Starmer's visit to China and the result being halving of tariffs- it comes 8 years after Theresa May's visit 2018.  Starmer is following his intution  to set an independent course for Brtian's foreign policy. It makes sense as the US is using common sense in coming back to basics, to getting its own hemisphere policies right. How could there be a situation like that in Venezuela and Mexico as with the drug cartels operating as states within states- what would Teddy Roosevelt say about this? So we now have the Monroe Doctrine, the return of the Panama Canal, the restructuring of the oil industry in Venezuela, and other action. This also means Canada and UK, India, European Union can pursue policies that are common sense. It means for Britain a new openness with China after 8 years inward looking with Austerity, Brexit and Covid. For a smaller economy it makes sense for Britain to have agreements on trade as it signed with India, and now with China. Carney, Starmer and soon Merz will have worked out relations with China on trade and exchanges. For Europe and the US over concentration of making goods in China can be corrected while still engaging with China. For the EU the visits Germany's Merz made to the kite festival an India and Leyen/Costa of the EU following up with trade agreements are all part of common sense to not just reduce over concentration in China, but also to build a new partnership with India to form a 2 billion people market. All of which happened suddenly as European nations realized how to work out new arrangements following the war with Russia over Ukraine and China's support for Russia, taking up the cues from DJT common sense action in its backyard. "I'm a pragmatist, a British pragmatist, applying common sense," the prime minister tells BBC on the plane and says he wants to "make Britain face outwards again."  ...

Mexico replaces China as the U.S. top trading partner in the first half of 2019. U.S. imports from China fell by 12% and exports fell by 19% in first half 2019, according to Commerce Department. The total value of trade with China of $271 billion was less than the trade with either Canada or Mexico.

Mr. Trump said yesterday to China- "If they don't want to trade with us anymore, that would be fine with me. Until such time as there is a deal we will be taxing them." He went on to say he would place 25% tariff on additional $300 billion of Chinese goods on Sept. 1, 2019.

Meanwhile in first half 2019 the U.S. imports increased to 34% from Vietnam. Some of this could be Chinese goods transhipment through Vietnam. Japan, South Korea, India, Europe, all increased exports to the U.S.

The content made in the U.S. is increased to 70% from 62.5%. This has to be made by workers earning at least $16  an hour. Aluminium and steel going into the cars has to come from the U.S. helping push U.S. steel plant capacity utilization to 80%. Labor collective bargaining is strengthened in Mexico through new provisions, a provision supported by new Mexican socialist president Obrador. Free trade in agricultural products is maintained. $4.7 billion was added in help to U.S. farmers as aid for the effects of China's tariff retaliation. New rules are set for textiles, chemicals, and steel intensive products that set requirements to qualify for tariff free import into the U.S. This is intended to help bring more jobs and investment in these industries in the U.S.     ...

The US could put 25% on Canada and Mexico starting February 1 for inadequate border security to stop the flow of illegal drugs, fentanyl and migrants to the US. By executive order DJT asks agencies to report on the issues of trade by April 1.

US Canada two way trade is about $1 trillion. Three quarters of Canadian exports go to the US and US imports half of imported oil from Canada. Canada's Trudeau says Canada will respond dollar for dollar to US tariffs.

