Starmer's visit to China and the result being halving of tariffs- it comes 8 years after Theresa May's visit 2018.  Starmer is following his intution  to set an independent course for Brtian's foreign policy. It makes sense as the US is using common sense in coming back to basics, to getting its own hemisphere policies right. How could there be a situation like that in Venezuela and Mexico as with the drug cartels operating as states within states- what would Teddy Roosevelt say about this? So we now have the Monroe Doctrine, the return of the Panama Canal, the restructuring of the oil industry in Venezuela, and other action. This also means Canada and UK, India, European Union can pursue policies that are common sense. It means for Britain a new openness with China after 8 years inward looking with Austerity, Brexit and Covid. For a smaller economy it makes sense for Britain to have agreements on trade as it signed with India, and now with China. Carney, Starmer and soon Merz will have worked out relations with China on trade and exchanges. For Europe and the US over concentration of making goods in China can be corrected while still engaging with China. For the EU the visits Germany's Merz made to the kite festival an India and Leyen/Costa of the EU following up with trade agreements are all part of common sense to not just reduce over concentration in China, but also to build a new partnership with India to form a 2 billion people market. All of which happened suddenly as European nations realized how to work out new arrangements following the war with Russia over Ukraine and China's support for Russia, taking up the cues from DJT common sense action in its backyard. "I'm a pragmatist, a British pragmatist, applying common sense," the prime minister tells BBC on the plane and says he wants to "make Britain face outwards again."  ...

Yet inflation is down and something different is being tried. Bloated bureaucracy is cut down to basics, investments in mining and oil, manufacturing weak and infrastructure investments lacking, no clear solutions. Mexico benefits from American reshoring of factories in automobiles yet is the place where drug trafficking is happening and this is a problem of major dimensions, Brazil benefits from its vast agricultural wealth in the Amazon region, Argentina is seeking a mining boom, Venezuela after a deep shock from Chavez ideas and hyperinflation only now recovering, much of Latin America and Africa have missed the economic and technological changes that are underway in Asia for the last 50 years.

The young people in Venezuela increasingly question continued support for president Chavez. About 7.5 million Venezuelans ages 18-30 make up 40% of the electorate. Chavez has won elections since 1998, and has setup a network of youth support. Yet there is now voter fatigue after Chavez's 14 years in power, and this election is being vigorously contested by opposition leader, Henrique Capriles. Voters are increasingly looking for an alternative, and an economy that creates jobs and new opportunities beyond the social welfare state supported by oil earnings offered by Chavez, especially the 42% of the working population in the informal sector. One voter puts it succintly saying what Chavez has to give has already been given, and Venezuela's future lies in a different direction. A new direction would better integrate Venezuela with the global economy bringing in new technology and foreign investment. In addition it would include efforts to enlarge the middle class and improve conditions for the working class, as Brazil has done....

This like other reports in the NYT and other media fails to report the scale of people leaving Venezuela for neighboring countries in Latin America, the economic mismanagement, and the lack of fair elections. Venezuela has the highest inflation in Latin America leading to a continual flow of people overseas.  Inflation is at 270% in Venezuela and only Zimbabwe is worse. The country is an example of how the very socialist ideas to reduce poverty and increase social mobility can get mismanaged, lead to cronyism, corruption and increase inflation and poverty. About 7 million of 28 million people in Venezuela have left the country, or about 25% of the country's people a situation that is rare in the 20th and 21st century. A mixture of nationalism and socialist ideas led by the military -after failure of political parties to provide good governance-  have ruined Venezuela. US does not seek to intervene in other countries. It also has some version of the Monroe Doctrine by president Monroe 1823 not to let foreign or European powers  recolonize or intervene in the western hemisphere, renewed by Teddy Roosevelt 1903 and even in 1962 under Kennedy in the Cuban crisis with Russia's Khrushchev. Recent elections in Venezuela were not honored by the government in power. The question is how to not intervene and get embroiled in other nation's politics and confusion and yet preserve Latin America's independence from colonization of any sort or drug trafficking gangs. ...

