WSJ annotates the letter but its annotation does not say that Japan has used the relationship with the US to its advantage, putting the US companies and industries at a serious disadvantage since 1970's. US Trade Representative under DJT first term 2016-2020 was Robert Lighthizer. Lighthizer was Deputy Trade Representative under Reagan in the 1980's negotiating with a Japan that would concede little. 2024 USTR Jamieson Greer was Deputy Trade Representative under Lighthizer. Instead of a jinx much to the contrary the US economy outlook for 2030 in Feb 2026- a surge in investment spending in 2026-2030, new manufacturing investments and lower energy costs, moderating inflation, are likely to propel the US economy ahead to 2030.The effect of tariffs as a policy making tool has been muted because of exemptions, reversal of tariff rates once key objectives were secure for tariffs as a way to get action on foreign policy as with Indian purchases of Russian oil, deals with Japan, South Korea and China, India, UK and the EU. Some sources such as the Philadelphia Fed see price rises reaching 3% in some inflation guages more than the moderate 2.5% in the consumer price index for January 2026. These sources see the hiring slowing down just as layoffs begin to happen in the latter part of the year which is a possibility but less likely. At this point in Feb 2026 there is a tendency not to layoff and to hang onto employees, and hiring has been slow in 2025. January's report of 130,000 jobs added is the first sign of strengthening of the jobs market. Overall a cautious view would be to call it a soft landing after the inflation surge of the covid period. Another way of looking at is is more in line with the strategic direction of the US economy- freeing up the economy with investments in energy,  reducing the key costs of production, tax policy of Bessent's complete one shot depreciation of equipment increasing business investment, tariff policy making the world trading system fairer and now more attuned to US interests, all creating an investment and jobs surge in 2026-2027. There is an added benefit from US efforts to free up the world trading system from the stranglehold placed on it by China with its control over world manufacturing. A dominance and unwise concentration gained from the serious mistakes of the Bush-Clinton period of not putting in safeguards for US factories and jobs (that form the backbone for families in neighborhoods towns and regions across the US), and US business interests growing indifference to the very communities they were based in by outshoring to China destroying whole regions in America. Even where it is criticized or seen as negative there are huge benefits when the US acted. Tariff increase on India is a clear example- it built Indian resilient attitude in June-Feb 2026, and during this period it cut funding Russia's war in Ukraine by sourcing energy from other sources, the US policy led to India and EU+ Germany signing trade agreements to double their effort and double trade and scientific cooperation ( a goal secured for the US as it reduces concentration in China), was followed by US signing its own trade agreement with India within days, and increases world trade of US and EU and Germany in ways that will bring 2.5 billion people into a strong partnership that overshadows anything that happened in China in the Clinton-Bush-Obama years of failure. ...

Timeline in NYT on DJT-Jamieson USTR  Tariffs to March 13, 2025. Reciprocal tariffs to go into effect April 2, 2025 on Mexico and Canada. Reciprocal tariffs are seen as based on fairness- "we charge them what they charge us."  Why is this action necessary?  Because Canada, Mexico, EU, South Korea, Japan, China gained unfair advantages due to the inaction of administrations dating back to Clinton, Bush, Obama which were never reversed. Other nations have no incentive to trade on the principle of fairness inducing the US to take action to open discussions on fair trade and on what the tariffs should be going forward from 2025. US Trade Representative Lighthizer under DJT first term was Deputy Trade Representative under Reagan when he negotiated fair trade with the Japanese in the 1980's who he says stalled and stalled till finally agreeing to real discussions. So this is nothing new China, Canada and Mexico have taken the place of Japan. In this second term of DJT Lighthizer's Deputy Trade Representative is now the US Trade Representative. This means the discussions are in the hands of seasoned American trade officials with a keen grasp of details supported by Scott Bessent at Treasury and Luttnick at Commerce Department. What it is NOT is an effort to coerce other nations by the US. Like Japan in the 1980's with Reagan and Lighthizer as USTR, in 2025 China, Canada, Mexico, South Korea Taiwan and other nations would like to slow this return to fair trade by stalling and stalling, and presenting a different picture of the facts. But will that work? As it did not with Japan in the 1980's when Lighthizer got them to sit down to have real discussions on fair trade. ...