11 Pacific Rim nations form the Trans-Pacific Partnership in 2018. The Obama administration supported the trade pact alienating supporters in its union base particularly in the midwestern states. Mr. Trump opposed the TPP in his election campaign and made it a significant issue for swing voters in midwestern states after job losses in the auto industry. With the opposition of president Trump the U.S. decided to withdraw from TPP.  The 11 nations agreeing to join a revised agreement are Japan, Canada, Mexico, Australia, Brunei, Chile, Malaysia, New Zealand, Peru, Singapore and Vietnam. So far six countries have formally approved the deal, Australia, Canada, Mexico, Singapore, New Zealand and Japan, setting the stage for two rounds of tariff reductions starting December 30, 2018. Agricultural products duties will be duty free within 3 to 7 years including for Japan and Mexico. Australia, New Zealand, Canada are major agricultural exporters. Japan supported the deal as a way to counter China's influence in the region. In the U.S. the gains would be in intellectual property rights but losses for workers in the auto and manufacturing industries, a point Mr. Trump recognized in his election campaign as he campaigned in the midwestern states. Mr. Obama pursued TPP over objections of workers organizations and unions including auto workers union, with his advisors suggesting this as a way to counter China's influence in the region. UAW's Shawn Fain's support of US 25% auto tariffs April 2, 2025. Fain says-“We applaud the Trump administration for stepping up to end the free trade disaster that has devastated working class communities for decades.” US president Biden supported the UAW, even standing in a picket line to support UAW negotiate a contract for fair wages for workers with the three US automakers, Ford, GM and Stellantis. For decades workers in the US faced the threat of outshoring to Mexico to reduce wages. This action on tariffs will increase depressed wages for American workers in the same way that president Biden's action helped negotiate better wages. In this sense both Biden and DJT are on the same track. In fact president Biden 2020-2024 decided to keep most of the tariffs put up by president Trump in 2016-2020. It is likely that a future Democratic administration will continue DJT tariff policies to achieve domestic goals such as fair wages for American workers, and for rebuilding American manufacturing in the way president Biden has done. This is in fact one of the singular achievements of the Biden administration for building the working class and middle class neglected by Clinton, Bush and Obama administrations. On this issue both Biden, Trump and any future US president will be on the same page, because it is about fair trade, to even the playing field, and is right by American workers and American values. History will show that this required courage and persistence on the part of Biden and DJT, and was done not on whim as is falsely portrayed but on the advice of people who had the experience, wisdom and sought the best for America such as Robert Lighthizer ,the US Trade Representative in 2016-2020 and his deputy Jamieson who is the USTR in 2025. Lighthizer is notable because he handled the unfair trade with the Japanese in the 1980's as Deputy USTR under Reagan, and knows fair trade and how to get it to build a strong American economy. ...

Much of the growth in 2022-2024 was a result of Biden administration government spending on infrastructure supported by private sector spending. With efforts to cut waste and set new priorities in government spending, growth in 2025-2026 has to come from private sector spending with the DJT administration. The tariffs in the first 100 days are seen by business as a bargaining chip. Scott Bessent has described the tariffs as domestic policy, and president DJT has stated clearly that the tariffs against CMC countries, Canada, Mexico and China, is intended to stop the flow of fentanyl into the US. The scale of the fentanyl issue can be seen from the 490,000 American deaths over 12 years from fentanyl.  It is incumbent on CMC countries to take action on fentanyl. President Trump reiterated his threat to place tariffs on $300 billion of Chinese goods in addition to earlier tariffs on $250 billion in goods.  The problem China faces is that it China imports less, far less than the U.S. does. China has only $10 billion in U.S. goods to place tariffs on. This is after placing tariffs on $110 billion in U.S. goods, mostly agricultural products such as soyabeans in retaliation for U.S. tariffs on the $250 billion of Chinese goods. China could place a ban on imports from Boeing or restrict the access for U.S. companies to the Chinese market. U.S. companies have invested billions of dollars in the China and employ about 2 million Chinese in well paying jobs. Concerns about unemployment would be uppermost to prevent these jobs being affected. Other concern for China is the loss of foreign investment as relations deteriorate. Already supply chains in some products such as clothing and consumer products is shifting other countries in Asia. In automobiles the regional hubs are expected to shift with India as a potential hub for Asia, and Mexico preserving its place as a North American hub following renegotiation of NAFTA. In media the dispute is leading to a shift from Chinese consumers buying Adidas instead of Nike and Huawei smartphones instead of Apple.  For an already slowing economy this hurts China more than the U.S. which is why the U.S. is pushing China to settle with an agreement that the U.S. can trust to bring down China's trade surplus. For the U.S. as most of the loss in exports is in agricultural products the solution has been to provide government aid to farmers, and for Mr. Trump to use the issue to point out that he is fighting for U.S. interests and for fairness. This is why the trade dispute poses more problems for China. Because the surplus is so wildly skewed in China's favor after the inaction of many U.S. presidents just as it was for Japan in the eighties, the situation appears to be headed towards a definite reversal of the lopsided trade surplus enjoyed by China. In the process the U.S. plans to build up the competitive edge it has lost to some degree.  ...

