After 3 decades the US is finally offering the scale and scope of infrastructure investment overseas that is needed. President Biden says $200 billion will be invested in infrastructure overseas over 5 years at meetings of the G-7 in the Alps south of Munich in Germany. Along with its partners and with government and private investments the size of the investment will reach $600 billion over 5 years to 2027. This will include projects such as $2 billion for solar energy in Angola, and a $600 million submarine telecommunications cable connecting France to Singapore.

It is a combination of direct government aid and private investment. President Biden sees Build Back Better World as the overseas version of his Build Back Better America for workers and families in the US for which Congress has authorized $1 trillion in infrastructure and climate change initiatives in the US.

Christian Ude, the mayor of Munich from the Social Democrats party, says the Christian Social Union's (CSU) hold on power in Bavaria is likely to be challenged in coming elections. One of the reasons for this is that people are moving to Munich from all over Germany because many companies are hiring. Siemens, Audi, BMW and many Mittelstand companies are based in Munich, and unemployment is the lowest in Germany. The CSU, a partner in Merkel's coalition government, is particularly critical of measures to aid Greece, and steps taken by the ECB to buy the bonds of Spain and Italy to reduce borrowing costs, making it difficult for Merkel to provide flexibility in her negotiations with other eurozone countries.

A look at how Germany voted on a map of Germany gives a better idea of what really happened in the 2021 election. The narrow margin of about 2% of Social Democrats over Christian Democrats looks different from the map. The CDU black color region is mostly all of southern Germany, the region includes Bavaria with its capital Munich. And parts of West Germany around Cologne.

In Cologne and Berlin the Greens dominated.

The rest of Germany is all Social Democrats red. Only in parts of the  east in Saxony and Thuringia one finds AfD far right.

With Ukraine unwilling to give up the Donbass and Germany/France/UK wanting to prevent Russian favored deal adverse for Europe, US focus on Monroe Doctrine and western hemisphere, Ukraine Russia war is likely to drag on. This is what one sees in Merz, Zelensky, Rubio speeches at the Munich Security conference. In 2026 Germany+ (that includes France and the UK) does not see it in the interests of Europe to allow a Ukraine capitulation to Russian attacks and Germany has already allocated funds to rebuild its military to prevent this from affecting Germany+ interests in Europe. Even though the winter attacks on Ukraine grid and electricity infrastructure leaves Kviv and other cities in a dire situation it appears that without the 20 year security guarantee or something solid Ukraine is not willing to sign an agreement which it fears Russia could turn around and start the war again. Germany+ which is the position of the major parties in Germany 60-70 % of voters for the SDP, CDU, Greens and others except AfD with 20-30% of voters. (AfD may have reached a ceiling as CDU under Merz is tough on migrants). Which means about 70% of Germans will support a policy of joining UK and France in resisting Russian attacks. Russia may have lost so much in manpower may see the war as a vindication only if it can hold onto the Donbass which may make it harder to reach a deal. Zelensky says Ukrainians live there and is unwilling to leave the Donbas region. The net result is that Germany+ and Ukraine are not likely to concede ground, the US reluctant to commit to 20 year security condition for Ukraine as it focuses energy on the western hemisphere and the fentanyl, drug traffickers in Mexico, Venezuela and Colombia, and their support structures in Cuba, in addition to Iran and China's plan on Taiwan sees limits to what it can do beyond limiting oil's funding the Russian attacks. It is amisrepresentation to say that the US is the cause, as everything changed the moment China became an industrial power with the help of US business interests and returned to its own story of being subject to British and Japanese incursions in the 19th and 20th centuries, and sensing that it is an industrial power in its own right by 2020 and insisting on framing its own policy in the world. Europe always had its own narrative since 1600 long before the US became an industrial power under Teddy Roosevelt in 1904. In that narrative which now plays out again different European powers band together to prevent any dominant power in Europe (Russia in 2026) from gaining dominance. ...

Yellow vest protesters in Paris have a point about the rising cost of living in Paris. Paris now ranks as one of the top 3 most expensive cities inthe world after Hong Kong and Singapore.  This is using 150 items in 133 cities worldwide in the Economist Intelligence Unit's 2019 Worldwide Cost of Living Survey. Other cities that are in top ten include Zurich and Geneva ranked fourth and fifth followed by Seoul, Tokyo. Israel's Tel Aviv entered top ten for first time. New York and Los Angeles rank eight and tenth.

London property prices fell for second year in a row in 2018. No German cities in top ten, Munich overtook Hamburg and Frankfurt moved up three places. In Canada Vancouver is dropping and Toronto is still holding up.

