Roger Cohen in the NYT says Macron has missed the public mood in France, the cost of living crisis and the social and economic problems left by the pandemic. FR24 says about two thirds of the French people think this is the wrong time to tackle the pensions issue. The change in the pensions is not an immediate solution as it will be phased in over a period of time stretching to 2030. Many solutions could have been put in place to tackle age discrimination and other problems to make it possible to work productively for longer. Macron needed to address these problems and come up with ways to lessen the burden of the cost of living crisis first before tackling longer term issues. This is a major misstep by Macron, and comes from his lack of experience as one of the youngest persons to become president of France at the age of 39. He was reelected but only with the help of voters who had supported  a socialist candidate Mr. Melenchon. Macron said after that election that he would listen carefully to the voting public that had elected him, even with reservations after the yellow vest protests about his lack of sensitivity for people struggling to make a living. ...

A sign of the changing policies in Europe as it reflects on too loose immigration policies that leave locals left out to bring in foreigners, France's Macron plans to establish a system of quotas for immigrant workers. A singular complaint in France's rural areas and in East Germany is that the locals feel left out as the governments focus on accomodating immigrants. Europe's post war immigrant policy was designed for Europeans and integration along the ideals of post-war Europe so policies will revert to these original principles. In doing this there is also the strategy of blocking further losses to right wing parties of parties that have called themselves centre right or centre left but inadvertently drifted away from original principles guiding postwar European reconstruction and shifted towards a tech elitist view of the world.

Two out of three people across France oppose the pension reforms as formulated by president Macron. The reform increases the number of years workers have to make contributions for the pension and increases the age to 64. It comes at a time of social change in France with workers and families under stress from a cost of living crisis, and loss of manufacturing in communities across France, a widening economic gap between cities and rural areas.  About 1.2 to 1.4 million people are expected to come out in the protests across France.

The cooperation between France and Italy helped persuade Germany to move forward with massive aid to the EU countries during the pandemic. Scholz, the new SPD chancellor of Germany sees the European Union with more voices from southern Europe, from France, Italy, Spain, Portugal and Greece as a good thing. Northern European countries are also moving in a different direction with Social Democrats governments elected in Denmark and Sweden, working on policies to reduce inequality, bring together different sections of society in a shared future, and the dignity of human beings.

He said France will assess "all the consequence" and develop "a new security architecture" on the continent after peace returns to Ukraine. Laurent Berger is the likely candidate for bringing together all social democratic and socialist parties in France.  French Socialist parties and leaders Melenchon, Glucksmann, and others in Greens party join together to contest the Assembly elections June 30, July 7. This means the socialist parties have finally made the decision to come up with ways to tackle the cost of living crisis, loss of manufacturing, lack of investment in infrastructure that can make a difference in the daily lives of working people. This was missing in Macron's plan as En Marche was built by Macron based on his detecting an opportunity during the last year of Socialist Hollande's term in 2017, not with a well thought out plan for renewal in France. The years of the presidential first and second terms did not work from a plan to tackle the issues facing working class families and benefitted as much from the alienation that had driven working class votes in different directions from the failures of Socialist or Social Democratic leaders. This happened in Germany with Scroeder, in Britain with Gordon Brown, and in France with Hollande, in the US with Clinton and Obama. The path that president Biden has taken to invest in infrastructure with bipartisan support, to invest in manufacturing with bipartisan support is what the Social Democratic and Socialist parties in France with bipartisan help now need to take up. ...

It is an inspiring video of how France is returning to family values, a return to basics, about helping neighbors, children and others. Volunteers are helping, the state is helping by supporting 10 million people who have lost work and wages by paying these wages, a way in which the collective in France is helping the individual. There is also an interview with the founder of French app "Hello Neighbor" who describes the changes happening in France and a new sense of what it means to be human and loving thy neighbors. He says this is a time it is lucky to be French because of the respect in France for a strong public health service that serves all its citizens.

French president Macron cancels a fuel tax increase after violent protests. Spontaneous protests took place in Paris and across France. People in rural France were angered by the increase in the fuel tax even though by a few cents, because many people in rural areas of France are struggling to make ends meet. The tax aroused sentiment in rural areas because it followed a move by president Macron to cancel a tax on the wealthy.  Students and ambulance workers joined the strike. 
The aloof nature of president Macron staying above the public concerns has led to a sharp drop in his popularity and the sudden eruption of protests.

Macron's large majority in parliament may not reflect the true nature of public opinion as many people stayed away from the polls in the election for the National Assembly. Since the election Macron has alienated members of his own Movement by not listening to concerns and several ministers have resigned.

