Shown are workers in the fields of one of America's largest agricultural regions fighting heat and the pandemic, struggling to survive on a precarious hourly wage in these conditions. During earlier periods from 1970 this was an almost picturebook place particularly in the cool and foggy winters, which stretched for miles with apricot, grape, almond and other fruit and vegetable fields. A dry valley using irrigation of fields with water from the surrounding Sierra Nevada mountains. Most affected are millions of workers of Hispanic origin originally from Mexico, who provide most of the labor for harvesting of crops. California with a good educational system and without the drought that hit the region, without the effects of Silicon Valley splitting the people of the state in opposite directions most on minimum wage with a concentration of wealth around major cities and spiralling property values, was a very different place in the 1960's and 1970's from what it is today. Increasing wealth concentrated in pockets and not spread out as it was in the early post war period after Truman and Eisenhower has impoverished large areas and segments of the population, creating what Dickens called in his day- "it was the best of times, it was the worst of times," depending on who and where you were. ...

Currently Asian-Americans make up 62% of students at top high schools in New York. Mayor Blasio aims to give 20% of the seats to students who almost reach the qualifying scores on an entrance exam for Stuyvesant and seven other specialized high schools. Under Blasio's plan Discovery program for economically disadvantaged students would get 800 of the 4000 specialized high school seats for ninth graders in fall 2020 up from 250. 

Another view is presented by Parenting While Black organization of low income parents and children, who say that more important is to improve the quality of education for the city's 1.1 million students and start at the early grades. They see the high school debate for these 7 specialized schools as taking attention from the real problem to focus on s small sliver of students. The mass of students, the vast majority, they say are left to dangle in the wind.

At Stuyvesant, the most selective of New York public schools the student body is 74% Asian, 19% WHite, 3% Latino, and 1% African American. Mayor Blasio of New York is using the Discovery Program to limit the entry to the program which accounts for about 5% of the overall admissions to kids from schools that have a poverty rate of 60% or higher instead of to economically disadvantaged children in the city.  Two views are presented here. One that of the New York schools chancellor, Richard Carranza who says "I just don't buy the narrative that any one ethnic group owns admissions to these schools." Mayor Blasio of New York says that only 10% of Black and Latino students get offers from the specialized high schools even though they account for nearly 70% of the city's high school population. The other view is that the state is failing in its secondary schools system because New York state tests show only 47% of the city's third through eighth graders proficient in English and 43% in Math, with the number for Black and Latino students dropping to 34% for English and 25% for Math. This means about half or two thirds of New York state's school children cannot read proficiently and the numbers decline with socioeconomic conditions. Even Mayor Blasio is working at the fringes as the problem is deeper and needs to be fixed at another level than by tweaking which segment of the economically disadvantage children should have access to the best schools such as Stuyvesant.   ...

This report in the NYT says Hillary Clinton has studied policy briefings, academic papers and taken advice from 200 policy experts, including experts from Bill Clinton's administration such as Alan Blinder, all in an effort to define her own policy positions on issues facing the U.S. This happens at a time different from the period of slow growth when Bill Clinton ran against George H.W. Bush. Since then middle class families face the added problems of not being able to keep up with the rising cost of college education, health care, child care, low interest rates on savings and volatile markets dampening savings growth. For working class Americans in the middle class during Bill Clinton's time in office the problems take the shape of a sharp decline in the manufacturing wages that once supported a middle class life in industrial states of the midwestern U.S., with global competition doing the damage, and few solutions available except improving technology and technical skill of the workforce to compete in higher end products. Consider the points made by Janet Yellen, the Fed chairwoman at a Boston Fed conference in Oct. 2014- Fed information for 2013 showing the average net worth of the lower half of American families representing 62 million households is $11,000. Only this conceals the situation facing one fourth of these families who have zero wealth or negative net worth, and a significant fraction owing more on their homes than they are worth. Hillary Clinton told a audience at the New School in Greenwich Village in New York, this is the defining economic challenge of our time. " We must raise incomes for hard-working Americans so they can afford a middle class life. This will be my mission from the first day I'm president to the last."...

