The Aam Aadmi anti-corruption party led by Arvind Kejrival won 67 of 70 seats for the Delhi legislative assembly. The BJP won 3 seats. In the natonal parliamentary elections of 2014 the BJP led by Mr. Modi won in Delhi and the rest of the country. The Aadmi Party won the election by gaining the votes of ordinary people who were willing to give Kejrival another chance after an earlier stint at governing that lasted a few months. Kejrival's platform is for giving better access to electricity and water to the people of Delhi, and limiting corruption. In 2011-2012 Kejrival was part of the Anna Hazare anti-corruption movement in India that conducted nationwide protests against corrupt officials in the Congress Party led government. Following this effort which led to the election losses of the Congress Party in parliamentary elections, he setup a political party to contest elections on an anti-corruption platform.

The cooperation announced between India and Britain on the experiment to look at one grid between countries in different time zones could be a game changer in the way new technologies have already achieved in making solar less costly than fossil fuel. Embrace of new technologies is essential for achieving net zero emissions. India first proposed connecting solar energy across countries and time zones at the International Solar Alliance in 2018. If a way can be found to integrate the grid across time zones the problems of solar energy could be tackled effectively. Storage would not be needed in the way it is now as the solar energy can be sent to other areas with the demand. And the equally vexing problem of supply can be solved as the regions such as Spain could be generating solar energy when the sun had set in India. It is ambitious but it also brings in scientists and engineers from Europe, America, India and Japan to tackle the problem. There is also the opportunity to build on one discovery to make another scientific discovery in the way advances have happened in medicine and science.  And nothing about net zero is not ambitious. One of the lessons Modi learned early in Gujarat is that experiments are needed and to never rule out new ideas. In some of his speeches he describes the early experiments with electricity and solar energy in Gujarat that led to more ambitious efforts over time, and eventually to where solar targets like the one made at COP26 Glasgow of 500 gigawatts by 2030 are now within reach. ...

India needs more dams to collect, store and channel water to where it is needed. The rainy season is becoming shorter, with alot of the rain as much as 50% falling in about 15 days. This means some areas are flood prone and the water if not collected in dams would be lost. THe other problem is that a lot of water is wasted without proper maintenance of the existing dams and storage areas. Much of the state governments investment in this is ineffective so water is lost for lack of maintenance. The state irrigation departments are underfunded, overmanned and corrupt and are not upto the task of maintaining the existing irrigation systems. This presents ahuge problem because India is estimated to lose the equivalent of two thirds of the new storage it builds to siltation. Between 1992-2004 India built 200 medium size irrigation projects but the area irrigated by these projects actually shrank by 3.2 million hectares. New dams are not coming on fast enough and India has 200 cubic metres of water per person, compared with 1000 cubic metres in China. Groundwater -with the governments providing free electricity to farmers for pumps- is used widely but this is becoming unsustainable. The WOrld Bank estimates that 15% of India's food production comes from "mining" which is the use of unrenewable groundwater supplies. Many of these wells are drying out. Also free electricity is causing electricity boards to have insufficient funds for expanding supply causing chronic shortages. One quarter of India's electricity is given free or cut rate to farmers. And politicians trying to reform this system are often booted out of office. All this as 400 million Indians have no electricity. The answer is not merely to raise prices in places like Haryana state- where according to aWorld Bank study farmers with electricity spend 25% of their incomes for it and to repair engine pumps- but also for the utilities to improve supply. Connors and Magalhaes provide an exceptional account of the work of nine young prosecutors in Brazil, including Deltan Dallagnol, a Harvard trained law graduate, Carlos Santos Lima, a Cornell law graduate, and Paulo de Carvalho, in looking into the corruption and money laundering at Petrobras. Contracts for work given out by Petrobras to construction firms were inflated in value, and 3% of the inflated value was given to executives at Petrobras, or to the fund of the ruling Workers Party of Brazil. Dallagnol is a prosecutor in Curitiba, a small provincial city. He detected unusual movement of money, where a local car wash showed a new Land Rover being gifted to a Petrobras executive, in an apparent money laundering effort. Appointments at high levels are made by the government, and the current president who has not been implicated, was at one time chairman of Petrobras. In Brazil, as in India, Nigeria, and other developing countries, politicians were known to have misused public funds, but were able to act with impunity because the legal system made it difficult to impose strict penalties. The effort by the young prosecutors in Brazil is an effort to bring changes to the legal system so that this type of near impunity no longer exists. It is the first step to bringing serious changes and increasing public awareness for change. The result in Nigeria is a huge loss in Africa, with the electricity system for the entire country the size of what it would take to light up one medium sized American city. In India with the lack of roads and electricity in rural areas of many states, the misuse of public funds is a similiar burden on the people. Brazil is coming out of a borrowing binge in the last ten years which is leading to a credit crunch in the country and near junk bond status for Petrobras, Brazil's largest company, which experts predict will lead to a contraction in the economy in 2015-2016. ...

