In hearings before Congress in the USA, the leaders of Chevron, Shell and ExxonMobil said that they would not drill the well the way BP did (Tillerson-ExxonMobil), that the standards that should have been implemented were not in place (Watson-Chevron), and that its not a well that they would have drilled in that mechanical setup (Odum-Shell). On one issue all the companies came under criticism. All 5 oil major oil companies presented virtually the same plans to government regulators and the Congressional committee on their response plans for a major spill. As the oil spill has dragged on unresolved there is increasing frustration with BP's response and the other oil company leaders are moving away from presenting a common front in this crisis, which they had done upto now.

In May 2014 Western Canadian oil was priced at $85 a barrel. Oil from Total's Canadian oil sands Joslyn project would have cost $90 a barrel, according to BMO Capital Markets estimates. As a result Total is putting the project on hold. After aggressive spending on exploration and development oil majors are now focussing on profitability and reducing the high capital expenditures. Shell is an example of this, where a change of CEO's is shifting priorities to shareholder interest in reducing heavy capital expenditures.

Analysts are forecasting an average oil price of $106 for 2011, according to FactSet Research Systems. Brent crude is $110 a barrel in the third week of August 2011. This implies Brent crude has to be at an average of $95 for the remainder of 2011- suggesting a decline of 14% from todays levels. Share prices of European oil companies Royal Dutch Shell, BP, Eni and Total are priced for long term crude oil prices at $75 per barrel, according to Citi.

By July 2011, when Solar Frontier KK's new solar panel factory is in full scale production, it will become the world's largest plant for photovoltaic cells. The parent company is Showa Shell Sekiyu KK, a Japanese oil refiner. The $1.25 billion solar-panel factory in Miyazaki prefecture is expected to open in a few months. The annual output will be 900 megawatts of photovoltaic cells. For Showa Shell the move makes sense as oil demand is declining in Japan, given a shift to cleaner burning natural gas for power generation, and adoption of hybrid cars. Showa plans to cut its oil refining capacity by 20% in 2011. And the solar business will account for 50% of the company earnings by 2014. Mr Kameda, head of the Showa Shell solar business, says his company is focussing on the market segment that is growing fast- thin-film CIS cells, made from copper, indium and selenium. These cells cost less to make and to buy, than thicker silicon based crystalline cells. The thin-film have a potential for increasing efficiency and reducing cost because they are relatively new. Showa's technology converts about 13% of sunlight into energy. Showa is also working with partners. It plans to supply panels to GE's solar energy projects, and is working with IBM to develop next-generation solar-cell material that is based on readily available materials....

Venezuela has heavy oil in the Orinoco basin, and 7 blocks there are up for bidding which could generate 1 million barrels aday of synthetic oil. The terms are that Petroleos de Venezuela would get 60% share ad operational control but not put up any money. In addition the government will take a 33% royalty and a windfall tax. State owned oil companies in China, India and Russia, Perobras, BP, Chevron, Shell and Total have expressed interest. Political risk is taken into account but some countries are on friendly terms with Venezuela. Main concern is the recession and fall in price of oil.

The figures are staggering. $380 billion of $400 billion in Nigerian oil revenues estimated lost to corruption and waste from 1960 to 1999. This is the estimate given by Nigeria's top anticorruption official and quoted in the NYT. Meanwhile life expectancy in Nigeria is about 47 years and little of the oil revenues goes to infrastructure, health, education and investment to improve the lives of Nigeria's people. The oil companies after years of bad publicity, Shell and Exxon, appear to be shrugging their shoulders that there is little they can do beyond their own small investments, $100 million by Shell and $22 million by Exxon each year on roads and other related infrastructure. The western oil companies typically get 7% of the profits from oil sales, with the government keeping 93%, according to the NYT. Mouwad describes life inside a 50 acre area in Port Harcourt which houses Italians working for oil company Eni. A militant movement MEND is fighting in the Delta region to have more resources devoted to this neglected region of Nigeria. The result is that life is becoming difficult for foreign oil workers in the area. About 13% of oil revenues go to the states but corruption and waste eat up the money at the state level too. The River States budget is an example, of about $1.3 billion budget only $22 million goes to health services, helicopter services and catering for the governor's office alone cost $38 million and $10 million. MEND the delta region organization wants more money for the delta states and is organizing disruption of oil production as a method to make itself heard. This has increased the need for security consultants to protect oil company property and personnel. Already a quarter of Nigerian oil production has been shut down....