There are now 2 Lefts in France after the failure of a no confidence motion in parliament on premier Francis Bayrou. Le Monde says the Socialist Party under Faure made a responsible choice to work with "reconciliation" in mind at a difficult time for the slowing European economy, changes in government in US and Germany in 2025, and no settlement in Ukraine. The Socialist party made certain of key changes in the government's policies for the remainder of Macron's term as president as the price of it's support and for ongoing discussions.

The Paris lockdown is unique and effective because people are required to carry a signed document showing where they are going and show it to police when going outside the home. About 100,000 police and gendarmes are enforcing the lockdown in France. The lockdowns in the U.S and some other countries lack this kind of enforcement. France implemented the lockdown March 16, after Italy acted late on March 10 with the virus already spreading there. Once this was done the lockdown was done with tight restrictions and enforcement by police unlike other places. In Asia India has imposed a strict lockdown.

Over 1 million people turn out across France in protests against pension reform that takes the retirement age from 62 to 64 years. Women feel more discriminated against in this reform. The prevalent age discrimination bias in France makes it harder to find jobs after 50 years, even harder after 60 years. There is a perception that the reform is not the first priority so soon after a pandemic with its after effects, and that other changes including age discrimination and the way it affects women need to be tackled before pension reform. The government lacks an overall majority, the eight unions are united in protests and possible strikes, creating a situation in which French president Macron needs to rethink his whole approach on addressing pension reform- when tacking the cost of living crisis and climate change, energy transition, are other priorities that need more attention at this time.

France has reacted faster to the economic crisis presented by the pandemic. It shielded its economy earlier with government support and household consumption has held up better. Its presidential system led to faster decisions than Germany's decentralized mode leading to some experts saying it should borrow this aspect from France. France also has 70% of its energy from nuclear, Germany by contrast depended too long on Russia and Merkel's decision to completely get out of nuclear and to let overconcentration of supplies of energy from Russia happen was a mistake. Merkel also supported the auto industry without anticipating changes taking place after the Copenhagen Climate conference in 2009 and preparing for the future. The auto industry has taken a hit in Germany as it relies too much on imported EV batteries from China and was slow to make the transition to EV's and hybrids. In fairness to the SPD's Scholz and Greens Habeck considering the economy handed to them by Merkel they had to scramble after the Russian war in Ukraine in the middle of the pandemic. Germany made it through in record 1 year's time to be independent of Russian oil and gas, a huge achievement. Over time Germany will recover as it makes a transition of business away from overconcentration in China, another of Merkel's and German business failures to develop a vision for the future. China's slowdown has affected Germany. Germany has to invest in other parts of the world including in India and Japan to diversify the supply chain. Overall score card would give Habeck and Scholz a lot better score, Merkel and German business leaders of the time a low score, and Frnce and Germany about the same score. France for a steady response, and Germany for the speed in which the oil and gas crisis handled considering also that both countries have a centralized and decentralized system based on their respective history and culture. ...

Valery Giscard d'Estaing known in France as V.G.E. died at the age of 94 from covid complications. He was president of France from 1974 to 1981 and ran for election after De Gaulle and De Gaulle's assistant Pompidou withdrew from politics. He presented himself as the modernizing face of Gaullism and supported most of De Gaulle's initiatives in improving Franco-German relations. He was finance minister and a Gaullist under both De Gaulle and Pompidou for 12 years. He lowered the voting age to 18 and advanced women's rights. One of his major contributions was the EMS or European Monetary System that set the stage for the Euro currency. He strengthened relations between France and Germany. After losing the 1981 election to Francois Mitterand on the left he continued to serve in the European Parliament and drafted a European Constitution that became part of the Treaty of Lisbon. To this day France is governed by a strong presidency after the lessons learned from the failure of political parties to agree and get things done both in the prewar period and the period 1946-1958. De Gaulle pushed through the reforms that made "the state" above the parochial and selfish interests of parties and politicians and embodied this in a directly elected president. From 1958 to 1981 France was governed with this principle in mind, and later presidents from Mr. Sarkozy to Mr. Macron also adopted this idea of "the state" with their movements but with lesser success than Mr. De Gaulle, Pompidou and V.G.E. who as Mr. Macron says "set the directions for France that still guide our steps." ...

The French under Macron commit to build a new aircraft carrier to come into service in 2038. This will be nuclear powered like the Charles De Gaulle, France's current aircraft carrier. U.S. carriers are also nuclear powered to reduce port stops for fuel. 

French and U.S. ships use American suppliers for some of the flight systems on carriers so that French aircraft and American aircraft can operate off of each others ships. For France it preserves "strategic autonomy" a policy France has pursued since Mr. De Gaulle. It also means tighter U.S. French cooperation with France being America's key ally in Europe. France has plans to increase defense spending by 4.5% and spends over 2% of GDP on defense like the U.S. 

