Israeli leader Yair Lapid says "we need a government where right, left and centre work together as a way of life." The result is that Lapid's party is putting together a coalition of the right, left and centre- parties of Bennett, Labor, Gantz, and Lapid getting together to form a new government with sharing of ministries. Bennett would be the prime minister for 2 years followed by Lapid under this new arrangement. The whole arrangement is a result of no one  party or group of parties gaining a majority in repeated elections. Under the last arrangement Benny Gantz and Netanyahu shared power with Netanyahu going first as prime minister.  The new arrangement is designed as an effort to give Israel a chance to have anyone other than Netanyahu as prime minister, so intense is the desire for changes- almost as if Israel needed it "as it needs air to breathe," the way Lapid puts it. PM Modi inaugurates India's first Vande Bharat Express in Ahmedabad. New Metro in Ahmedabad and the Express trains increase multi-modal connectivity in Gujarat. Modi says the Vande Bharat train operates quietly with sound that is one hundredth of the sound that is heard on modern aircraft. A new rail station is planned for Ahmedabad and twin city arrangement with Gandhinagar. Modi says the transport infrastructure in Ahmedabad would be taken to the whole nation. He says Ahmedabadis have calculated the cost of travel by other transport including buses, and found the value that is in travel by Metro with ease, speed and time saved. And found that this beats transport by any other way for seamless connectivity and ease of use. Modi says he had a vision of such service when a global connectivity committee visited Ahmedabad when he was chief minister. Yet it was only in the last 8 years that he having moved to the federal government was able to get both federal and state funding to develop the new rail and Metro services in Gujarat using new technologies and experience. ...

The Indian government has received bids of Rs. 1.49 lakh crores for 5G spectrum auction from companies led by Reliance Jio, Bharti Airtel, and Adani. The 700 megahertz band important for coverage for distant and remote locations also received strong bids which is seen as a positive development. Previous auction in 2015 raised 1.09 lakh crore rupees making the 1.49 lakh crore rupees auction in 2022 a significant advance.

The idea of competitive cooperative federalism is for different states within India to compete for development projects through cooperation with the federal government and cooperation with other states. This is in the spirit of rapid development that India needs for modernization, facing the pandemic health challenges, and meeting the growing aspirations of the young people who make up most of India's population of 1.2 billion people. This is happening in Rajasthan with chief minister Ashok Ghelot's seeking the federal government's assistance in tackling the problem of shortage of doctors and medical supplies. Ghelot asked the federal government to make decisions for opening medical colleges in the remaining districts of Rajasthan and approve a medical device park in Jodhpur, a bulk drug park in Kota. A virtual program showed the foundation stone laying for medical colleges in Sirohi, Hanumangarh, and Daua districts. Mr. Modi's goal is to have a medical college for every district in the country and a medical postgraduate institution in each district. Mr. Modi said at that event- "I was listening to the CM of Rajasthan. He has given a long list of projects. Here Mr. Rosenfield is described as the person at Treasury who put together the Olympics budget that came out at a little over 9 billion pounds after little preparation was done and Britain won the bid for the Olympics by bidding only 2.3 billion pounds. As Rosenfield puts it, there wasn't even a cats in hell chance of doing the Olympics at that cost, and the only option was to control costs as aggressively as we could. Britain now faces the task of keeping Covid budget costs manageable and getting a recovery in place in 2021-2022. ...

The Spanish Supreme Court verdict giving jail sentences to 11 Catalan leaders for the part they played in pushing for independence of the Catalan region in 2017, has resulted in clashes of protesters with police. The socialist government of Pedro Sanchez faces elections on November 10, 2019.  The government faces the option of activating Article 155 of the Constitution suspending the state government for central rule from Madrid.  One of the problems Spain now faces is that there is no clear majority for independence with the region divided between people who prefer to remain in a united Spain and people who prefer Catalan independence. In a recent BBC Hardtalk this was brought up in questions put to the Catalan independent movement spokesperson. The support for independence has actually declined in recent years. The Guardian cites a Catalan government poll in July showing 48% of Catalans oppose independence and 44% support it. Independence is not supported by the EU and it is not clear whether Catalan economy would do better outside Spain, as some of the causes of the economic problems stem from the banking and housing crisis in Spain and overborrowing. Mr Sanchez on the Madrid side and the Republican Left on the Catalan side favor negotiations on economic issues raised by Catalan people. As a result there may be less support than previously for outright independence, particularly when it is realized that the economic issues come from mismanagement and corruption and that the new Spanish constitution was designed to give regions special rights after the Franco years.  ...