COP26 stands for Conference of the Parties for Climate Change. The conference will be held in Glasgow from 31 October to 12 November 2021 in the UK. It is important because for the first time the major countries are keen on pushing forward with climate change policies and targets. This includes India, China, US, European Union, and major Asian, Latin American, African nations. In India Mr. Modi has set a target of 450 GW for renewable energy. China is aggressively cutting back on its use of coal to the point of tolerating cutbacks in electricity for industry and cities. US, UK, Germany, Nordic countries are pushing forward with new targets for reducing coal consumption and increasing renewable energy production, advancing renewable energy technologies. The new Biden administration in the US and the Greens in Germany have replaced administrations that were not as committed to tackling climate change. With China and India also committed to tackling climate change with renewed vigor the stage is set for serious steps to be taken. To reach the target of limiting global heating by no more than 1.5 degrees centigrade countries all over the world have to cut emissions by 45%. In reality emissions will increase by 16% in 2021 because China and India still depend on coal and developed nations have not cut back enough. To cut use of coal and preserve forests, avoid the drastic changes in weather patterns with drought and floods in different parts of the same country seen in Germany, India, African countries and other Asian countries a lot needs to be done. Here Mr Kerry the US Representative for Climate Change, says -"There is a significant increase in ambition on cutting emissions than ever imagined possible. A much larger group of people are stepping up." It is not clear if Mr. Xi of China will attend the Glasgow meeting. He has talked to Mr. Biden at length on this issue recently. Mr. Modi of India will attend and will meet Denmark's prime minister Mitte and other leaders before the COP26 in Glasgow.  ...

The title is misplaced- it is Vivekananda as Modi's mentor and hero that is central to the ideas he has put forth for Swacch Bharat, Jal Jeevan, to bring education, water and electricity to the common man. Vivekananda was also the inspiration for AatmaNirbhar Bharat. Mohandas Gandhi said that he had read Vivekananda thoroughly and through that reading he had come to be in touch with the common man in India a thousand fold. Modi has also read Vivekananda thoroughly and felt the same way. Vivekananda has said- "Loko ke shiksit karo ke ve atmannirbhar hona sikhe."  If the common man could not get to education, education had to be delivered to the common man. Vivekananda's vision was for an exchange with America and Europe in which he would bring Vedanta and Yoga to these countries in exchange for technology and capital. This is not Modi's project, it is Vivekananda's project, simply brought forward by Modi as service to the nation and the world. It also comes at a time 125 years after Vivekananda expressed these ideas when US and European Union are looking for fresh ideas to restructure their supply chain, and taking a new look at the potential of India and Indians. It is a different America that India faces, not that of the past, after this pandemic and the social plus economic ills that have affected the country. Biden is different, America is different. So is the European Union as it takes on new leadership after the German and French elections, just as America has done. Both look to the future for a partnership with India and Indians to realize India's potential.   ...

