Gen. Matttis, the U.S. Defense Secretary has completed a strategy review on U.S. presence in Afghanistan. The U.S. policy is now set to put in more troops to support the additional 3900 American troops to advise the Afghan Army authorized in June 2017, as it fights both the Taliban and the Islamic State affiliate in Khorasan, Afghanistan. Two differences from the policy of the Obama administration are the increased focus on Pakistan's border with Afghanistan, the Haqqani network, and other related matters which are coming under increased review so that sanctuaries are shut down. Lt. Gen. McMaster, the national security advisor, headed the governance, anti corruption review in Afghanistan during the Obama administration. This is now the focus of the Trump administration- to ask the Afghan government for improvement in these areas in return for aid. Other changes are to secure the support levels of NATO countries in the effort, so that the U.S. is not shouldering the burden alone. Gordon, Schmitt and Haberman cite the report of Gen. Nicholson, head of the American forces in Afghanistan to the U.S. Congress. This report shows deterioration in the fight against the Taliban and Islamic State. As of Nov. 2016 the areas under Afghan government control dropped 15% to 57% since 2015. About 8,400 American troops are part of the 13,000 troop international force in Aghanistan, supporting the Afghan military. An addition 2,000 troops are in counterterrorism missions.   ...

This opinion piece in DW.com says India's prime minister should not isolate prime minister Sharif of Pakistan, as he had no part in the escalation of tensions in Kashmir. Foreign and military affairs are now run by the Pakistan Army, and isolating Sharif only entrenches the Army it says, which has kept up tensions similar to the situation in 1999 with the Kargil crisis when the Pakistan Army initiated a conflict in Kargil region. At that time Indian premier Vajpayee and Pakistan premier Sharif were improving relations.

All three countries in the South Asian neighborhood now face economic crisis of large proportions - Sri Lanka, Pakistan, and Bangladesh, all turning to the IMF for help. In the case of Sri Lanka there was help from the beginning from India. It was lack of jobs and not enough jobs generated even with a decade of 7% economic growth. It was in protests over job quotas reserved for independence soldiers that led to the ouster of Sheik Hasina's government. This report in NYT shows overdependence on garment exports which generated growth for decades under PM Hasina as having a drawback during Covid. The disruptions in the supply chain during Covid hurt Bangladesh when garment earnings dropped. At one point the industry was closed for months. India provided assistance including vaccines during Covid and India is the largest destination for Bangladesh exports with economic ties to 5 Indian states. The recovery from Covid has not been strong and has led to reduction in foreign exchange reserves. In 2022 Bangladesh turned to the IMF for assistance. Not enough jobs were being created for a large population. In 2000 the population was 129 million, in 2019 before pandemic 165 million. Today in 2024 it is 171 million, increasing by 33% from 2000. By contrast in a communist state Vietnam population increased by 22 million to 99 million or 29% in 2024 from 2000   Foreign exchange reserves dropped during the pandemic to $23 billion in July 2023, in the last 11 months it dropped by $4 billion to $19 billion. By comparison Pakistan's are at $13 billion, up $4 billion in 11 months. Foreign remittances from Bangladeshis overseas are another source of foreign exchange. The major problem of getting tax revenues with people and business not paying taxes due is a problem for Bangladesh and for Pakistan. India has made huge gains through GST and digitization of economy to get tax revenues to support economic growth and infrastructure. And under the leadership of prime minister Modi there is discipline, girt, a strategic focus, with good governance, that is similar to what helped transform Japan and China into industrialized nations. This is missing in Sri Lanka, Pakistan and Bangladesh and in Burma. This gives some idea why in the present budget north and eastern Indian states of Bihar, Orissa, Andhra Pradesh, with a combined population of 230 million people are in a specially designated region for development. It is a gathering momentum against centuries of foreign occupation and neglect similar to that seen in China. ...

