In his 2019 State of the Union speech Mr. Trump calls for unity but continued emphasis on the border wall and strict immigration. Republicans in Congress led by Speaker Johnson and Senator Lindsay Graham insist that a reform of the asylum and parole system for the US border is a must before an appropriations bill for the government to aid Ukraine and Israel, Gaza humanitarian aid can be passed. At a meeting at the White House Speaker Johnson came to an agreement on immigration reform of the asylum and parole system. A large number of people from Venezuela were admitted to the US in 2023 as the US has no agreement with Venezuela for return of people coming from that country. 2023 migrant entry could surpass 1 million as a result of this influx from Venezuela. This is a huge problem as 7.7 million people have left Venezuela of which 6.5 million are in Latin America, leading to the effort to cross the US border. About 286,000 Venezuelans crossed the border in 2023 by one estimate.

The public health emergency announced for the pandemic ends on May 12. Title 42 is a law that uses the public health emergency and pandemic to turn people back from Mexico who cross the border illegally. Democrats and Mr. Biden were critical of the way people were treated at the border under the Trump administration. Yet when faced with higher numbers crossing illegally as Title 42 ends on May 12, Biden and Democrats see the need to replace Title 42 with rules that will tighten controls at the border. It is essential in several ways. It blunts the Republican message to voters that Democrats are not handling the border issue and uncontrolled immigration well. Mr. Obama did this for 8 years by continuing a high rate of deportation of illegal migrants before Mr. Trump.  What makes it possible for migrants crossing the US Mexico border illegally to seek to stay in the US, are US asylum laws that were passed after the refugee crisis during and following World War II. The next step is that the US will now end these asylum privileges as they are being used for economic reasons by huge numbers of migrants crossing from regions in Central America because of economic problems. When a coffee growing region in Guatemala was affected by a bad harvest there was a surge in migrants, with similar patterns repeating themselves over decades.  Just as Mr. Biden closed the Afghanistan war because he could see that it was the right thing to do and essential for the US to build abetter future for its people, Biden now sees the need to end rules and policies from a previous era that led to illegal immigration. Biden is also doing this by increasing legal pathways for immigration to the US where it is done officially and in a proper way. ...

In a manner similiar to that in other European countries such as the UK and Germany, where multiculturalism is being debated, Norway is having its own debate about immigration policies and its impact on Norwegian society. The concentration of immigrants in east Oslo and other neighborhoods creates a more visible presence than actual numbers. About 11% of Norway's population of 4.9 million are immigrants. Of the 550,000 immigrants who came in between 1995 and 2010, half are white from Poland, Sweden, and other countries. But the Somalis, Eritreans, and other immigrants coming for asylum are from the poorest countries and find assimilation difficult. There is a consensus among Norwegians and in the political parties that immigration policies need to be revised.

Texas under new state law S.B. 4 can  impose criminal penalties of upto 6 months in jail on non citizens who illegally enter Texas from Mexico. It allows state judges to order deportations to Mexico- without Mexico's consent- and allows local law enforcement to carry out the orders. The US Supreme Court upheld the US Court of Appeals 5th Circuit decision that says the law S.B. 4 passed in Texas can be enforced temporarily till it is submitted to the Court for final decision. Both Biden and Trump have visited the Texas border with Mexico. This was after Biden and Schumer passed a immigration bill 70- 30 in the Senate which Jim Lankford  Republican of Oklahoma had negotiated with Democrats. Biden said he would sign it to close the border- it would also change parole and asylum law to stop large illegal migration entirely. The former president intervened to stop passage in the House to keep the issue alive for 2024.

