The former commander of the NATO US forces in Europe 2014-2018, Gen. Ben Hodges, says the war could end in 2023 with air support to Ukraine. Hodges tells DW.com's Ines Pohl, that the only red line for Washington's support in Ukraine is "boots on the ground." Hodges says Ukraine must retake Crimea to maintain the international rules based order and the UN Charter.

About the Russian offensive in Feb 2023 Hodges says Russia was attempting to "surge" a new offensive but it does not have the capability to launch a "major' one. "They don't have the armored forces, the ability to break through," and that it will not change the "overall operational environment in Ukraine." This is the first serious assessment of the new phase in the war on an overall basis looking at the larger picture of Russian and Ukraine plus outside support capabilities.

The expected EU turnout in 2024 is at a high of 68 percent. Over the years since its formation the early enthusiasm and vision was replaced by dry directives issued by bureaucrats in Brussels leading to lethargy. 1979's 62 percent voter turnout contrasts with 2014's 48% voter turnout. Boris Johnson, Donald Trump and Vladimir Putin have each in their way created new surge of interest in EU and the parliament in Strasbourg, says Caroline Gruyter from her conversations in France, Switzerland, Netherlands, Czech Republic. Today 74% of EU citizens polled say they support the European Union. Similar numbers even in the UK as Labor party is about to come back in a big way.  What happened? The war in Ukraine, Russia and NATO, US and NATO, the UK drift back to EU in sentiment, Italy's conservative parties called Right wing are supporting the EU under Meloni. Another reason for the sense of EU coming back to life comes from my visit to Germany, where after decades of disinvestment in infrastructure the rail station in Frankfurt is being rebuilt and new infrastructure is being built all over the city. Posters all over Frankfurt for EU parliament elections show a new spirit for Respect for workers, working families, and a sense that the FDP, SPD, CDU and Greens can take the decisions to give new vigor to the German democratic process.    ...

This Editorial in the WSJ says Obama's complete inaction in Syria led to problems later on. It destabilized the entire Middle East in a way that Reagan destabilized the region with intervention in the region. Russian unease with NATO at its borders was not sensed in US and EU- and no efforts to address these concerns to reach an agreement to create the right kind of environment for peaceful coexistence that is only now being beginning to be seen as needed. Other serious consequences were the migration from the Middle East to Europe after Arab Spring in 2011- migration to Greece and Italy and onwards to Hungary, Austria and Germany. During the Merkel years little was done to identify and act on the sources of the problem- instability in the Middle East and Africa and dealing with the problem at the source. This led to AfD in Germany taking up the unease felt by the German people at the size of the illegal migration. This led in ricocheting manner to migration fears in Britain and Reform UK taking up the unease felt by the  British people.  This problem of migration found new sources in 2024- Venezuela and Central America for the US and cross Channel migration in the UK and again it's size stirred up unease- because of the size of illegal migration in the millions. ...

Ukraine has made progress in securing its situation in the Black Sea region through better surveillance and by reducing Russian naval advances in the Black Sea, according to one report. NYT's French says a look at different scenarios for the war in Ukraine shows a stalemate the most likely option. Ukraine's offensive in 2023 has advanced very slowly with Russia having heavily fortified its defences and having superior airpower. A route for Ukraine's grain exports was possible with UN & Turkey negotiated agreement for a Black Sea shipping route. Now that Russia has withdrawn from this agreement a new corridor is being established in the Black Sea using shipping routes that stay close to NATo countries borders on the Black Sea.

Simply put the party that makes the best case for the economy and for a better future consistently and constantly will prevail as at the end of the day white, black, rural and urban voters will be listening carefully. The cost of living, immigration, the economy, are major issues in 2024. Nate Cohn of the NYT looks at the 2020 election, the 2022 midterms and polling for 2024. He says Republicans are doing better in states they did well in the midterms in 2022. Nationally they are doing as well as in the midterms making gains in noncompetitive blue states such as New York and California where there is less impact of Roe vs Wade abortion rights and voters can show discontent with Democrats for the way they have governed. Trump can also gain with black and Hispanic voters but more in California and New York and Texas noncompetitive states.  Harris does well in Florida, and Texas, and in some red states for the same reason as voters look for alternatives from being tied down to the Republican party or the Trump Republicans.  In the key Electoral College states in midwest Harris is holding up well in polling- in Michigan, Wisconsin and Pennsylvania. In these states Black and Hispanics are not in the same population numbers as in other states. ...

