A fellow Christian of Pope Francis who distributed food and blankets to remote villages in the Andean mountains of Peru driving his white pickup truck is the man chosen to lead the Catholic Church in the third decade of the 21st century. He is Robert Francis of Chicago, an American who first came to an Augustinian mission in Peru near the Ecuador border in 1985. Nepal is a remote mountainous country with some of the highest Himalayan mountain ranges and Mt. Everest. For decades it has stagnated economically with Chinese help making little difference, Indian help more recent, and the country with per capita income of about $1500 for a population of  29 million. Neighboring India with 1.4 billion people is seeing huge increase in young people's aspirations in neighboring Indian states such as Bihar and Uttar Pradesh under the Modi government. Average age in Nepal is 25 years, in Bihar a neighboring state in India it is 22 years. This is affecting Nepal with the similar lack of tolerance for corrupt governments that cannot deliver on infrastructure and health/education. Urbanization is only 17% in Bihar state in India that is neighbor of Nepal and most people live in rural areas, the same is true for Nepal with 20% urbanization. Per capita income in Bihar state is $900 one third of India's $2700 per capita income, in Nepal it is $1500. Who is Balen Shah- a 35 year old structural engineer into hiphop music who is Mayor of Kathmandu, the capital. He supported the student protests against the corruption of government led by PM Oli which had to resign. His party RSD leads in two thirds of 275 parliamentary seats. Each voter gets 2 votes, one is for 165 seats on first past the post basis, and the other vote is to allocate 110 seats based on the party vote. Average age in Nepal is 25 years with 800,000 first time voters in voting population of 19 million.  ...

The pandemic has affected Brazil, and Peru, Ecuador, the worst in Latin America. Countries where there was a lack of funding for public health and no consensus on how to tackle the crisis such as Brazil have done worse. Brazil has 11 deaths per 100,000 people compared to just 1.0 for Argentina. Chile with a political crisis and months of protests has no consensus in the country. It has done worse with 4 deaths per thousand and 95% of intensive care beds in the country taken, leaving hospitals overburdened and in stressful conditions. 

In Argentina the lockdown has been extended till June 7 and there appears to be a consensus on the government's approach to the crisis. Mexico under president Obrador decided to reopen earlier and now faces more coronavirus cases. Reopening the economy so that people in the informal economy could provide for their families was a priority for president Obrador.

Hit hard by the pandemic the people of Argentina, Brazil, Chile and Mexico are showing less vaccine hesitancy. This is enabling this region to catch up with the US in vaccinations. The difference is that people trust vaccinations. About two thirds of people in Chile and Uruguay are vaccinated. Supplies of vaccine are coming in from US, UK, Russia and China. Brazil is now doing 1.5 million vaccinations a day, compared to 750,000 in US daily. This report says that on a per capita basis taking into account the populations US is currently vaccinating at half the rate of Mexico and a third of the rate in Peru and Colombia, Argentina. With 8% of the population Latin America had one third the deaths making vaccination urgent and essential for this region. People are taking the threat of Delta variant seriously in the region. Astonishing as it may sound after all the publicity of deaths in Brazil this report in WSJ says 88% of people in Brazil want to get vaccinated, while 67% say this in the US, poll from Ipsos. The shift to digital from newsprint for newspapers in the U.S. is taking place in gradual steps. Print ad still account for 86% of $24 billion in revenues for the newspapers in 2011, according to the Newspaper Association of America. About 45 million buyers for the 1400 newspapers in the U.S. put their hands on a printed paper edition each day. At the same time print revenues have fallen by half since 2007. So as not to overly disturb the existing customer base for newsprint papers, and wary of the still developing revenue model with lower revenues of the digital newspapers, Advance Publications is making a gradual shift to three days a week from daily papers. In 2009 it moved the An Arbor News to two print editions weekly and in early 2012 it shifted 7 other daily papers in local communities of Michigan to 3 times a week print editions. The pulbback has shifted readers to the paper's websites. Local communties depend on papers in a crisis such as the one that hit Louisiana with Hurricane Katrina in 2005. Circulation for the Times-Picayune in New Orleans has declined by half to 133, 557 daily in March 2012. Yet the digital edition has a distinct advantage because journalists continued to provide reports online when the hurricane knocked out printing presses. The advantage continues with the lighter iPad tablet devices which will make the papers accessible in a convenient hand holdable way. The problem is with the revenue stream which has not been established in a convincing way for digital as yet so that it would support hiring journalists. As it shifts to online reporting on its site Nola.com, Advance publications will shift to 3 print editions per week in New Orleans. And this will mean laying off 50 journalists, and covering a region with 1.3 million people with the remaining 100 journalists. Advance Publications will do the same for its papers in Birmingham and Huntsville in Alabama. For journalists like Caroline Little, a former publisher of the Washingtonpost.com, the scary thing is that fewer and fewer journalists are supported by the online model, and yet the shift to digital is unmistakable. For reaching younger readers not accustomed to holding a print newspaper, it is also the only way forward. ...