A potato farmer in the Himalyan foothills is able to buy his first refrigerator using his Jio smartphone, even though he lives in a remote part of  India with no paved roads or indoor plumbing. Jio is the company founded by Reliance Industries head Mukesh Ambani, that is changing the way India shops and how it accesses the internet. Jio brings 4G technology to India and dramatically brings down data prices. To do this Reliance used its past success in executing big projects. It was designed to be a network that reached 18,000 cities and towns, and 200,000 villages, some lacking electricity, requiring 200,000 cell towers and 150,000 miles of high tech fiber optic cable. The project is now essentially completed, according to the company. This may be the biggest one it has tackled. Starting in polyester yarn and textile business, and in oil refineries, the company sought to diversify into digital platforms to compete with the likes of Google and Netflix. Ambani sees Jio not as a telecom business but as a digital platform and plans to use it to sell advertising, sell content, and financial services, also selling high speed broadband services. Ambani's project was designed to give India the opportunity to leapfrog into 4G and high speed internet and do this along with expanding the access through lower prices in the market to reach millions of people in remote regions of India including rural areas. Low cost access to data helps level the playing field between the rich and the poor. There are about 390 million internet users in India, penetration of 28%. This is now changing rapidly as prices drop - the potato farmer who bought his first fridge did this on his phone, connecting online with Jio which built a tower nearby that beamed nearly unlimited 4G data for about $2.10 a month. Jio has now signed up 215 million subscribers with its low cost service. Bharti Airtel and Vodafone are larger competitors but it is Jio that has revolutionized the market in India, and which now enables companies like Amazon to use the new 4G services to build its retail online business.   ...

See the important link to Keith Johnson, 7/9/2007, WSJ, on the economics of wind energy, suppliers, and the industry in the US and Europe, and the shortage of turbines because of some 800 parts that go into the turbines and blades making it a complicated supplier issue to get more turbines. We can make only more turbines as fast as we can access the last of some 8000 components says a Vestas executive. Windmill generated electricity was only 0.4% of the electricity generated in the US compared to 0.1% for solar and 0.4% for geothermal but of the new energy added in the US in 2007 it was 30% of the new energy generating capacity added. So it has a disproportionate share of the increase in generating capacity starting from an insignificant base. Its a new industry but with many companies the largest being Vestas of Denmark, GE Energy, Nordex of Germany and Accoiona of Spain. Germany, the US, Spain India, and China are countries at the forefron of the wind energy business. Because the business is relatively new manufacturers were not providing the installation and maintenance required in emerging market countries in 1995 when Suzlon which had powered its yarn business in Surat, Gujarat with 2 wind energy turbines from Vestas entered the business seeing an opportunity. Mr Tanti of Rajkot, Gujarat, Suzlon's founder saw the opportunity and used European firms to design his turbines and blades and provided energy to Bajaj Auto and large Indian companies that have an erratic supply of electricity because of chronic electricity shortages. Starting with a tax break which allowed Suzlon to deduct windmill costs against its sales tax bill enacted in 1999 and retracted in 2002 Suzlon took advantage of lower manufacturing costs in India. Its main plant is in Pondicherry, India. By 2002 sales had increased to $131 million in India from $32 million in 2000. The company entered the US market in 2003 and in 2004 with the boomin stock market in India Citigroup took a 9% stake in Suzlon for $22 million. By 2005 Suzlon because of lower manufacturing costs had margns of20% compared to 8% for European companies and Suzlon raised $340 million in an IPO. With loans from Barclays and Deutsche Bank Suzlon bought European parts makers Hansen Transmission in 2006 and set up a factory in Tianjin, India. Early on in the 1990's it had set up an R&D center using engineers in Germany of a supplier company in wind energy Sudwind that had exited the business, this R&D center now designed its largest turbine for US and European markets of 2.1 megawatts and blades 50 yards in length. Today Tanti and Suzlon are faced with problems accessing the world class technology of the western companies as its technology has not kept up with the technological advances especially in addressing the needs of western markets. It has about 8% of the US market and about $1.8 billion in global sales. Its pricing to Edison Energy in 2006 for 1.2 megawatt turbines was 20% below European and American manufacturers. Its latest designs have flaws because Edison Energy of Irvine , California, has seen cracks in the blades at 3 windmill sites in the midwest USA and Suzlon has withdrawn 1251 blades, the majority of the ones sold in the US. Deere and Company another customer has experienced the same problem. And even though it has moved to acquire technology by taking over 33.6% of REpower which has advanced technology and makes 5 megawatt turbines. its mired in its efforts to get the blueprints of advanced designs from REpower because German law considers minority shareholders like Suzlon as competitors, other shareholders Areva of France and Martifer of Portugal have to be bought out and minority shareholders also bought out before Suzlon can access the designs. Speed, funding, tax breaks, and timing to attract capital, and most of all insight and courage to see a growing opportunity from its own experience of using two 2.1 megawatt turbines from Denmark's Vestas, and looking deeper into problems with maintenance and support in Asia and lack of technology for homegrown development that hamstrung development of energy alternatives in dire and chronic electricity short Indian companies, this has helped bring windpower to India and a new company in a new industry from scratch. ...