German authorites are looking into the possibility that higher up management knew about the emissions cheating and whether management had permitted it to take place. A search warrant was issued by a judge in Munich in March 2017 that makes it possible for investigators to take documents and other evidence on mobile phones of senior management, including Mr. Muller and Mr. Stadler, two very senior executives who head VW and Audi. Almost 2 years after the story first came to light the investigation continues and the probe deepens into who knew what at the highest levels of management.

Metro Detroit has 90% of the 17,000 cases in Michigan as the pandemic reaches its peak there this week.  The large Detroit airport renovated and enlarged is seen as a source of the coronavirus as Detroit is where all 3 auto U.S. auto companies are located. GM, and Ford have large manufacturing operations in China, and  Chrysler has plants in northern Italy, the locations where coronavirus has hit hard, and in the case of China where it originated. Health experts say the busy Detroit international airport connecting the Detroit hub to other auto hubs in northern Italy and China- both virus hotspots- may have contributed to the virus hitting Detroit early. This country to country transmission along some route is how the virus has traveled to over 150 countries. For instance German reports show Bavaria as the source of the early cases in Italy's Lombardy region. It could be that German auto companies located in Bavaria with large operations in China resulted in inadvertent transmission of the virus from China through airport in Munich from flights between Germany and China. A Shenyang municipal bureau report provides information on German  investment in Shenyang, Liaoning province. Munich based BMW makes 1.3 million cars here. There is also the newly built Chinese German Tiexi industrial park in Shenyang with 50 German companies BASF, Siemens, located there.  Once the virus arrives in one location its spread depends on the environment with densely packed areas and the health conditions prevailing in a particular area playing their part. Both in New York and Detroit metro area this helped its faster spread in lower income densely packed areas.   ...

This WSJ report shows the Kimmich goal that won the game for Bayern Munich against Dortmund. Three weeks of practice have improved the goal scoring for many Bundesliga teams. Goals scored as a percentage of opportunities has gone up from 15% to 19% for Bayern, and from 19% to 26% for Dortmund. Dortmund's coach says they made the best of it during three weeks of practice starting in April when within social distancing guidelines the Bundesliga began practice. Lots of technical work, work in front of goal, and stuff they never get to practice. Pandemic practices created so much more time for shooting. The goal that Kimmich made was one that he had done in practice.

The G-7 leaders of US, Canada, France, Germany, Italy, Britain and Japan along with invitees from India and Indonesia will meet at a resort hotel 62 miles south of Munich. Located in the Alps mountains near the Austrian border it has no air conditioning. The approach is to have as near as possible a natural setting with a stream that generates 20% of the energy and a rustic but refined setting. There are 5 rooms each for every country leader and a separate place for their staff. It was built between 1914-1916 by Johannes Muller, and reclaimed by his family in 1961 after being taken over by the US Army. His grandson Dietmar Muller-Elmau is the current owner. 

Elmau rebuilt the hotel in 2007 after a fire, with a 115 room building The Hideaway, and a separate building the Retreat nearby for the G-7 type gathering.

Former Chinese foreign minister Wang Yi (2012 -2022) and its senior official makes these comments at the Munich Security Conference on US shooting down Chinese spy balloons. Yi says it was "absurd and hysterical." He says China is going to put out a paper on Ukraine that would underline the principles of territorial integrity and sovereignty. For China its crucial relations with Germany, trade with Europe are critical for its economy and growth. Germany's coalition government itself is divided on investment by China in the port of Hamburg, with the Greens not supporting that decision by chancellor Scholz. The issue for Biden is not simply the balloons. As The Guardian points out the US is pushing for China to withdraw or at least make conditional its support of Russia in its invasion of Ukraine that is a clear violation of the UN Charter that China says it supports.

About 85% of people in Portugal a country of 10 million people are fully vaccinated in October 2021, highest in Europe. Strict precautions for prevention such as social distancing and mask remained in place after the surge in January 2021 which led to deaths at a rate that was three times the peak rate in the US.

On October 1, 2021 the restrictions such as 30% limit on filling soccer stadiums were lifted. For the Benefica vs Bayern Munich soccer game restrictions were lifted leading to filled stadiums with vaccination pass mandatory. As people return to indoors in winter this could still result in increase in cases. Because Portugal depends on tourism and stadiums are filled to capacity there is the risk of a smaller surge. Cruise ships are back in Portuguese ports and tourists,are back in large numbers. Soccer fans, fill subways, leading to new concern about a limited spread of the coronavirus.

 Mayor Reiter of Munich, Christian Kern, head of Austrian railway OBB, say here that the actions of Viktor Orban of Hungary gave the German government very little time, only a few hours, to act. The first motivation was to act in a humanitarian way, which is what happened. The German government had asked Orban to register and handle immigrants in an orderly way. In the end with the failure of Orban to do this, the immigrants who would have come north anyway, streamed into Germany and Austria in buses and trains. Clearly Hungary and Germany could have handled this better. The German public provided support with a large number of volunteers helping. One German minister is cited here as saying that if Orban wanted to build a fence he should have done it in a quiet way, as there are fences between Bulgaria and Turkey, and Turkey and Greece and it has not bothered anyone.