Jaguar Land Rover has strong sales in 2013 of 425,006 vehicles. JLR is investing 1 billion pounds to build a factory in China, in a joint venture with Cherry Automobile Company. The factory will make 130,000 automobiles a year when it starts in late 2014. In Brazil JLR is investing 240 million pounds for a factory that will make 95,000 vehicles a year. JLR currently has assembly facilities in India for the Freelander 2 sport-utility vehicle and Jaguar XF sedan, and assembly facilities in Pakistan, Kenya, Malaysia, Turkey. JLR plans to spend 3.5-3.75 billion pounds in the fiscal year beginning April 1, an increase from the 2.75 billion pounds capital spending budget for 2013. 2013 capital spending was 17% of total revenue of 15.78 billion pounds. Dealers are expected to spend an additional 1 billion pounds on improving the sales network.

Indian exports to US drop from $8.8 to $5.5 billion May to September drop of 37%. A trade agreement is likely and should be similar to Japan's or EU where with Japan it is now 15% and with EU it is 10%, both key allies of the US. India is also a key ally in Asia requiring the DJT administration -once it gets over Modi-DJT differences on the nuclear aspect of the India-Pakistan 48 hour conflict in 2025, and India reverts to getting oil and energy from non Russian sources as it did in 2019, and issues of agricultural exports to India- to drop this tariff of additional 25% for Russian oil and drop the basic tariff of 25% to 15% as the US did with Japan. At 15% Japan and India will still be able to compete with China's 47% (dropped from 57%) to export to the US.  The result can be positive for India as it improves it's cost effectiveness to export to the US and EU, with rapid investment to improve logistics, and streamlining import of technologies and machinery to rapidly cut costs of production. ...

The current number of American soldiers in Afghanistan of 32,000 in May 2014 will be reduced to about 9,800 after 2014, which would be cut to about 5000 in 2015, an leave only a small force of specially trained forces to protect the embassy and for additional security. Residual forces will include trainers and Special Operations forces to keep a check on Quaeda loyalists in remote parts of Afghanistan and in the mountains. The drones have accomplished much of the work done in earlier phases of the war by ground troops. The Afghan war has also been all about Pakistan. The completion of a full term in office of a democratically elected government for the first time, and the election of the Sharif government, including the participation of tribal and other Muslim extremists in elections, have been the hidden face of the war changing its face in other ways. The beginning of a focus on development in Pakistan and India, and the election of a new government in Aghanistan, the peace talks with the Taliban, are other parts of the shift to winding down America's presence coming from changes in the region itself- by changing the very nature of the conflict itself and isolating the most extremist elements....

EIA says half of the benefit of higher fuel efficiency standards for Automobiles 2010-2020 in US was lost because of SUV's and the incentivizing of SUV's in the 2006 CAFE standards have made things worse. The first SUV's came in the 1980's. By 2004 SUV's made up half of car sales and by 2025 outsold cars 2 to 1. What if we took all SUV's and large cars off the roads, or even some of these SUV's by deincentivizing of SUV's in the US CAFE corporate fuel efficiency standards? What would be the savings in crude oil and in carbon footprint? Would it be about the same as releasing an additional 400 million barrels of oil into the markets in addition to the 400 million barrels that are now released through EIA and member countries? This New Yorker essay touches on this idea. During the Iran war the volatile Middle East as a source of oil supplies is a major problem for countries. Some are rationing supplies and in one country 40 million children are not going to school for 2 weeks starting this week because of the sources of oil are so precarious, government offices will only have half of the employees, the rest working from home (almost like Covid pandemic). Many other countries face that situation. The International Energy Agency recently reported that, if “SUVs were an individual country, they would rank sixth in the world for absolute emissions in 2021, emitting over 900 million tonnes of CO2.” The agency says governments must redesign their CAFE standards and their policies so that it would reduce S.U.V. sales, tax gas guzzling vehicles. EIA cites governments in the EU doing this- “Some governments have already started introducing relevant measures, such as France and Germany, which have put a tax on large and high-emissions cars.” Within SUV's also there is an opportunity to reduce the size and make more efficient space utilization designs. Small savings also add up. One has to realize that the current freedom to use energy freely in places like the US with self sufficiency in oil comes with a sense of responsibility for using it wisely so that it can be exported to cut the trade deficit, precisely what the president is doing with India, to cut a trade deficit of $58 billion before it gets to $100 billion. Section 301 is already in place for investigations by the US of 18 countries for a new basis to use tariffs after the Supreme Court decision. A similar approach is taken with EU for hundreds of billions of reductions in trade deficit that will only strengthen the US dollar and the US economy in the long run , and be good for stock markets and jobs as it reduces oil prices and increases the manufacturing capacity/cost for the Nation. Europe, India and China can do the same. Remember that in 2010 SUV's made up 17% of total world sales, and by 2025 SUV's made up 46% of world vehicle sales. This would create another 400 million barrels for the oil markets, which would triple what was released through EIA  this week to 1.2 billion barrels and this would create 120 days of supply replacement for the 10 million b/d lost from Straits of Hormuz, and effectively end the Iran War as it would be clear that prices can be kept low even in the $50's. Essentially buying time till the SU can get more production in Venezuela and other parts of the world to replace much of the Middle Eastern oil that is ending up in a quagmire. This is the best way for the US and Europe, India, China to ensure jobs growth, economic growth with low cost crude oil in the $50 range and ensure much of the poorer countries like Egypt and Indonesia, Vietnam, Sri Lanka, Pakistan, Bangladesh, have access to oil at prices they can afford and eliminate poverty. ...