Profits at international oil companies are lower for a number of reasons. At Exxon the refining margins dropped 27% in 2007 compared to 2006. Cost for drilling, oil rigs and oil personnel are up sharply, and the production sharing agreements for Exxon in West Africa mean that the higher the oil price the less oil Exxon gets. The govenments of oil producing countries are taking a larger share of dollar coming from oil in their countries, and Exxon recently pulled out of Venezuela- the production at Exxon actually declined by 2% and at BP and Royal Dutch Shell by 4%. This decline will continue as the reserve replacement ratios of these oil companies are in a big decline as oil prices go higher. Most of the countries producing oil are renegotaiting their contracts at the first opportunity. Nigeria is about to do this, and even Alberta and the US government are doing this.

James West, energy analyst at Barclay's Capital, who co-authored a survey of 402 companies, estimates that the oil industry will spend $490 billion in 2011 to search for and extract oil and gas. This is up 11% from 2010. This spending includes increases in costs for finding and extracting oil and gas in hard to reach areas. The largest companies, including Exxon, Shell, Chevron and BP, are expected to increase spending by 16% to $108.6 billion. Chevron recently announced a 29% increase in spending, partly to develop large off-shore projects in Western Australia, the South China Sea and the Gulf of Mexico.

Exxon, BP, Eni, Shell, are actively working in Iraq to increase oil production, along with Lukoil, Gazprom, China National Petroleum, China National Offshore Oil Corporation. Foreign companies are attracted to Iraq because of the potential for growing oil production. Iraq produces 3 million barrels a day in 2012. An additional 400,000 barrels a day is planned for 2013. Shell's Iraq country chairman, Hans Nijkamp,says Iraq could eventally produce 6 to 10 million barrels a day by the early part of the next decade. Iraqi government officials have set a target of 10 million barrels a day by 2017, which is overly ambitious because of the many problems that need to be tackled, including building port and pipeline infrastructure, huge water projects to pump saline water into old oil fields, and passing a national oil law. Passing a national oil law means negotiating a deal acceptable to the Kurdish and other regions about sharing oil profits.

The role that Cushing, Oklahoma, and its 9 square miles of storage tanks for crude oil plays in the US oil price levels. How the oil inventories kept rising and new oil tanks kept being added because of the profits in futures from the $6 difference between today's oil price and the oil price some months into the future. This Nymex price now serves as a global benchmark. this is the background behind how Cushing stocks levels in oil tanks has a disporportionate influence on Nymex oil price for futures. So speculative opportuntities for profit in the oil trading and storage combined with changing market conditions are creating a situation the depletion of oil in storage tanks that can create a surge in oil prices to still higher levels, because of lower inventory levels at Cushing....

The auction of the Libra ultra-deep water oil field in the waters off Rio de Janeiro, Brazil. Shell, Total and two Chinese companies took part in the auction. Libra is estimated to hold about 12 billion barrels of oil and combined with the other fields in the newly discovered area has about 50 billion barrels of oil. Brazil's laws passed after the discoveries offshore were made in 2006 give Petrobras a critical role in development of the oil fields. A new company Petrasal was created to oversee the new oil fields. The winning bidder in this auction is required to pay the government $7 billion in an upfront payment and source much of the equipment inside Brazil. New investments are required in education, infrastructure and supporting public services after nationwide street protests, making oil field development and new revenues a priority for the government of Dilma Rousseff and the Workers Party that runs the government.

