Gates experience one rainy night in March, at Dover Air Force Base in Delaware, welcoming 4 dead soldiers who lost their lives to a roadside bomb on a rutted road near Jalalabad, Afghanistan, provides an insight into what he sees as important for the US military. One is to address the realities of the war that is facing the US in the now, not some theoretical conventional war as the Pentagon is overly focused on. So he sees reason for doing things quickly. At Dover that night, Gates expressed his anger to his staff, "find out why they had'nt gotten their goddamn MRAP's yet (Mine Resistant Ambush Protected Vehicles). Gates went into the 747 carrying the draped coffins, and knelt alone and prayed for 5 minutes. Gates was President of Texas A&M University, before he took the assignment at Defense during the last 2 years of the Bush administration. He knows the ways of the bureaucracy, and is a persistent and effective when faced with lack of cooperation and delays. When the field commanders in Afghanistan said they needed 40 Predator combat air patrols instead of the 12 they had, Gates went around the bureaucratic delays and had his task force set up and and doing problem solving down to details. They went about getting more flying time, and pilots, and control stations in the air force to support this. He keeps presentations limited to 45 minutes, and inists all slides be turned in the day before, for him to look over carefully. And he is decisive in making changes. The Army Secretary was asked to come to Washington immediately, and fired on the spot, not Gates says for the appalling conditions at Walter Reed Army Hospital, but for not acknowledging that problems existed and taking quick action to fix them. And Gates is using the 2010 Defense budget to steer away from large scale conventional weapons programs, and get more money for the immediate needs of the field commanders in the wars being fought today. He makes it clear in talking with lawmakers, that "listening to our troops and commanders, unvarnished and unscripted, has from the moment I took the job been the greatest single source of ideas on what the department needs to do." In doing this he has to face up to the bureaucracy and set ways of doing things at the Defense Department, things that were never questioned under his predecessor Rumsfeld. In 2008 the generals who run the Army, Navy, Air Force, and Marine Corps formally "non-concurred" with the classified version of Gates's National Defense Strategy, which said it was necessary "to take additional acceptable risk" in the area of conventional war so that the military could improve its ability to fight irregular wars. Gates met with all the defense chiefs to listen to their objections, and decided to draw his own conclusion after thinking it over, that the reasons given "were non-compelling," considering the grave dangers that the military was facing in existing wars. Gates is convinced that its his job to give the troops in the field the equipment and resources they need, and he is not letting the military brass or officials block the way. He does not let the criticism affect him. Gates is very quiet when he listens to arguments presented on the other side that he does not share, responding in a thoughtful and controlled manner. Last week, Jaffe of the WPost says, Gates flew to Afghnistan to ask for the resignation of Gen McKiernan the field commander there, a man he had chosen 11 months earlier, but now felt was the wrong man for the job. During this trip he visited a new base being built in southern Afghanistan, and met four marines whose MRAP vehicle took the blast from a roadside bomb, all survived with minor scratches and injuries, and one broken arm. This was followed by the Democrat Obama negotiating with Iran, normalizing relations and Democrat Biden handing over Iranian assets  of hundreds of billions of dollars that were used DJT says to build its military that had suffered badly under the earlier western sanctions under Republican Trump.  It has led to some of the migration from Syria after Russian involvement that flooded Germany with millions of migrants and destabilized European countries democratic processes.  ...

