Brazil's growth is seeing a surge in the size of the middle class. Since 2003 about 32 million people have entered the middle class and 20 million haven risen above poverty, in a country of 198 million people, according to the Center for Social Policies at the Getulio Vargas Foundation, a Rio policy group. Marcelo Neri, the foundation's economst says 8.5 million jobs were created since 2003 and an active social policy has been pursued in one of South America's most unequal societies.These policies provide food assistance to the poor and low interest credit for first time buyers and small business owners.

EIA says half of the benefit of higher fuel efficiency standards for Automobiles 2010-2020 in US was lost because of SUV's and the incentivizing of SUV's in the 2006 CAFE standards have made things worse. The first SUV's came in the 1980's. By 2004 SUV's made up half of car sales and by 2025 outsold cars 2 to 1. What if we took all SUV's and large cars off the roads, or even some of these SUV's by deincentivizing of SUV's in the US CAFE corporate fuel efficiency standards? What would be the savings in crude oil and in carbon footprint? Would it be about the same as releasing an additional 400 million barrels of oil into the markets in addition to the 400 million barrels that are now released through EIA and member countries? This New Yorker essay touches on this idea. During the Iran war the volatile Middle East as a source of oil supplies is a major problem for countries. Some are rationing supplies and in one country 40 million children are not going to school for 2 weeks starting this week because of the sources of oil are so precarious, government offices will only have half of the employees, the rest working from home (almost like Covid pandemic). Many other countries face that situation. The International Energy Agency recently reported that, if “SUVs were an individual country, they would rank sixth in the world for absolute emissions in 2021, emitting over 900 million tonnes of CO2.” The agency says governments must redesign their CAFE standards and their policies so that it would reduce S.U.V. sales, tax gas guzzling vehicles. EIA cites governments in the EU doing this- “Some governments have already started introducing relevant measures, such as France and Germany, which have put a tax on large and high-emissions cars.” Within SUV's also there is an opportunity to reduce the size and make more efficient space utilization designs. Small savings also add up. One has to realize that the current freedom to use energy freely in places like the US with self sufficiency in oil comes with a sense of responsibility for using it wisely so that it can be exported to cut the trade deficit, precisely what the president is doing with India, to cut a trade deficit of $58 billion before it gets to $100 billion. Section 301 is already in place for investigations by the US of 18 countries for a new basis to use tariffs after the Supreme Court decision. A similar approach is taken with EU for hundreds of billions of reductions in trade deficit that will only strengthen the US dollar and the US economy in the long run , and be good for stock markets and jobs as it reduces oil prices and increases the manufacturing capacity/cost for the Nation. Europe, India and China can do the same. Remember that in 2010 SUV's made up 17% of total world sales, and by 2025 SUV's made up 46% of world vehicle sales. This would create another 400 million barrels for the oil markets, which would triple what was released through EIA  this week to 1.2 billion barrels and this would create 120 days of supply replacement for the 10 million b/d lost from Straits of Hormuz, and effectively end the Iran War as it would be clear that prices can be kept low even in the $50's. Essentially buying time till the SU can get more production in Venezuela and other parts of the world to replace much of the Middle Eastern oil that is ending up in a quagmire. This is the best way for the US and Europe, India, China to ensure jobs growth, economic growth with low cost crude oil in the $50 range and ensure much of the poorer countries like Egypt and Indonesia, Vietnam, Sri Lanka, Pakistan, Bangladesh, have access to oil at prices they can afford and eliminate poverty. ...

After 2 years of the pandemic's devastating effects on health, governments around the world decided to protect ordinary people from the effects of higher prices for staples and food with the increase in inflation. This WSJ report takes a detailed look at different countries and how they after coping with the effects on total debt and debt servicing needs of moves such as subsidies and tax cuts. The situation is exacerbated by the Ukraine war which affects wheat exports from Ukraine and Russia, and the high oil prices as a result of the war. The effects shown by country are- China- consumers are protected from high oil prices by regulated retail gasoline prices. As oil prices keep going up state owned refineries will bear a disproportionate share of the burden of high prices. India- The government has set aside $40 billion in aid as subsidies for oil and fertilizer. This will support farmers and consumers for fiscal year to March 2023. It will make it harder to cut the budget deficit from 6.9% of GDP to 6.4%. Pakistan - A subsidy of $1.5 billion was given for diesel, gasoline and electricity by the Imran Khan government. This did not have IMF approval and talks are taking place on the IMF program between the government and IMF for it to continue. Rampant inflation has led to reduced popularity of the Imran Khan government. Argentina- A new program to refinance $44 billion in debt with IMF assistance is being affected by the subsidies for oil and electricity. About 800,000 tons of grain are being diverted to the domestic market from exports. Agricultural producers such as Argentina have better protection from higher food prices. In Argentina 40% of the people are living below poverty and the country has 50% inflation.  Malaysia and Indonesia- Both countries are exporters of commodities and higher prices could provide additional revenues to meet higher import prices, says the WSJ. Egypt- higher prices for wheat imported from Ukraine and Russia where Egypt gets 70% of its wheat needs have increased cost of subsidies by $1 billion. Kenya- Fuel subsidy costs will increase by $500 million over 2 years. Europe- In France 400 million euros relief package and in Spain 500 million euros relief package for energy price increases. In Germany cash payments to taxpayers, heavily discounted transportation tickets, and price caps on gasoline and diesel.   ...

