Leonid Kravchuk is a Soviet era official who joined with Boris Yeltsin to support dissolution of the Soviet Union. He died at the age of 88 in May 2022. He is remembered for leading Ukraine to independence in 1991 with support of nationalists in western Ukraine and pro-Russian supporters in eastern Ukraine. Another reason he is remembered is for peaceful transition of power to his prime minister Mr. Kruchma in the 1994 election. He also dismantled Ukraine's large nuclear arsenal under pressure from Russia and the US. His failings were in letting corruption grow including the bankruptcy of the Black Sea Shipping Company, says DW.com. Ukraine had no experience in the democratic process. It has close ties with Poland which in the 17th and 18th century had some form of democratic process. Lviv is a short distance from Poland. Kravchuk was from a part of Ukraine that was once part of Poland. With a population of 52 million Ukraine is the second largest country in Europe. Its transition from the Soviet Union to a independent state was painful says DW.com with millions of people finding themselves living in poverty and the period being remembered as "kravchuchka." Since that period Ukraine has grown and was setting up new foundations for entry into the European Union.  ...

Peter Navarro Trade Adviser to US president DJT says the problem with Germany and Japan is about finished cars, but also about their strategic control of powertrain manufacturing − the engine, transmission and drivetrain components that are at the heart  of a vehicle. These components not only give the highest profit margins, they provide the highest paying manufacturing jobs. The result of their domination of engines as only 20% of the engines in cars made in the US are made in America, the rest 80% are imported from Germany, Austria, Japan and South Korea, is that the US is consigned to doing low wage labor assembly in this script written by foreign manufacturers. US Russia relations improve in 2025. The new national security document of US put out by the DJT Administration says that Russia is not a threat.  It sticks to migration and western identities when facing civilizational erasure over next two decades as key threats to the US. It poses questions for the European Union, Germany and France, yet also offers away out of the "mess" in Ukraine with the Russians saying NATO was too close to their borders as the real issue, and the US not aligning itself with NATO reducing big power tensions including nuclear arsenal expansion. Germany rebuilding the Bundeswehr and it's military offers a rebalancing of the military situation yet is not the long term solution to the Ukraine problem, NATO limiting it's role and the US limiting it's role in NATO offers a solution that preserves the long term interests of Western Europe(Germany, France, Italy, UK, Spain) and preserves world peace and dialogue. It also promotes integration of India and Russia into the world trade and world economy as it diversifies from the dominance of China in world trade and the world economy of the last 20 years of free trade that deindustrialized US and Europe. What this national security document does not say is that China's dominance in world trade and the errors of the US, Europe, Japan, Russia, India in world trading relationships and their economic approach that made this possible is the central issue and calls for diversification of supply channels in the world economy. This shifts the direction of the world in a peaceful direction where the US, Japan and Europe, India can compete in economic growth and trade with China on equal terms. ...

French nuclear force Rafale jets have $6.6 billion annual cost 2025. German leader chancellor Merz is considering sharing French nuclear arsenal for defense of Germany. Macron has met Merz 3 times and the discussions go on. Germany has removed its debt brake in its Constitution setup by Merkel, so that $ 1 trillion can be spent on infrastructure including defense spending. This report in the WSJ looks at the 290 warheads of France and 250 of Britain on submarines as deterrents with additional deterrent from US NATO nuclear forces. US has asked for burden sharing on conventional forces not nuclear forces. Yet Europe sees the US as less of a reliable ally under DJT in 2025, and considering building its own nuclear deterrent.

Mr. Peter Navarro, 70, a key advisor to president Trump on trade and economic policy, is now the DPA policy coordinator.  Mr. Navarro takes on the presidential task force role of coordinating government-business cooperation with wartime powers under the Defense Production Act. Mr. Navarro says in an interview with the WSJ that he will take tough measures if necessary. Saying this is no time for delay, to hoard or price gouge, companies must move quickly or the government will clear the obstacles. "This is war. When there are bumps in the road, President Trump is going to knock them down immediately and unmercifully."  A California Economics professor Mr. Navarro warned about the virus and epidemics of this kind in a 2006 book. He now assumes this role after president Trump said about GM "always a mess," after long negotiations with GM leading to a shrinking supply of ventilators and government frustration. President Trump then used DPA powers to order GM to make ventilators and lined up 5 other manufacturers in 2 days. Navarro says he is following Trump time which he has in his office. This meaning he and the president will use the full arsenal of federal powers to get things done in record time.  ...

The Obama administration started the first term in office with efforts at reaching agreement on reducing nuclear arsenals. By the second term of the Obama administration the talks were already faltering. The war in Syria and Iraq and other conflicts in the Ukraine led to worsening relations with Russia. During the first year of the Trump administration that followed the two Obama terms in office the situation is completely reversed from what it was in 2008, showing that more than good intentions are needed to pave the way for reducing nuclear weapons. The expansion of NATO to Russian borders, the conflict in the Ukraine, the sanctions that hurt the Russian economy in Obama's second term did more to destabilize relations. The Trump administration's ambivalence towards Russia is not seen in the way the U.S. is responding to Russia'a policy actions to expand its nuclear weapons capabilities.