Because India is still largely rural with about 65% of the population in the countryside rural poverty is a matter of huge importance. In a country of a billion people this is easily about 600-650 million people the vast majority of the world's poor. Though low inflation in agricultural produce and in agricultural wages have increased concern for rural poverty in India there are changes in multiple dimensions that have raised the quality of living in a big way. There is a major thrust in government programs directed at multiple levels for clean India, housing healthcare, cooking gas, electricity, banking, in the rural villages. About 4 million homes are built annually with government assistance and investment in rural programs has more than doubled in the last 7 years.  The National Food Security programs NFGSA guarantees purchases of rice and wheat at very low prices -set at 2 rupees per kilogram of wheat and  3 rupees per kilogram of rice or about $0.03 per kilogram.  This reduces the pressure on migration to cities making cities less inhabitable and finding it hard to cope as in countries like Indonesia, Philippines and in Africa. It gives more time for urbanization to take place in a better way as more resources and infrastructure is created for urbanization. Some states in India are about 50% urbanized with Tamilnadu (Madras or Chennai),  and Kerala (Cochin, Thiruvanathapuram) in the south and Maharashtra (Bombay or Mumbai) and Gujarat (Ahmedbad) in the north west, are at about 50% urbanization rate. The low inflation rate for agricultural wages affecting farm incomes combined with contributions by rural people to complement government contributions for housing, healthcare,  reduces the mount of money available for consumer spending in rural areas, affecting the economy. A problem in the short run, but with synergistic changes across multiple dimensions pushing the country forward across urban and rural areas. With the huge urban infrastructure spending increases creating more space for economic growth across the country. There is a general sense that for development a multi dimensional approach is needed, and a rising tide lift all boats as India urbanizes like China has done in the last 20 years. ...

Speaking at a fireside chat at the Peterson Institute for International Economics in Washington D.C. Indian finance minister Nirmala Sitharaman describes the task of lifting hundreds of millions from poverty in India done over the last 10 years. When China did this for about 400 million people by 2000 it had the support of the people of the US and Europe and the US opened its doors to favor China in its supply chain. How will the US and European Union respond to the same situation in India? This was accomplished in the US and Europe by the 1930's building on the work in the 1900 period. "We are reaching near saturation in providing the basic facilities to the people of the country. Have we removed these many number of people from poverty and lifted them out." "And that is to give them some good house to live in which is made of concrete and not of thatched roof with toilets in them, with drinking water reaching them through pipes, electricity, and a good road, not just the village, but also to streets in the village, and then connect them to the nearest highway; connect them with good transport facility and so on. And financial inclusion so that each member of the household has a bank account and they get every such benefit, which has to reach them, but directly into their bank account rather than through a middle agency. On skilling people "We are now focusing very much on skilling people, each according to their level. Skilling centers are now spread all over the country. The gradation of the skilling varies according to the individuals. Businesses and private sector entrepreneurs are also tied into it so that there is a link between the kind of training businesses want and actually those who are getting the training so that immediately they can get recruited. There will be a lot of skilling emphasis. On expanding the formalization of the economy getting rid of "the grey layer" India's digitization programme will be going on at full throttle and it'll cover most aspects of our lives. Today it covers health, education, and financial transactions. We expect it to move on to other areas as well so that there is greater ease of living and transparency, the economy gets even more formal. And therefore with that, you find  the economy gets its full strength coming on board, rather than having a second layer, which remains in the grey area. ...