“As a society, more needs to be done to protect individuals on low incomes from products that have low nutritional value or that are likely to lead to malnutrition if relied upon instead of healthier alternatives.”

Similar problems exist in parts of the US and other parts of Europe with a general decline in health, and rising cases of malnutrition or poor nutrition, bad choices, use of packaged food, in the population.

Claudia Sheinbaum's father was a biology professor at UNAM, her mother a chemical engineer. She studied physics at UNAM (Universidad Autonomo de Mexico) and did her dissertation for doctoral work comparing energy use of the US and Mexico at Lawrence Livermore Laboratory in Berkeley, California. She returned to the faculty of engineering at UNAM in 1995. In 2000 she was appointed energy minister in the Mexico City government by the city's Mayor Lopez Obrador.  From 2018 to 2023 she was Mayor of Mexico City and a close associate of Lopez Obrador who supported her for president in 2024. Mexico limits presidents to one six year term. This period was overshadowed by the migration crisis with the US, building of the Border Wall by Trump, the negotiation of the new trade agreement with the US and Canada, the pandemic and its impact on the poorer classes in Mexico. Obrador attacked corruption in Mexico that had become entrenched under previous parties to bring good governance. Under Obrador Mexico brought millions out of poverty. Sheinbaum's sweeping election win shows that Obrador is one of the most popular presidents in the world. Mexico has an opportunity to bring tens of millions more into the mainstream economy under Sheinbaum. As a neighbor of the US Mexico stands to benefit from a diversifying supply chain for the US that includes Mexico and India that will boost Mexico's manufacturing, create jobs and increase economic growth. ...

The message of the Five Star Party of Beppe Grillo against cronyism, the older politics in Italy, corruption in government, unrestricted immigration, clearly resonated in the south of Italy with the party winning in southern Italy. About 600,000 immigrants entered Italy from North Africa and other regions creating anti-immigration sentiment that shifted support to Five Star and the right wing Northern League under Salvini, which had broadened its appeal from its local base in Milan to all of Northern Italy under Salvini, 44 years old. The Northern League won in most of Northern Italy and with the Forze italia of Berlusconi won 37% of the vote. A coalition of Five Star and the Nrothern League would bring together 2 Euroskeptic parties. ...

Problems facing India as it searches for a way to modernize the country, build infrastructure, and create strong jobs growth. Glaring weaknesses are evident in a number of areas which have not been addressed: a weak public education system, food poverty for people at the lower end worsening with today's 10% food inflation, child malnutrition, weak infrastructure building capabilities, growth in services but not enough in manufacturing to create jobs, a growing black economy, and a general acceptance of illegal behaviour that has increased with the increase in opportunities for corruption and bribes in a growing economy. The political governance is weak. The dependence on smaller regional parties in ruling coalition governments weakens initiative at the federal government level. The general lack of new political leadership, and the failure to develop new leaders in the Congress party because of the six decades long presence of the Nehru family. Some striking facts- the role of the black or underground economy has actually increased over the years. Arun Kumar, chairman of the Center for Economc Studies and Planning at Jawaharlal Nehru University in New Delhi, says his estimates show it was 40% of GDP by 1996, and 50% by 2006. This means more business activity evades direct taxes, and less money is available for investments in education, infrastructure and healthcare. It also indicates a widespread tolerance of illegal activity and corruption. The other striking facts are that the calorie consumption by the bottom of the 50% of the population has been declining since 1987, according to a 2009-10 economic survey by India's Ministry of Finance. The modernization of the country appears not to be following the path taken in East Asia- by Japan, S. Korea and now China- where people moved in large migrations from farms and rural areas to cities and manufacturing jobs, resulting in gradual urbanization. Manufacturing in India is only 16% of GDP in 2009, the same as in 1991, according to the World Bank. Certain regions are doing better than others- Gujarat and the Punjab in the north, Tamilnadu, Karnataka in the south- with large population areas in Uttar Pradesh and Bihar lagging behind badly. ...