The decision to replace Gen. McKiernan with Gen. McChrystal and to have Lt. Gen David Rodriguez as his deputy, was made by Defense Secretary Gates and Jt Chiefs chairman Mullen, after thinking about this during the transition to the new Obama administration. The failing war effort in Afghanistan with the Karzai government controlling only pockets of Afghanistan and Kabul and leaving the countryside to the Taliban has alot to do with this. Gates feeling is "we can and must do better." That it took so long, with the Taliban only 50 miles from Islamabad, Pakistan, and the question of Paksitan's nuclear weapons falling into thier hands vexing the adminstration, shows that things slowed down with the transition and the economic crisis. The decision was not adifficult one considering that McKiernan had little to show for his efforts, and the rapidly deteriorating situation by all accounts. McKiernan was a senior officer who spent his entire military career commanding conventional forces, serving in the Balkans and the Iraq war in 2003, and has the wrong midset and background for counterinsurgency warfare. McChrystal has experiences suited to counterinsurgency warfare, having commanded commando teams that took out leading insurgents. He is also director of the Joint chiefs of staff, so known to Mullen for his abilities. Rodriguez commanded the 82nd Airborne Division in eastern Afghanistan, is seen as aleading expert in counterinsurgency warfare. He is also Gates's senior military advisor so known to Gates for his abilities. The new strategy is to go with counterinsurgency warfare to turn this thing around. This puts 2 commanders with this kind of experience in Kabul, and close communication with Gates and Mullen because they worked together before. With additional troops, and shift in resource acquisition at the Pentagon that Gates is trying to secure for this kind of warfare, this creates the kind of combination that could help the US in Afghanistan and Pakistan, and achieve more modest goals. U.S. Defense Secretary Panetta describes plans to support forces of the Free Syrian Army during the summer of 2012. The efforts had the backing of key members of the National Security team and Secretary of State Clinton. The plans were rebuffed by president Obama and the election campaign team because of the approaching November 2012 election and the president's hesitation to get involved in the Syrian war. Plans were developed by CIA director Petraeus, supported by General Demsey of the Joint Chiefs, and Leon Panetta. Plans were to vet forces in the Syrian resistance, to provide training and arms. After Petraeus resigned because of an extramarital affair and Clinton had a concussion, these plans were not taken up again. This shows that by summer 2011 the consensus was for supporting Syrian democracy forces in the Obama administration, only to be held back by president Obama. This is likely to be a question for future generations of Americans as they assess the record of the U.S. in the Middle East and the missed opportunity. ...

US aid to Ukraine shifts to the long term. Republicans ask the president and Democrats to leave Ukraine aid on a stand alone basis and not mixed with other health or budget requests where there are differences. Republicans want to move quickly on aid to Ukraine as the invasion on the east of Ukraine builds up. In comments earlier this week Mr. Biden told a national audience in a televised speech that he wants to make Ukraine aid to be ongoing as this could be a long effort to resist the Russian invasion. The battle is one in eastern Ukraine. Defense Secretary Austin was clear about also clear- "the war had galvanized the world." About 40 countries were represented at Ramstein base, some virtually. There was a sense that the previous symbolism with Anglela Merkel and Mr. Steinmeier and Mr. Schroeder may have emboldened Russia into invasion of Ukraine. ...

The is WSJ report points out that there were differences between the president and his defense secretary Mr. Esper, over the issue whether active duty military should be sent in to control protests in Washington D.C., Minneapolis and other cities in America. On May 25 president Trump considered firing Mr. Esper who said at a Pentagon press conference that he opposed bringing in the military to cities to quell domestic protests. Mr. Esper stated "The option to use active duty forces in a law enforcement role should only be used as a matter of last resort. And only in the most urgent and dire of situations. We are not in one of those situations now."  Military and defense officials were very much opposed to this as fundamentally contrary to military values.  Mr. Trump consulted several advisers who told the president that this was not the right thing to do. Mr. Esper for his part also was making his own preparations to resign and here again his advisers persuaded him to not do this, says this report in WSJ.  