China's loans and projects in Latin America and the unwinding of projects in 2026. China had shifted policy to collecting back $10 billion of loans to Venezuela in meetings of its envoy with Maduro the day the US acted to remove Maduro, says this report in WSJ. China is shifting to reduce losses in the region from loans. Over last 2 decades China has loaned Venezuela $100 billion in exchange for oil shipments. As its oil industry production declined without US assistance Venezuela went deeper in debt. This is another aspect of the problems that this type of model of development brings to finance building of rail and transport, seen across the world from Venezuela down to small countries like Sri Lanka and Zambia. For China this could amount to hundreds of billions of dollars in loans that lack transparency and are opaque to Africa and Latin America, when its construction industry debt and local government debt has led to problems. “The world needs more energy. The world needs more resources, and U.A.E. wanted to be unconstrained by any groups” says UAE energy minister, Suhail Al Mazrouei. On May 1, 2026 UAE with 12% of OPEC cartel production (3.6 million barrels a day) will leave OPEC. It is a change in strategy of where and how to sell oil production in the future. UAE including Abu Dhabhi oil company says it is time for it to pursue its own national interests. As its economy is diversified including tourism and other sourcesd of revenue, UAE puts volume before price support. Saudis are not diversified and seek to maintain price support and keep fossil fuels way into the future. Qatar and Ecuador have already left the cartel. Since the old days of OPEC US has emerged as the largest producer, Venezuela is coming back as a major producer, changing the situaiton now that UAE is  also not betting on and supporting efforts for keeping prices high. This is good news for India and China, Japan, major buyers of oil and with large populations increasing demand. It also helps the US because of its diversified economy. ...

The Petrocaribe program has cost Venzuela about $22.1 billion, according to one estimate from the University of Texas, Austin. Under the program participating countries would pay a heavily subisidized price, and received long term loans for the cost at rates of as low as 1%. Petrocaribe countries, including Jamaica, get about 100,000 barrels a day from Venezuela. Oil at $61 a barrel covers only half of Venezuela's budget, and the government has announced cuts in spending of 20%. The IMF estimates that in 2013 such oil shipments declined by 15%, and in 2014 the shipments have declined another 20%.

Independent oil companies are eager to invest in Venezuela says Treasury Secretary Bessent at the Economic Club of Minnesota. He says phone are ringing non stop from these companies. Big Oil such as Exxon is taking longer. Chevron is already in Venezuela and Bessent says in a few months it can increase production by 40-50%. Oil revenue from Venezuela will be in a special fund that will be used for the people of Venezuela. Under Maduro since 2013 the oil revenue was used for regimes in Cuba and not managed well for the investment in infrastructure and modernization. US sanctions made it hard to modernize the oil industry which will now take place. Bessent calls Cuba's economy decrepit and now in bad shape. It also shows that realistically modernization and good standards of living are not possible in the western hemisphere by regimes of the Cuban or Bolivarist type which descend into corrupt regimes and lack foreign capital and technologies. Lula adopted an approach in Brazil that worked with the US and EU to modernize the economy creating a workable model for a Workers party. There is much to learn from these experiences in Latin America which come at considerable cost and suffering. ...

British MP raises issue of Arab Gulf countries providing 37% of China's oil imports, excluding Iraq 27%, vs 11% from Iran and 20% from Russia- 2024 US EIA. Tom Tugendhat says China has to balance its interests in the region after the closure of the Straits of Hormuz, between Iran, Gulf monarchies, and Russia. China also faces a more credible choice of accelerating the development of renewable energy in the same way that India and the European Union face. US will act as a supplier of last resort  adding Venezuelan and other supplies but temporarily as the entire Middle East region poses quandaries for China, the US, and India, European Union. The quandary stems from the irreconciliable differences between religious sects in the region, post 1950 ideological and religious militancy,  in which neither China, India, the US, Russia or the European Union wants to get drawn into after 5 decades of bitter experience in the Middle East.

G7 Finance Ministers plan to release 300 million barrels of oil (2 weeks worth of Straits of Hormuz lost oil production ) to keep oil prices in check. Oil Prices reach $101 a barrel after 1 week of the US Israel war with Iran. Oil going through Straits of Hormuz are 20 million barrels a day, if 300 million barrels are released that would cover another 15 days of the war. By that time safety has to be reestablished, and additional production brought from Venezuela, from Russia for use by India, so that maybe 50% of the 20 million barrels can be produced from other locations in the world to make up for the loss. Fatih Birol, head of the International Energy Agency says-  "In addition to the challenges of transit through the Strait of Hormuz, a substantial amount of oil production has been curtailed. This is creating significant and growing risks for the market. The Biden administration is pursuing legal immigration channels by taking in a specified number and cutting the dangerous migrant flow over the Mexican border, the only policy open to Republicans also in this situation. At some future date the Venezuelans absorbed into the US can fill worker shortages, in the present it is creating some chaos for many nations including Mexico and the US and other latin American nations, and neither party Democrat or Republican has easy answers. Republicans in Congress led by Speaker Johnson and Senator Lindsay Graham insist that a reform of the asylum and parole system for the US border is a must before an appropriations bill for the government to aid Ukraine and Israel, Gaza humanitarian aid can be passed. At a meeting at the White House Speaker Johnson came to an agreement on immigration reform of the asylum and parole system. A large number of people from Venezuela were admitted to the US in 2023 as the US has no agreement with Venezuela for return of people coming from that country. 2023 migrant entry could surpass 1 million as a result of this influx from Venezuela. This is a huge problem as 7.7 million people have left Venezuela of which 6.5 million are in Latin America, leading to the effort to cross the US border. About 286,000 Venezuelans crossed the border in 2023 by one estimate.