Jerome Boateng was 2016 Footballer of the Year in Germany. Here he talks about his own experience playing for teams after growing up in Berlin. He was born  in Berlin in 1988 of a Ghanian father and German mother, and practiced on Berlin streets before joining Hertha Berlin, Hamburg and then Bayern Munich. He has been an important part of the German team. 

Here he says education is important, most important, no child is born a racist. Boateng says " What we really need is to get stuck in and do something, be that working with children and doing integration projects. Everybody can help." The best thing is to be active in the community and helping in every way to educate children.

The German approach to soccer with fans running the sport is seen with envy in Britain, Italy and Spain, now that the Super League plan to split off the richer well known teams into a Super League has failed miserably. It did not last 48 hours before the organizers, a Liverpool billionaire and others apologized. Fans were angry that the clubs built into their local communities in London, Manchester and other British cities were being taken away from them. Noteworthy is that German teams and French teams at the top of world soccer never joined in the Super League plan. In fact Borussia Dortmund made a vigorous protest. Bayern Munich stayed out, so did Paris St Germain. Klopp and Guardiola were the first to protest. In this report Uli Hesse of The Guardian tells us why German clubs are rooted in their communities. German clubs started as amateur clubs run by volunteers and remained that way till some professionalism was brought in by 1963. The communities and fans are very much a part of German clubs, which are not seen as part of the larger entertainment industry as in the US and Britain. The clubs are still run as part of the communities and fans in the local area. There are some Austrian entrepreneurs, but owned by locals and fans, and nothing like what is happening in the British or American approach to soccer. Most of the clubs were set up in Germany to support multiple sports in their communities. So that track and field was part of Dortmund, and chess was part of Bayern Munich Club sports. After the disaster with the fans British prime minister Boris Johnson has called for a review, and this includes bringing back the original spirit of the sport as community based and owned by fans or the local community, not business interests and billionaires from outside. ...

EU foreign policy is process driven and requires the agreement of 27 countries in the EU, which is called the coalition of the unwilling. British foreign policy is ideologically driven. After the Brexit deal was reached in the last week of December 2020, no mention was made of coordination in foreign policy. The Boris Johnson government has quietly dropped the whole idea of cooperation with the EU in foreign affairs that the government of Theresa May supported. May supported deep cooperation between Britain and the Eu at the Munich security conference in 2018.  Today most cooperation is absent and Britain sees itself freed from the constraint of coordinating its foreign policy. Britain is now free to act independently in foreign policy they very reason for Brexit. It means Britain will negotiate its own relationships with other countries based on what is good for  Britain. British euroskeptics were always critical of the French way of saying France would act independently in making foreign policy and at the same time saying it was working within the EU. ...

Airports and airlines are trying to promote flying by offering coid testing to avoid quarantines imposed by state and federal governments. Airports are opening test centres offering the PCR test which takes 48 hours for results and rapid tests that take 15 minutes but are not as accurate. Some airlines are looking at designating certain flights as covid tested flights with all passengers either tested and negative or having been removed from the flight. Lufthansa has testing at airports in Frankfurt and Munich with the German government agreeing to it that people tested and negative did not have to quarantine for 14 days. Following this summer traffic jumped. The head of the resting task force at Lufthansa, Mr. Leffers, says testing is now becoming an integral part of the flying experience. Bermuda has some of the toughest testing rules with tests required on Day 1, Day 4, Day 7 and Day 14, resulting in low traffic over the summer. Yet with covid rates rising elsewhere Bermuda has become a safer destination resulting in a large increase in traffic this month. ...

The decision to let the soccer game go on between Atalanta and Valencia ion the Champions League in San Siro Stadium, Milan, accelerated the spread of coronavirus says this report in terh WSJ. Practically the whole town of Bergamo moved to Milan to watch the game for a home team. Italian dfoctors say there was a surge in coronavirus cases two weeks after the game on February 19. The virus then hit both Spain and Italy.  New York also went ahead with games with Madison Square Garden putting 100,000 people through its doors, having not received government guidance to stop. It was not till March 12 that game locations and stadiums were shut down. Doctors in infectious diseases say this was a distinctive amplifier, mass gatherings of people spread the virus quickly, especially one as contagious as this one. This report says in early January the coronavirus arrived from Munich, and in mid-February was still based on rumors about its spread in Lombardy, Italy, so that authorites were lax about it, not understanding the threat being faced.  ...