Important to distinguish in GNP, GDP and GDP per capita. The official rate of 10-11% growth is questioned by Thurow by noting that 70% of China in the rural area is seeing slow growth and if the urban economy has to grow at 33 % if the whole of China is to grow by 11%. He also brings up electricity consumption historicaly growing much faster than the growth rate of GNP or GDP. At breakneck growth rates gorwth has still been 60% of the gorwth in electricity consumption because some of it is wasted or is not used productively.He does not give his electricity consumption growth for China numbers, but we can extrapolate from the 6% growth in China analogous to Japanese growth rates in the 1970's that he comes up with, to see that electricity growth rates he assumes in his math are 10% a year in China. That is based on 6% growth he gives for China constituting 60% of the growth in electricity consumption for China. Given the validity of this math China and India are growing at much slower rates than official math states. This also means productivity of capital remains a major issue and does not simply go away when seeing the countries as a whole not just coastal and other well developed regions of India and China. So the message that is being projected about Chinese growth may be misleading as urbanization in China will still have to proceed for many decades for the growth to even out geographically. Another fact that immigration has been a source of additional people for the USA and so a significant population increase will be seen in the US in the next few decades even as China's population declines, supporting much larger economic activity in the USA. Europe also is seeing no increase in population. Europe's per capita income fell from 85% of that of the US in 1990, to 66% in 2007 according to the IMF statistics quoted here. Validation of these numbers would provide a different assessment of overenthusiasm for the kind of haphazard growth which also wastes resources and sacrifices the environment and shortchanges health, education and other goals, and instead promotes a different view that constantly looks for better ways of meeting the difficult challenges facing China and India. Report on Climate Science put out by the US Energy Department in 2025 questioning the severity and impending nature of climate change effects. It is challenged by scientists who believe in the severity and impending nature of climate change, quite the opposite. Koonin, a Fellow at the Hoover Instituion at Stanford describes the work and its conclusions. He says the research is peer reviewed and looks at 200 years of climate research. Some of the conclusions- That climate change models claiming catastrophic situations are ultra sensitive and lead to extreme scenarios.  It talks about climate variability, and model deficiencies, data limitations. And says data for climate over continental US show no long term trends for extreme weather events. Global sea level rise of 8 inches since 1800 is not disputed but it says US tide gauge data shows no long term acceleration in warming globe.  On one point there has been agreement even in the Biden administration- what the US does to cut emissions will little effect the global changes in warming- because of coal use by China and India defended as needed for electricity for two billion people, an essential need. Thus the desire for a calculated tradeoff which lets the US take advantage of its abundance of oil and gas to reduce the cost of living for ordinary Americans, also an essential need. Because of the declining cost of natural gas vs coal, coal is in gradual phase out, and declining cost of solar means Germany, China, India are making the shift to solar, and nuclear energy provides another option. The difference is that the DJT administration is taking government out of the effort and letting the private sector work out building of renewable sources. Government is not always the answer as electric cars are likely to make more gains in 2026 than under the Biden administration because of VW, Mercedes, BYD, Ford and GM coming up with cars that can do close to 500 miles on one charge and the cost of an EV down to about $30,000 to $40,000. ...

Okere city, Uganda is revived with a school, solar energy, health clinic, and economy built on shea tree products. All done by someone who left the area as a child during the war decades ago and lost his father, a civil servant in Uganda. The graduate of London School of Economics, Mr. Ojok Okello, says he wanted it to generate its own income and grow from the ground up with local people building a better future. He did not want it to depend on the goodwill of some white person without the locals involved. To do this he put in his own money- $39,000. This is a heart warming story of what is possible in parts of British East Africa that are being revived with the good sense, hard work and, and positive spirit that was part of its history. It shows that with the will, self confidence and implementation a lot can be done that was thought to be impossible. A story that is seen in Indian villages and other parts of the world after decades of stagnation- clean water, electricity, schools, health care.   ...

Anand and Fairclough describe the aspirations of millions of young Indians stifled by the last few years of inept governance under the Congress party in India. Economic growth dropped to about 5% as the government did little to increase investment and growth, leaving India further behind nations such as China, Japan and S. Korea. The speed with which foreign investment in plants in Gujarat by the Tata Group, Bombardier and smaller companies such as Germany's Duravit took place, contrasts sharply with the red tape under the federal government of the Congress party and prime minister Manmohan Singh. Duravit's head of its Indian unit says the process was corruption free, fast, and had to be seen to be believed. Tata Group's head Ratan Tata, was a strong supporter of Modi after the Tata Group built its plant for manufacturing the Nano small car in Gujarat. The decisive mandate from the election, including the decisive vote from young people, the strong support of the business community in India determined to move ahead after 3 years of stalled governance, and the low starting point in areas such as electricity development and regions of the country lacking essential infrastructure, gives Modi a unique opportunity to put India on the path of good governance and rapid economic development....