Russia invades Ukraine on multiple fronts, across Belarus, across its western border with Ukraine, on the pre dawn hours of February 24, 2022. Russian foreign minister Lavrov says "tense and detailed discussions" with US and NATO are still taking place. In talks with the US, president Putin of Russia had demanded that Ukraine commit to not joining NATO. The US insisted that this was upto Ukraine and that the territorial integrity of Ukraine had to be respected. Interventions by Macron of France and other leaders failed to bring the two sides closer. The US and Europe with a reluctant Germany looked at sanctions as a deterrent. This proved to be wrong. Mr. Putin has a passionate view of Ukraine and Kviv's historical role in the formation of the Russian state, evident in his televised address only 48 hours before the actual invasion. Ukraine has shifted between Poland and the Baltic states, Germany on one side and Russia on the other in its thousand year old history. The shift away from Bolsheviks and Communists under the Soviet Union after 1990 changed the relationship of Ukraine with its neighbors once again as Ukraine became closer to Poland and the Baltics, and Germany. Germany remains reluctant to revert to the relationship with Russia that led to 2 World Wars. During the leadership of Willy Brandt and successive German SPD leaders, as well as with Konrad Adenauer and CDU leaders, the goal was to build a good relationship with Russia. Merkel of the CDU went as far as accepting dependence on Russia for 40% of its gas supplies, after shifted out of nuclear energy and supporting a new Nordstream undersea pipeline for gas supplies.  The early reaction on DW.com and German television was one of shock as no one really expected that this would lead to a full scale invasion. Scholz of the SPD the new chancellor in 2022 was not active in forging anew consensus allowing NATO's Stoltenberg who is a former Norwegian prime minister 2005-2013 to frame the response of Europe. Norway's role in European security was marginal for most of the twentieth century. Other events had detracted from bringing active German and American participation in coming up with a framework of dialogue to address concerns of both sides and still build a common ground for peace- Afghanistan, the pandemic in its third year, China's deteriorating one sided trade relationship with America that hurt American workers and manufacturing. As a result China and Germany were essentially absent in building the framework for peace. Afghanistan hasty withdrawal made it harder for president Biden to come up with new approaches to build a common framework. President Macron made some faltering efforts on the fringes even as president Putin focused on the US response and its intentions with NATO on European soil, and declared that it was directly US Russia negotiations that needed to work. With this the whole framework of relations since the presidency of Reagan and the relations with Russia and China come to a close. And a new framework needs to be constructed that draws in India already or soon to be the most populous nation in the world, in an effort to build an enduring new framework. The voices of Eastern Europe need to be heard, yet balanced with the voices from India, China, Germany, Russia, and other countries in Asia, Latin America and Africa that are affected by world events. ...

We show her the view from Europe on Ukraine in Feb 2025. Francois Hollande leader of the Socialists in France and former president says that the United Kingdom, France and Germany must be at the forefront of genuine European security. In this long interview he answers questions from Le Monde. He says US may withdraw its 80,000 troops from Europe in NATO. This will require European forces and European nuclear deterrent. In 1966 De Gaulle's successor president Pompidou said- "France must be returned to itself. Thus we are serving Europe and preparing the re-emergence of Europe so that it can play its part. Do not imagine that we are changing sides. We are against hegemony and so do not intend to favour Soviet hegemony, nor does our attitude towards the war in Vietnam encourage Chinese hegemony in that part of the world." Hollande says if this US withdrawal of troops from NATO happens will Article 5 will then apply to Europe? Hollande's answer is "it is upto us to prepare. Even without him."   On Merz's election as Germany's leader- Hollande says we will have to broaden the geographic scope of our deterrent force. Merz has expressed interest in nuclear deterrent from partners UK and France, France having proposed to Germany a mutual nuclear deterrent under president Pompidou, a successor to president De Gaulle in the 70's. ...