The situation in Afghanistan is deteriorating. It's worsening compared to Iraq. More deaths in roadside bombings than Iraq in recent months, and rural areas in the south and east no longer in the control of the Karzai government. And opium crops not under any control and growing substantially in 2007. The US Defense department is conducting a thorough review of the situation in Afghanistan. The ceasefire between militants in Pakistan's border areas and the Pakistan army also has led to increased activity along the Pakistan border as Pakistan militants cross the border into Afghanistan, and the Pakistan tribal border areas acting as sanctuary for the Taliban militants. Meanwhile Obama and McCain see the situation differently. McCain sees Iraq as important and Obama would withdraw from Iraq and concentrate on Afghanistan and send 8000 more troops to Afghanistan, something that may happen if he is elected and the situation in Afghanistan deteriorates further.

A long established truth that applies to a large degree in reverse, that peace with Pakistan is also a precondition for a singleminded focus on economic development in India. How else can India tackle the problem of 1 million young people joining the labor market every month for the next 15 years, according to the UN Department for Social and Economic Affairs. The figure is much larger when including Pakistan, Bangladesh, Sri Lanka and Myanmar (Burma). And would approach 2 million a month if Indonesia is included, the entire region sharing the Buddhist-Hindu-Muslim legacy and lacking the strong engine for growth provided in East Asia by Japan and China.

Bhutan is a small mountain kingdom in north eastern India, bordering Tibet. Historically close ties with Tibet continued after China's takeover of Tibet following the coming to power of China's Communist Party in 1949. This led to a friendship treaty with India in 1949. A narrow piece of terrritory with 34 square kilometres is part of the dispute between China and India. India opposed the move to build Chinese roads in the area leading to a standoff that is now over 50 days. This territory is significant because it connects India's central plains to the northeastern states. Bhutan opposes the Chinese road work but tries to maintain friendly relations with China. The close relationship between India and Bhutan is part of the situation that emerged after China's takeover of Tibet. The Royal Bhutan Army's salaries are paid by India, road construction is done by India, and subsidies for food and kerosene were provided by India. A parliamentary democracy with a monarch was established in Bhutan under king Jigme Wangchuk, and elections were held in 2008, 2013. This has led to more openness towards China, leading to concern in India.  Bhutan is a popular destination for Chinese tourists who pay $250 for a visa. Indians do not need a visa. ...

She is the second woman and the first person from a tribal community to be elected president. She worked as a school teacher and was elected to the state assembly in Odisha (Orissa) in eastern India twice. She served as the governor of Jharkhand a state with a large tribal community in eastern India from 2015. About 27% of Jharkhand population is tribal and much higher in rural areas because over 90% of tribal people live in the rural villages. Murmu is from the Santhal tribe that is spread over several northeastern states. Most of the tribal population of 106 million people in India is in the northeast, east, some in the west, in border states with China and Pakistan, and in these parts of India it makes up as much as a quarter of the population or higher. This is why a new India requires better educated, good governance dedicated tribal leaders who can contribute to development under sab ka vikas sab ka prayas, development for all through everyone's efforts. ...

