President Biden says $200 billion will be invested in infrastructure overseas over 5 years at meetings of the G-7 in the Alps south of Munich in Germany. Along with its partners and with government and private investments the size of the investment will reach $600 billion over 5 years to 2027. This will include projects such as $2 billion for solar energy in Angola, and a $600 million submarine telecommunications cable connecting France to Singapore.

It is a combination of direct government aid and private investment. President Biden sees Build Back Better World as the overseas version of his Build Back Better America for workers and families in the US for which Congress has authorized $1 trillion in infrastructure and climate change initiatives in the US.

It has to be said that both McCarthy and Biden have shown patient leadership and an optimism about America in getting to an agreement on spending and the debt ceiling in May 2023. They are not taking chances as they sell the deal they made to their party in Congress. Biden feels confident that the agreement will make its way to his desk to be signed and he had spoken to McCarthy on Sunday afternoon "to make sure that all the T's are crossed and the I's are dotted." McCarthy says "more than 95% of those in the Conference were very excited. We are the first Congress to cut voter for cutting spending year after year." The deal basically freezes federal spending at 2023 levels till 2025 and allows some increase in defense spending and veterans benefits. Dusty Johnson Republican of South Dakota says Republicans will overwhelmingly support it. He says not much was expected from the Freedom Caucus whose support was not expected. Senator Mike Lee of Utah and Rand Paul of Kentucky do not support it, Lindsey Graham of South Carolina thinks there is not enough money for the Navy in the agreement. ...

His focus is on the cost of living actions and has proposed 15,000 affordable housing rental units on underused federal land repurposed for housing, action which can be taken on presidential orders. Other cost of living action is being prepared by Biden and he closely follows the mortgage rate increases from 3% to 8% that are leaving families stuck without owning an home. Both sides have taken a pause in negotiations yet they are getting closer. There is also the conversation that we are not aware of that is taking place between McCarthy/McConnell and Biden about G7 leaders asking Biden on the debt talks. McCarthy will not want to affect the Ukraine counter offensive with all the talk about a debt default impacting the credibility of the US. McCarthy also could pass an agreement through the House with Democrats support with a small faction of Republicans not supporting him if push comes to shove and matters reach a critical point. By negotiating in good faith Biden is surely doing the right thing. The important thing is to let moderate Republicans have an opportunity to support him in the task of Renewal of America. The bigger task is 2024 which Biden has his eyes on, because this is how America will be made or unmade with the right choices and the right priorities. And Biden needs independents and Republicans who might consider supporting him to get things done for America's Renewal. House Speaker McCarthy's Republicans now support keeping spending at $1.65 trillion the 2023 levels. The Biden administration would consider a program of small cuts- no deep cuts. And only for 2 years. On work requirements for government aid to the poor and vulnerable Biden says he supported work requirements when he was a Senator in the US Congress. He outright excludes any work requirements for health benefits. Biden understands that in an economy with jobs going unfilled in construction and hospitality industries, and in child care and teaching, nursing, with higher minimum wages, people looking for work could find work to make a decent or tolerable living.   ...

  $112 billion out of $170 billion in new investments resulting from Biden's 2 climate laws, and the bulk of the 200,000 new jobs are being pushed by president Biden into Republican states. Republican voting states including many southern states are getting the largest share of the hundreds of billions of dollars in renewable energy investments by the Biden administration. Two new climate laws were passed by Biden without many Republican votes in 2022. WSJ offers a visual guide to where new manufacturing investment is taking place. It shows that three fourths of the $170 billion in investments by companies are going to Republican voting states. On a state wide basis this amounts to $112 billion for Republican states. Most of the public is unaware of the role of the climate laws in this new investment in manufacturing. This is why other presidents talked about manufacturing investment including previous presidents Republican and Democrat, president Biden has done the country a great service by making much needed investment in manufacturing and creating a new sense of hope in once neglected communities. Investments are being attracted to these states many in the south with easier land development and lower costs for labor, electricity, and lower taxes. This gives Republican states the ability to use their advantages in the best way and overcome the failure of many Republicans in Congress to support these investments with president Biden putting together bipartisan support.  ...