Questions about the wisdom of Exxon's moves against Venezuelan oil company Petroleos de Venezuela- taking it to court for taking a majority interest in 4 big oil projects managed previously by large western oil companies. Immigration and drug flows became an explosive issue in the US by 2016, yet between 2016-2024 Venezuelan people outflows added up to 7.1 million migrants including about 1 million to the US, as Venezuela collapsed and Russia intervened to keep the regime.   None of this could have happened with major powers US Russian cooperation. The Monroe Doctrine of president Monroe, 1824, warned European powers to not restore colonial influence in the Americas. By 2024 Syria sent 14 million of its population to Europe, and Venezuela sent 7.7 million migrants to Colombia, Brazil, and the US, as their economies and democratic institutions collapsed. Missing was working cooperation with another military power Russia. Clinton, Bush, Obama, Western financial interests, failed to grasp the importance of US Russia cooperation and mutual respect. Obama denigrated Russia as insignificant because of its GDP.   Russia intervened in failing states but gained little, straining the good relations mutual respect from earlier periods of its history and interactions with the US.  DJT tariff on all importers of Venezuelan oil affect China to which Venezuela sent 55% of its oil exports over half a million barrels a day. It also affects India and other importers. These importers say experts, will shift to Russian crude preferring it to heavy oil from Venezuela. This is a sore point for Americans affected by violent crime from Venezuelan gang members reflected in recent election results. This also affects the sense of safety in American neighborhoods and in towns across America. The Linken Riley Act was passed in the US Congress as action on this issue. People in China, India, and in Europe, and some even in Silicon Valley in the US fail to grasp the way this has affected communities across the US when after decades of deindustrialization and shipping jobs overseas by American business, these communities are affected by a sense of lack of safety in their neighborhoods. There is also a failure to grasp the harm done by migration of 7.7 million people from Venezuela, almost a fourth of the country's population, because of mismanagement of the economy and crippling inflation, and the failure of democratic institutions to function effectively. A failure to grasp the extent of the economic and human disaster in Venezuela. Rugged hilly coast and shallow narrow straits - problems for Straits of Hormuz shipping is shown in the NYT following similar reports in WSJ. It will cost $200 billion for the munitions supplies and interceptors, and US naval operations, French naval operations to keep the Straits of Hormuz open, which is supported by US business as is seen in opinion in Editorial Board of WSJ on March 24, 2026. The Straits are a lifeline for Asia until renewable energy and alternative supplies of oil make the Straits history and a redundant proposition, which will be sooner than later after this episode, one too many more from the Middle East. More likely by 2030-2035. China and Japan depend on it for 90% of imports, and India 50% with alternative supplies provided for India from the US and Russia. Germany is only dependent on the Straits for 6% of its imports showing how far Germany has come and how important renewables and alternative sources of oil such as Venezuela will become in the time ahead, in a two pronged strategy that does not forget the challenges posed by climate from fires and floods. Were not stuck with the Straits- Japan and China can and will find alternative sources and increase production of renewable energy in the way Germany has done to get to 6% of imports from that region. ...

How seriously are the Border Crossing encounters with migrants being taken by the Biden administration compared to the Trump administration, or earlier administrations Republican and Democrats. Pew Research Center provides these 7 charts and other data. In 2021 border crossing encounters with migrants were shown as 1.6 million. Of this 27% were repeat crossings a number much lower in previous years. It had fallen to just 400,000 in 2020 as the policy of expulsion put in place by the Trump administration was continued by the Biden administration. In 2019 the border crossing encounters with migrants after three years of the Border Wall construction under president Trump were 851,000. The Biden adminstration in 2021 had 52% expulsions compared to Trump administration 66% in April 2020 after invoking public health Title 42 which Biden continued. About 33% said the Trump administration was doing a good or somewhat good job in 2019 compared to 29% for Biden in 2021. But a much lower percentage of Republicans were saying Trump was doing a bad job than the 56% of Democrats saying that for Biden today. The previous surge in 2021 was mainly from Guatemala and Central America. The current surge is from about 400,000 migrants from Venezuela where expulsion does not work as well because the US has cut off relations with the government of Mr. Maduro in Venezuela, There are 7.1 million refugees from that country in Latin America. The Trump administration would have faced similar problems with the Venezuelan surge that the Biden administration is facing. The largest jump in 2021 is in Yuma Arizona 12 fold, two fold in Tucson and San Diego, three fold in El Paso, the Del Rio and Rio Grande up 5 times.    ...

