It was also De Gaulle who set French agriculture on the path to modernization and started the infrastructure building that created the France we know today. Speaking for the Biden administration Anthony Blinken says that "on the current trajectory, if we don't do more, if the entire world doesn't do more, the entire world won't be vaccinated until 2024." What is needed he said is to "speed this up, and get that done, I think, in a much shorter time." Experts say the immediate impact of the Biden decision to give waivers on transfer of patents technologies is to get drug companies to cooperate with each other and for them to voluntarily join in the manufacture of vaccines globally. This would be done through global manufacturing alliances in major pharmaceutical manufacturing nations such as France, India and other countries that can quickly ramp up manufacturing if they have access to the technologies involved and the knowhow itself. The Biden decision is then the first of many decisions that would lead to voluntary action by pharmaceutical companies cooperating say Novartis and Sanofi in France and Switzerland with a Pfizer or Moderna in increasing manufacturing capacity or a Serum Institute or Reddy Labs in India working with Pfizer and Moderna or Novavax. These companies already have the basic structures to ramp up. This would take months yet the process has to start immediately. Today many companies such as Glaxo Smith Kline in UK and US are in a position to get involved in manufacturing but need access to the technologies and knowhow. The first undersea rail tunnel of this kind under Thane Creek for 21 kilometres on the Mumbai side. The 508 kilometer distance cuts travel time between two major commercial cities in western India from 7 to 2 hours. It will then be replicated after completion in 2027 and 2029 (final), across other Indian cities north to south east to west. PM Modi has emphasized this in vist to Surat last week talking to engineering personnel that the important aspect is what can be learnt from this section of bullet train engineering that can be replicated or improved across many Indian cities, over a land mass almost the size of European Union (3.3 million square kms India to 4.3 million EU). Technology: India uses the Japanese Shinkansen E10 Series. In comparison Kawasaki Steel technology of an earlier generation used for China's earlier bullet trains and redeveloped for the newest CR450. Germany uses ICE 3 neo of Siemens, France 5th generation TGV M Avelia Horizon of Alstom. Stations- Mumbai (Bandra-Kurla), Thane, Virar, Boisar on Maharashtra side and on Gujarat side Vapi, Bilimora, Bharuch, Surat, Vadodara, Anand, Ahmedabad and Sabarmati Cost: $17 billion through a loan from JICA Japan International Cooperation Agency. Without Ataturk the Anatolian heartland of Turkey would have been broken up between the European powers Britain, France and Russia after Britain defeated the Ottoman Empire in World War I. In 1920 Ataturk organized the resistance effort to keep the country of Turkey together from Agora, the city now called Ankara. By 1923 after many battles as leader of the Turkish army he was able to get the colonial powers to agree to the existence of a modern Turkish state. Between 1923 and 1938 he organized a literacy effort when only 12.5% of Turks could read and write by giving Turkish a Latin Alphabet with the help of American John Dewey. He used modern European countries as a model for the new Turkish state.

Scott Anderson of the NYT provides an indepth look at the Arab World and its fragmentation through the eyes of five people from each part of the Arab world- Egyptian, Kurd, Syrian, Iraqi and Jordanian. He says the countries that fell apart are precisely the ones that were formed by the British and the French, and Italy, following the defeat of the Ottoman Empire  using divide and rule policies- Britain in Iraq, France in Syria, and Italy in Libya- without much thought given to setting up viable nation states. This is why Iraq has a Sunni-Shia divide, Syria has similar divisions, and Libya with a largely tribal based structure, never really held together after the colonial powers left, and were held together only by strong dictators. Today's problems trace back to these historical events. This is complicated by the largely young demographic and restlessness of the people for change coupled with problems of underdevelopment in education, tribal loyalties, religious loyalties, and lack of political and social structures that could keep the countries together as change and transition to democratic processes took place. The role of the military further complicated matters in Egypt. Even Iran experienced these divisions because of the intervention of the great powers including Russia in Iran since 1900, leading to swings between liberal governments, foreign power supported governments, and a swing back to religious leadership as at present. This is one view of the region, others are presented by Ramadan (Oxford),  Bernard Lewis (Princeton), and leaders in Qatar and Emirates, other experts, some of whom point to the failure in leadership and the elites to find solutions to the problems of underdevelopment, in education, health, infrastructure, and aspirations for a voice in their governance. As the same divisions left by colonial powers affected Asia- in India, China, and Korea, but a larger vision of progress prevailed through crises and difficulties.        ...