This WSJ report shows how the debt ceiling negotiation were conducted and the process that made it possible to reach an agreement since the State of the Union address by president Biden on February 7, 2023. It started with Biden getting unanimity right on the floor of Congress during his speech about protecting Medicare and Social Security. The Republican strategy was to pass the legislation on spending that did not specify where cuts were to be made yet used 2022 spending levels with a 1% increase. The deal was to be for three years and passed the spending bill with an increase inthe debt ceiling. Till that time the Democrats decided to not enter negotiations.  Biden and McCarthy then had to choose who would represent their side in the long negotiation process that lay ahead till June 5. Progressive Democrats called for invoking the 14th Amendment that allows the government to continue functioning and pay its bills. Biden chose not to take that route. Respect for the other side, a prepared script are an important point in negotiations. To get results something even more important is essential flexibility and a plan, Plan B. Trust began to develop between McCarthy and Biden. Biden and McCarthy did not any time engage in acrimonious description of the other side. At one point when Biden was in Hiroshima for the G7 meetings Ricchetti on the Biden side and Graves on the Republican side began to feel the frustration. Biden decided to fly home early from Hiroshima. He was constantly in touch with his negotiators Steve Ricchetti, a trusted aide, and a cabinet official the Budget Director Shalanda Young. Graves a long time trusted adviser of McCarthy headed the negotiations for McCarthy.  Shalanda Young and Garrett Graves are both from Louisiana and Graves says he used to work out with Young's dad in the same area. This had a positive effect. It also reduced the tensions in the negotiations so that it could be said this was the calmest negotiation from either side that has been seen in the US  for a long time and bodes well for America's future and for its people, far beyond any concessions made by either party.  Biden made clear at the outset what he could accept without leaving it hidden- he would agree to some work requirements, he would not agree to work requirements for Medicaid. Others in the Democratic party conveyed how distraught they were with efforts to impose stringent requirements for federal food aid during a cost of living crisis when the Republican positions ruled out any new taxes on the wealthiest Americans. In the end Republicans agreed to keep spending limits for 2023 for two more years into 2025 when they would be increased by 1%. Democrats offered to cut (Income Tax) Internal Revenue Service (IRS) spending to increase IRS staffing from $80 billion to $70 billion. Biden said "nobody got everything they wanted." It would have to be passed in Congress with the support of moderate Democrats and moderate Republicans, with members holding extreme positions among Republicans and Democrats opposing. The two parties coming together after a long time to meet the real challenges ahead for the American people. ...

This was achieved with the support of the Mexican president and with Biden's action to effectively close the Border. The best action would have been to implement the legislation that Republican senator Lankford negotiated with Biden by February 2024 and which was allowed to languish in Congress by new Speaker Mike Johnson under the advice of the former president, which is incomprehensible as it is the first time in decades both parties came on to the same page to slow or diminish migrant entry into the US and remake the asylum laws. Many Republicans and Democrats protested this action of the new Speaker. It was a historic and missed opportunity to fix the Border once and for all, and took the courage of Senator Lankford and Biden. For this action Lankford goes down as a senator who belongs in Kennedy's Profiles of Courage, a book of Congressional leaders since 1800 whose courage and leadership have made America the leading democracy and industrialized nation that has won the respect of the world. ...