Cuba needs 100,000 gallons of fuel a day. It produces 40,000 gallons a day on the island. The shortfall is leading to a humanitarian crisis with the dererioration faster than expected. Reports from Le Monde, El Pais, and other media show adire situation unfolding. To provide about 10,000 private companies with enough fuel to operate as they import $1 billion of food and goods each year the US government is allowing the flow of some oil to Cuba. This is about 100,000 gallons in small containers as a step to avoid a economic catastrophe. For Cuba, as in Venezuela, and Colombia, and also in Mexico, central America, thirty years of experimenting with ideological movements has led to unmitigated disaster with drug trafficking, drug cartels, migrant trafficking, economic mismanagement on a massive scale. The result is repercussions across the continent and disturbing the social, political and economic fabric of the United States.

Iran Proposal that asks $2 million per ship to be split with Oman for opening the Hormuz Straits- April 6 2026. China, Japan can pay this amount to get the 90% of the oil they need from Hormuz, which would go to reconstruction of war damage in Iran. India would shift some of its purchase of oil and gas to the US and so will Japan over 2027-2028. This would result in a shift away from the Persian Gulf dependence to renewable energy and to buying oil and gas from US+Venezuela as more reliable sources. European Union and Britain would also make this shift as shown in the adjoining article by Prof Geoffron of Universite Paris Dauphine in Le Monde. The proposal also requires US and Israel to commit to no future attack on Iran, and Israel to stop its attacks on Hezbollah in Lebanon. The US and DJT call the new regime under a Speaker of the Iranian parliament, an elected president who had to respond to people sentiment in the election, and a grandson of Khomeini, one that is easier to talk with than the earlier regime. The problem remains nuclear weapons and ballistic missiles development that the US has as its sole objective which is what the war is about than Hormuz as the US and DJT say Hormuz is China and Japan's problem where for some strange reason these industrial powers import 90% of their oil from Hormuz and have done this after 40 years of disruptions, a mystery they can solve on their own. ...

Fisher and Taub in NYT give a brief history of Venezuelan politics and government since the 1950's to help readers understand today's economic and political crisis under president Maduro. How did a country with huge oil resources end up with depleted cash reserves to the point of creating shortages of basic goods on supermarket shelves, how did inflation reach over 700%, and how did the economy contract by over 10%, by some estimates close to 20%, in 2016? Venezuela's story is a reminder that populist movements do not hold the answer to political or economic problems, as they create corruption of their own as new groups of people try to perpetuate themselves in power, and new economic problems as they try to win favor with their own support base. Also through economic mismanagement worsened by economic changes such as oil prices or some other adverse development in the global economy. Internal divisions means the capacity of the country to respond is weakened. Brazil has shown the problems of corruption with new political groups and the weakening of government finances. Venezuela is the extreme example of how a lot can go wrong over time after the initial response to a new populist group is positive as it was in Venezuela in 1998, even with advantage of rich natural resources. Change that fragments a country and polarizes a country instead of pulling together the country's human talent around a program that all groups agree to support, is a signal of future problems. The rule of law is an essential component not just of democracy, but of economic development and progress of any country. These are the lessons of Venezuela for today. Economic crises in the eighties led to loss of public confidence in the two main political parties which alternated in power since the founding of democracy in 1958. In 1998 a military officer named Chavez won the election on the platform of returning power to the people and reducing corruption. Chavez reforms initially were popular. Popular protests in 2002 led to the military briefly taking power before returning power back to Chavez. This led to Chavez moving further towards consolidating power leading to a polarization of society. The oil company workers who went on strike were fired replaced by Chavez supporters and oil funds were diverted to popular programs. In the process Chavez isolated Venezuela from the world economy, leading to lack of foreign investment, and Venezuela falling behind other countries in Latin America, even though it had large oil resources. To retain control of the streets this report shows Chavez helped organize the colectivos or local supporters organized as vigilante groups, which has led to further polarization. Corruption in the military and with the colectivos has led to power being fragmented between different groups. The oil companies fund reserves were depleted by corruption depriving Venezuela of an essential cushion as oil prices dropped. Chavez died of health problems with Maduro winning the election in April 2013 by 50.6% of the vote. The parliamentary elections led to the opposition parties winning by a landslide in December 2015. The current problems with daily street protests stems from the economic crisis, with inflation as high as 700% and shortages of basic goods, the economy declining by over 10% in 2016. The uncontrolled printing of money has fueled rampant inflation.The efforts by president Maduro to nullify the powers of Congress in an effort to control the country and override Congress, has worsened the discontent with the government.   ...