The WSJ calls it a chaotic runup while conceding that the stated purpose was clearly to stop fentanyl and migrants coming across the US land Borders with Canada and Mexico. In reality its purpose is clear and it is the recalcitrant positions of Canada and Mexico and the failure of previous administrations since Clinton-Bush-Obama to act forcefully in the face of such an attitude that was the problem. Of what amounts to indifference from Canada and Mexico to fentanyl flows  and the destroying of America, that made it imperative for America to use all the powers at its disposal to get action to stop fentanyl and migrants.  These powers at America's disposal include economic power tariffs being one, and other powers as necessary, as no nation can long endure such indifferent attitudes to harm done against another for long. It is a lesson for America that what TR called carrying a big stick can be a problem when there is the complete opposite taking place.     ...

Automakers will have to ensure that 40 to 45% of a car's content is made by workers in the U.S. earning at least $16 per hour. If this is not met automakers pay a 2.5% tariff for cars brought in from Mexico. Mexico makes 2.3 million cars and Canada 1.8 million. Automakers invested tens of billions of dollars in Mexico turning it into a lower cost export hub. This has led to job loss in the U.S. Mr. Trump's efforts in the new trade deal with Mexico are designed to increase investment in the U.S. auto industry.

An assessment of progress in free trade and generating jobs in N. America under the NAFTA agreement between the U.S., Canada and Mexico. The agreement was signed under President Clinton in 1994. NAFTA removed existing tariffs on over half of the exports from Mexico to the U.S. and phased out remaining tariffs between the U.S., Canada and Mexico. The U.S. had two way trade of $918 billion with Canada and Mexico in 2010, according to the Office of the U.S. Trade Representative. Canada is the U.S.'s top trading partner, with $462 billion in trade through Sept. 2012, and U.S. trade with Mexico- expected to overtake China- is at $369 billion in the same 9 month period of 2012.

More evidence in Commerce Department trade figures that president Trump's strategy of imposing tariffs on $200 billion of Chinese goods and renegotiating trade pacts with Canada, Mexico and South Korea was not sufficient to reverse the huge U.S. trade deficit. The international trade deficit in goods and service increased 19% in December from prior month to $59.8 billion. Excluding services that U.S. sells to foreigners such as tourism, intellectual property and banking, the deficit grew to $891 billion the largest on record.

Mr. Trump's tax policy of increasing the fiscal deficit increased growth in the U.S. at a time when the rest of the world economy was slowing leading to higher demand for imports, and the 4 increases in interest rates by the U.S. Federal Reserve helped strengthen the U.S. dollar that pushed up imports.

The main lines of the Message to Congress by the US president in 2025 related to flood of illegal immigration, and illegal fentanyl flows with deaths of Americans in the most vulnerable neighborhoods across 51 states over 12 years, 490,000 deaths, more than Vietnam. "The media and our friends in the Democrat Party kept saying we needed new legislation to secure the border—but it turned out that all we really needed was a new president.” As it turns out the legislation Biden with Republicans led by Senator Lankford negotiated in Feb 2024 did not have the strong action taken in the first 100 days to deter illegal immigration and remove illegal immigrants endangering safety in American neighborhoods. That legislation did not have provisions to bring illegal fentanyl flows into the US to an end with strong action including tariffs on CMC countries Canada, Mexico and China responsible for the fentanyl flows into the US. Transgender was another issue addressed in the speech with DJT clearly stating that their only two genders and against mutilation of bodies, with trust in God about the gender God placed us in as best for us. Other issues were about tariffs action going into effect on reciprocal tariffs on April 2 with all nations including India, Europe, China, Japan, South Korea. DJT cited India for high tariffs, South Korea with 4 times American tariffs, and European nations. The goal was to ensure a level playing field for the US to compete- "what they charge us, we charge them." As explained in an earlier article in the WSJ reciprocal tariffs in the world context mean commodities products would not have price increases for the US consumer, smartphones autos would increase but this would be temporary as these nations play fairly and create a level playing field, and these products manufacturing is shifted to the US. This would mean growth for US auto industry and smartphones coming from inside the US and from India offsetting concentration of production in China. After renegotiating the trade deal with Mexico and Canada, and the Phase 1 trade deal with China, the U.S. is now setting its sights on a trade agreement with the European Union. To do this the U.S. is looking at the use of economic pressure including tariffs on the European automobile industry. One goal is to get the EU to do more to end state subsidies to aircraft maker Airbus SE.  The U.S. is also working with Europe and Japan to ban 4 types of subsidies under World Trade Organization rules under a new proposal. Mr. Phil Hogan is the new EU trade commissioner who backs this proposal that is aimed at restricting Chinese subsidies to state enterprises. The U.S. also wants to see agricultural issues, including tariffs discussed in future negotiations with Europe. As part of efforts to change the way World Trade Organization rules are set the U.S. has blocked the appointment of judges at the top court of the WTO so that it lacks the quorum to operate. Mr. Vaughan who works under Mr. Lighthizer in the trade negotiations with Europe, says the Europeans should take U.S. concerns seriously, and accept the possibility that Mr. Trump could take aggressive action if the facts show he is justified in acting in that manner.  ...