With the use of technology we have a system of Direct Benefit Transfer and in 10 years have transferred $400 billion to people's individual bank accounts, and prevented $33 billion into falling into the wrong hands. This has eliminated leakages of funds. Our culture is that our efforts should match the opportunities before us. Mission Life is a new road we take for the climate. When we look at the future every government faces many questions by international interdependence and national sovereignty, the international rule of law, and how to contribute to the global good, and bring the wisdom of our culture to this good. As we transform our countries should we not transform global financial and governance institutions? For this we require future planning, that brings cohesive, collaborative effort. This means Global South voices must be heard. And its priorities moved up front. And that we share our technologies and resources with them who lack the basics of life. In doing this we will give Vishwa Banduthwa, World Unity and Harmony, in line with India as Vishwa Bandhu, a Friend to the World.   ...

Like JFK Rubio visited Central American countries the source in the last decade in addition to Venezuela of much of the illegal migration north to the US. After support for failed dictatorships under the Eisenhower administration, JFK made Latin America a priority. This can be seen in the JFK Nixon debates. 64 Years after the conference in Uruguay's Punta del Este in 1961, America is back to square one with the failed Central American countries from gangs plus crime and from Venezuela's economy collapsing from inflation plus mismanagement with a socialist experiment. Kennedy said-"To our sister republics south of our border, we offer a special pledge – to convert our good words into good deeds – in a new alliance for progress – to assist free men and free governments in casting off the chains of poverty." -- John F. Kennedy, Inaugural Address, January 20, 1961 Kennedy said of the Alliance for Progress "a vast cooperative effort, unparalleled in magnitude and nobility of purpose to satisfy the basic needs of the [Latin] American people for homes, work and land, health and schools – techo, trabajo y tierra, salud y escuela." He visits a homeless shelter in New Delhi and asks what can be done to prevent the number one infectious disease in India and globally. The disease affects 1 in 38000 in the US and 1 in 500 in India a huge contrast as poverty and poor health conditions increase spread of TB. It grows with depleted immune systems and poor food intake. This alone shows how important it was and continues to be that prime minister Modi put forward no cost (free) allocation of foodgrains, lentils and vegetables during the pandemic to hundreds of millions of needy households. This and Clean India campaign Swacch Bharat + Har Ghar Jal Clean Water Every Household  play a critical role in providing the basic environment for health in India at the ground level for nutrition+ clean water, and sanitation. India has allocated $1.7 billion for TB prevention and treatment. 4-5 TB vaccines are in test stages.  Nearly 90 percent of estimated TB cases are now being diagnosed with treatment success rates high, says Gawande. Responding to criticism of the Clinton Foundation which has affected Hillary Clinton's ability to win voter support in her contest with Bernie Sanders, the Clinton family has decided to take action in August 2016. The Clinton Global Initiative will be discontinued in 2017. Bill Clinton and Chelsea Clinton will stop raising funds for the Clinton foundation. The Clinton Foundation will not accept funds from foreign donors. What started as a do-good effort to raise funds for worthy causes such as world health, poverty and hunger turned out -because of its very success in raising large amounts of money from corporate donors- into a distraction for the election campaign of Hillary Clinton in 2016. It opened up Hillary Clinton to charges of having conflicts of interest from outsiders Sanders and Trump. Hillary Clinton discontinued her association as a board member of the foundation in 2015 when she began her campaign. Bill Clinton continued to give paid speeches and raised $2.6 million. All that fund raising appears to have been a big mistake and not even fair to the candidate, as it gave rise to misperceptions about the candidate going far beyond what the Clintons ever understood about was happening. As former Labor Secretary Robert Reich put it, it gives rise to accusations of impropriety that may affect an election, without the voters getting a chance to evaluate the candidates on the basis of what each candidates program or agenda is. In this the Clinton family may have realized that in retrospect the entire foundation activity appears to be a small matter, when put next to the choices facing the U.S. and the world in 2016 for the next decade and beyond. The Clinton Foundation in future would be managed by people independent of the Clinton family and circle. The next step would be setting it up as a public foundation, a new board and professional staff. Was it all worth the problems it has created for voters being able to get a clear idea of what each candidate offered, an not acting as a huge and dangerous distraction which Hillary Clinton and the country and the world could do without, considering the significance of making good choices in a general election- very much so. The foundation and the fund raising made it possible for outsiders Sanders and Trump to turn this election into one of slogans and accusations, to which the Clintons were unprepared to respond, acting as a distraction  which was bad for the country and the world. ...