The US Federal Reserve Report on Economic Wellbeing of US Households 2024-May 2025 gives some insights into the well being of American households. It shows food insufficiency households the same in 2023-2025 at 7%. The situation for cost of living remains a concern in 2024 as well as 2025. Retirement savings have improved for many middle class Americans, as confirmed by reports from Fidelity and Vanguard. The people earning less than 25,000 are 19% and about the same in 2024 under Biden as under DJT in 2025. 39% make $100,000 or more and 26% make $50,000 -$100,000. Combining the 19% making less than $25,000 and the 16% making between $25,000 and $50,000 shows about one third of the population under $50,000 living paycheck to paycheck. It would appear that $2000 DJT rebate putting $160 billion out of $550 billion of tariff revenues for 2025-2026  in the hands of 79 million households that make less than $100,000 would go a long way to keep the situation stable with optimism and hope arising from the restructuring of world trade that would bring trillions of dollars of investment into the US from Europe and Asia. A this investment plus domestic investment should bring back jobs and higher incomes to US manufacturing in small towns across America. The rest of $550 billion tariff revenue of $390 billion would go to reducing the deficit which would improve prospects for the economy in 2027 and produce a more resilient economy in 2027-2028. As shown on this page the popular Democratic Governor of Michigan in her op-ed in Washington Post supports strategic tariffs, and supports using the revenue for a check to American workers of $2000 per worker or per worker household and offers to work with the opposite party to get a WIN-WIN for the American People.  In the whole process of trade tariffs it must be remembered when seeing the inconsistent cases of tariff use by this Republican administration that these were special reason situations not aberrations or whimsical. First, it should be borne in mind that behind the appearance of DJT making tariff decisions is a carefully thought out process that took ten years to form under Reagan era Trade Representative Lighthizer who negotiated with Japan, and his deputy Jamieson for 2016-2024, and the economic and capital markets experience of Scott Bessent as Treasury Secretary. The two cases of inconsistent application of tariffs relate to the 50% tariff on India and the reduction of tariffs on China agreement on rare earths, and the imposition of a large tarif on Japan and the EU. In the first instance with India it was intended to give Ukraine breathing room from Russian attacks as Germany steps up its military preparedness and assistance to Ukraine. With both countries it was about saving face important in Asian or any societies and it has achieved it's purpose. Reports show both Indian and Chinese refiners have quietly cut purchases of oil from Russia leading to Russian oil selling at about $20 discount to Brent crude oil. In the case of Japan the quick action to raise tariffs was intended not to get into long drawn negotiations and show serious intent- Japan is known for dragging out negotiations for years if not decades. The same is true for the European Union. With the Swiss it was about a certain disrespect of the US coming from attitudes that Swiss products were somehow superior. Not just in the long run, in 2026-2028 history will show that the effort done right - and it takes effort to get this right- to restructure world trade so that other nations are not siphoning off the benefits and leaving the US to lose its manufacturing and factories is the right one. And taken with courage and sincere desire to create a fair distribution of the benefits of world trade for too long distorted by egregious practices of competitors. It has nothing to do with 2 senators from the 1930's who were from places like the Mountain West in the US, having no concept of world trade, Smoot and Hawley, who under a irresponsible president Hoover got everything wrong. This is a carefully set out plan to evenly balance the benefits of world trade to all nations.   ...