Vegetable prices in China went up by 22% in July 2010, from a year earlier, and grain prices went up by 12%, eggs by 8%. About a third of household budgets go to food in the budgets of people in India and China. Wheat prices are climbing on world markets after the ban on Russian exports, and rice prices are also climbing with the floods in Pakistan ruining the rice crop- Pakistan being the No.3 world's rice exporter. Personal spending accounts for 36% of overall GDP in China and 57% in India. Food prices in China were up 6.8% in July, 2010. Industrialization in China, and agricultural land freely taken over for factory sites with the consent of local authorites, may be a complicating factor. The Afghan School in Kabul run by former Taliban officials for girls and boys is one of the best schools in Kabul. Boys and girls attend chemistry classes together. Taliban officials see the schools as a bridge between madrassas and modern schools, and now accept the idea that as long as Islamic ideals are respected girls should go to school like boys. A former Taliban foreign minister- of the government the U.S. ousted under president Bush- now helps his daughter with homework. The changes in neighboring Pakistan where the government of Nawaz Sharif is pushing modern ideas and technological development are likely to push progress in Afghanistan as well- this happens as the U.S. withdraws from Afghanistan. The U.S. leaves a region hungry for progress as new governments pushing technological development supported by business emerge in Pakistan and India in 2013-2014. Unfulfilled promises of economic development are at the forefront of people's minds. A transformation as large as the shift from communism in China to state run market economy and the technological and economic transformation that followed is now at its early beginnings in the region. This shift would be from religious strife and socialist structures to a market economy....

Mohamed Hanif of the BBC's Urdu Service points to the manner in which the CIA and the ISI collaborated in the two time destruction of Kabul. And he points to a Pakistani view outside of the military which is not obsessed with India and would like to get down to the basics- electricity and infrastructure, better lives, and a safer neighborhood. In this perspective the Pakistani military and the Americans both do not understand the basic needs of the large majority of Pakistanis yearning for a better life. Contrast this with the Thomas Friedman piece which complains on the other side, with a note of innocence, of becoming a sucker in this game of a two-faced Pakistani military and intelligence services using the Americans for their own game, supporting the Americans and the insurgents at the same time. Hanif almost has the last word in this, pointing to the ordinary Pakistanis who are just poor and looking in.

Ghannouchi of Tunisia's Ennahada Party puts forward ideas for a pathway that Islamists could follow to integrate into the political life of Middle Eastern countries- compromise, working together with non-Islamist parties for the common good, focussing on economic development, pursuing moderate Islamist ideas, bringing in those excluded from the political process thorough a new inclusiveness, and respecting the opposition. He sees the successful election in Tunisia in which Ennahada worked with the opposition parties to ensure a smooth transition, as a model for other countries and the Arab neighborhood. In 2014 another process of smooth transition after elections, and respect for the opposition, happened in Indonesia with the election of Jakarta governor Widodo to be the new president. This set another model of respect for democracy, fair elections, respect for the opposition, focus on economic development and inclusiveness, for Muslim countries in another part of the world. Pakistan is another Muslim country which is working to create a model in the presence of much violence from Pakistan Taliban, and interventions by the military in politics. Assistance from the U.S. helped Iraq make the transition under the Bush administration till it unraveled with the policies of the Obama administration. Libya had the potential to make the transition with continued western cooperation and support- a change in administrations in the U.S. and France resulted in policies not supportive of a stable transition. The whole process now needs to be fostered carefully by western liberal democracies. Questions about the U.S. raid at Abottabad on May 1, 2011, that killed Osama Bin Laden. Was a Pakistani military helicopter involved in the raid as the Pakistanis say. President Obama said that the U.S. did not trust anyone, especially knowing where he was located. Abbottabad is 40 miles from Islamabad, and the location of a Pakistani military academy. Obama's statement that no intelligence was shared with the Pakistanis makes sense till the next question that comes up immediately.That question is how American helicopters took off close to the Osama compound- in an area with a large military presence- without the Pakistani military knowing.