And he reminds us that the full extent of the carnage and costs of the twin wars has been kept hidden from the public. Visit one of the military medical centers and one sees the costs. And he cites Pennsylvania governor Ed Rendell saying in an interview that the people in the Pennsylvania National Guard have been in the wars two, three or four times, and are worn out. Where are we going to find more troops, he asks.

 Americans in the southern states forget that president Kennedy made the famous statement about "a rising tide lifts all boats" in Arkansas, a poor southern state, saying that America must invest in all regions in people in all parts not just in well off northeastern states. In a handful of southern states expanding Medicaid to about $43,000 or 138% of the federal poverty level for a family of four is now being taken up by Republican leaders who show new openness- in Alabama, Georgia and Mississippi. Noah Weiland -of NYT looks at one particular battle -between Democrat Governor Laura Kelly in Kansas and Republican Speaker Hawkins- in Topeka, Kansas, where the fight goes on. Hawkins calling it the greatest Ponzi scheme devised and Kelly telling this reporter that she has included a work requirement so there is no excuse for not doing this. Republicans are coming around and so are states in other places. Missouri, Nebraska, and Oklahoma, states that lie next to Kansas have approved this through ballot initiatives. The point here is that in the years as America comes out of the pandemic there is and should rightly be a realization that this is different, that the children of low income families deserve as equal a chance as their higher income fellow Americans, that depriving them of good medical care makes America a weaker country. As Jerome Powell of the US Fed said in Stanford today about Kennedy's expression of "lifting all boats," it is just this that is needed today. It will be the No.1 election issue in Kansas in 2024, says Governor Kelly. The Republicans are also having second thoughts and are now just face saving. Consider that the Kansas Health Institute a research group, says 70% of the people becoming eligible for Medicaid expansion are working. Many are restaurant business workers who cannot provide proper medical care to children who form the next generation of America. And hiring in rural hospitals would expand for health workers instead of layoffs in southern states lifting financial strain on rural healthcare with additional Medicaid funds. This helps rural America when it needs it most. ...

Venezuela faces an uncertain future after U.S. efforts to support Mr. Guaido and call for new free and fair elections have failed. With help from Russia the Venezuelan economy is showing signs of recovery from the steep decline and high inflation in 2019. Oil production is expected to reach 1 million barrels a day in 2020 after falling to 650,000- 700,000 barrels a day in 2019. Russia's oil company Rosneft provides critical help for Venezuelan oil sales and maintenance in oil fields.  National Security Adviser John Bolton is faulted for his advice to president Trump on Venezuela, that merely voicing support for 36 year old Guaido, would lead to regime change without action from the U.S. With the recovery in Venezuela with help from Russia and Cuba, Mr. Guaido's popularity has dropped by 20 points to 38%, according to a Venezuelan pollster Datanalisis. Most Cubans and Venezuelans in the U.S. are in Florida where there is support for new elections, and Mr. Trump continues to support Mr. Guaido. The lack of support for change from other countries including Europe, India, Turkey, and Mexico have led to a stalled situation in Venezuela. There is concern for the steep inflation, the migration of about 4.5 million Venezuelans, the shortages of critical supplies as a result of the economic collapse in 2019. The situation is stabilizing for the government yet the future of Venezuela with U.S. sanctions and weak economy leaves Venezuela in a precarious situation. Venezuela continues to be an example of how well meaning changes for social justice can lead to political changes that bring about economic collapse. This happens  when business and the economy flounder under mismanagement and corruption under crony socialism, a variant of crony capitalism. The old capitalist class and the privileged families who ran the country under its old two party system are gone. Replaced with a new class. The trying out of untested economic ideas in the quest for social balance leads to economic mismanagement, loss of critical human resources which leave the country, and a higher degree of poverty with shortages than before.  Today in Latin America Brazil shows how allowing generous pension benefits at the expense of basic needs and public services in the budget can hurt the economy. Argentina's overborrowing once again shows how this leads to IMF loans and harsh economic austerity. Chile shows how not financing pensions and public services can lead to collapse of public confidence and riots. Venezuela shows how the quest for social justice and reducing privilege can itself get flawed, leading to mass migration of as many as 4.5 million citizens. This happens under models that vary from free enterprise models to socialist or nationalist models showing that models can be less relevant than good sense and good management. In the beginning and for some time each of these models worked well, commodity price supported booms concealed real problems. Avoiding extremes, prudent spending, good investment and hard work, investment in education and infrastructure, building consensus, and good management, is critical for the future to avoid the bad outcomes facing much of Latin America. A lesson also for Asian and African countries that basic virtue is more important than socialism or free enterprise or nationalism when it comes to development.   ...