As Neil Irwin points out in the NYT the effects of the steel tariffs announced by president Trump are negligible on the U.S. economy- the impact of $30 billion in steel imports and $17 billion imports of aluminium on a $20 trillion economy. As Commerce Secretary Wilbur Ross pointed out in a television interview it is the impact of a fraction of a penny on a food can, and tenths of one percent in the price of a new car.  What markets when settling down look at is the facts from how situations were handled from tariffs on solar panels to action on NAFTA. Twitter comments of Trump have not reflected actual policy as it was carried out as Neil Irwin points out. On tariffs for solar panels this has fitted in with action from preceding administrations says Irwin and also fits in with Trump administration policy to send a message when lower prices subsidized by foreign governments hurt U.S. producers. On NAFTA Commerce Secretary Wilbur Ross and other key economic advisers around Trump have acted along with the calls from prime minister Trudeau and contacts with Economics minister Videgaray of Mexico, to a policy of making some changes to NAFTA, very different from the calls for rejecting NAFTA made earlier by president Trump.   ...

This report in WSJ looks at the impact of the 2018 Trump tariffs retained by president Biden as the US seeks to reduce its overdependence on Chinese imports and bring back American manufacturing. This followed misguided policies of previous administrations since Clinton that weakened American manufacturing strengths. Have the US tariffs on Chinese goods worked? The WSJ graph with information from US Census Bureau shows that imports from China in 2022 going down to the levels in 2007 of about 16-17% as a share of US imports, down from a high of 21% before the Trump tariffs halted a rapidly rising curve. Imports from Germany, South Korea and Japan in 2022 were down slightly hovering around 4.5%. Imports increased from Canada and Mexico, the US's traditional partners in North America, around 13.5% as a share of US imports for each country. Also increasing were imports from Vietnam. Some of the imports from Vietnam are Chinese products shipped through Vietnam to evade tariffs, and it is not clear whether the figures from Vietnam have been adjusted for this. President Biden is looking at different scenarios in an effort to tackle inflation. One supported by Janet Yellen, an economist at US Treasury is for the US to relax some of the China tariffs. Most economists in previous administrations including Yellen failed to understand what surrendering American manufacturing to China on the scale and speed that happened would do to communities across America that depended on factory jobs. The devastation of these communities has led to increased divisions in America, weakened American manufacturing, and led to outflow of technologies vital for national security and national well being.  Republican senators, US Trade Representative Katherine Tai and National Security Advisor Jake Sullivan are opposed to any relaxation of tariffs. Studies show the removal of the tariffs would have only a small impact on the consumer price inflation index reducing inflation by 0.26%. Lifting some tariffs on school supplies and summer bicycles as proposed by the US Chamber of Commerce would have little or no impact on the consumer price index for inflation. This is because the inflation is triggered by oil and gas price increases stemming from the Russian policies and invasion of Ukraine. This has also aggravated food and grocery costs  through blocking of agricultural imports from Ukraine. An additional factor was the increased demand after the pandemic easing in 2022, but that demand is already easing in July with glut in inventories at Walmart and Target, and excess warehouse capacity at Amazon. It would also send the wrong signal to China that the tariffs imposed by president Trump after a Section 301 trade investigation and based on improper loss of technologies to China are not being taken seriously by the US, says Republican Senator Hagerty of Tennessee. The Labor advisory committee to the US Trade Representative Katherine Tai also opposes any such move after the serious damage done to US workers and to US national well being and security. This happened under the Clinton, Bush and Obama administrations with failed trade policies that ceded manufacturing to China. ...