Dagmar Breitenbach of DW.com  discusses today's youth in an interview with Albert Wunsch, author of the book "The Pampering Trap." Wunsch is a psychologist and education expert, who says today's youth lack the perseverance of their parent's generation. When confronted with difficult situations today's young people in Germany are seen as lacking maturity, persistence, and patience. Part of the problem is that parents have shielded their children from life's realities, says Wunsch. Parents want to be their kid's friends, and not act like an authority figure. In Germany authority figures still have the taint of looking bad, and parent shy away from that perception. The avoidance of conflict, including constructive conflict leaves children and youth at a disadvantage, because they go through life not having had to experience difficulties and learn from these experiences. Lacking this sensible kind of conflict in which parents have to ask themselves what is of value that they can transfer, the transfer of what one generation has learned is not being transferred to the next. Another problem is that young people prefer to hedge, not make commitments, says Wunsch. Financial literacy on how to manage money is also at a lower level. Some of these problems are mentioned for young people in America in the best selling book by Ben Sasse- "The Vanishing American Adult." Developments in Germany are also evident in other places. The dropout rate in Germany is also high. Studies cited here show this to be about 25% to 33% of college students dropping out.   ...

America will not long remember what happened in 2018 or 2024, but it can never forget the loss of literacy and cultural literacy from loss of reading comprehension, among American children, the basic building blocks for democracy or economic progress. This WSJ report by Randazzo and Barnum uses a lower bar for reading proficiency called the Basic. There is a second bar that is the Proficient Level for Reading Proficiency in NAEP test scores which is shown here. The US should strive for NAEP Proficient standard in Reading Comprehension not some Basic standard, to strive for leadership in a world that strives for NAEP Advanced. Only 8% of NAEP Test scores for 4th graders were at Advanced level in the US schools in 2024, only 31% making it to Proficient level standards. NAEP defines Basic as- "This level denotes partial mastery of prerequisite knowledge and skills that are fundamental for performance at the NAEP Proficient level." This is an inadequate standard and only leads to student in 4th grade struggling as readers in 9th grade leading to being not proficient for entry to college or skills programs for work. Dismal reading scores from before pandemic only get worse in 2025. Two thirds of American 4th graders across the 51 states, across urban, rural and suburbs fail to pass PROFICIENT reading levels on NAEP test scores in 2024. WSJ looks at the changes in the way medicine should be practiced in the light of what we have learned from the pandemic.  Medicine practiced before the pandemic and still today relies mainly on a visit to the doctor or specialist who is short of time. There is a shortage of doctors. Patients have many illnesses as a result of decades of neglect of proper nutrition, and exercize habits. Obesity is at about 40% in the U.S. about 30% in the UK and 17% in France, and high also in other parts of the world. These high rates were unknown throughout history and result in many illnesses and increase by four times the vulnerability to the coronavirus. One authority in medicine calls obesity pouring gasoline on a fire for effects of the virus.  A doctor's appointment with doctors short of time with no coordination around a whole range of factors related to obesity, illnesses, health checkups, mental health, is now seen as a heavily handicapped way to practice medicine or for patient healthcare and wellbeing. The alternative is discussed here as the way forward. A  team will be responsible for a patient's care not just an individual doctor. The team would care for general health after a patient's checkup, cover individual illnesses, weight issues, mental health, exercize nutritional needs and other good healthcare habits. Instead of relying on doctors at a time of shortages of doctors the team would be led by nurse practitioners.  A nurse practitioner is someone with a bachelors degree and a masters degree or doctoral degree in nursing with 1000 hours of clinical training. Studies have shown that they are effective and even more effective than individual doctors. Today particularly with the problem of doctors with limited time compounded by the built up problems of decades of bad habits in nutrition and exercize and poor "cultural" habits getting entrenched, there has never been a greater need for a better way to practice real healthcare for a person's wellbeing. Particularly in rural areas with an even larger shortage of doctors the health practitioner led team will play a big role. Patients will under this setting receive more care virtually and get more followup care by phone and video messaging. The numbers tell the story- there are shortages of doctors in USA, Europe, Africa, Latin America and Asia. In the U.S. shortage of doctors is 55,000 projected to 2033 by Association of American Medical Colleges. There are 290,000 nurse practitioners licensed in the U.S. and 131,0000 physician assistants. The goal will be to get an adequate number of nurse practitioners licensed in this decade to take care of these teams. The pandemic has made virtual visits to doctors and nurse practitioners popular. Medicine reimbursement should and would be practiced on the basis of how well a patient is doing not on a fee for each micro service that is delivered. For this to happen the teams led by the nurse practitioner have to commit to patient education of the benefits from good practices and good habits for nutrition, exercize, caring for oneself. A doctor short of time is hardly the person to carry on this patient education which is where the major opportunities for a new system arise. The virtual care also provides a new medium for patient education and awareness of the risks of getting illnesses, preventive actions to be taken in advance. One approach being tested in California and Texas is for a monthly fee for patients more payments by health plans to doctors or healthcare teams if the patient is healthier. Additional health professionals are added to the team including health coaches, dietitians and medical assistants to increase its effectiveness in counseling and education and monitoring.  The nurse practitioner team approach is already being practiced in parts of the U.S. including the example of New Hampshire shown here, and is predicted to be the approach for primary care in the next decade. ...

