Massachusetts governor Charlie Baker gets an order in with a number of Chinese manufacturers for supply of over a million N95 masks. The hard hit east coast states of the U.S. face a critical shortage of N95 masks for health care workers in hospitals. The problem is getting them shipped from Shenzen, China to to Boston's Logan airport. Someone suggested using the Patriots football team's Boeing 767 jet. Robert Kraft, Patriot's owner agreed and the passenger plane was converted to carry cargo. The Chinese consulate in New York stays open over the weekend to process the flight crew's visas. Approval for landing without the crew being asked to quarantine for 14 days was another hurdle. Chinese authorites agreed to permit the landing for about 3 hours to pick up cargo only, with the flight crew staying on the plane. Chinese internet company Tencent sent some of its employees to help prepare the shipment and send it to Shenzen airport. The Boeing 767 makes a stop in Alaska before flying to Shenzen and completes the flight back to Logan airport in Boston. Governor Baker and the Patriot's Mr. Kraft send 300,000 of the masks to New York. ...

The India- U.S. trade deal after the negotiations and the visit of the Indian prime minister to the U.S. is expected to take additional time. The U.S. wanted to see a 20% duty on mobile phones and ethernet switches to be reduced, greater access to the Indian market for medical devices such as stents and knee implants, and greater access for dairy, agricultural products. Making these products affordable in India is a goal of the government preventing it from making concessions. India wants preferential access to the U.S. market as a developing country restored under the Generalized System of Preferences.  A comprehensive trade deal would have to include issues of intellectual property, e-commerce, and the sensitive issue of H1B visas. Commerce minister Piyush Goyal led negotiations for India and Foreign Secretary Vijay Gokhale said the two sides "narrowed" down their differences. India's Jio from Reliance Group has hugely reduced the price of mobile phones and mobile data making it accessible with 4G across the country at prices that are the lowest in the world. The introduction of a universal health care program requires bringing down the price of medical products to improve access to modern medicine. This means less room for American products that would increase the price and reduce access in a vast developing country. India is also playing catchup in these technologies so that there is less room for unrestricted entry in the Indian market.  Efforts were made to increase trade and investment in India with the help of Mr. Bloomberg during the visit of the prime minister, and the Bill Gates Foundation continued its commitment to public welfare gains in India in the fields of sanitation, hygiene and healthcare.  ...

A sign of the growing people to people relationship of the US and India is the number of Indians in US graduate schools which went up from 68,000 to 102,000 in the 2021-2022 academic year, up 48%. There almost as many Indians taking the GRE exam for entry into US graduate schools in 2023 as Americans taking GRE in the US. Another sign of the expanding people to people relationship is the decision of the Biden administration to give 1 million visitor visas to Indians in the coming year. In India physical sciences and humanities for GRE exceed engineering by a wide margin, showing the shift in subjects. Under India's new education policy NEP the shift is to a more multidisciplinary approach and allowing students to mix science subjects, math with humanities. This approach is seen as best for India to produce a new generation that can think for itself better than the purely engineering science or medical track graduates of the past who had limited knowledge of the humanities. This overly engineering focus has prevailed in the educational approaches of Japan and China during their rapid growth period. India under the Modi administration is betting on a wider knowedge of different and contrasting subjects and disciplines for its future. ...

Prof. Peterson of Harvard and Hanushek of the Hoover Institution, authors with Woessmann of the book "Endangering Prosperity: A Global View of the American School," offer some startling reminders about the importance of education to economic growth and incomes in countries. Simply by raising the math standards in the U.S. to the higher standards in Canada would raise GDP by three fourths of one percentage point. One advantage that the U.S. enjoys comes from its good university systems, open markets, rule of law, tax rates, and open immigration policies, which give it about two thirds of a percentage point in higher GDP growth per year. The estimates are from the authors calculations. For the period 1960-2009, a period of rapid growth in Asian countries Korea, Taiwan, Singapore and Hong Kong, higher test scores in math and reading compared to the wrold average as measured by NAEP test and PISA, have led to 2% higher GDP growth. NAEP shows only 32% of U.S. high school students proficient in math compared to 45% in Germany and 49% in Canada and 63% in Singapore. By contrast to Korea and Taiwan, Peru, Argentina, the Philippines and S. Africa have about 2% less in GDP growth because of lower scores compared to the world average....