The public perception of the economy had diverged so much from the actual strength of the economy under Biden that this was hard to understand in 2023. This is changing in 2024 as there is now a clear sense that the better reading on inflation and unemployment is not temporary but is only the beginning of a surge in economic progress. The public has not yet grasped the extent of the change for the first time in 3 decades of the scale of the reinvesting in the economy under Biden and a bipartisan Congress of trillions of dollars being invested and the speed of execution of projects. Progressive caucus in the US House of Representatives led by Pramila Jaypal, a first time Indian American Congresswoman defeats an attempt by Josh Gottheimer of the Problem Solvers caucus to separate much of the president Biden's agenda in health, education and social policy and risk it being defeated by Senators Manchin and Sinema in the US Senate. Without the efforts on child care, education and health, climate change and social services part of the Biden Workers and Families Plan much of the Biden agenda would remain unfinished and Democratic party promises not kept. This also means that Manchin a Senator from West Virginia with a population of 1.8 million and Arizona with a population of 7.2 million, both conservative leaning Democrats could sink the entire agenda of president Biden to support American families and workers for a population of 331 million people. That two states with a population of less than 3% of the American population could sink the entire agenda of president Biden shows how fragile a situation has been created within the Democratic party to support workers and families even during the pandemic following the leadership of Carter, Clinton, and Obama Ms. Jaypal, a three term Congresswoman from Seattle, Washington state, was first elected in 2016 with an endorsement from Bernie Sanders who was the Democratic Party's leading candidate for president till the late stages of the 2020 US presidential primaries. Bernie Sanders says of Jaypal- "I think she is doing an extraordinary job. And I think the Progressive Caucus is doing an extraordinary job." Sanders founded the Progressive caucus after getting elected to the Senate from Vermont 30 years ago. Even though it is hard to imagine the Democratic party being the Democratic party without bold policies in climate change, affordable housing, reducing income disparities,  investing big in childcare, education and healthcare, attempts were being made to sink the entire Democratic party and national agenda going back to Franklin Roosevelt. Jaypal is described in the WSJ as diplomatic and firm, saying "I am so proud of our caucus; I have never seen our caucus so strong. And I am a very good vote counter also." Fifty members of the 100 member Progressive Caucus held firm in support of president Biden's original agenda without which the president would have little to show in keeping promises he made to the American people in the election and little to differentiate him from Mr. Trump who also supported infrastructure spending. Separating the infrastructure bill would have risked sinking Mr. Biden's plan for recovery of America from the pandemic and the devastating policies pursued by American presidents in the last two decades. Policies by previous presidents that have impoverished the country, created huge income disparities, weakened America in the world in trade and technological leadership, and wasted resources in foreign wars. There are no centrists or far left- these are just labels. When Ms Japal said "Let's just remember the Speaker (Nancy Pelosi) is a great champion of this agenda. I think she was trying to do as much as she could to get this done," she could have said it is Mr. Biden's own agenda pushed forward with conviction to help workers and families during the pandemic, and build a solid American recovery, restore American leadership in the world. Pramila Japypal is the first Indian American woman in the US Congress, and one of only two dozen naturalized American citizens in the US Congress. That she could play such a critical role for good in the US Congress shows that with the right convictions, determination, experience, much can be done for the common good in America and the world.   ...

The actual decisions were made by Fed chairman Jerome Powell who also grasped the situation and gave priority to winning the fight against inflation. In his arguments Powell pointed out the disturbing effects of inflation on workers. Powell's determined effort and careful policy management also made it possible to bring inflation down- the manner and way this was achieved and Powell showing a sensitivity to workers and their interests. Powell also communicated this effectively and the Biden administration made this possible through its efforts to rebuild American manufacturing, its investments in infrastructure and getting bipartisan deals through Congress. Without this combined effort by Biden and Powell this may not have worked out the way it did.

At Lyrarc we pointed out how US president Harry Truman had to persuade the US Congress to get aid to Greece and Turkey bills passed to prevent an imminent Communist takeover with Soviet bloc aid in 1948. Paul Krugman points out that this happened before when FDR had to persuade the US Congress to pass bills for Lend Lease agreement aid to Europe in 1942. Much of that aid was in food and other non military aid because the US arms manufacturing was beginning to ramp up.  Krugman also corrects the former president's statements regarding Ukraine aid that the European have done less. Counting all assistance to Ukraine he says the EU has done more than the US. It is because the arms production in the EU has to be ramped up and the US has arms production factories better prepared in military aid the US has done more in military aid, not overall or in other aid. He also points out that $13 billion FDR got from Congress for Europe in 1942 was 10% of US GDP, whereas Ukraine aid is only one fourth of one percent of US GDP, and much of it going as Mr. Biden pointed out, going into investment in American factories and jobs to supply Ukraine. ...