As the final Republican tax bill is debated in Congress on December 19, 2017, Senator Bob Casey cited the following points from the Joint Committee on Taxation Report on the floor of the Senate.  1. Americans building their hopes that their pay checks in February 2018 will be increasing are in for a big disappointment said Senator Ron Wyden of Oregon, a senior member of the Finance Committee. The Joint Committee on Taxation estimate is that for the 57 million families making less than 100,000 dollars a year the tax cuts in the Republican legislation will either not reduce their taxes or reduce the taxes by about $100 a year. 2. The bill does little for the big tasks facing America of rebuilding failing infrastructure. Senator Casey cited 4500 bridges needing repair or replacement in Pennsylvania alone. It also does little for health care access for middle class families and is likely to lead to 10% increase in health care premiums. Affordability of college and other hurdles of middle class and working class families remain unaddressed.   3. The $9 billion in the estate tax cuts would finance the Children's Health Insurance program which has expired.  4. The $36 billion in tax cuts for corporations comes at a time when corporate profits are at the highest they have been in 15 years, according to Vanguard founder Bogle. He also points out that wages as a percentage of GDP are the lowest in 15 years. The tax cuts in the Republican bill are not likely to correct this imbalance.  5. The share of GDP of people making more than one million dollars in 1980 was 11%, this is up now in 2017 to 20%. This has led to questions about the wisdom of these tax cuts which disproportionately benefit a very small percentage of Americans who do not need these tax cuts, and come with significant sacrifices for the middle class in terms of what is available in public services, and the cost to their children as infrastructure and access to health and education is made more distant because of a growing U.S. debt from this tax cut. The big problem then with this bill is that it further damages intergenerational mobility in the U.S., undermining the foundation of a democratic society. Damage has already happened in the past three decades as Federal Reserve chairman Janet Yellen pointed out at a conference on Economic Opportunity and Inequality on Oct. 17, 2014, saying-"The past several decades have seen the most sustained rise in inequality since the 19th century after more than 40 years of narrowing inequality following the Great Depression." This is why there is substantial agreement in the media from the Wall Street Journal's Greg Ip to Krugman in the New York Times that the bill fails to correct a harmful trend, and goes further in the wrong direction for a democratic society.       ...

The Guardian sends its reporters along with UN special envoy on poverty Australian Prof. Alston as he spends two weeks in the world's richest country looking at poverty in urban areas.  They look at some of the 55,000 homeless people in Los Angeles, homelessness exacerbated by the tech boom in California that has sent housing costs skyrocketing. LA saw homeless people increase by 25% in 2017. The safety net is not being reinforced as the Trump administration cuts many social safety net programs. Next they visit the Tenderloin district in San Francisco where homeless people can be found at St Boniface Church sleeping in the pews. As the Guardian points out the cuts to social programs disproportionately hurt people of color who make up 39% of the homeless in the U.S. This report looks at the incongruity between the tax cuts that are likely to hurt poor whites who supported the Trump administration, as well as hurt the social protections that are part of today's democracies across the western world. This is most evident when one looks at the European Union. They were put in there in Europe for a reason- fairness is good for all classes, and most of all it protects democracies. Authoritarian regimes arise out of social dislocation from wars, or from lack of social protections and ineptitude of elites. Which is why a Lincoln or a Theodore Roosevelt from the Republican party supported fairness and social protections as much as FDR and Truman from the Democratic Party. The view expressed in this report in the Guardian is that the U.S. may have moved in the wrong direction under the Reagan and Clinton administrations creating the "me first" culture that prevails in the U.S. today. ...