Macron took up the challenge of not enough attention being given to Le Pen's ties with Russia and her position of skepticism when it comes to the European Union and climate change. "You are dependent on the Russian government and you are dependent on Mr. Putin. When you speak to Russia, you are speaking to your banker." Le Pen says she had taken that loan from a Czech-Russian bank only because French banks refused to lend to her. "I'm absolutely and totally free woman." The candidates also clashed over Le Pen's proposal for banning Muslim women from wearing headscarves. Le Pen described the veil as "a uniform imposed by Islamists." Macron sad that such a plan would violate France's secular rules and would trigger "civil war" in a country that has the largest Muslim population in western Europe. The Fench colonoized parts of North Africa during the period after 1830, with French colonies in Algeria, Morocco and other parts of the region, leading to immigration from this part of the Arab world. After a series of terrorist incidents the French public lost patience with Islamist tendencies leading to a general swing to the right in French politics including Macron. Yet mainstream parties such as Macron's continue to support France's secular values. The traditional parties from the period before Macron such as the Le Republicains of the De Gaulle period in the sixties and the Socialists from the Mitterand period (1981-1995) both failed to win more than 5% of the vote in 2022 showing the many changes happening in France.  During the Macron period as president Yellow Vest protests brought up the issues of working families having a hard time making ends meet. Macron has responded to such protests with some aloofness but also with a tendency to organize town hall meetings to listen to people express their frustrations.  France has established a stronger welfare state than the US and Britain, and for this reason issues related to the dislocation of smaller towns because of the shift of manufacturing to China are part of the general trend that had affected both the US and western Europe, requiring a more unified response. This now takes shape with the renewal of manufacturing in the US and all the western European countries. Candidates with platforms such as Le Pen's to provide relief for the current surge in the cost of living could offer temporary band aid solutions but not address the root causes that require a renewal of French manufacturing and bringing good jobs home or closer to home. The will and aspiration to bring a next generation industrial revolution to France and Europe is the kind of solution that is needed, one that would revive towns and communities across France and across Europe. Much of the technological capabilities are there in Europe, needed is the will and aspiration.  ...

It comes as a shock to central banks and is pressuring governments- the food price explosion that won't go away even as energy prices are moderating. OECD graphs in this WSJ report show food prices up in 2023 over the prior year by 15-20% in France, Germany and Britain, compared to 5-10% in the US, Canada and Japan. In France households have cut food purchases by 10%, and in Germany by 10.4% over prior year in the largest drop since records were being kept in 1994. In Britain the statistics agency shows that 40% of the poorest 20% of people are cutting back on food purchases. Ludovic Subran who worked at the UN World Food Program says it is an "access problem." Food production has not dropped, people just can't afford to pay the prices. In Britain The Resolution Foundation says higher food prices since 2020 means the British public by summer 2023 will have to pay more in food bills $35 billion more than the 25 billion pounds for energy bills. Policymakers call higher profit margins by retailers as a possible cause as in world commodity markets food prices are falling since April 2022. Andrew Baileyof the Bank of England says it is the "fourth shock to inflation" after the supply chain bottlenecks, the energy price increases from the war in Ukraine, the tight labor markets. In Italy, Spain and Portugal governments have offered sale tax relief, in France and the UK government is leaning on retailers to curb price increases. ...