The incidents happened as protesters crowded Lafayette Square, the park across from the White House, and the president believed that violent protesters were making it difficult for National Guard troops to maintain control. Mr. Esper is a West Point graduate and former Army officer. The president's advisers from the military included Chairman of the Joint Chiefs of Staff Army Gen. Mark Milley. Milley and Esper discouraged the president from invoking the Insurrection Act of 1807 and calling in army troops to the cities. Mr.Trump later visited the area around the church near Lafayette Park. The advisers consulted by the president on May 25 were Mark Meadows, White House chief of staff, Secretary of State Mike Pompeo, David Urban, and two senators Tom Cotton of Arkansas and James Inhofe of Oklahoma. Mr. Cotton, a first term senator from Arkansas, later wrote a article in the NYT opinion pages on June 3 supporting use of the military. That article had the title "Send in the Troops- Tom Cotton" which NYT says was placed by editors, and appears baffling, considering the importance that this matter presents for the military and the nation. The NYT later stated with the article that it did not reflect "a thoughtful approach"  and lacked the "additional context" that would let readers be informed and think carefully. The essay also had a reference to the constitutional duty to the states from the federal government that could be misinterpreted, and without context. Mike Pompeo, one of the president's close advisers is Secretary of State. He is a West Point graduate, standing first in his class from the U.S. military academy in 1986, served 5 years in Germany in the 4th Infantry Division, before being elected to Congress from Kansas. The other key adviser in the decision Mr. David Urban headed the Trump campaign effort in a key state Pennsylvania. Both appear to be sensitive to public opinion and the thinking in the military.  By June 6 the White House press secretary said that Mr. Esper was instrumental in bringing calm to American cities after a week of protests following the death of Mr. Floyd in Minneapolis. This NYT report by Thrush, Shear and Sullivan, looks at retired Marine general John Kelly, the head of Homeland Security till he was made the new chief of staff at the White House. He replaces Vince Priebus, who was the Republican National Party chairman during the 2016 election, becoming the new White House chief of Staff in January 2017. Priebus lasted only 6 months. This report points out that presidential family members Kushner and Ivanka Trump now report to Kelly, as part of the new discipline imposed by Kelly in an effort to reverse the chaotic situation in the White House with different quarreling factions. Kelly made this a condition for his taking the position, which Trump accepted as he was keen on firing Vince Priebus and had asked Kelly to take the job since May. Kelly is shown here as monitoring the contacts of Cabinet secretaries with the president. Who sees the president and for how long is now determined by Kelly to impose rigorous discipline. Kelly supported McMaster in the dismissal of a National Security Council member supported by Bannon and Kushner, in an effort to bring discipline. There is one area Kelly does not get into- the tweeting and personal affairs of the president. His job as he sees it is to put some bureaucratic competence around the president. In doing this he takes a tough approach that so far is respected by president Trump, as the presidency suffered from repeated setbacks from infighting and leaks. Will Kelly last where others have failed is a question posed in this report. Two people who were superiors of Kelly give their opinions. Kelly reported to Leon Panetta, a former chief of staff under Bill Clinton who was Defense Secretary, and to Robert Gates,  a Republican who was Defense Secretary. Panetta may know him closely as Kelly was his chief military aide as Defense Secretary. Panetta says of Kelly, that Kelly never minced words, said what he thought looking at you in the eye- if he thought a proposal was nuts he would say it right out. The big question Panetta says is whether president Trump will give him the authority for long. Also stated in this report is that Kelly called Comey when he was fired as FBI Director, and that Kelly even considered resigning in protest.  Less noticed even in this report is the way in which a team of experienced politicians and the senior most officials in defense and national security are working together in August 2017. In an interview with Washington Post editor Ignatius broadcast on PBS, Republican Senator Corker described how he works closely with them, and how the key people in defense and national security work together before they see the president. The appointment of Kelly helps to create a core independent group of advisors around the president, which is positive in the event the U.S. has to respond to a crisis. ...