GM and Ford US International Trade Commission report in 2024 sees only about a 5% increase in prices for a 25% tariff in car imports into the US from EU, Japan, Canada, Mexico and China. With US production GM at 60% Ford at 80%, both companies are better positioned to shift production to the US following 25% tariff on cars imported into the US. GM also has the financial strength to invest in new auto plants in the US. Given a period of transition US companies are in a position to tap the added demand as more cars are made in the US.  Stellantis Stellantis formed from the merger of Chrysler, Fiat and Peugeot makes many of its cars overseas in Mexico and in the EU, and has considerable exposure. Toyota Toyota sales in 2024 were 2.3 million cars, with about 60% of the production in the US. Hyundai and Kia, Nissan Hyundai makes about 80% of the 840,000 cars it sells in the US in US plants. Hyundai plans to invest $21 billion in the US to make cars in the US including $5.8 billion for a steel plant in Louisiana. Other companies may follow Hyundai to Make in the USA. VW VW had plans for an expansion to make 590,000 cars. It has current  sales of about 400,000 cars in the US. Expansion at the Chattanooga plant or putting in another plant could help it make most of its cars in the US. ...

Global supply chains in industries such as clothing and other consumer items, in autos, and in tech products are changing as the shift away from China continues with the Trump administration's tariffs war. The clothing and other consumer products manufacturing is shifting away from China. Auto production is centred on regional hubs for manufacturing under renegotiated trade agreements such as the one that replaced NAFTA in North America, correcting imbalances in wages and U.S. content. Mexico gets to stay as a auto hub with exports of $50 billion in 2018 but under new rules that the Trump administration sees as fair. India is being considered as an auto production hub in Asia. In tech products China continues to have an edge but this is changing gradually. Samsung has built a huge smartphone manufacturing complex in Vietnam. South east Asia is a beneficiary, so is Mexico. In the future India stands to gain as its manufacturing base expands and infrastructure develops. In this changed scenario China will be moving to produce more advanced technological products, as it shifts away from lower end products. This will also correct some of the grossly unfavorable trade imbalances that have developed with the U.S. ...

Car insurance and tariffs on Mexico made auto parts would take a 2 year lag in inflationary impact, says this report in WSJ. Insurance companies will wait to see the impact and how long the tariffs are in place. Tariffs are put in place to stop fentanyl flows through Canada, Mexico and China to the US, which have cost 490,000 deaths in the US over the last 12 years. Canada now fully supports the US for action to be taken and cites similar loss of lives in Canada from fentanyl comparable to the US for its smaller population. Much of the focus on tariffs is seen as economic action in the media, when as Commerce Secretary Luttnick pointed out it is being used as an instrument to get immediate action from countries that have not acted to stop the flow of fentanyl -action they should have done taken many years back. DJT's action is to protect average Americans, communities across the US that have lost their manufacturing base to Mexico and China, and are being hit by the flows of fentanyl across borders for over a decade now. What a change DJT's first 100 Days and actions on immigration and tariffs , Ukraine and Russia, have made in China's and World relations in Asia, and in Europe - all for the better, significantly better relations worldwide.  China has worked out a peace settlement in Ladakh frontier with India. It has come together in Tokyo with Japanese prime minister Ishiba and China's Foreign Minister Wang Yi holding hands, and South Korea joining, all three nations vowing to remember history and work together. In Europe Russia is being brought back into the community of nations for big power cooperation with the US after 3 years of war in Ukraine. And Germany has removed its constitutional brake on spending that frees up $1 trillion in funding for infrastructure to replace much of its rail and other infrastructure built in 1900. One would not know this reading the NYT on democracy or the WSJ on tariffs or the Washington Post on assault on federal workforce, or the Atlantic, Politico, DW.com or FR24, Der Spiegel, nor Le Monde, much of the world media slanted on way or another. One does not hear about military exercises so often as the world realizes that so called large economies China, Germany, Japan and India all depend on American goodwill and willingness to give rather than take for most of the post war period since 1950. For the last 6 years in the latter half of the Trump administration and the 4 years of the Biden administration during the pandemic relations between China and the US deteriorated and China first retreated into its own then opened up a bit. The initial idea that it could manage the DJT trade actions evaporated as Biden continued the DJT first round of tariffs. Now Navarro, Lighhizer, and his deputy Jamieson are all back advising DJT for anew round of reciprocal tariffs and tariffs on Canada, Mexico and China for not stopping fentanyl flows.  In 2022 in eastern Ladakh China's PLA had a big standoff with Indian forces in eastern Ladakh at Galwan and Pangong Lake. The Quad was active with Australia India and the US in Indo Pacific and China conducted military exercises close to Taiwan.      ...