A rapid increase in the number of Russians with favorable views of the US going up past 30% as one sign of the effort to improve US Russia relations by Trump and Putin is seen in March 2025. A call by Trump to Putin will take place March 18, 2025 to start discussions on how to settle the Ukraine conflict including land, power plants and exchanges and getting to the root cause of the war- NATO expansion. Some solutions include NATO being disbanded in its current form as archaic as there is no Soviet Union, its original goal being stopping Soviets from setting pro- Soviet governments, setup in Czechoslovakia and attempts to do this in Greece and Turkey. Truman formed NATO for this purpose in 1949 after the Berlin Blockade by Soviets. WIth nuclear arsenals being replenished in Russia and China, India, Japan, small nuclear states such as North Korea, Pakistan, the situation is different today with responsible policies needed today on this issue which are impeded by the idea of NATO on the borders of Russia and the Eastern European and British view of Russia as the pre-eminent threat not shared by India, Brazil, China and the new administration of DJT in the US. This behind the scenes account  shows how the NATO communique with policy declaration was prepared by July 6 before European leaders and Mr. Trump set foot in Brussels on July 11. It shows to what lengths key members in the Trump administration will go to achieve American objectives in preserving the NATO alliance. Particularly now that Russia is taking an aggressive stance to NATO near its borders.  General Mattis at Defense Department pushed for the 4 30's initiative which is about preparing a rapid deployment force to be ready by 2020. This is in the communique. Also in the communique is the setup of a command post in Norfolk, Virginia, ready to act to deploy forces in Europe. U.S. ambassador to NATO, Kailey Hutchinson, received the demand from National Security Adviser Bolton to have ambassadors from all countries work overtime to get the declaration done by July 6. Jens Stoltenberg, Secretary General supported this effort. All were concerned that there should be no repeat of the mess that happened for the G-7 communique when at the last minute president Trump refused to sign on, leading to derisive comments about Canada's Justin Trudeau. It was seen as critical to preserve the sense of unity in the U.S. alliance with Europe. This time there was no disruption even though Mr. Trump acted unpredictably in Brussels. ...

The Soviet threat actually receded after 1964 when Brezhnev became head of Soviet Union till 1982. During that period in the 1960's till today the face of NATO as today was from a series of heads of governments of Dutch Stikker in mid 1960's or other small European states such as Norway Stoltenberg and Rutte Netherlands again in 2025. It could be said that none of these leaders  of small EU countries represented US interests- or even European interests- a point the DJT administration is trying to make. First NATO head UK's Hastings Ismay's NATO for "keeping the Russians out, the Americans in and the Germans down" is more British Imperial policy of 1904 -1940's as the Indian Viceroy's Assistant, not US policy or in America's or even Europe's interest in 2025. It hurt the US in Venezuela as Russia propped up a regime which led to millions of refugees entering the US illegally. And it hurt Europe as Russia propped up the Syrian regime with millions of refugees entering Germany and destabilizing its political structure. Going back if a new defense institution was set up to replace NATO by the Europeans in 1970's this would have been the right step which would have not led to Russia propping up regimes in the Americas or the Middle East. The 28 Point Peace Plan offers a basis for further work to arrive at an agreement acceptable to Ukraine and to the European Union, is the view emerging at the G20 talks in Johannesburg, South Africa. The leaders of Finland, Ireland, Netherlands, Norway, Italy and Spain met on Saturday, November 22 2025. Separately Leyen and the EU council president Costa meet with Meloni of Italy and Macron of France on Saturday after conversations with Zelensky on Friday.  British prime minister Starmer has this view of the 28 Point US plan negotiated with Russia-  “There is only one country around the G20 table that is not calling for a cease-fire, and one country that is deploying a barrage of drones and missiles to destroy livelihoods and murder innocent civilians.” Ms. Von der Leyen, president of the European Commission, says-  “Ukraine can count on us because this is not only an aggression against Ukraine, but it is an aggression against the principles of the U.N. charter." “It’s on European soil. Therefore, we will support Ukraine for as long as it takes.” Macron of France commended American efforts to reach a peace deal but said EU nations would work with Ukraine to map out a plan for way forward in 48 hours.  "What is at stake is Ukrainian sovereignty and European security.” It is this aspect of European security that may be the reason the EU and Germany may decide to modify the plan to offer a counter proposal on several points. One on limits to the size of Ukraine's defense forces to ensure its defense. Another on the stationing of forces by NATO in a peacekeeping role in Ukraine as proposed earlier. Third on the ceding of territory now in the hands of Ukraine so that these parts of Ukraine can remain independent after 4 years of ragged defense. Germany under CDU Merz and with Pistorius of SPD at Defense in a strong coalition government may be the deciding factor as Merz has already set the goal for the Bundeswehr to become the strongest army in Europe, with plans and action to prepare for this transition to defend European interests. It is true that Ukraine is at a difficult point yet if the Europeans see this as a "capitulation" and a US DJT deadline of one week to push this through Europeans may come up with a counter offer that includes these points that would make it clear that they are not an obstacle for peaceful resolution of this conflict. The history of Europe shows that in such situations with most of Europe on one side and Russia or some other major European power on the other side, eventual settlement ends up with all sides making some concessions, and in no way seen as "capitulation." Asian powers China and India have been pulled out of the conflict to a large degree in 2024-2025, with US shifting to a neutral position. Making this a purely European conflict with the Russian economy mobilized for wartime yet facing all the nations of Europe led by Germany, France and the UK in a transition towards military preparedness and unwilling to see any form of capitulation. In such a situation the larger economies and resources of the EU could effectively counter a Russian threat leading to a settlement that is better for all parties to the conflict.   ...

