The recent effort to eliminate funding for Planned Parenthood clinics in the U.S. because some of the money goes to abortions has run into a cloud of misinformation. In reality only 3% of the funding goes to abortions. Title X funds that help support these clinics cannot be used for abortion care at any time. Medicaid funds going to the clinics in 17 states can be used to reimburse abortion providers only if the life of the mother is endangered. The clinics see 5.2 million low income and uninsured women who need tests for infections, breast exams, pap smears, preventive services and screenings, contraception services. By reducing low income women's access to such health services through defunding the clinics would only increase the number of unwanted pregnancies and abortions. Planned Parenthood centers provides contraception to about 2.5 million patients each year and educates women about birth control. By burdening the U.S. healthcare system- adding most of the 5.2 million who access these clinics -with problems ranging from cancer to other serious health issues when they could have been detected by tests at an early stage and treated earlier or prevented altogether, would also add to the burden of healthcare costs. In addition the 800 Planned Parenthood Clinics in the U.S screen 3 million patients each year for other problems such as blood pressure, diabetes, smoking and obesity related issues, also help treat these problems at an earlier stage, which is essential if costs to be brought under control. ...

Parti Tarini of WSJ covers Kamala Harris, US vice president, as she makes an abortion rights tour starting in Wisconsin. Following the Supreme Court's Dobbs decision ending the constitutional protections on abortion, Kamala Harris as a prosecutor who handled sexual assault cases involving women and children, is able to talk to women in different states about the effects on women. In Wisconsin following the Dobbs decision Wisconsin's 1849 law banning abortion was reactivated. Harris talks to women in Wisconsin and Georgia in this WSJ report. In Georgia the law now has a six week abortion ban with exceptions in rape and incest cases with a police report. Harris told women that she knew that it was a difficult conversation to have, but one had to face reality, showing what it means to get a police report in such a situation. As former district attorney in California, and as California Attorney General she was fighting fro women's rights back then, involved in legal battles about women's reproductive health and abortion, including a multistate case on the Supreme Court Hobby Lobby case in 2014. She was raised Harris says by a mother who was a breast cancer researcher, and conversations at the kitchen table were also about women's reproductive health and hormones. Harris says in this interview that this stuff should not exist in the shadows, when it happens in this way it is women who suffer. On many issues that involve women Harris is uniquely qualified. For instance the wars in Ukraine and in Gaza and Israel have a huge impact on women and children, and Kamala Harris is taking on the role of bringing and end to the conflict in Gaza by participating in Biden's talk with the prime minister of Israel. Harris has prepared for this role more than it appears and she is able to talk to women in a way that is rare for an elected official says this report, and also to the people of this country on issues that determine their future. On the Special Counsel's report Harris can also talk about this in a way that is direct, sincere and from experience. She said about the prosecutor's report : "The way that the president's demeanor in that report was characterized -could not be more wrong on the facts, and clearly was politically motivated." She called the comment on the president's age "gratuitous" and described the role of a prosecutor as "requiring a higher level of integrity."    ...

NYT fails to see the importance of delivering on infrastructure building in scale, reshoring, wages and jobs for workers, and climate change action that president Biden is achieving to build a better America. NYT looks at the 2023 and the midterm elections and points out a well known fact that women (and men) in the suburbs care about legalized abortion rights for women, and this extends to states that vote Republican in the south. No attention is given to the importance of infrastructure building, increasing wages and jobs for working class and middle class Americans, bringing factories and investment back to the US, three issues that brought Mr. Trump into office in 2016 coming out of nowhere. Mr. Biden is old is the refrain. Yet it is president Biden who has delivered on infrastructure where Mr. Trump merely talked about it -Building America Better- as Biden pointed out in the State of the Union address in 2023. Biden has delivered in support for wage increases for workers, even joining the picket line at the UAW auto workers strike in Detroit. He was able to do this because he has spent more years in Congress than any other senator, and like Lyndon Johnson for the Great Society programs and desegregation in the 1960's was able to win support from moderate Republicans. Being older, having the wisdom and experience was and is indispensable in the American project started by Washington and sustained by Lincoln, who nurtured wisdom, experience, fully comprehending the people's problems, and mindfulness in the way Mr. Biden does. ...

The U.S. vice presidential debate between Mike Spence and Tim Kaine showed Kaine focussing attention on Trump's crude attacks on women, praise for Russian president Putin, and opposition to the minimum wage. Spence's tone was measured and his focus was on deflecting the attacks on the crude language used by Trump in the campaign by saying Trump was "not a polished professional politician," like the others, and not responding to the Kaine references to Trump. He deftly tried to the best using his skills as a radio broadcaster. Kaine who is usually more measured and thoughtful, had to choose between his traditional style of speaking and the role he was expected to play bringing to the public's attention the crude language and style of the Trump campaign and the instability reflected in it. He used his skills as a litigator to ask repeated questions on Trump, especially on the taxes, which leads to questions about funding infrastructure development and jobs without the wealthy paying their share of taxes. ...