The U.S. Census Bureau shows incomes of American households, the median household income, surged in 2015 by 5.2%. This increased by $2800 to $56,500. This is the largest increase since 1967. It shows that steadily improving employment and hiring is leading to improvement in incomes for the middle and working class. Ris in minimum wage has also helped . The largest increase was for the lowest 20% of the income tiers. Full time working women did better than men, with increase annually of 2.7% for women, and 1.5% for men. Nocitizen incomes increased 10.5% to $45,100, native born households went up 4.4% to $57,200. The number of people without health insurance also declined from 33 million or 10.4% of the population to  29 million people or 9.1%. Another way the changes are helping lower income households is the decline of the official poverty rate to 13.5% in 2015 by 1.2 percentage points from 14.8% in 2014. Through a series of small incremental steps the path is being set for a recovery of household incomes for the middle class and working class. A bright spot is that the improvement has affected all age groups, household types, regions and ethnic groups, though among full time workers women did better than men. In this recession older white men have had more difficulties getting back into the workforce. This is reflected in the political scene in 2015-2016 for the election season. ...

Indian prime minister's speech in the Rajya Sabha, India's upper house of parliament presented the government's ideas behind the reforms in the agricultural farm laws. He made the point that the mandis for minimum support price or MSP will always be there, so that farmers looking for MSP would always be covered. "MSP tha, MSP hai, MSP rahega,"  his words in Hindi. Some of the main points are covered here in The Times of India. Many governments in India in the past have talked about reforming Indian agriculture. During the administration of Lyndon Johnson after famines and food shortages in India effort was made for the Green Revolution. Lal Bahadu Shastri, prime minister took up the work of the first development phase in 1965 to benefit Indian agriculture. The speech cited the work of Shastri for the Green Revolution that made India self sufficient in food grain production. India benefitted from American scientists mainly agronomist researcher Norman Borlaug. The prime minister cited the words of Manmohan Singh, Congress party prime minister preceding him, who had emphasized how important it was to bring changes to Indian agriculture. "Modi implemented what Manmohan said, You should be proud."   Manmohan Singh had said- "There are several rigidities in the whole market since the 1930's which prevent our farmers from selling their produce where they get the highest rate of return. It is our intention to remove all the handicaps that come in the way of India to become one large common market."  Other parts of the speech said about the new agriculture laws- "There are many laws. every law is amended in a few years. In his speech Mr. Modi said that there was nobody to look after the small and marginal farmers, and asked who will speak for the 12 crores or 120 million marginal farmers who own less than 2 hectares of land.  In fact it was a call from these small and marginal farmers that led to Jawaharlal Nehru, son of a British trained lawyer Motilal Nehru, to join the struggle for Indian independence. This is shown in his autobiography written from jail in 1934-35.  At the time the British simply used the Indian police trained and run by the British Army to silence farm or agrarian unrest from small farmers. Nehru was asked in a phone call to come to one of the locations of the unrest during the early years. The bedrock of Gandhi's movement for independence was villages in which marginal farmers lived lives without making enough. When Vivekandanda talked about India's hundreds of millions living in poverty he was speaking of small farmers who then were a majority of the population of the country. Charan Singh, a former prime minister in 1970-80,  said that 68% of farmers were small and marginal farmers who owned less than 2 hectares of land. The government crop insurance scheme was changed to make it farmer friendly, PM Kisan scheme to empower the farmer. The Indian Rails initiative is intended to speed agricultural produce to locations throughout India taking produce from locations in southern India to places as far Kolkata. This is opening up new opportunities for farmers to increase incomes.   ...