This in depth report in The Times reveals that after Brexit talks between Lord Frost and Michael Barnier were getting nowhere on December 3 and the EU had increased its demands, Boris Johnson came up with the idea of a direct call between Johnson and Macron of France and Merkel of Germany, with the EU Commission president Leyen present. This was rejected after Macron spoke to Merkel and both decided they should stay united in their demands that Britain agree not to relax environmental or other rules to gain unfair competitive advantage after leaving the EU. The decision by France and Germany not to talk directly with Britain had been made. Leyen at the EU headquarters in Brussels was to convey the decision. Leyen offered to meet Johnson for a dinner discussion in Brussels. Johnson hesitated. He finally accepted knowing that this would show he had done everything possible and would have the support of all his ministers including ones that supported Remaining in the EU. The whole world thought that the EU was making a genuine last effort to get agreement, but this was not the case. During the dinner meeting Leyen just listened and listened, not saying much, as the EU strategy was to convey to the British that it was serious and not going to budge. This is where the situation is today on December 12, 2020. Cabinet ministers say the chances of any agreement before December 31, 2020, the date Britain leaves are just 30%, some even say 20%. Both sides are ratcheting up the pressure. The British have taken steps to increase patrol ships to 4 and the total fleet to 8 ships to patrol its Economic Zone in British waters looking for EU, mostly French fishermen. Britain would keep the French from fishing in its waters.   ...

In 1867 the Alaska Purchase was also being mocked in the media. When Russia's Czar Peter the Great sent Vitus Bering to explore the Alaskan coast in 1725 there were Inuits living there. Russians slaughtered many Inuits to set up their base, says historian James Gibson in the Wilson Quarterly, cited in The Washington Post. It was the Russian czar who initiated the effort to sell Alaska to the US after Britain and France fought a war and defeated Russia in the Crimean War. These European wars in some ways have been going on in Northern Europe for many centuries and down to this day. What this tells us is that Russia treated Alaska as a colony and this is how a colonial power like Denmark treated the Inuits in Greenland. Denmark has treated Greenland harshly and now makes it look like it is interested in Greenland's people. Denmark is a small country with a population of 6 million less than the population of the Houston area, and Greenland's population of 50,000 would not fill a baseball stadium. It is disingenuous and false of Denmark to pretend to be anything other than a colonial power like the British, the French and the Dutch with little interest in the well being and economic development of the people of their colonies. If Greenland is developed the way US has developed Alaska, and the US can and will do this, Greenland is so much better becoming part of the US, completing the security of the entire eastern seaboard of the US that was envisaged by American president after American president since Jefferson, Madison, Andrew Johnson and Harry Truman for the last two hundred years. ...

As Eastern Europe became part of the Soviet sphere the situation went on from 1950 to 1990 of 40 years with regional wars in Korea, Vietnam. The Russian leaders including Putin who set Russia on the path to economic recovery had a deep sense of loss of respect as Russia was treated as another European country by Netherlands, Britain and France, Germany former colonial powers that had difficult relations with Russia. It is this deep sense of loss of respect that these leaders felt after the Soviet Union collapsed and Russia suffered economic and political decline from 1990 to 2000 which was reversed by decades of economic growth. This was a period of economic growth in China. As China asserted itself in Hong Kong, Russia pushed back in Crimea and Ukraine regions that had long ties with Russia of language and culture. Had western leaders disbanded NATO and formed a new alliance with new goals with a vision for peaceful coexistence with Russia in the east the situation could have turned to be different. In 2025 the European powers Germany, France and Britain are not willing to see Russia gain points from the outright invasion of Ukraine presenting new obstacles to a peaceful settlement. Ukrainian sentiment is also a factor as giving parts of Donetsk would be unpopular.  ...

French farmers problems with rising costs are leading to protests in Paris and its surrounding highways. France lost about 20% of its farms in the decade 2010 to 2020, about 101,000 farms. Another 200,000 farmers reach retirement age by 2026, what happens to these farms is uncertain given the prevailing environment where farming is seen as a struggle to mmet rising costs and regulations, increase in cost of diesel to meet climate goals. One farmer says in France 24 that many young people avoid self employment because they would end up making less than a farm worker, which should not be the case.

The editorial says the US Congress is not showing interest in the origins and the US president Biden has to take up this- some readers might have a question what would make the US Congress not interested in this when coronavirus has affected the US, India, Brazil, Europe, and the poorest countries on earth in unimaginable ways. Can such important matters as world public health fall under the authority of one person, such as Dr. Fauci and other health officials from one country or two countries, when other countries such as India, Brazil, UK, France, Italy, Germany, EU countries, are gravely affected. Global public health has suffered badly and billions of people around the world, in the poorest countries as well as the people in US and Europe have suffered unimaginably in 2020 and 2021 as a consequence of poor decisions. Much needs to be done to get the people themselves informed about public health and how it can be shaped in the future. ...