Many of the cabinet members could easily have served under a Republican administration before Trump or a Democratic administration in the tradition of Harry Truman in the 1950's. No members of the cabinet belong to the Bernie Sanders wing of the Democratic Party.  A look at the Truman administration after 1950 shows John Wesley Snyder, who headed a bank in St Louis and worked for the Reconstruction Finance Corporation under Franklin Roosevelt performing a key role for integrating 8 million GI soldiers into the economy, and implementing the Marshall Plan. A similar job awaits another banking official Janet Yellen in Biden's cabinet to keep people employed during the pandemic. Xavier Becerra, currently attorney general of California, and formerly Congressman for 24 years, who endorsed "medicare for all" is the new Health Secretary. He grew up in a one room apartment with his Mexican parents. Secretary of State goes to Anthony Blinken, Dean Acheson was in this role under Truman as the Cold War surged with the Berlin crisis and the Iron Curtain in Eastern Europe. Today the challenges from Russia and China are taking the shape of a revival of tensions. George Marshall who led American forces in the war, was secretary of defense. This position is given to a soldier Gen. Lloyd Austin who led forces in the wars in the Middle East. This has the potential to deliver better results after the years when America veered off course under the administrations of Reagan, Clinton, Bush and Obama, following the Truman, Eisenhower administrations that setup the recovery after World War II. Today after the banking crisis of 2009, disastrous healthcare and infrastructure neglect in the U.S., followed by the pandemic, a recovery like the one after World War II is needed.   ...

The resignation of U.S. Defense Secretary Mattis comes as a result of Mattis being unable to change plans by president Trump for a withdrawal from both Afghanistan and Syria. WSJ discloses that at a meeting on December 18 at the Pentagon, with John Bolton, White House National Security Advisor, Mike Pompeo, Secretary of State, and John Dunford, chairman Jt. Chiefs of Staff, Mattis could not temper the president's plans. On Thursday December 20th Mr. Mattis decided to resign. He then met Mr. Pompeo and onto the White House to meet president Trump. He and Mr. Trump discussed their contrasting world views in a 45 minute meeting, and Mr. Mattis handed over his resignation letter to Mr. Trump. Military officials were particularrly blindsided by the withdrawal from Syria. U.S. policy has vacillated back and forth in the intervention in Syria with president Obama also hesitant to commit troops in Syria. In the meeting Mattis understood that even a minimal presence in Syria was unacceptable to president Trump who ordered the removal of the 2000 troops there. The withdrawal from Afghanistan was also a result of limited patience with the war there in the 18th year and no sign that the Taliban influence had diminished since the war began- after Trump added 3000 troops to the 14,000 stationed in Afghanistan. The U.S. has 5500 troops in Iraq and there is talk about drawing this number down. The concern for the defense department is that how U.S. allies will see the withdrawal, and their perception of how reliable the U.S. is as a partner. For president Trump the cost is measured in terms of the long period the U.S. was engaged in the region without any tangible results, and U.S. not allies bearing most of the cost.      ...

Three events September 29 Sunday to October 5 Saturday described as "week from hell" for the Biden White House in this report. President Biden can feel a huge sigh of relief for having overcome in each event. The hurricane Helene devastating a swath of western North Carolina, parts of rural Georgia, and western Florida. The president was working round the clock for relief efforts and visiting the flooded regions. Then there was the large missile strike by Iran over Israel following its bombing of Lebanon. This was averted using US missile defense. And in the middle of all this there was the International Longshoreman's Union 45,000 members announcing a strike that  closed all ports on the East Coast from Maine to Texas. President Biden supported the dockworkers efforts to have shipping ports owners in Asia and Europe to share huge profits with dockworkers.  