Greg Ip tells India's story, piped water for hundreds of millions of Indians, massive increases in road and rail, rapid development of infrastructure, aviation, ports logistics. WSJ graph shows country growth of economies for Japan, China, India, Germany in 2000 and 2020. By 2000 Japan had grown its economy to become about half the size of the US economy with two decades of rapid growth since 1980. China repeated this process with two decades of hyper growth since 2000 to become about 75% of the US economy by 2020. The graphs also show Japanese growth tailing off so rapidly after 2000 in relation to the US economy that it is now only about 25% of the US economy. China is likely to follow the same path as growth slows and with an aging population to become about 35-40% of the US economy by 2040 from 75%. India following the process that happened in Japan and in China is likely to become close to 35-40% of the US economy by 2040 from about 18% today, with the fastest growth over the next two decades for the most populous country in the world. Greg Ip points out what has been achieved since 2014 with the Modi government. Good governance without leakages of public funds dedicated to infrastructure, ease of living, GST one India one tax so that growing pool of funds from taxes fund rapid development with no leakages to corrupt officials,  Swacch Bharat or Clean India, clean water from taps, electricity and cooking gas for the whole population of India with dates for completion. All this Ip calls removal of the shackles that existed for far too long even past 2000 and 2010 when China had vastly surpassed India from its low point in 1980 after Mao and the Great Proletarian Cultural Revolution. India today is in as much a pace of development as China in the 1990's and Japan in the 1960's, except that it now has the benefit of grasping how development can be done in a way that does not affect climate and health in adverse ways as happened with China's hyper growth -which also led to the tragic loss of manufacturing for workers and communities in the US and Europe due to the economic theories of laissez faire of the Reagan era. Reagan theory for governments not working with industry that were applied indiscriminately during the Clinton, Bush, Obama and Trump presidencies for three decades led to shipping manufacturing overseas with no regard for the risks and dangers. What Greg Ip fails to mention is the uniqueness of India that is united by Vedanta, Hinduism and Buddhism for thousands of years, and which keeps the fabric of society together when it is divided by 13 language groups. These 13 language groups are: Hindi 43% of the population, Bengali 8%, Marathi 7%, Telugu 7%, Tamil 6%, Gujarati 5%, Urdu 4%, Kannada 4%, Odia 3%, Malayalam 3%, Punjabi 3%, Assamese 1%, English 1%. It was the vision of the early leaders Vivekananda, Gokhale, Mohandas Gandhi, Nehru, Sardar Patel, that united a diverse country with many languages and cultural variation. And it is this vision of Vivekananda that is creating the Good Governance under Sab ka Vikas, Sab ka Viswas, Sab ke Saath, Sab ka Prayas of today- development for all, with the confidence of all, with the support of all, the efforts of all. India plans to incease its nuclear capacity to produce electricity by 5 fold in the next 10 years and build 30 nuclear reactors at the cost of $100 billion. The French company Areva is likely to get some contracts and two Russian companies are building a nuclear reactor and should also get some contracts. The state owned French and Russian companies are protected from civil liability while GE Energy and Westinghouse would have to take care of the liability issues as India has not joined the treaty which created a global fund to to compensate victims of nuclear disasters.