For someone in his 100th year and having conducted the opening to China Mr Kissinger deserves to be heard. He brings a perspective from the Austrian German school of thinking which adds to other perspectives of where the world is and the way forward. His insights are shaped by the Austrian Metternich and Briton Casterleigh in his book A World Restored (1957) and the experience gained from their shaping a peace that lasted from about 1815 to 1914. He sees China but completely misses the future and potential of India and Indonesia that together make up the largest population and twin nations in the world. India changes everything as seen from its potential to bring peace to Ukraine and bring Russia- and even China with its shared heritage of Buddhism- into the world shaped by the Anglo-Saxons (US and Britain, France) and Germany.

Weiner calls Franklin the "Least Dead" of the Founding Fathers of America. "Least Dead" for whom? Of pop cultures, TikTok, Facebook, social media and the rest? Benjamin Franklin is one of the founding fathers who was most revered, and who with his diplomatic activity secured French support for George Washington, Thomas Jefferson and the American cause in 1776. It was the French cannon, and the French Navy that made it possible for Washington to move his armies north and surround the British at Yorktown, Virginia ending the War of Independence. Weiner writes that Franklin is the most approachable one of the founding fathers, one you can talk with, one you would most likely want to have a beer with. Franklin is also the most interesting. Franklin's experiments with electricity are the earliest pioneering efforts of the scientific revolution of the 19th century that set Europe apart from Asia, and the scientific revolution of the 20th century that set America apart from the rest of the world. Franklin is not just a founding father, he is the founder of the US Post Office which was the radio and internet of its period making communication possible over long distances. Franklin was the first Postmaster General in 1775 and set up the US postal system. Franklin set up the first circulating library in 1731 and the University of Pennsylvania- the first fire department in Philadelphia. He was president of the state of Pennsylvania after Independence. There is a great deal of ignorance about the founding fathers no less in places like the entrance to the Smithsonian institution in Washington DC of all places, where no mention is made of Franklin as an Abolitionist, quite the reverse- Franklin's scientific mind and his modern thinking had no place for the European institution of slavery in the 1500-1800 period. Franklin was the president of the Pennsylvania Society for the Abolition of Slavery. Eric Weiner, is author of  "Ben and Me- In Search of a Founder's Formula for a Long and Useful Life." This is the second article in a series by NYT on America's 250th Anniversary for the Declaration of Independence. Weiner travels from Boston to London, and from Philadelphia to Paris along the sea route taken by Franklin to the Brittany coast in December 1776 with his 2 grandchildren, one of 7 voyages crossing the Atlantic. By 1781 Franklin had his first meeting with French King Louis XVI at Versailles. The US Mission and Franklin's home was located in the hillside village of Passy a few hours from Paris, where the clean country air and water helped revive him. He crosses the Atlantic again in 1783 when the Peace Treaty is signed by Franklin. Weiner is 70 in 2026 and writes that Franklin grew more serene with age even with some ailments, was loved in France, and returned to America for his final voyage home with his 2 grand children in 1785. A life well lived something for all Americans to aspire and emulate, and loved by his country. ...