All the time the hard work at the White House and agencies for relief efforts paid off. Republican governors in North Carolina and Georgia praised the relief efforts. And Zient, Buttigieg, Transportation Secretary Brainard at NEC, were on the phone with port owners overseas at 5.30 am Thursday to setup a stopgap agreement till Jan 15 for settlement. Panetta says Obama lacks fire and too often does not take the lead as a president should. Japan's cabinet approves a change in interpretation for Article 9 of the constitution to permit "collective self-defense." The wording was negotiated with the more pacifist New Komeito party in the coalition government to cover attacks on Japanese allies such as the U.S., but limit it to actions that seriously threaten Japan. Because the Liberal Democratic party of prime minister Abe controls both houses of parliament the change is likely to go through. U.S. senior Republican Senators Lindsay Graham of South Carolina and John McCain of Arizona, are getting ready to launch a wide ranging probe of Russian interference in the U.S. 2016 presidential election through cyber attacks. The probe is not limited to DNC hacking and the concern is not just that any one candidate was targeted but for the integrity of the American election process. Even though it is not mentioned in this report in the Washington Post by Demirjian, Senators and Congressmen from the Republican Party in charge of key committees of oversight on foreign policy and defense now see it as their responsibility to prevent an enlargement of cyberattacks as Germany and France face elections. Mr. Trump has said in an interview with Time magazine that Russia was not responsible for cyber attacks, that it "could have been China, it could have been some guy in New Jersey." Senator McCain is readying a probe into cyber attacks into U.S. weapons systems, and U.S. military, as the issue widens in its scope and significance for the West and for the U.S. and its allies in Europe and Asia. Senate Select Intelligence Committee Chairman Richard Burr (N.C.) will be working closely with McCain, Senate Armed Services Committee Chairman, on this particular issue and Senator Mitch McConnell has been apprised of the discussions, according to this report in WP. Senator Graham said- "They'll keep doing more here until they pay a price." Graham will hold a series of investigative hearings in 2017 about Russian meddling and "misadventures throughout the world."  This will include new legislation.  Graham told CNN on Dec. 7, 2016 in strong language- "I am going after Russia in every way you can go after Russia. I think they are one of the most destabilizing influences on the world stage. I think they did interfere with our election, and I want Putin personally to pay the price." During the debates Governor Pence of Indiana, the Vice President elect took a strong position on Russia, and the Vice President's positions on foreign policy and defense are similar to that of the Republican leaders in Congress.  It is hard to remember a time in the post war period when there was such a distinct difference in foreign policy and defense as it relates to Russia between a Republican president and both a Republican Congress and almost all Republican governors. Senator Corker from Tennessee, who heads the Senate Foreign Relations Committee, is on the short list to be Secretary of State. A related story in the WSJ shows the selection of military leaders for key intelligence, defense and homeland security, and Gen. Petraeus considered for foreign policy, as diverging from historical practice of keeping civilian oversight preeminent in the U.S.. Rep. Peter King, an early supporter of Trump, who is on committees for intelligence and counterterrorism told MSNBC, that he is confident that Trump will not be "taken in by Putin." The U.S. Republican dominated Congress has taken a strong position on Russian interference in Syria and Ukraine. In the House of Representatives Republican Rep. Devin Nunes from California and Rep. Mac Thornberry from Texas are leading efforts on cyber and intelligence as heads of their committees. ...

The Rivlin-Domenici Deficit Report recommends freezing US defense spending from 2012 to 2016 at its current level of over $700 billion a year. This means the Defense department budget would not be adjusted for inflation, and the military would not have the $431 billon in additional spending that the Congressional Budget Office had projected. By contrast Defense Secretary Gates has sought to keep the Defense departmet budget growing at 1% a year after inflation, plus the costs of the war in Afghanistan. And the Bowles -Simpson Deficit Commisssion chairmen have recommended $100 billion in savings by 2015 be used to reduce the deficit. The way Gates sees it the savings of 2-3% annually in department contracts would be used for other military purposes. Rivlin-Domenici and Bowles-Simpson do not see it that way, they want to use the money for deficit reduction and improving the economic prospects for the US.