Lisbon is famous also for the museum in honor of the golden age of navigation starting with Vasco Da Gama and the trip around the Cape of Good Hope in Africa. US president Biden makes three nominations to the US central bank, the Federal Reserve. Lisa Cook's nomination to the central bank is confirmed in the Senate 51-50. Following the appointment of Lael Brainard to the central bank as vice chairwoman, president Biden has nominated Cook, the first Black woman on the Federal Reserve board from Michigan State University. He has also nominated Mr. Jefferson of Davidson College to the Federal Reserve board. A fourth nomination is of Michael Barr, a law professor, as the Federal Reserve's vice chair of supervision. Lael Brainard served under president Clinton and is on the board of the Fed since 2014. She was Treasury Under Secretary for International Affairs from 2010 to 2013, coordinating economic policy at G-7 meetings during that time. Jerome Powell, the current chairman of the US central bank is being renominated as chairman by president Biden after Powell's term expired in February. Lisa Cook's research focus was on policies that promote broad economic opportunities for women and racial minorities. She served on the Council of Economic Advisors under the Obama administration, and has worked at the Treasury Department. With Janet Yellen at Treasury and Jerome Powell and Brainard at the US central bank there is a shift to policies that will promote president Biden's agenda for his first term to invest in infrastructure, supply chain renewal and working class families in America. ...

US president Biden says efforts are being made to provide emergency assistance to India for vaccine making supplies, as well as therapeutics, ventilators and other equipment. The White House says "The United States has identified sources of specific raw material urgently required for Indian manufacture of the Covishield vaccine that will be immediately be made available for India." Joe Biden said that "Just as India sent assistance to the United States as our hospitals were strained early in the pandemic, we are determined to help India in its time of need." This assistance is now being coordinated at the highest levels and being done round the clock. Chancellor Merkel of Germany - "The fight against the pandemic is our common fight. Germany stands in solidarity with India and is urgently preparing a mission of support."  The European Union's von der Leyen said "The EU is pooling resources to respond rapidly to India's request for assistance via the EU Civil Protection Mechanism. Donald Trump is acquitted in the second impeachment trial with a vote in the Senate of 53 in favor to 47 against. A two thirds majority is required to impeach a president. Senators Burr of North Carolina and Cassidy of Louisiana were Republicans who joined the expected ones to vote for impeachment- the Republicans Mitt Romney of Utah, Pat Toomey of Pennsylvania, Ben Sasse of Nebraska, Susan Collins of Maine, Lisa Murkowski of Alaska. The Republican defense lawyer insisted that Trump's speech to his supporters was not an intention to incite them on the day of the Capitol riot on Jan. 6, 2021 but an expression of his rights to free speech guaranteed under the U.S. Constitution First Amendment. He made the point that the prosecution lawyers had selectively focused attention on the words "fight like hell" and taken them out of the entire context in which they were made, ignoring key parts of Mr. Trump's speech. The defense argued that the president had already left office and this made an impeachment unconstitutional. Seventy five million voters voted for Mr. Trump and he cited this as the most number of votes won by a sitting president. President Biden is shifting his attention to the president's agenda and needs Republican support to pass key legislation including financial help to households, unemployed, and business to recover from the pandemic. The U.S. health effort behind the vaccination drive and seeing the struggle in Europe to access key medical supplies of vaccine is also leading to new efforts to move beyond the rhetoric to the hard work ahead with support of all parties. As part of this the trial once it reached the Senate was quickly resolved in about 5 days. The defense used only a small fraction of the time allotted with bipartisan effort to not let the trial drag on, bipartisan effort to putting some statements simply on the record and not calling witnesses.   ...

The U.S. Supreme Court's 6-3 decision against Aereo. Justice Breyer writing an 18 page opinion stated: "We conclude that Aereo is not just an equipment supplier." Adding that Aereo had a "overwhelming likeness" to cable companies which have to pay fees to retransmit broadcast programming. Breyer rejected Aereo's argument that it did not make copyright violations because of the technical makeup of its system, saying that "we do not see how the fact that Aereo transmits via personal copies of programs could make a difference."