15% or 1000 of 6800 Yale Students get free tution at $75,000 cutoff income level for free tution since 2020.  With $200,000 as the new cutoff for incomes getting free tution it would cost Yale $72 million more, $72,000 being the tution cost per year and additional 1000 students getting free tution at the new cutoff income level. This suggests it only costs Yale $72 million to look like it is doing something for the middle class that cannot afford Yale's high undergrad tution. But what is Yale doing about the high undergrad tution? Yale Tution goes up from 31,000 in 2005 to $48,000 in 2015, and up further to $72,000 per year for undergrads in 2025. In percentage terms the increase in last ten years is 50% and comparing 2025 to 2005 over 20 years it is up 232%, and comparing 2015 to 2005 it is up 55%. There is no slowdown in the increase in cost of tution at Yale for affordability. Middle class is being squeezed. Parents have to go into savings to send a child to these upper tier schools, as reported in WSJ, with incomes of $250,000 not enough to payoff huge tution fees of undergrads when there are 2 or 3 kids going to college. For Yale it is about business as usual as it can afford the additional $72 million for 1000 more students to be added at free tution- its endowment is at an hefty $44 billion which can easily handle that $72 million added cost to look good in front of the public while leaving things the same in terms of affordability and cost. All down the line at the second tier schools the situation is the same, only down the line when it comes to state universities do things change, but only a bit. It leaves Americans with the feeling that this system is also fundamentally flawed like the health care system and needs complete overhaul. ...

Merz popularity dips slightly as he brings up tough issues such as 4 days work weeks in Germany, Many working part time and CDU calling for restricting part time to workers giving care to elderly, childcare, and for education. Poland's collapsing birth rate at 1.0 compared 1.62 in France another Catholic country, and Spain's 1.1, Germany's 1.3- 2.1 is the replacement rate per woman. This has profound consequences for Poland. The future workforce will be 20% smaller compared to 4% smaller in France in 2 decades. Many schools will close in rural areas which are hit hard. There are more deaths than births in many small towns. At this rate 1.7 million homes will become vacant in 2 decades.This report looks at Warsaw as well as rural areas near Belarus where the war has created much anxiety. The population of Poland will shrink from 36 million to 31 million over three decades if these trends continue. By 2000 the birhtrate dropped from 2.1 to 1.3 and the government introduced payments of 190 euros per child per month and expanded the childcare system. But this has not helped as the rate dropped to 1.03 in 2025. Under the Communist system industries were located in small towns and men stayed there while women moved to cities leading to a mismathch for men and women. The economic boom that doubled per capita income led to less interest in having children. The economy was supported by long hours of work which led to less interest in bearing children for women. Other reasons are a lack of interest in sharing and making the effort, the cost of raising children in a hyper competitive society like South Korea where births are at 0.7. ...

China made a prolific use of oil during its rapid economic growth phase. China is adapting to  3 million missing barrels of oil from Hormuz by drawing down reserves, cutting use of crude oil converted into plastics, and other measures. This is an opportunity for China to reduce the amount of oil it consumes by copying the example of more efficient use of oil per unit of GDP that is seen in the last decade in Germany and Japan. This would be better for China and for the world economy as it adapts to the uncertainty and wars of the last 3 decades of the Middle East. The US could also take the example of Germany and Japan in more efficient use of oil for the same degree of growth.

The Pacific Alliance Trade Agreement signed in Jan 2014 will make 92% of products tariff free for trade between Mexico, Colombia, Chile and Peru. The Pacific Alliance region's combined GDP for 2012 was about $2 trillion and it exceeds the population of Brazil. Experts, including Michael Shifter of the Inter-American Dialogue think tank, say the alliance's aim to decrease trade barriers in goods and services, coordinate policy on currency issues, but it does little for the critical needs of infrastructure building and improving productivity. Colombia and Peru especially have very poor infrastructure that severely impacts transportation and trade for the region. China's focus on infrastructure development financing and execution gives it more credibility in this vital development field, and the U.S. has to create financing and project execution capabilities to fill this vital need to build credibility.