The Guardian's Greenhouse says the UAW sees the tariff action with 25% tariff on cars imported into the US starting April 2 2025, as a positive step.  Shawn Fain of the UAW who had the support of president Biden during his term 2020-2024 says DJT's actions match those taken by Biden to help working class Americans and the middle class. Supporting the president “for stepping up to end the free trade disaster that has devastated working-class communities for decades”. “Ending the race to the bottom in the auto industry starts with fixing our broken trade deals, and the Trump administration has made history with today’s actions.” Greenhouse is concerned that the way it is being implemented can create problems with tariffs on one day and off the next. The reason for the on again off again action was to give Mexico, Canada, and China time to respond with action they have not taken on fentanyl flows into the US, and Mexico time to address migrant trafficking across its borders. The US International Trade Commission study in 2024 on the 25% tariff on US auto imports cited by BBC shows it would reduce imports by 75%, increase prices by a modest 5%, and increase revenues of auto makers in the US by 5%. Figures such as prices going up by $6000 may apply to BMW's that are imported from Germany and carry high price tags for a very small very affluent customer group unrepresentative of the US automobile market. ...

Mr. Trump says he is willing to increase the pressure on China by imposing tariffs on all Chinese imports into the U.S. after what he sees as China reneging on its commitments on trade by deleting key sections on enforcement provisions and Chinese legislation for enforcement to take place in the 150 page agreement prepared for both presidents to sign.  Early on in the negotiations between Liu He and Mr. Lighthizer, China misread the thinking on the U.S. side. Chinese thinking was that president Trump's urging for the Federal Reserve to lower rates was a perception sign of the weakening U.S. economy. It also may have misread the extent to which Mr. Trump trusts Mr. Robert Lighthizer, who Mr. Trump respects for winning a good deal with the Japanese in similar situation of Japanese rejection of U.S. demands. Mr. Trump also thinks the U.S. has a strong economy, is the largest world producer of oil, strong economic growth in the last quarter of 2018, is also negotiating better deals with other countries including the ones with Mexico, Canada and South Korea. It is also much less dependent on exports to China, giving it a stronger position with more experienced negotiators. China has whole sectors of its economy dependent on exports to the U.S., and crucial numbers of jobs at stake.  China also misread the signals from its stronger than expected economic growth from stimulus efforts in the last quarter, leading to it staking out a tougher position than the U.S. would accept. The U.S. position was set after decades of waiting for China to change and was unlikely to be affected by any temporary considerations.  As a result the U.S. not anticipating the Chinese response of deleting key sections agreed to in advance from the 150 page written agreement gave a strong response. Mr. Mnuchin who accompanied Lighthizer in talks says Mr. Lighthizer "read them the riot act" to the Chinese side. For the Chinese side the effort now shifted to continuing good faith talks without appearing to back down. ...

The Trump administration is looking at ways to protect U.S. automobile manufacturing by enforcing stricter environmental rules for automobile imports. The EPA is looking at whether VW which has 3.5% of the American market can be asked to meet stricter standards because the diesel emissions scandal gives the U.S. legal justification to set stricter emissions rules. VW has accepted that it used illegal software to evade government emissions tests. Such non tariff barriers are faced by the U.S. companies in Japanese, South Korean, Chinese markets. It is not clear how this would affect the 17.1 million cars made in NAFTA factories with parts made in one country and shipped for assembly in another country, between Canada, Mexico and the U.S.