Lamar Alexander, Republican Senator from Tennessee, and one of the longest serving Senators, votes against calling for witnesses in the Senate trial of U.S. president Trump. The vote against is 51 to 49, with 2 Republican senators, Collins of Maine and Romney of Utah voting for calling witnesses. Within hours of Mr. Alexander expressing his intention to vote against Republican Lisa Murkowski of Alaska decided she would vote against.  This vote was crucial in concluding the impeachment trial because of Mr. Alexander's reputation for fairness and his service as governor, university president, secretary of education, during a time when traditions of bipartisanship were honored. Mr Alexander stated his reason for his vote even though he believed Mr. Trump acted inappropriately. Was an improper decision on Ukraine by Mr. Trump at the level of treason or high crimes and misdemeanors? Mr. Alexander said it was not. Mr. Alexander shared his view saying what was on the mind of most Republican Senators including Sasse and Graham but expressed clearly- "For the Senate to tear up the ballots in this election and say Mr. Trump could'nt be on it, the country probably wouldn't accept it. It would just pour gasoline on cultural fires burning out there."   ...

Air Canada is planning a campaign to persuade business travellers to try Air Canada hubs in Montreal, Toronto and Vancouver, for flights to Europe, Asia and other long distance destinations. This strategy is aimed at secondary markets in the U.S. that lack direct service to Asian countries. Toronto's Pearson airport has just completed a C$4.4 billion modernization. In Vancouver and Montreal passengers connecting to the U.S. will no longer have to claim their baggage and will go directly to U.S. customs. The same arrangement is being planned for Toronto this fall. Air Canada is counting on its fleet of younger planes and wide body aircraft and a pleasant experience through Canadian airports. Recent capacity additions for Aisa will also help. Air Canada's trans-Pacific traffic increased by 22% in 2010 from 2009. Air Canada made a profit in 2010, after suffering a serious loss of 1 billion Canadian dollars in 2008. Air Canada's CEO Calin Rovinescu's strategy is part of his effort to make Air Canada "an international powerhouse," making Toronto and other Canadian hubs some of the world's major gateways....

A reading crisis in Sweden spreads from secondary school students to college students. 

Programme for International Student Assessment (PISA) of the OECD showed that in 2022, 25% of 15-year-olds lacked basic reading and writing skills. In 2000, the figure was 13%. This has spread to college students. Scores in the US for NAEP and in the UK are much worse than Sweden yet there is nowhere near the same level of alarm about it.

 In December 2024, the Minister of Education and leader of the Liberal Party, Johan Pehrson, met with representatives from universities, student organizations and the national education agency to go over steps needed to tackle the "reading crisis."

Arne Duncan describes the improvements in K-12 education in two regions of the U.S.- the District of Columbia and Tennessee between 2011 and 2013, shown by the 2013 National Assessment of Educational Progress (NAEP). The hard work of educators, parents and school officials is paying off and offers examples for other parts of the country, says Duncan. Lessons include facing the facts, not dumbing down by setting low standards. With higher standards Tennessee students were only 34% proficient in math and 45% in reading compared to the 91-92% with lower standards. Republicans followed up on the work of Democrats in the state. Soliciting feedback from critics and experts- the feedback was used to improve systems and learning to help teachers and students. Schools chancellor Kaya Henderson says improving teacher quality was critical, and so was academic rigor. Still Duncan says more needs to be done, this only shows the right direction for states lagging behind, and one should not get complacent. The other areas college enrollment and dropout rates need to be followed carefully. International PISA results still show the U.S. at 27th in math and 14th in reading of 65 countries- making this only the beginning in setting the future course for U.S. educational improvements....

Pulling it all together was Lisa Temnikov, a 11 year old daughter of two taxi drivers from Krasnodar in the Sochi region, who won the part in a casting call. She played Lyubov, which means love, and led the journey across centuries of Russia's past with domes of St. Basil's Cathedral seen in the background. As much a celebration of Russia's past as a break from decades of stifling of individuality under communism.

Unknowingly many people have ownership in gun manufacturers through their pension funds. Pension funds for public employees in Florida, Texas Wisconsin and Ohio have stakes of less than 1% in American Outdoor Brands, formerly Smith & Wesson, the manufacturer of AR-15 semiautomatic rifles used in mass shootings at schools and other locations. Even a reputed fund such as TIAA representing teachers has small stakes in this company, this report in the NYT shows. New Jersey is one of the states cutting out investments of state pension funds in gunmaker companies. New York state still has small positions in its teacher pension funds in these companies. AS this NYT report shows it is through the use of  broad stock indexes that pension funds end up owning these stocks even when they have not specifically picked out such stocks. Equally or more alarming as reported here is that funds such as Fidelity and Vanguard own large stakes in the gunmaker companies. Fidelity is reported as the top shareholder of Vista Outdoor, with 15% of the company, through actively managed funds.  Vanguard has a 9.5% stake in Sturm Roger, and a 8% stake in American Outdoor Brands. Black Rock and Capital Group also have stakes in gunmaker companies. This points to a larger culture problem in the U.S. as financial companies see this as " a social issue" whatever that is supposed to mean in the minds of investment managers, when it is really an everyday issue for parents and children. In a culture prevalent in parts of the country and American society that sees something as basic as guns in schools and other public areas as "social change" a spokesman for Vanguard can quietly say that "mutual funds are not optimal agents of social change," without arousing a response. ...