The BBC's Soutik Biswas takes a look at prime minister Modi as he seeks a second term in India's general election in May 2019.  Modi's first term is marked by exceptional development schemes, efforts to provide health insurance to 500 million people who cannot afford health insurance, bringing cooking gas cylinders to hundreds of millions of Indian women especially in rural areas, efforts to jumpstart building of infrastructure projects such as airports and metro subways. A new law for GST brings together the country with one tax instead of a hodge podge of state taxes for interstate commerce, something India needed for a long time but different governments failed to implement. A failed effort to fight corruption by removing from circulation large denomination currency notes reduced economic growth briefly during the first term, though it may have accelerated the shift to formal economy needed in the long run to improve tax revenues for development needs. One of the problems for the Modi government is how do you put a value on something like Swach Bharat Mission, the achievement of the goal of defecation free India in 2019 by 100% on the 150th anniversary of the birth of Mahatma Gandhi, getting rural toilets up from 38% to 100%. Development had to start from the bottom up. Similarly in a country where middle men took up a lot of the transfer to poor families of government assistance- the delivery to hundreds of millions their own bank accounts.- how do you put a value on something like this, but it is essential for development from the ground up. More than missiles or other talk this has got to be the spirit of any development oriented administration in India. Ground up, big goals and rapid delivery and an apology for the difficulties that the people suffered earlier for lack of this infrastructure. For both China and India it is the same - moving quickly to make up for 100 years of colonial rule and stagnation. The Modi government has responded to rural farmer distress with support for guaranteed crop prices. As more young voters vote for the first time an important factor is how the new voters see the years ahead under either a government led by the BJP or by a patchwork of parties as the previous ruling Congress party depends on alliances with other parties with conflicting agendas or lack of rapid development agendas. The Modi government sees itself as setting the stage for the next phase of development that would change the economy through new infrastructure development and create jobs in construction and engineering, and other areas. The criticism is that not enough jobs were created in the first term. Yet bold infrastructure development targets such as transformed the Chinese economy could be the answer for job creation. The question then is who is better qualified to launch that effort based on its track record. The Congress party's main criticism is that it has to make alliances with parties that could stall development with conflicting agendas. The other is that in the the 2 years leading to the election of Mr. Modi the Congress led government of Manmohan Singh was stalled due to corruption charges, leading to a lack of decisionmaking at the highest levels, and stalled efforts for the rapid development that could deliver the kind of jobs India needs.  Young Indians would like to see growth first and foremost, only something rivalling China's transformation over 2 decades can do this. It should be kept in mind that China poured more concrete in the 21st century so far than all the concrete the United States poured in the 20th century, according to The Guardian report. The question then is who is best qualified and in a position to deliver this needed economic miracle.    ...

New Metro in Kanpur, new power plants, and new manufacturing plants and infrastructure. PM Modi says- "There are two most essential conditions for the industrial progress of a state: first, self-reliance in the energy sector — that is, uninterrupted electricity supply; and second, infrastructure and connectivity. Today we have inaugurated several power plants: the 660 MW Panki Power Plant, 660 MW Neyveli Power Plant, 1320 MW Jawaharpur Power Plant, 660 MW Obra C Power Plant, and 660 MW Khurja Power Plant. This is a major step toward fulfilling Uttar Pradesh’s energy needs. With these power plants, electricity availability in UP will increase significantly, giving a boost to industries here. Today, development projects worth over $6.7 billion (Rs 47,000 crore) have also been inaugurated or had their foundation stones laid.” ...

After 2 years of the pandemic's devastating effects on health, governments around the world decided to protect ordinary people from the effects of higher prices for staples and food with the increase in inflation. This WSJ report takes a detailed look at different countries and how they after coping with the effects on total debt and debt servicing needs of moves such as subsidies and tax cuts. The situation is exacerbated by the Ukraine war which affects wheat exports from Ukraine and Russia, and the high oil prices as a result of the war. The effects shown by country are- China- consumers are protected from high oil prices by regulated retail gasoline prices. As oil prices keep going up state owned refineries will bear a disproportionate share of the burden of high prices. India- The government has set aside $40 billion in aid as subsidies for oil and fertilizer. This will support farmers and consumers for fiscal year to March 2023. It will make it harder to cut the budget deficit from 6.9% of GDP to 6.4%. Pakistan - A subsidy of $1.5 billion was given for diesel, gasoline and electricity by the Imran Khan government. This did not have IMF approval and talks are taking place on the IMF program between the government and IMF for it to continue. Rampant inflation has led to reduced popularity of the Imran Khan government. Argentina- A new program to refinance $44 billion in debt with IMF assistance is being affected by the subsidies for oil and electricity. About 800,000 tons of grain are being diverted to the domestic market from exports. Agricultural producers such as Argentina have better protection from higher food prices. In Argentina 40% of the people are living below poverty and the country has 50% inflation.  Malaysia and Indonesia- Both countries are exporters of commodities and higher prices could provide additional revenues to meet higher import prices, says the WSJ. Egypt- higher prices for wheat imported from Ukraine and Russia where Egypt gets 70% of its wheat needs have increased cost of subsidies by $1 billion. Kenya- Fuel subsidy costs will increase by $500 million over 2 years. Europe- In France 400 million euros relief package and in Spain 500 million euros relief package for energy price increases. In Germany cash payments to taxpayers, heavily discounted transportation tickets, and price caps on gasoline and diesel.   ...