The format includes extracts from farewell addresses, basic resume of life, education, accomplishments. For the recent presidents history's assessment is not known so that descriptions cannot be authoritative. For the presidents from an earlier period there is a sense of authority. For instance the presidency of James K. Polk- “The presidency of James K. Polk reflected his belief in Manifest Destiny,” begins one summary. Another is "Andrew Jackson campaigned for president as a self-made man." Previous descriptions were filled with controversial statements which have been corrected. “Andrew Jackson’s life was colored by struggle, conflict, and aggression.” The Washington Post says it now drops the omniscient judgment it is making which has caused controversy and quotes Jackson giving his own self-analysis: “’I was born for a storm, and a calm does not suit me,’ Andrew Jackson reportedly told a friend. This kind of omniscient judgement is seen at the National Portrait Gallery on Woodrow Wilson. New wall text says Wilson supported the 19th Amendment guaranteeing women the right to vote. But it could have said more as these presidents from George Washington and Jefferson,Lincoln to Teddy Roosevelt, Wilson, FDR, Truman, Kennedy/LBJ, laid the foundations of the modern society and economy we have today, and its democratic parliamentary process, industrial development, higher standard of living than the rest of the world. One such laggard is the entrance to the Smithsonian Exhibition in Washington DC where Benjamin Franklin's efforts and achievements do not receive the recognition and admiration of the Nation's future generations of young people, with statements of this kind including race relations. It is not stated that Ben Franklin was the President of the Pennsylvania Society for the Abolition of Slavery. And little is shown about the 6 difficult 6 week voyages across the Atlantic ocean to London and France that secured the support of France critical for Washington to win in the deciding battles of the War of Independence; and signing the peace settlement with Britain that set up this glorious experiment with democracy that is ours now for 250 years. The current zeal to see things only from today's lens puts everyone at risk from the founding fathers to the eminent writers of America. For instance the media tends to exalt contemporary writers and ignores the writers that set America apart for its uniqueness and being exceptional for much of its 250 years. Too much of this mistaken view only makes one miss the significance of 250th anniversary of the Declaration of Independence, and what it means to the people of the world on different continents Asia, Africa and Latin America. Whitman and Longfellow are forgotten and were it not for some brave schools and teachers in public schools left out of the curriculum. Whitman has this to say about Longfellow- "Longfellow brings what is always dearest as poetry to the general human heart and taste, and probably must be so in the nature of things. He is certainly the sort of bard and counteractant most needed for our materialistic, self-assertive, money-worshipping, Anglo-Saxon races, and especially for the present age in America- an age tyrannically regulated with reference to the manufacturer, the merchant, the financier, the politician and the day workman- for whom and among whom he comes as the poet of melody, courtesy, deference- poet of the mellow twilight of the past in Italy, Germany, Spain, and in Northern Europe- poet of all sympathetic gentleness- and universal poet of women and young people. I should have to think long if I were ask'd to name the man who has done more, and in more valuable directions, for America." ...

France plans to increase military spending from 295 billion euros to 400 billion euros for 2024 to 2030. Some of this will come from reform of the pension system that takes up 13.1% of economic output by raising the retirement age from 62 to 64 years. A million people protest in Paris on Jan 20. One of the problems in implementing this is that in France there is significant age discrimination for jobs compared to Germany and other countries. This means workers would have to wait longer for pensions even workers with good qualifications looking for work. Efforts to tackle this cultural issue with companies biased against older workers are lacking.

Seen as a rural urban divide, less educated and well educated and tech workers the situation in France looks similar to that in the US in the elections of 2016 and 2020. With business in the US and European Union shifting manufacturing to China and the governments neglecting rural areas, decline in standard of living for people on pensions that have not kept up with the cost of living, the situation in France as in the US is decades in the making. Bernie Sanders and Melenchon were appealing in different ways to younger people yearning for change and a system that would correct these changes.   Melenchon coming this close to less than one percentage point of Le Pen in the first round of French elections shows that a straight Macron Le Pen version of what has happened is an oversimplification, just as seeing the changes in America under president Biden vs Trump would be a simplification, as voters for Sanders who voted for Biden are changing the Biden agenda and setting America on a new path. A path to reshoring jobs that were sent to China, rebuilding American manufacturing, increasing workers wages and restoring workers leverage for higher wages, investing $2 trillion in child care, housing, supporting worker incomes and families, supporting older Americans on pensions. In the same way beneath the idea that nothing has happened after the yellow vest protests for cost of living, that has not only not gone away- but increased in the concern for cost of living in this election with the surging inflation - new developments are happening.  Even as Germany under Merkel appeared not be changing in 2020- 1 year after Merkel the situation will have changed completely to address social concerns that were ignored earlier and to invest in infrastructure in a big way. Behind this is a fundamental change that is taking place. Facing a challenge from totalitarian states the fabric of society in the free world, the US, Germany, France, other EU states, India, and nations in the free world will have to respond with changes that restore the fabric of society to what it was before this kind of fracturing, bringing all parts of society together to bring all the energies in place for rebuilding, investing in infrastructure, restoring local manufacturing and renewal. It requires a unified effort to be put in place to respond in the right way.     ...