BP took a writedown of $5 billion for the second quarter of 2012, for some U.S. refineries, a suspended Alaska oil project and shale gas resources. Of this $2.68 billion was for the U.S. refining business. And $1.50 billion was for the suspension of the Liberty oil project in Alaska because of higher costs. BP's clean replacement cost profit was $3.69 billion, a decline of 35% from the $5.71 billion the prior year. BP's writedown of shale gas assets was because of very low natural gas prices, a situation faced also by Shell and Exxon. Total oil and gas production declined by 7.4% to 2.275 million barrels of oil equivalent a day. The extended maintenance program and major repair and improvement work after the 2011 oil spill led to increased costs and lower production in the North Sea, Angola, and the Gulf of Mexico.

Efforts by the Mexican government to sell the constitutional changes for reviving the oil industry. TV ads show children with hands wet from crude oil running through fields, then the slogan appears: "No to privatization, Yes to the energy reform." New rules set by Brazil for investment in the oil industry give about 80% of revenues generated back to Brazil. The rules require 30% participation for Petrobras, Brazil's state owned oil company, in all projects and operating of oil fields. The rules also mandate sourcing of equipment inside Brazil to develop local suppliers. Shell and Total, eager to add to oil reserves, will participate in development of the Libra oil field. BP, Chevron and Exxon declined to participate. The Brazilian government faces the difficult choice of keeping as much of the benefits of oil production inside Brazil and yet making it attractive enough for major oil companies with the knowhow for deep water drilling to participate. Delaying development for years means pushing revenue generation further into the future even as the growth rate for Brazil is slowing- down to 0.9% in 2012 and expected to be 2.5% in 2013. The street protests in 2013 making it even more important to show that the benefits of oil production will stay inside Brazil and yet not delay the generation of revenues needed for investment in Brazilian education and infrastructure....

Settlement that renegotiates the earlier agreement to develop the new Kazakhstan oil field. It brings in the Kazakhstan state oil company as a partner, doubling its stake in the consortium from 8% to 16%, along with stakes in the consortium of 16% each for Exxon, Eni, Shell and Total, as well as a stake for ConocPhillips and Inpex. The Kashagan oil field production has been pushed back to 2010. There have been spiralling costs and the cost estimate has gone up from $57 billion to $137 billion. Exxon sells a 25% stake in the West Qurna-1 oil field near Basra, Iraq, to Sinopec. And a 10% stake to Pertamina. This field produces 510,000 barrels a day with potential for 3 million barrels a day. Exxon and Shell are heading the $50 billion project. The project is a service contract with the Iraqi government to develop the oil field. After the sale of the stake estimated at about $5 billion for a 10 year contract Exxon retains a 25% stake. Exxon is managing risk in the project after differences with the Iraqi government over its investments in the Kurdistan part of Iraq.

Risk taking CEO's steps at Shell appear to be paying off as Shell's share price does better than BP's. Better results in hiring, technology, management streamlining, in sourcing non-conventional output, and Libyan deal coming after restructuring of its Russian exploration project, all show improved prospects at Shell after new CEO took over. Jeroen Van der Veer, who assumed the CEO position in 2004, is interviewed by Chip Cummins and Guy Kazan at it London headquarters. Van der Veer took over after the scandal involving Shell's overstating of its oil and as reserves. His early steps were to centralize decisionmaking, do away with the dual board structure based in the Hague and London, and increase hiring of technology professionals. 4500 midcareer professionals were hired in 2006, a new Chief Technology officer was appointed, and seven "chief scientists," creating a new focus on technology development and research, and making technology leadership a critical part of its strategy. Van der Veer also bet heavily on new projects, including a $20 billion oil and LNG project on the island of Sakhalin in Russian Far East, and a $18 billion gas field plus natural gas to diesel plant in Quatar. Jeroen Van der Veer is described by colleagues as a thoughtful but firm and straight talking, low profile guy who joined Shell in 1971, at age 24. He ran a large Dutch refinery, tackling labor problems and implementing an expansion. He has a passion for long distance skating, having twice finished a 200 kilometer race through 11 cities in the Netherlands....
