers in the US, and will increase with lighter regulation the opportunities for American automakers GM and Ford. ...

Chief of TechMet a company in mineral resource development says that it will take years to dislodge China's dominance in rare metals mining and development for metals critical to technologies in car batteries, wind turbines, cellphones. This includes nickel and cobalt for car batteries.Last week president Trump signed an executive order declaring a national emergency and authorizing use of the Defense Production Act to speed development of mines. The U.S. imports 80% of its rare earth elements from China, with further supply coming indirectly from the country. For 14 of 35 critical types of minerals the U.S. has no domestic production. Gallium for light emitting diodes in cell phones is one of these metals. Half of Barite a metal used in hydraulic fracturing for shale oil is imported from China. To get some idea of the neglect in U.S.policy in these area under three administrations, the U.S. in the 1980's was the largest producer of rare earth metals and the technology to process them. Today there is only one mine the Mountain Pass mine in California, and no processing plants. It takes about 10 years to develop a mine. Just as in health care products essential to tackle the virus the U.S has found its manufacturing and technology base left in woeful shape after manufacturing and mining were neglected in a failed policy. Under the guise of globalization corporations transferred essential manufacturing from the U.S. and Europe to China, without understanding the importance these products played in the life of countries, and governments neglected to help local manufacturers and mining companies. Governments play a critical role as China has done by providing loans and grants to develop the national industrial base. Tariffs and quotas are also used to promote local development of the manufacturing base and mining base. Another factor is that investors are more able to invest in these companies when the government take some of the risk with its help and active support. With the Trump executive order comes a new awareness in Canada, Australia, and European Union which are now taking active steps to nurture and develop the local resources. ...

Either China or India was going to at some point develop the Brahmaputra river known as Tsangpo in Tibet where it starts for hydroenergy. It turns out that the modernization of China preceding India's by 20 years and the occupation of Tibet in 1950 has put China in the position of developing this river with a huge dam. The Brahmaputra in Arunachal Pradesh and Assam states of India is the same river that is called Tsangpo in Tibet when since 1000 China had little physical contact with the region greatly remote from Chinese cities such as Beijing and Shanghai. The Brahmaputra in its Tsangpo stretch of the river in Tibetan region originates at lake Mansarovar and Mount Kailas and on a map can be seen as very close to Guwahati, Assam and distant thousands of miles from Beijing. The dam will include 5 hydropower stations, produce 300 billion kilowatt hours and cost $170 billion. Two decades of rapid growth in China supported by the US with technology and capital have given China the capital needed for this type of scale of investment in renewable hydro energy. President Xi Jinping of China faces domestic criticism about his handling of the critical trading relationship with the U.S. that has given China access to technology and the U.S. market in its development drive. The trade truce with the U.S. reached following a meeting of Xi and Trump at the G-20 meeting in Buenos Aires, was presented in Chinese media as a positive step withut mention that Mr. Trump has set a 90 deadline for the talks and appointed a experienced trade negotiator, U.S. Trade Representative Robert Lighthizer, to head negotiations. A new foreign investment law passed by the Chinese People's Congress is designed to address concerns of western companies facing problems operating in China. This includes unequal market access, forced technology transfers, unfair treatment in public procurement. It was passed in only 3 months after the first draft was debated showing the importance Beijing places on the bill. Its a step designed to help in the trade talks with the U.S. about leveling the playing field. China amends its intellectual property law and introduces a punitive damages "mechanism" so that infringements are fairly dealt with. The new Chinese law replaces three foreign capital laws passed between 1979 and 1990, and is a unified legal standard for foreign investment in China. It eliminates the requirement for foreign companies to transfer proprietary technology to Chinese joint venture partners and protects against "illegal government interference." The European Union Chamber of Commerce says Article 40 still allows for"political issues to influence investor-state relations." Apple relies on Chinese suppliers for about 90% of its products. So reliant is Apple on China that it is slow to make changes to adapt to president Biden's policies for a new US Asian Economic Framework that builds new supply chains. By contrast Samsung has largely stayed out of China using supply chain manufacturing in Vietnam and other countries. India and Vietnam are major alternatives and only India can offer the well trained workforce and supplies of land, labour, incentives and facilities that China offers. French president Macron fails to get president Xi of China to commit to changes in its policies towards Russia's invasion of Ukraine. Macron's visit as seen by the NYT only undermines the US policy and European Union policy that opposes the invasion of Ukraine by Russia. What is needed as Andy Kessler has proposed in WSJ is to ask Taiwan and South Korea to invest in the US and allies such as  India where production cost challenges can be met with the engineering manpower and facilities as has been done in health care and vaccines manufacturing. Only token or small investments have been made by South Korea and Taiwan in the US compared to what is required. The US should ask for this to be done as part of the exchange for security guarantees that the US is already making for South Korea and Taiwan. It is also the responsibility of South Korea and Taiwan to make these and other investments in other technologies considering it as its obligation to the Free World. For too long countries in Asia that have benefited from US assistance have ignored their reciprocal obligations to the US. Japan, South Korea, Taiwan, and China have all benefited from US technology sharing and assistance. It is only an egregious example that China has put itself in the situation where Japan found itself or placed itself in the first half of the twentieth century.  ...

Stock markets have declined about 1% during the current banking crisis. This shows that the action taken by president Biden quickly taking over Silicon Valley Bank and closing Republic Bank is working. Treasury Secretary Janet Yellen and the central banks of US, EU, Swiss, worked together to take immediate action. Swiss central bank and the government stepped in to arrange the backing for UBS to takeover Credit Suisse bank.  The crisis affected market sectors in differing ways. Information technology stocks were up 5.7%, energy stocks went down by 7%, bank stocks declined 6%, sensitive materials sector stocks went down by 3.5%. Risks remaining are that the loss of confidence in regional banks could affect lending. The Fed's policy of containing inflation by raising interest  rates could continue say experts leading to information tech stocks losing any gains. Any drop in the price of oil could help the economies of the US and EU, India, Japan and China. By March 15 prices of US crude had dropped for West Texas Intermediate benchmark to $67. Any drop of prices to the $60 level increases growth in the EU, US, China, India and Japan, reducing chances of a recession. ...