Many of the problems in Minnesota came from the tactics employed by a Border patrol agent Bovino who took over Minnesota immigration enforcement in the state. He was removed by the Border head Tom Homan who said some of the tactics used were not what ICE normally has used in the past. Homan has taken over complete control of the operations for immigration enforcement in Minnesota. Todd Lyons (Immigration and Customs Enforcement) RodneyScott (Border Patrol CBP) Joe Edlow Citizenship and Immigration Services made an appearance in US House of Representatives hearings held by the Homeland Security Committee. The immigration enforcement in California, and other states, and law enforcement in Washington DC and Nashville did not meet any of the confrontations that happened in Minnesota. Democrats and Republicans are negotiating ways to come up with law enforcement that does not disturb entire neighborhoods and can be conducted peacefully.

A new bipartisan plan on comprehensive immigration reform with support from Senators Graham, McCain, Schumer, sets forth principles for legislation. This includes Democratic requirements for a pathway to citizenship for 11 million illegal immigrants and Republican requirements for stronger enforcement. A separate bill sponsored by Senator Orrin Hatch would expand the H1-B program for skilled immigrants and increase the number of green cards. Senator McCain said on a television news show: "We can't go on forever with 11 million people living in this country in the shadows in an illegal status."

President Obama tells Hispanic high school students he supports a bipartisan plan for immigration reform from Senators Graham, McCain, Rubio, and Schumer. A critical part of the plan and the President's plan is a pathway to citizenship for 11 million illegal immigrants. Obama wants to see a pathway "from the outset," senators say this should happen after stricter enforcement requirements are met. If the senators do not move ahead with this plan the White House will put forward his own plan.

DJT also says he wants to see that there is "de-escalate a bit." Most do not mention ICE or immigration law enforcement. 1.4 million green cards issued in the last year of the Biden administration 2024 as green cards issuance was at the highest level in a decade. Green cards to be issued only in the home country starting in 2026. The reasoning behind this decision is given by the US Immigration Agency-

In upcoming national elections the anti-immigration narrative pushed by prime minister Viktor Orban is no longer sounding convincing to voters. One retiree in a local election is cited here as saying there is no one at the border, that he is tired of hearing that narrative. The number of people at the border from Africa and Asia has dwindled to single digits from 200,000 at one time. All parties in the country are opposed to it.  Hungary's economic growth of 3% in recent years since 2013 is helped greatly by aid from the European Union.  Large public works programs have brought unemployment down to 3.8%.  As a result Orban is likely to win about half the seats in parliament down from about two thirds majority. The other half of the seats will be divided among parties from the Greens, Socialists, Centrists and the right wing. As in Hungary the anti-immigration narrative should gradually fade in the rest of Europe including Britain. The vote for Brexit was close and the anti-immigration narrative helped boost the yeas vote margin. As a result of the change in public perception there will be questions about how much a decision that affects Britain for future generations should be made on the basis of an event that happened in 2015-2016. ...

Jeb Bush calls for comprehensive immigration reform. He is against small fixes and says the problem is that the law is broken and new laws are needed. As an example he says the chain migration from the provision for family preferences in the current law is not in the U.S. best interest. After the war ended there was concern about jobs for the returning troops by the millions from the war in Europe. Joblessness had increased under Harry Truman to the point that his popularity dropped to 22% by 1951. Truman's Commission for Miratory Labor pointed out that immigration was causing social ills and increasing joblessness in the southwest. When Eisenhower was elected in 1952 there was opposition from unions in addition to small farms to migratory labor. In 1954 Operation Wetback was launched to return 1 million migrants back to Mexico.

Note that throughout 1910 to 1950 the US completely restricted Chinese, Indian, and Asian migration to America, even though the Chinese labor helped build the transcontinental railroad.

Reactions of Republican state governors in the U.S. to president Obama's executive order on immigration. Presidential candidate Governor Jindal of Louisiana says about deportation efforts for illegal immigrants- "we will deal with people here illegally compassionately and fairly," while at the same time calling for greater security at the borders. Governor Kasich of Ohio asked about citizenship for undocumented immigrants- "I'm open to it, I will tell you that." Governors in Texas, Kansas and Wisconsin oppose the executive order.