This report in The South China Morning Post in Hong Kong, gives insights into the Chinese position in trade war with the U.S.  China has its own internal groups which support China being able to take a leadership role in world affairs. Xi Jinping made giving China a prominent role in the world a feature of his presidency. China  has this internal audience and its own sense that China's resurgence was won with hard work and cooperation, plus dedication of the Chinese people. In the past Japan and South Korea also used state subsidized industries, and subsidies to gain leadership in key business sectors involving high technology. China would see this state subsidies model as its own model of development. From this standpoint the U.S. demands on subsidies as unfair competition could be seen as changing a key part of its economic model.  Asking China to put everything in writing and show tangible proof of enforcement as the U.S. insisted in talks, was too much for the Chinese side. China said trust us to do this, and lift the tariffs based on our verbal assurances. The U.S. having seen decades of no progress on this point, wanted tangible proof before tariffs were lifted. Added to the demands on subsidies were the demands for no more of what the U.S. calls stealing of U.S. technology through forced transfer of technology by U.S. firms as a condition to operate in Chinese markets. With the U.S. lagging in 5G technology and Huawei ahead the issue resonates on the U.S. side. Add to this Mr. Trump's key voter base includes the former Democratic party supporting workers who have shifted to him because of trade agreements and policies of Clinton and Obama that hurt American workers through seemingly endless closure of manufacturing plants from Chinese competition.   ...

China, Japan and South Korea routinely provide assistance to their companies and through this to the workforce.  Economists who lacked understanding of business stuck to an ideological idea that the capitalist system of Adam Smith was built on fair competition. What they did not understand was what was meant by fair and what capitalism prevailed since the beginning of the Industrial Revolution in the 1750's and Adam Smith's days. Much of the British business was based on its own version of fairness and trade which meant whatever worked for British domination of trade, the oceans, and markets. These economists missed this completely. The new national security document of US put out by the DJT Administration says that Russia is not a threat.  It sticks to migration and western identities when facing civilizational erasure over next two decades as key threats to the US. It poses questions for the European Union, Germany and France, yet also offers away out of the "mess" in Ukraine with the Russians saying NATO was too close to their borders as the real issue, and the US not aligning itself with NATO reducing big power tensions including nuclear arsenal expansion. Germany rebuilding the Bundeswehr and it's military offers a rebalancing of the military situation yet is not the long term solution to the Ukraine problem, NATO limiting it's role and the US limiting it's role in NATO offers a solution that preserves the long term interests of Western Europe(Germany, France, Italy, UK, Spain) and preserves world peace and dialogue. It also promotes integration of India and Russia into the world trade and world economy as it diversifies from the dominance of China in world trade and the world economy of the last 20 years of free trade that deindustrialized US and Europe. What this national security document does not say is that China's dominance in world trade and the errors of the US, Europe, Japan, Russia, India in world trading relationships and their economic approach that made this possible is the central issue and calls for diversification of supply channels in the world economy. This shifts the direction of the world in a peaceful direction where the US, Japan and Europe, India can compete in economic growth and trade with China on equal terms. ...

Trump takes action against Mexico, China and Canada for illegal flows of fentanyl and migrants across US borders. It is specific targeted and excludes EU, India, Japan, South Korea trading partners. For a decade some countries acted with impunity and American leaders did not respond to protect the people from illegal flows across borders. Iran War and rescue of pilot of downed F15-E in mountainous terrain in southern Iran April 4 2026. CSAR or Search and Rescue Missions become a critical part of the war. The pilot was a colonel trained for the mission and spent 24 hours in mountainous terrain which was monitored by US forces, after intelligence located him in a mountain crevice. For this to be possible unlike in the Vietnam War and Korean War other nations are not involved as in the earlier Cold War.  