India, Britain, China and Russia are the only other countries with aircraft carriers.

France and Italy are imposing strict rules for their lockdown and tougher enforcement to control spread of coronavirus. India has imposed a quarantine, a total ban on leaving the home with a televised address by prime minister Modi that set a 21 day lockdown period. Modi said "if the pandemic cannot be managed in 21 days it would set India back by 21 years." 

Fines of $3000 euros are imposed in Italy and cars seized by the police. A special form has to filled out in Italy showing where one is going and checked by police if leaving the home. In France one needs an Affidavit of Movement by Special Dispensation is a filled form required for everyone outside the home. All open air markets are closed in France and drones are used to warn people outside.

All domestic and international flights in India are stopped. All domestic passenger trains and bus services in India are also stopped.

President Macron announces plans to bring a draft law that aims to fight separatist cultural influences in France through the education system and through children being educated at home. These separatist influences stem from France's colonial past in Arab North Africa and influx of Arab immigrants as well as immigrants from Asian countries practicing Islam. Macron said there has been a hardening of positions in Islamic communities worldwide which has created a crisis in Islam making it important to emphasize France's tradition of secular values. Macron says Islam practiced in France must be freed from foreign influence as part of France's long tradition of laicite or state secularism values set by a law first enacted in 1905 separating church from state. In saying this Macron said he accepted the failings of French policy in letting ghettoization of communities of Muslim residents happen in France. And added that "where we stepped away other stepped in." In referring to the colonial legacy he said "we have not unpacked our past. France goes to the polls on April 10. Marie Le Pen is shrinking Mr. Macron's lead in the polls. Most of the other candidates other than Mr. Melenchon show less than 10% support from voters including Valerie Pecresse of the Republicans who have failed to arouse much enthusiasm The Republicans and the Socialist party of Mr. Mitterand and Mr. Hollande were defeated in the last presidential election by Mr. Macron. Today the choice is between Le Pen with her inexperience and her policies skeptical of the European Union and Mr. Macron who is more experienced but lacking an effective social policy in addressing the social problems in France raised by the yellow vist protesters. Immigration is an issue in this campaign and Mr. Macron has taken a tougher stand on immigration and cultural issues following several terrorist incidents. There is a general lack of enthusiasm with 25% of the voters not expected to vote, many of them 25-34 years old. With 37% of the voters not decided which way they will vote and some votes cast even if the candidate selected was seen as having some drawbacks, the elections in France are a vivid contrast to the recent election in Germany with the Greens and Social Democrats ending the CDU's four terms leading the government under Merkel. Mr. Macron only campaigned in the last 8 days before the election.   ...

France was exceptionally well prepared says France 24, citing a report in Le Monde, for the SARS crisis in 2002 and the H1N1 influenza in 2009. A billion masks were stockpiled by 2009. Following the H1N1 influenza not appearing in any significant way the media, political parties and the public shifted their attention away from public health crises preparation. For H1N1 the government spent 1 billion dollars some of it going to pharmaceutical labs. The eurozone financial crisis that followed the global financial crisis shifted policy to austerity measures. The entire preparation effort for influenza type health crises was abandoned as too costly.  The same pattern repeated in Britain which was also well prepared before 2010. Austerity budgets after 2010 had little room for public health investment.  One could say a similar pattern was seen in the U.S. Today the worst hit countries are U.S., Britain, France and other European countries. France which had 1 billion masks in 2009 to tackle a possible H1N1 epidemic finds itself with 150 million masks in March 2020 and scrambling to find masks. Some masks which were usable were even destroyed as expired, ministers and experts who had built up the prevention effort in 2009 were even demoted and forgotten, as was much of the preparation in these years. It wasn't just medical supplies pubic awareness had practically disappeared. In the U.S., in Europe, the same situation of a lack of public awareness so that experts, government, and the public could work together quickly, was clear to see. In countries such as Taiwan the preparation led to speedy response at all levels, making contact tracing, isolation of clusters effective. In the U.S. and Europe this early, early, period was lost leading to makeup mitigation measures and the growing sense of a loss of control over the virus. ...

France joins Britain in requiring masks in indoor space. The number of new cases in France are now dropped down to a few hundred each day compared to several thousand before. This month in July the reproduction rate passed 1 suggesting need for caution as social distancing rules, avoiding French custom of kiss in greeting, and mask wearing are now being less strictly observed. Anyone not wearing a mask after August 1 would be fined $125 or 100 euros.