In getting the support of an overwhelming majority of Senators to support Ukraine aid Mitch McConnell plays a key role. His remarks on the floor of the US Senate underscored the gravity of this moment in the Congress: "Make no mistake: Delay in providing Ukraine the weapons to defend itself has strained the prospects of defeating Russian aggression. Dithering and hesitation have compounded the challenges we face. Today’s action is overdue, but our work does not end here. Trust in American resolve is not rebuilt overnight. Expanding and restocking the arsenal of democracy doesn’t just happen by magic.” President Biden's effort will be remembered. It is similar to what happened when Harry Truman had to persuade a war weary country and the US Congress in 1948 to pass bill for aid to Greece and Turkey to prevent an imminent Communist takeover with support from the Soviet bloc. McConnell will be remembered for his action, so will Speaker Mike Johnson and Senator Schumer and other Republicans, Democrats that worked hard to get a decisive vote for Ukraine aid of 79 For to 18 Against, with 15 Republicans and 3 Democrats voting against. Alabama Senator shifted to a yes vote saying most of that $61 billion of aid to Ukraine will be spent in the US to hire American workers in defense industries. A $10 billion loan provision with forgiveness included was a way to get the former president to support it. On the third try America's Congress gets it through in a decisive manner with overwhelming support. This is not unlike the efforts before, when Aid to Greece and Turkey had to be passed through Congress under president Harry Truman in 1948 with both countries facing a danger of Communist takeover supported by the Soviet bloc with only US support keeping democracy in both Greece and Turkey. Even in 1948 to a war weary country Harry Truman had to persist and get the support he did from the US Congress as president Biden did today April 23, 2024. ...

In his foreign policy address following the northeast state primaries Donald Trump outlines a policy with less foreign engagement in trouble spots, and greater reliance on partners in Europe and Asia contributing to joint defense. It also includes building up the military and nuclear arsenal. It criticizes the Bush administration for intervention in Iraq that benefitted Iran, and the Obama administration for policies that led to the rise of Islamic State. Because Trump is not for supporting foreign engagements in trouble spots the difference in Trump's policies is not announcing or signalling in advance what U.S. response would be, instead keeping it unpredictable. It is not clear how much this would work given that any president would inherit the situation before him, and also the complexity of the situation would not change, such as the need to have Iranian cooperation and Saudi cooperation to tackle Islamic State. The Bush administration started with a similiar intention to focus on domestic policy, till the 9/11 surprise attack steered it away towards nationbuilding overseas. The pendulum swung in the latter years of the Bush adminstration to the Iraq intervention, Abu Ghraib and Guantanamo, followed by a swing in the other direction to allowing Libya and Syria disntegrate leading to millions of refugees. Complexity, surprises, and swings of popular opinion, are unlikely to go away, even as caution is exercized and military capabilities enhanced....

A rapid increase in the number of Russians with favorable views of the US going up past 30% as one sign of the effort to improve US Russia relations by Trump and Putin is seen in March 2025. A call by Trump to Putin will take place March 18, 2025 to start discussions on how to settle the Ukraine conflict including land, power plants and exchanges and getting to the root cause of the war- NATO expansion. Some solutions include NATO being disbanded in its current form as archaic as there is no Soviet Union, its original goal being stopping Soviets from setting pro- Soviet governments, setup in Czechoslovakia and attempts to do this in Greece and Turkey. Truman formed NATO for this purpose in 1949 after the Berlin Blockade by Soviets. WIth nuclear arsenals being replenished in Russia and China, India, Japan, small nuclear states such as North Korea, Pakistan, the situation is different today with responsible policies needed today on this issue which are impeded by the idea of NATO on the borders of Russia and the Eastern European and British view of Russia as the pre-eminent threat not shared by India, Brazil, China and the new administration of DJT in the US. A long period of peaceful coexistence and arms control developed in the late 1960's, 1970's and 1980's between the US, German Federal Republic and Soviet Union/ GDR Germany. ...

The U.S. president promised "fire and fury" in a tweet he made, after the increased sanctions passed in the United Nations had already raised the pressure on the North. The North Koreans responded by saying they are looking at an attack on the U.S. Guam air and naval base in the Pacific. Wolfsthal, an expert from the earlier administration under president Obama, says the risk of escalation becomes very high because a miscalculation could take place. Rex Tillerson, the U.S. Secretary of State, tried to tamp down the stressful situation by saying that no action is planned. The U.S. insists it is open to negotiating, but the condition is North Korea putting the ending of its nuclear weapons and missile program on the table. The North Koreans have conveyed their opennesss to negotiate at a meeting in Manila, objecting to the U.S. "hostile" policy as an obstacle.    ...