Peters and Wessel provide profiles of middle aged American men in 2014- as tech workers out of jobs as technology shifts and worker skills fall behind, younger men with masters degrees in fields such as public administration where it is hard to find jobs and workers lack retraining, and other men who lost jobs from globalization or the 2009 economic crisis. About one in 6 working age American men 25-54 are without jobs- about 10.4 million. Of this group two thirds are not looking for work either because they cannot find decent paying jobs or are too discouraged looking for work, and are not counted in the unemployment rate calculated by the Labor Department. About three quarters of the working age men not working have only a high school education compared to 55% with jobs. Wages for highschool dropouts have declined by 25% since the 1970's, and 15% for those without a college degree but having a high school diploma- some of these men are going back to school, others lacking retraining are too discouraged to look for work and depending on a spouse or government benefits. It is these people U.S. Fed chairpersons Ben Bernanke and Janet Yellen have in mind as they shape Fed policies since 2009 to not leave them behind....

This is the shown in a study by Harvard professors Goldin and Katz. A big part of the problem is the high dropout rates at some high schools in the U.S. Another part of the problem which is growing today is the high cost of tution discouraging students from going to college, and the large student debt being borne by parents. Michael Porter who is an authority on competitiveness and national strategy, is a Professor at Harvard University. He last servedin a national economic strategy advisor capacity in 1983, as a member of the President's Commission on Industrial Competitiveness. His view is that the USA badly needs an economic strategy. And the political system of the USA discourages developing such a strategy. The political dialogue also discourages the discussion from focussing on the key aspects of a strategy and because of the ideological slant the discussion between Republicans and Democrats tends to cancel each other out leaving the important work undone. What is an economic strategy? Its thinking clearly what are the advantages or strengths America as a nation has and how best to preserve these advantages in the future? And its thinking clearly about the weaknesses, and how to address the weaknesses, and where money and other resources should be allocated and what actions need to be takento get results. As strategy is a long term thing, it requires patient and perseverent effort and allocation of resources. The strengths he goes on to list are, an unparalleled environment for starting new companies and the science and technology, and the regional universities and clusters of high tech workers and resources in different regions of the country,the educational institutions for higher education, and the committment to competition and free markets, efficient and deep capital markets, and the acceptance of the uncertainty and cost in the huge job churn (restructuring of industry that destroys millions of jobs per year with net positive job creation). The problems that have arisen with these advantages have compromised some of them. Free markets are not really free as anti-trust enforcement has been lax resulting in mergers dominating markets and weakening compeititon. Many times the "free market' talk has become rhetoric and distorted for individual purposes. And regulatory oversight has been weakened in the name of "free markets", as if the market system could be run with no government regulation at all. The weaknesses are: remaining an energy inefficient nation even as countries like Japan have become increasingly and way more energy efficient, and doing nothing about it, not having any policies to fix this and assign a big priority to it. In the area of access to education, which is critically important to national competitiveness, the US ranks poorly in the number of college graduates and in the opportunties for access to college across the middle and working classes. Says Porter, the US ranks 12th in the college or higher educational attainment for 25-34 year olds. And the US he says has made no progress in this area for 30 years. This is a disturbing trend in a economy that must have the education and skills to justify its high wages, and how will Americans compete for jobs that can be moved elsewhere in these circumstances he asks. Strategy requires honesty with ourselves in identifying and addressing the strengths to be preserved and the weaknesses to be fixed. Solutions have to go to the heart of the problem, with the patient effort needed for longer term solutions, when problems have become embedded in the system, and in the habits, culture, and way of doing things, that will produce disaster down the road. Wen it comes to spending on priority investments, Porter prefers to tax rebates the spending that goes into educational assistance and into logistical infrastructure. ...

Arne Duncan describes the improvements in K-12 education in two regions of the U.S.- the District of Columbia and Tennessee between 2011 and 2013, shown by the 2013 National Assessment of Educational Progress (NAEP). The hard work of educators, parents and school officials is paying off and offers examples for other parts of the country, says Duncan. Lessons include facing the facts, not dumbing down by setting low standards. With higher standards Tennessee students were only 34% proficient in math and 45% in reading compared to the 91-92% with lower standards. Republicans followed up on the work of Democrats in the state. Soliciting feedback from critics and experts- the feedback was used to improve systems and learning to help teachers and students. Schools chancellor Kaya Henderson says improving teacher quality was critical, and so was academic rigor. Still Duncan says more needs to be done, this only shows the right direction for states lagging behind, and one should not get complacent. The other areas college enrollment and dropout rates need to be followed carefully. International PISA results still show the U.S. at 27th in math and 14th in reading of 65 countries- making this only the beginning in setting the future course for U.S. educational improvements....