The US envoy to Belarus responds to overtures from Belarus's leader Lukashenko for improved relations, release of hundreds of political prisoners including the husband of a opposition leader who is thought to have won the last Belarus open elections in 2020. Today it is not realized that politicians with lack of vision or foresight - Bush, Obama, Merkel, failed to grasp that in 2020 two events happened that were linked- the Belarus electons bringing another pro-EU government on Russia's border which was squashed before it could take office and the pro-democracy movement in Hong Kong also squashed in 2020 by China PRC. Crimea was made part of Russia in 2014 when Ukrainian protesters in Kviv and Lviv near Poland ousted the government of pro Russia leader Yanukovych in the Maidan revolution. Russia under Putin responded 2014-2020 with a simmering effort to take parts of eastern Ukraine that were close to and sympathetic to Russia. This was an effort to counter NATO or pro-EU countries coming to Russia's borders in the way JFK opposed pro-Russian regime in Cuba. Obama and Merkel never understood or grasped this or were too involved in the eurozone, migration crises (Merkel) or war in Afghanistan (Obama). The result was that in 2020 Russia helped squash the election results in Belarus with another pro-EU government impending. Within 2 years Russia under Putin with tacit Chinese support invaded Ukraine in Feb 2022. Belarus shares a border with Russia and it is closely allied with Russia in the Eurasian Economic Zone that includes former Soviet Bloc countries such as Kazakhstan. Gradually following the recovery of the Russian economy by 2010 the emphasis shifted to create something similar to the Soviet Union, a bloc of countries in central Asia and in Eastern Europe that are part of a Russian sphere of influence. For much of the period of the Obama/ Merkel administrations in US and Germany this was ignored as most of the politicians never gave Russia the importance it sought, not accepting that the economic power was not measured only in GDP- also in science and technology, nuclear technologies, space, in energy resources, and Russia's position in Northern/Central Europe and Central Asia since 1700.  It is this situation that the DJT administration faced with US challenges of the Mexican and Venezuelan drug and people trafficking in the western hemisphere has responded with the Monroe Doctrine to reassert American influence in Latin America by respecting Russia's effort to have some measure of influence on its borders, that the US seeks on it's borders. Without Russian or Chinese intervention in Latin America and with the the Monroe Doctrine in place America can protect the interests of the American people and the people of Latin America for free and good government. What Bush, Obama, Merkel lost sight of is that by each power having some strong measure of influence in their regions, and the tendencies for benevolent influence put in place, there is significantly more room for respecting the hopes and aspirations of people in their regions through democratic or other people oriented forms of government than by the situation in which economically the US was dominant after the fall of the Berlin Wall but other influences would lead to US decline- open but not free trade with China, and the recovery of the Russian economy, drug and people trafficking by gangs in Latin America where the Monroe Doctrine for US leadership had prevailed till the 1960's. ...