Carrie Lam stated China was too conscious of Hong Kong and China's international reputation and was pursuing "the long game," in dealings with Hong Kong protesters and its relations with the U.S. and Europe. This approach sees the need for China to create a positive image as it seeks to settle the trade dispute with the U.S. that hurts China's efforts for improving the standard of living and continuing its modernization. This means keeping relations with the European Union on a good footing as it pursues tit for tat tariffs and resumes talks with the U.S. without giving up what it sees as its sovereignty for industrial policy and trade matters.  A new sign of this is changing the focus of Hong Kong protests from the Chinese government to Hong Kong tycoons who China says have created the housing shortages through their policies. By not releasing land they own for building new affordable housing and driving up prices because of the greed for returns the tycoons in real estate are asked to take some of the responsibility for the mess in Hong Kong and anger of protesters. The social and economic tensions have contributed to anger of protesters for which the government has become a easy target says China as it looks for ways to tackle the issues underlying the protests and separate the negotiable issues from the issue of "sovereignty" or China's right to decide its internal affairs. In the light of the Communist party's struggles against European colonialists and Japan's Imperial Army, "sovereignty" is a sensitive topic in China.  As part of this approach Carrie Lam, Hong Kong leader held a Chinese version of Town hall meeting to listen to the complaints of Hong Kong leaders for the first time after weeks of protests, to let people vent out their feelings and complaints.    ...

French president Macron is seen as aloof from voter concerns about the rising cost of living. Visiting a farmer in the Burgundy region Marie Le Pen said prices of food and vegetables have gone up 25% over 5 years since Macron became president.  To win over supporters from working class communities in north and northeast who have voted for Jean Luc-Melenchon, a former Socialist candidate, Macron visited Denian, a town in the north of France.  Melenchon's France Unbowed party got about 21.95 % of the vote compared to Le Pen's 23.15%. Getting working class voters to support Macron who had 27.84% of the vote is now crucial for Macron. Denian has an unemployment rate of 36%. Macron told voters the best way to tackle poverty is to bring down the unemployment rate which is now 7.4%.  Many of these communities in the north, northeast, and in the southeast have suffered from the two decade shift of manufacturing to China, creating a situation similar to that in the midwest of the US and posing a challenge for established parties. The Republicains of De Gaulle and the Socialists of Mitterand, the established parties did badly in the election, each getting less than 5%of the vote. It is this problem that Macron has to address to get the votes of working class voters in France. Challenging the notion that he has been aloof from this problem and the problem of cost of living for young and for pensioners Macron says he will listen, learn and act, and he is "not afraid to go into battle in the most difficult areas." On this first day of campaigning for the second round he spent 2 hours talking to people in Denian. Angry voters told him he did not care for pensioners. In his response Macron said he will increase the minimum pension from 10500 euros to 13200 euros a year. A pension reform plan for increasing the retirement age for pensions to 65 from 62 will now be put to a referendum so that voters could reject it if they chose to. Macron also responded to the sentiment that his administration was more concerned about the rich by proposing that firms paying dividends to shareholders will be required to give one off bonuses of 6000 euros to all employees earning less than 46,000 euros a year.  On his opponent Marie Le Pen's plan to cut VAT tax on gasoline to 5% from 20%, Macron told voters that this was counterfeit money, asking "can anyone really say there will be no VAT for gasoline imported from the rest of the world?" ...

James Q. Wilson points to the link between educational levels and inequality. He says the poor face too few skills and too few opportunities. The link with education is critical. He cites information from the Bureau of Labor Statistics which show that between 1979 and 2010, hourly wages for those with a college degree went up 33% for men and 20% for women. For those without a high school diploma wages declined 31% for men and 9% for women. It appears that men have been more adversely affected than women. Minorities have done poorly especially Hispanics and Blacks. Social factors such as unwed mothers aggravate conditions for the bottom fifth in incomes. As the demographics of America shift to higher population of Hispanic immigrants, the situation worsens. High schools in Hispanic areas of New York city with high dropout rates, to take one example, can affect income inequality as more immigrants take jobs at the minimum wage level. The 2008 financial crisis has also taken a higher toll on minorities and people with modest incomes by reducing their savings and through the large number of home foreclosures....

Krugman points to some striking data in a U.S. Federal Reserve study, showing 47% of Americans do not have the money to meet an unexpected expense of $400 without selling something they own or borrowing. The is the 2nd year of this Federal Reserve study. It shows alarming information about the condition of retirement savings- about 30% of nonelderly Americans say they have no retirement savings or pension, and reported going without some kind of medical care because they could not handle the expense. About 25% say they or a family member experienced financial hardship this year.