The US under DJT as president has shifted to respecting Russia as a Northern European power that it can talk with (meetings with Putin in Alaska 2025) and China as a trade partner (planned meeting in Beijing in April 2026) that it can talk with unlike with previous administrations of Biden, Obama and Bush where China had afree hand in economic matters and global trade and Russia was shut out of the world economic system by elites who ran the government in the US at that time. Russia seeks reintegration in the world political and economic systems, and China seeks acceptance as an economic power which the US respects, both points in which the US has offered to accept. US has also repeated the line to China that it was not going to do the job of keeping Hormuz open for China and Japan to get 90% of oil imports, and in oding so risk losing its soldier's lives, while China and Japan can quietly watch doing nothing to help free navigation of international waters. Note that the narrowest strip of water of 13 miles separates Oman from Iran so that a part of these waters are on the Omani side and not on the Iranian side making free use of that Omani part under international law possible- in which sense Iranian hostile activity closing the Omani side also is a violation of free navigation. This is not pointed out by Iran or Japan or even Britain who are benefitting from US action and remaining silent or being ambivalent or accusing US of being interventionist even when everyone knows MAGA base rejected Bush in the Republican party and the elites and embraced DJT for great part because they want nothing to do with interventionist adventures in the Middle East for certain. US is getting a bum rap from European allies and from China, India, Japan and the media inside the US and in those countries as if the US seeks oil from the Middle East. It was Britain where a lot of the posturing goes on about non intervention that started this oil based intervention since 1900 in Iran itself, and in artificial states of Iraq, Syria, that it created out of the collapsed Ottoman Empire in World War 1. Sykes and Picot were the US and French diplomats who set that up. US under DJT has accomplished self sufficiency in oil and US has no need for anything from the Middle East, no desire to even get involved, and MAGA well grasps that fact and wants to keep it that way. Only nuclear weapons and ballistic missiles with long range to hit US and EU are reason for US action, which is reason enough for EU, China, Russia to set their own goals so that non proliferation in dangerous areas is prevented. So that the people of China, Russia, India, Europe and the rest of the world can enjoy the fruits of their own labors after a century of severe hardships and struggles which the American people if not their elites respect, and the fruits of peaceful cooperation which the American people extend to the World, and to China, Russia and India. ...

BJP Modi election win in West Bengal and upset by TVK party in Tamilnadu states of India are a result of existing state governments not meeting the aspirations of young people in India for jobs, lack of progress in industrialization and lack of investment in infrastructure. These are the pressing priorities in India. Whoever can deliver on modernization and industrialization, jobs and infrastructure to meet the aspirations of the Indian people is likely to prevail. This is also no different than the process underway in the US and Europe for reindustrialization and remodernization, updating infrastructure built in the 19th century, jobs and incomes. The BJP party of prime minister Modi has set the bar high for modernization of the scale of China and Japan for India, and to even surpass them.  It is definitely doable, particularly now that India has built trade links for import of new technologies with the US and the EU, and when it is already an economy the size of Germany or Japan. Most of the Opposition parties cannot believe this is possible, and most of the media that covers India has the same views. As a result the titles and the discussion in the media are like that of 15 years back when India was led by parties that lacked the will and drive for industrialization and modernization, corruption and mismanagement dissipated resources, could not create the master plan and execution needed,  and lacked the leaders at the ministerial level to accomplish this to deliver on every promise. In fact the elections of the last 2 years have created a new northeastern India - changed the map completely with the growth in a region half the size of the European Union of 300 million people that is able to grow at 20% a year for 10 years in Bihar, West Bengal, and Orissa, Assam regions, where the mighty Ganges and the Brahmaputra rivers flow into the seas from the Himalayas. There is that much potential and it means India itself can grow at rates of 10% once all the conditions are right in a few years to 2047 for Vikshit Bharat, Modernized India. The world economy can also grow with such a vibrant dynamic India. ...

