An attempt to keep Iraq together as one nation even as it splinters into 3 with the Kurdish north and the Shiite south containing all the oil fields, by having a oil council at the central government which work with oil governmental organizations in the Kurdish north and one similiar to be setup in the Shiite south. Does it give Sunnis some hope for a share in the revenues and incentive to work within a national framework which increasingly is agoal only of the US and Britain only and possibly only given lip service by the elected government as the mostly Shiite government also prepares in the background to US presence for an eventual partitioning of the country. Remember many of the Arab states were creations of he British and French empires in the 20th century, and not necessarily natural divisions. Culturally and by religious beliefs parts of Iraq that are Shiite are brethren to western Afghanistan round kandahar and to the Shiite centres of religion ad culture in Iran, and have been so for centuries before Europeans had a presence here in the 19th and 20th centuries, and this won't simply go away especially when the post war modernization that occurred in Iraq whatever its appearance was of the worst type that exacerbated religious tension and did not bring communities together....

Germany has to make the same background checks and is moving quickly, the U.S. takes 18-24 months. The withdrawal of the U.S. from the Middle East under the Obama administration led to the collapse of the fragile situation in Libya, Iraq and Syria, and the unraveling of these countries, a direct cause of the massive refugee crisis in the region with about half the Syrian population and large parts of Iraqi, Kurdish, and Libyan population dislocated. The result is a massive humanitarian crisis, turning the hopes of the Arab Spring into something no one could have imagined across North Africa. In a small Lutheran church in Frankfurt, Paulskirche, is the German story of a popular movement that spread throughout Europe in 1848, for a transition from autocratic governments to parliamentary democracy. Aspirations similiar to that expressed in the Middle East and North Africa in 2013-2014 in the Arab Spring were expressed in Germany and many parts of Europe in 1848. In the centre of Berlin on the Kurfstendamm lie the bombed but preserved ruins of the Kaiser Wilhelm Memorial Church, telling the story of the intervening years 1848-1949. It took many years before the same aspirations for liberty found shape in Germany's Public Law of 1949, finally finding a safe resting place after years of failing to unify a people around the ideas of liberty and justice for all, and not nationalism. Juleanna Glover points to the need for financing of the Kurdistan regional government in Iraq as the central government in Baghdad has failed to make payments to the KRG for its share of national oil income. The KRG would receive 17% of Iraq's national oil income under negotiated agreements, but only $2 billion of $12 billion owed to KRG has been transferred in 2015. The Kurds also have to support 1.8 million refugees from Syria and Iraq with the ongoing civil war. The World Bank predicts a shortfall in funding for KRG of $1.5 billion in 2015, and it needs a $2.4 billion bridge loan. Peshmarga forces it is reported have not been paid for 3 months even as the Kurds have borne a disproportionate share of the burden in the war.