The large 11 point margin for State Supreme Court Justice Janet Protasiewicz, a Democrat, shows the effect of the issues of women's rights to abortion and of democracy are having in the state. The Wisconsin Republican primary turns out to be the turning point for the Cruz campaign. Following his landslide win in Utah, Cruz wins in Wisconsin by about 14 percentage points, and begins the long journey to close a signficant part of the gap with Donald Trump. Cruz's organization, and the anti-Trump groups efforts, ad spending, helped Cruz in his win. Trump was handicapped by a series of gaffes including one on abortion- saying he would penalize women having abortions- alienating women. Closer media scrutiny of statements by Trump and policy implications, including foreign affairs, European policy, the nuclear issues, happened in the week before the Wisconsin primary. The Opposition Civic  Platform of Donald Tusk, a former head of the European Council favoring close ties to the EU, wins 31% of the vote. Its allies Third Way Alliance had 13.5%, and the Left Party 8.6% of the vote, giving it a total of 248 seats in the 460 seats of the Polish parliament. The governing Law and Justice Party won 36.6% of the vote falling short with 198 seats. What is remarkable is high turnout of 73% that exceeds the level reached when Poland discarded Communist rule. The PiS governing party distanced itself from the European Union and focused on culture wars centered around restricting abortion and limiting the powers of the judiciary.

Immigration is an important issue, it also is middle of the pack voting issue, says this report in the Washingon Post. Chicago Council poll shows that what matters a great deal is- economy in general (58 percent), inflation (53 percent), abortion and immigration both at 43 percent,  crime 39 percent, Ukraine 19 percent, Gaza 17 percent. This is also true for Independents at 41 percent, protecting democracy 51 percent, inflation 48 percent. A majority of Americans say about undocumented immigrants that they should be allowed to stay and 6 out of 10 say immigrants from other cultures have "a positive effect" and interestingly 7 out of 10 of all Americans say "immigrants mostly take jobs that nobody wants."

Chile's new constitution that replaces one written in 1980 under military rule, is likely to be rejected in a vote on September 4. It puts every conceivable right into the constitution beyond the basic rights of fairness in the economic, in incomes, in health and education services access, and pensions the original reasons for the two years of protests. Counting only people who voted in 2020 Biden is ahead 2 percentage points. 2024 Biden campaign is complicated by irregular and disengaged voters. Will disengaged mostly younger voters stay home or will they vote? What will happen with the churn- how many of the irregular voters from the last election will turn out and how many stay home. Many are Democrat leaning and as the election campaign progresses they may become more aware and vote but this is by no means certain. Many are younger voters or minority voters who are disengaged and do not follow what is happening. The economy not abortion or the border is important to these voters. President Biden has secured the vote of only 75% of these voters and has to find ways to reach them all.

Judge Maryanne Trump Barry of the U.S. Third Circuit Court of Appeals, 78, is Donald Trump's older sister. Her demeanor and manners are very different from Donald, she uses words carefully, and thoughtfully. The contrast could not be greater, even though Maryanne is also straightforward and not one for political correctness in describing things the way she sees it, including defendants who have committed serious crimes. She says she is the first one in her family to go to college, and went to law school 13 years after graduating. She says her Christian faith helped her survive the ordeal of losing her husband and parents in the short period of one year.

The draft of the new constitution in Chile is rejected by voters in September 2022 with only 38% voting For and 62% Against, a much larger margin Against than previously expected. The new constitution was drafted by a Constitutional body specially elected for the purpose, As a result Chileans will have to go back and draft one that is more likely to pass. Unlike previous votes voting was mandatory for 15 million eligible voters. Clauses on environment, abortion, and the indigenous tribal people are seen as controversial as well as a tendency to put every conceivable right into the constitution and not thinking enough about how these rights may be secured, and focusing on basic rights. The protests were about the unequal access to healthcare, education, and services, weakness in the pension system, and lack of protections for the elderly and pensioners. Income inequality was also an issue in the protests.

By large margins voters have favorable opinions of Harris and Walz. For 52% of the WSJ survey Harris has the right temperament to be president, for Trump this was 42%. 40% of voter sample have unfavorable views of Walz compared to 50% for Vance. 82% of the voter sample say they know enough information about Harris to make a firm opinion. Even though media presents it as people not so familiar with Harris. A big difference is seen in views about Project 2025- only 9% have favorable views of Project 2025 that would terminate civil servants, restrict abortion access, and end the Department of Education. 57% have unfavorable views of Project 2025, 53% very unfavorable views.

These are general trends. Harris is changing perceptions on her handling of the economy and cost of living by outlining her plans for specific action on housing, child care and food costs.

Mike Spence is Trump's selection for vice presidential running mate. He is expected to appeal to centrist Republicans and independents compared to other choices Christie and Gingrich. He also appeals to conservatives with strong positions on abortion, gay marraige and Obama health care law. Compared to Christie and Gingrich, Spence brings a calmer presence that Republicans see as moderating the ticket considering the aggressive style of Trump.