Making some territorial concessions appears to be the only way for peace talks to succeed. For a long time there was insistence on territorial sovereignty of Ukraine by EU and NATO leaders. This appears to have prolonged the war- with needless loss of life on both sides, and costly damage to Ukraine infrastructure, a population that had to face additional winters and hardship in war ravaged areas. NATO's Stoltenberg from Norway, leaders of northern Nordic and Baltic countries, the UK, could take that position without having to face the hardship of the war. NATO had to be re-formed under a new name and new structure  following the collapse of the Soviet Union, with wariness about the possibility of centuries old since 1700 UK and Nordic historical adversarial relationship with Russia casting a shadow over that organization, and embroiling the US in conflicts not of its own choice or of wise leadership. This is the root cause of the Ukraine war. It would have been best to completely restructure NATO and give it a new name without Northern European nations leading it. Principles matter once soviet communism was no longer there NATO formed for its expansionism in 1950's had served it's purpose. Rasmussen from Denmark and Stoltenberg from Norway led the organization for the last decade and half from 2009-2014 and 2014 to 2025, with backing from Obama/Merkel for most of the period of the war in Ukraine. Also most of the period NATO expanded to Russian borders happened under Northern European leaders from Spain, Britain and Nordics (Solana, Robertson, Scheffer, Rasmussen and Stoltenberg) and the organization NATO getting the northern European slant based on historical adversarial relationship of Britain and Russia since 1700- for no other reason than the British wanting to protect its large Empire and commerce in India which in the 18th and 19th century included most of Asia. Under Robertson the UK Defense Secretary much of this transformation into turning NATO into something anti-Russian happened which was primarily because of British and Nordic perceptions of Russia as an adversary. Robertson added the following countries at the Prague Summit in 2002 to NATO- the Baltics, Romania, Slovakia and Slovenia. Russia faced internal upheaval in those years and Yeltsin in resigned in 1999, Putin was elected in 2000. It is clear that Russia had suffered severe economic hardship in that period and Putin's first goal in 2002 was to stabilize the economy.  It could be said that this turning NATO over to UK and Nordics was a huge mistake considering that Russia was still the largest nuclear power after the US, and British policy was now determining US policy. And Britain's Robertson/NATO should not have involved itself in the Afghanistan war using Article 5, as the US could have handled this alone and limited that engagement. It got US involved in another conflict, conflict with Russia that was to come in Ukraine on the side of the Baltics and Ukraine, without US clearly understanding what the roots of that war was about and implied confrontation with Russia 20 years after the Prague Summit in 2002 under George Bush junior. The incompetence of Bush and Obama/Merkel laid the seeds of the Ukraine war in 2022 following Robertson, Rasmussen, Stoltenberg, small Nordic nations and Britain creating a conflict that did not need to happen, with loss of hundreds of thousands of lives of Russian speaking fraternal peoples of both Russia and Ukraine. The Republican sentiment under DJT of the tragedy of such huge losses of young people, and desire to end this loss of life, can nowhere be seen in bellicose talk in northern European nations, that take the US for granted to fight their wars.  The wisdom of Washington, Lincoln and TR/FDR clearly caution in getting involved in European centuries old animosities. For the US it meant in practical terms that it could no longer carry out the Monroe Doctrine essential for peace and good governance in the western hemisphere as only a Russia desperate to make its views known about NATO would interfere in the western hemisphere against US assertion of the Monroe Doctrine with the US Navy. Instead drug trafficking gangs took over Latin American countries and created a flow of fentanyl and millions of people through migrant traffickers across the US southern border. As America has expressed its concern for loss of Russian and Ukrainian men in the war for the first time under DJT Russia has distanced itself from Venezuela, Mexico and Latin America. The loss of hundreds of thousands of young Americans to fentanyl is a shared tragedy with the loss of hundreds of thousands of young Russians and Ukrainians in the last decade. How reliable are Northern European countries when it comes to protecting the eastern seaboard of the US with the acquisition of Greenland? Should the views of a small population in northern Europe of 2% of the total determine the future of US, Europe, China, India, Brazil, and other parts of the world with 5 billion people the 98%, when issues of war and nuclear conflict, nuclear buildup, the western hemisphere destabilized with drug trafficking gangs running rampant in countries, divide the world in opposing blocs, when the wellbeing of most of the world's people in Asia and Latin America, Africa is at stake by establishing a essential degree of cooperation by all sides. The US under DJT has chosen a wise policy of cooperation over conflict -with China, with Russia, with all the major powers, and with smaller powers. Reading the wisdom contained in the writings of Washington, Lincoln, TR/FDR confirms it is clearly the wise choice. ...

US Secretary of Defense Gates has launched a drive to save $100 billion in defense costs over 5 years. These costs were expected to put back into weapons procurement and other costs. The President's Deficit Commission report of 2010 proposes to apply the savings to deficit reduction. US military spending costs $700 billion a year.