Real tariffs are less than 12% of imports much lower than expected because of exemptions and tariffs announced and later dropped, CEO's have said that the impact of tariffs is much less than expected, and some say the worst is behind us. The administration of DJT and Treasury Secretary Bessent has shown much more flexibility and responded to the stock market declines in its tariffs posture. Bessent says the purpose of tariffs was not the revenues itself but getting other nations to play by the rules for fair play in world trade, rather than try to take the largest share of trade for their nations in the case of China, EU, Canada, Mexico and Japan which have all profited from unfair trade practices. As the trade problems with the U.S. escalate in tit for tat tariffs, China looks back at its history for parallels. The period of the "unequal treaties" imposed by the Western powers on China in the period 1850-1900, the Korean War of the 1950's, and other analogies that come up to people. Yet China's planners and leaders are looking at another situation the Plaza Accord of 1985 in which the western nations pressured Japan into accepting a significantly higher exchange rate to reduce its trade surplus and the Japanese yen appreciated by 50%. Japan cut interest rates from 5% to 2.5%, and introduced huge fiscal stimulus, banks opened up to lend vigorously. The result was a boom by 1990's followed by a bust that led to another decade of lending to loss making firms called "zombie" businesses, that led to a stagnant economy. This has persisted for three decades. This China sees as an unacceptable situation when China has still not achieved developed economy status in terms of per capita incomes. It fears getting into a middle income trap as the economic growth slows and the aging population makes a recovery more difficult.  The difference with Japan in the 1985-1990 period is that Mr. Trump lacks the kind of five nation economic coordination that put pressure on Japan. Today there are differing views on China in Europe and the U.S. and different policies. Mr. Trump is known for his style of deal making and could settle early, as feared by some Republican leaders in Congress who see in China a challenge to America's technological dominance. There are no calls to appreciate China's currency. Only calls for China to change its state subsidies model and put in writing and through laws that change the way of doing business that does not require American companies to hand over advanced technology. This is also a concern for Japan and the European Union countries such as Germany, and is something all nations try to protect in global competition. Japan is still facing the consequences in creating a new competitor in high speed train technology after building the first high speed trains in China and transfer of the high speed train technology by Kawasaki. The Household Survey by the Federal Reserve showing the financial fragility of 40% of American families shown on this page today shows how this situation is likely to evolve as working class families in the U.S. support a trade stance that protects American jobs and technology. Job losses over three decades and a $891 billion trade deficit in 2018 are seen as unacceptable to the U.S. in 2019. A stronger U.S. dollar helped increase the U.S. trade deficit by 10% in 2018, nullifying some benefits of Mr. Trump's trade actions. Mr. Robert Lighthizer was a negotiator in the trade dispute with Japan in 1985, and runs the negotiations with China with support from president Trump. This alone has kept the Japanese situation in 1985 uppermost in the minds of China's leaders as they try to come up with a way to settle the trade dispute with Mr. Trump.     ...

10% tariff on Canada's exports to the US after Ontario Reagan ad misrepresenting trade facts is aired on television. The ad seeks to show US tariffs in the light of the Smoot Hawley tariffs of the 1930's, when the tariffs today date back to Reagan's use of tariffs when Asian partners (at that time Japan in the 1980's) followed unfair trade practices to the detriment of American workers and industry. The US Trade Representative who acted for Reagan was Lighthizer, the same USTR who worked for DJT in the first term to fight the unfair trading practices of China, and whose deputy USTR Jamieson is now the USTR in DJT second term negotiating with Asian partners. Tariffs ae being used as an additional tookl in the toolbox by DJT and Lighthizer/Jamieson to counter the unfair trading practices of other nations, which includes partners of the US such as Japan, South Korea, Taiwan, and EU. It also includes nations such as Switzerland who ignored US interests in trade whie having open access to the US market. Most of these nations know that these practices harmful to world trade exist, only Canada, China and some other countries have pretended they do not exist and they are the so called "champions of free trade." Plan B for US president DJT on Tariffs - Section 122 of the 1974 Trade Act to place a 150 day 15% tariff. Section 232 of the Trade Expansion Act of 1962. Trade Investigations under Section 301. Much of this set of laws are already in place and being used by the US. A law passed in 1930 is another avenue for tariffs Section 338 of ther Tariff Act of 1930. The US government and US president DJT could also have Congress enact a new law as it has majority in both the Senate and the House and the president could make acase for the reasonable use of tariffs with the EU and Japan having taken advantage of trade to the disadvantage of the US. There is also broad support for fentanyl action by the president using economic action on tariffs on nations Canada, Mexico, China that continue to let the flow of fentanyl across their borders for use by drug trafficking gangs in Mexico to send over US land border at the 2000 mile long US-Mexico border.