Only a last minute change of heart by Senator Tillis gets the 50-50 tie that was broken by VP Vance's vote to get the Hegseth nomination through. Armed Services chairman Wicker in questioning in the Senate supported Hegseth as he faced tough questioning from Democrats Duckworth, Slotkin and Peters.  Wicker cited Hegseth's service in two wars in combat as a Major in Iraq and Afghanistan and the way many who had fought in these wars had struggled and overcome difficulties, the need for second chances in some situations. Other Republican senators said the position was held by others who did not have experience running large organizations. Panetta was a lawyer and Gates an academic who had CIA positions before appointment to Secretary of Defense. Perry had experience running defense supplier companies. Chuck Hagel served in combat in the Vietnam war and started his own company Vanguard Cellular and was a talk show host.   ...

It is shocking to see the virtual lack of cultural or other people to people contacts between the two largest regions in Asia, and most populous regions in the world, India and China. There appears to be a near total lack of understanding on both sides at the university and government level of the importance of setting up these contacts, so that misperceptions do not exist on either side and better relations can be built using such contacts. Rana Mitter, a expert on Modern China at Oxford University, says in an interview in the Times of India, that India and the 1962 conflict occupy less attention in the Chinese mind because other issues such as the relations with the U.S., ASEAN and Japan, take up more space. Mitter says India should emphasize its pluralism, democracy, and peaceful engagement in its external relations.  Mitter puts less emphasis on the 50 day standoff between India and China on the border at Doklam, Bhutan region, when he responds to a question about the risks of a conflict. He points to a bigger problem that affects relations between the two countries- the lack of exchanges that bring Chinese students, faculty, and government personnel to India, the difficulty of obtaining visas. This lack of cultural exchanges between the two countries is a major issue, considering also that trade and business exchanges are taking place and growing during this lack of cultural exchanges.  As a result it appears that business and economic relations guide the China-India relationship today, with people in China's key ministries and government, in universities and local government, lacking an understanding of India. Mitter makes this clear that cultural exchanges need to be established. Even a search for China- India dialogue brings up little information with a location in Beijing but none in India. It is mind boggling that the relations between the two most populous regions in the world are based on a huge lack of contacts and exchanges that would improve perceptions and understanding.  Britain's effort offers a model to follow as Tsinghua University in Beijing, as part of China's C9, has set up cultural exchanges with British universities in the ongoing cultural exchanges between Britain and China. ...

87% of the American people support sending back to their countries illegal entry migrants who have committed crimes or offenses in the US in a Pew Research poll and similar in a NYTimes poll. How many of these countries in Latin America allow illegal entry without visas? None. WSJ reports Colombia turns back 2 C-17 military flights Mexico 1 in midair on Jan 27, 2025. This led to a diplomatic standoff with DJT imposing 25% tariffs on increasing in a week to 50% on imports from Colombia entering the US. Colombia agreed to take back the immigrants after the US tariffs.  In 2024 Colombia accepted 124 deportation flights into the country from the US. Yet president Petro objected to these flights on military aircraft and responded on X. DJT responded on Truth Social: "I was just informed that two repatriation flights from the United States, with a large number of Illegal Criminals, were not allowed to land in Colombia. This order was given by Colombia's Socialist President Gustavo Petro, who is already very unpopular amongst his people." DJT then instructed for 25% tariff on Colombian imports into the US which would be raised to 50% if Colombia did not accept the flights in 1 week. DJT said this is just the beginning and also imposed a travel ban to the US. DJT stated this was a threat to the national security of the US. Colombia then accepted the military flights.  Trade two way is $54 billion and Colombia exports coffee, sugar and oil. Colombia imports about $25 billion and exports about $29 billion to the US. Oil exports from Colombia to US are $6 billion, flowers $1.2 billion and coffee $1.6 billion.  ...