The cost of tution for four year colleges has doubled in the U.S. since 1985 even after adjustment for inflation, according to the College Board. Over 3 million households in the U.S. owe more than $50,000 in student loans. Ths is ten times the figure of 300,000 in 1989, and about four times the figure of 794,000 in 2001. Upper middle income families with incomes between $94,000 and $205,000, based on Wall Street Journal analysis of U.S. Federal Reserve data, shows they owed an average of $32,869 in college loans in 2010, up from $26,639 in 2007, after adjusting for inflation. This is affecting the choices parents and students in the middle class are making of colleges, preferring to go to second tier colleges to better manage the costs of tution.

Glenn Hubbard is Columbia University's Business School dean. He is also a former chairman of the Council of Economic Advisors. Hubbard came under criticism in "Inside Job," a 2010 documentary about the financial crisis for reported connections with financial services firms. Here he talks to the Wall Street Journal's Melissa Korn on the ways in which Columbia is changing its business school programs to ensure interdisciplinary learning. Hubbard thinks a broader education is needed, not just expertise in a particular area, for today's students turning into the business leaders of tomorrow. One of the big changes today is that a student today may have significant responsibilities and leadership position in a shorter period 5-10 years. Earlier generations of business leaders had a much longer period before they assumed such responsibilities. This makes it even more important for a business student to have a broader education and have broader perspective. In the next ten years Hubbard sees two major changes- continued globalization, and the reshaping of major industries such as financial services. This will require students to have a broader grasp of the changes that will be taking place, which cannot come from merely having expertise in a particular field. He says this kind of education will be needed for business decisionmakers to be capable of preventing a broader economic meltdown. Hubbard believes ethics courses simply marginalize the subject, when in reality ethics and doing the right thing is woven into everything that happens, decisions that take place in so many ways and places, and often over many years. For this reason Columbia seeks to cover this ground in case discussions in different subject areas across the breath of the curriculum. Republican Jeb Bush's address to the 2013 CPAC conference focusses on the decline of social and educational mobility in the U.S. to its lowest point since 1945. In this address he points out that " the central mission of conservatives is to reignite social mobility in this country- restoring the right to rise." His focus on restoring the right to rise is on doing everything to increase opportunities for "quality education," an issue on which he focussed as governor of Florida. He sees technolgy and relative youthful population compared to China and other countries in Europe, as giving America a unique advantage. On this and individual efforts he pins the broad hopes of the middle class revival he sees. He puts the problems of America's middle class and working class as wages declined and the economy suffered from misallocation of resources in stark terms- "Today, the sad reality is that if you're born poor, if your parents did'nt go to college, if you don't know your father, if English isn't spoken at home- then the odds are stacked against you. You are more likely to stay poor today than at any other time since World War II." And he sees Conservatives having a response to this situation, and restoring the idea of America as a land of opportunity for all....

Now that finance ministries around the world are trying to save their economies with trillions of dollars in aid packages their finances are stretched to the limit. The so called digital tax is not really a digital tax. And efforts to recover lost tax revenues in Europe are being opposed by the U.S. because tax levies by France go only to France, not the U.S. The U.S. Treasury or U.S. government or the American people would not turn down tax revenues that it normally gets when its finances are stretched to the limit with trillions of dollars for cornavirus leaving little for crumbling infrastructure and essential public health services, other services that determine quality of life in America.  This Washington Post report shows that there is greater awareness that the right approach is to pay taxes based on where revenues are located and by the number of users in each country. But the problem goes deeper than that. The coronavirus changes the entire perspective and take this back to roots. Companies pay taxes because it is the right thing to do. In Japan Panasonic's founder Matsushita felt that it was a national duty to pay its share of taxes as it too was sharing in the benefits provided by society- in the health, sanitation, education and transportation, parks, and hundreds of services provided by government. People crave for outdoor spaces- who is going to maintain them and set up new spaces. People crave for not moving around on crumbling bridges, roads, subway systems. Who is going to provide them? People crave for good schools, community colleges. Who is going to provide them? People crave for good sanitation systems? Who is going to provide them? People crave for good public health systems. Who is going to provide them? Its just good common sense. Is it possible for common sense to be missing? It is- just ask people today, and it is good common sense to have good critical infrastructure such as sanitation, medicine, public health, and local manufacturing of medicine, yet economic experts and economic theories thought it made sense not to do this.  ...