During a public dialogue during the federal government's open day German Chancellor Scholz takes time to go over the origins of the war in Europe as he understands it. Of Russia acting "clearly with the intention of conquering its neighboring country," in an imperialist manner. Here is what he said- On Nato During talks before the war started in February when he met Putin in Moscow Scholz assured Putin that Ukraine would not join NATO "in the next 30 years." NATO was never a threat to Russia even though Putin says NATO's increasing eastward expansion was to the detriment of Russia's interests. On the origins of the war in Europe- Scholz says Putin launched the war for "completely absurd reasons." During his talks with Putin for example he says Putin told him that Belarus and Ukraine should not be independent states. "This is a war that Putin, Russia, started, clearly with the intention of conquering its neighboring country. I think that was the original goal." "Putin actually had the idea of swiping a felt-tip pen across the European landscape and then saying, 'This is mine and this is yours.' " Something Germany could not accept. Scholz condemns Putin's imperialism. He compares Russia's actions to the early days of imperialism. Scholz was reported to be reading Cambridge historian Brendan Simms book Europe- The Struggle for Supremacy in Europe from 1453 to the Present, before the war started. Simms shows a Europe that fought intermittent wars for supremacy between European powers Spain, Britain, Dutch, French, Germany, Austria- Hungary, Russia, Sweden over most of the period 1450 to 1950. The last part of the period was marked from 1850 to 1900 by an openly imperialist land grab for territory in Africa and Asia between Britain, France, Japan and Germany.  The period 1950 to 2000 marked by the Cold War between the US and the Soviet Union and China.    On planning for the war in advance- DW.com reports that Olaf Scholz is convinced that Putin planned this war long before the Russian invasion of Ukraine on Feb. 24. On the future of the war- Scholz says he will not end the dialogue with Putin. Scholz and Germany, Biden and the US want to show that the imperialist type of expansion into neighboring states is no longer accepted, not for Russia or China. Scholz says Russia is currently engaged in gaining territory in eastern Ukraine, but it is not certain that it will stay that way, so giving in is not a sensible strategy.  Ukraine needs the Black Sea ports and the area around Kherson on the Dnieper river to maintain its economy through exports of foodgrains. There is international consensus that these exports are essential to most of Africa and other parts of the world. The war in the remaining part of 2022 into the winter is being fought in this area. Another area of international consensus is that of the refugees mostly women and children in other parts of eastern Europe, and the displaced people within Ukraine moving from the east and south to the west. For the first time the US and Germany are providing Ukraine with the air defense systems that it needs to protect refugees, something that was missing for the many early months of the war leading to millions of refugees inside and outside Ukraine.       ...

NATO was formed in the days of the Truman administration on 25th July 1949, following the Berlin Blockade, the coup in Czechoslovakia by Soviets, and the efforts to set up pro soviet governments in Turkey and Greece. It accomplished its purpose by pushing back against the Soviet effort securing democracy in Greece and Turkey in the 1950's. Much of this was achieved under Heads of NATO from the US- Gen. Eisenhower, Gen. Ridgway, Gen. Guenther and Gern Norstad proteges of Ike all from West Point by 1964, when Brezhnev was new head of Soviet Union and by 1991 Warsaw Pact of Soviets setup in 1955 was dissolved yet NATO was not. The US interests shifted to Asia - Gen MacArthur leading a UN effort in Korea and the US leading its own effort in Vietnam in the 1960's. The Soviet threat actually receded after 1964 when Brezhnev became head of Soviet Union till 1982. WSJ Editorial Board takes the British position on the Ukraine peace proposals with centuries old skeptical attitude on Russia's intentions. NATO setup in 1949 for Soviets,  on the borders of Russia in 2025 after the end of the Cold War when its rival the Warsaw Pact set up in 1955 of the Soviets was disbanded in 1991. The British position comes from centuries of conflict in Europe and its interests in protecting its Empire till the 1950's remaining unchanged, and cannot reflect American interests in the 21st century as its economy competes with China and India and the EU, and seeks to do this by keeping former colonial powers out of the Americas including Russia, and China.   ...

Foreign policy of DJT Administration in 2025- asserting US interests, reviving the Monroe Doctrine for US policy in the western hemisphere, and rapprochement with Russia, China, Japan, EU, in international trade after tariffs against unfair trade. Mead says this has improved the US standing in world affairs and also has helped other nations in the world achieve their interests in their region. EU takes on a larger role in Ukraine freeing the US to assert itself in a much needed way to protect its borders and remove threat of drug and fentanyl trafficking from Venezuela and Mexico. Russia accepted as a Northern European power and NATO is pulled back as it should have been after the Soviet Union collapsed,  (it gets the "respect" it needs from the US so that it relinquishes efforts to disturb the peace in Latin America and the Middle East). It also frees up the US from other entanglements so that it can concentrate on both competition with China and negotiating win-win solutions on trade with China. US relations with Japan and South Korea are improved and both nations are taking a bigger role in their region with other partners India and Australia -so that the US frees up resources for tackling domestic and foreign problems that ensure US regains its position as a powerhouse for manufacturing, industry and world class infrastructure in the next decades to 2050. A new element emerges in this conflict in December 2025 when one sees this in the context of European history where such struggles between European powers happened repeatedly since 1500, with some of them in the period after 1700 involving Russia, Sweden, Denmark, Britain, France, Spain, Prussia and rest of Germany split into many states. That pattern has relevance today because when one power whether France, Austria-Hungary or Russia became dominant the other European powers acted together to keep the balance in Europe.  ...

This France24 report looks at the question of whether the policies of four term German chancellor Angela Merkel emboldened Russia under president Putin to launch the invasion of Ukraine. FR24's interview with the vice president of the German Marshall Fund and head of its Berlin office, Thomas Kleine-Brockhoff, shows there are many reasons why Merkel's policies were serious errors that ignored caution from past experience and from other western leaders in the US and Eastern Europe. Kleine-Brockhoff says that "Europe did not go wrong, Germany and France did. France and Germany tend to speak for the rest of Europe. Bit these mis-assessments were made in Paris and Berlin, not elsewhere. Eastern Europe didn't go wrong. Northern Europe did'nt go wrong."  Kleine-Brockhoff says the war in Ukraine calls for an urgent re-assessment of the German and French policy towards Russia. "Not only is the post Cold-War order crumbling before our eyes, so are the strategies employed by Germany and France." Under particular scrutiny comes Merkel's policy, and policy supported by Steinmeier of the SPD, that took German dependence on Russian energy supplies from 36% during the annexation of Crimea to 55% in March 2022 with the invasion of Ukraine. Germany's conservative Die Welt has this to say- "What Germany and Europe have experienced over the last days is nothing short of the reversal of the Merkel policies of guaranteeing peace and freedom through treaties with despots," describing Merkel's policies as "an error." About France Kleine-Brockhoff says there were lofty ambitions under Sarkozy and Macron of European strategic autonomy, which did not correspond to reality, to fantasies of European armies when there was nothing but NATO. It is not dialogue with Putin and Russia that was a problem, says Laure Delcour, international relations expert at the Sorbonne Nouvelle in Paris. Some form of dialogue is necessary she says, but the dialogue has to have clear objectives. We must not confuse cause with consequence, she says. We know  that NATO enlargement had a big impact on Russia's perceptions, but the real problem is how Russia responded to enlargement. "In this case the problem is the consequence."  ...

The story of how prime minister Naoto Kan's distrust of TEPCO, the electric power company operating the nuclear power plant at Fukushima, and of the bureaucrats in the government, played out in the first days of the nuclear crisis in 2011. Kan bypassed the crisis management system set up for just such a situation because of a deep mistrust of the collusion between industry and bureaucrats. Instead he relied on a close group of advisors, who felt that the company was not sharing all the information but could do little about it. This led to lack of direction in the crisis from the highest levels of government, including a lack of response to U.S. offers of support and assistance with nuclear experts and technology.
