"Too many lives are being so needlessly wasted, too many families destroyed, and if it keeps going, it can turn into something much bigger, and far worse. I know Vladimir well. This is his time to act. China can help. The World is waiting!”

The end of another long war in Asia that started in 1979 with Soviet forces followed by American forces- the war lasted for 44 years in a country of mountains with 38 million people. Just as with the Vietnam war that started in the sixties under president Kennedy and ended in the mid 1970's, yet even earlier than that in the 1950's with French colonial forces. That war lasted 25 years. It achieved little in terms of ideology as market capitalism now prevails in China and Vietnam. What it achieved was a single Vietnam under nationalist forces led by the Communists under Ho Chi Minh who was a student in Paris when the Versailles Treaty was signed in 1918, when he called for self determination in Indochina. That war had a parallel in the war from the 1930's to 1949 between Mao's communist forces and first the Japanese, then Chiang's Nationalist forces. The war in China lasted 20 years.  This ends a long chapter of anti colonial and anti western wars in Asia that covered most of the 20th century and the early part of the 21st. Asians are weary of wars just as much as the wars that divided Europe. Americans and Europeans have much to do to rebuild their economies and improve life in their countries. Asians have much to do to build infrastructure and a better life for their people. China, India, Indonesia, Vietnam and Japan have much to do after the pandemic.     ...

France and Germany are standing together on the European Union Recovery Fund with $500 billion in direct nonrepayable aid to needy countries hit by the pandemic. Netherlands is the lone holdout and it is coming under heavy criticism for being "misers", not showing any solidarity. Macron and Merkel walked out together at the end of a late night session. At one point Macron banged his hand on the table saying "sterile blockages" were being made by Netherlands. Italy accused Rutte of the Netherlands of blackmail.

Asbit faces months of protests in Hong Kong with no end in sight China decides to take the long view. Carrie Lam has said that China is playing the long game in Hong Kong as it has too much stake in world affairs and its trading relations. This is particularly true today with trade tensions with the U.S. and a wary Europe. 

The story is one of two cultures, with Hong Kong very different from the culture president Jinping and Mainlanders know. There is little space in between so being patient appears to be the best way. Jinping met Carrie Lam recently in China and says he trusts Carrie Lam, a civil servant in the British tradition, who is caught between the two conflicting cultures and wants to take a break from the chaotic situation in which she can rarely go out without meeting protesters.

Jaguar Land Rover is dropping the Land Rover name and will be called JLR with an all electric line planned by 2036. The holding company JLR will have 4 brands- Range Rover at the high end, the off-road Defender made in Slovakia, the Discovery as a family brand, and the Jaguar now priced at the high end. The strategy is designed to cope with stiff competition from Tesla and other EV brands, by moving it upscale- the average price of JLR going to 77,000 pounds from 44,000 pounds.  Batteries will be sourced from a new gigafactory in Europe built by Tata Motors, the parent company. A new Range Rover all electric will come out in 2024. With the new strategy only 330,000 vehicles would take it to breakeven instead of 660,000. JLR turned profitable in the last financial year generating cash flow of $1.3 billion pounds in last 6 months. It will invest 15 billion pounds over 5 years. 29,000 employees out of 40,000 will be upskilled to support the all new electric line to build, sell and service new EV's. ...

President Macron abolishes the elite school ENA, Ecole Nationale d'Administration, which with the Sciences Po university functions as the training ground for people serving in the government. Macron graduated from the school in 2004. Many French leaders graduated from the ENA. Macron wants to replace it with Public Service Institute that draws people from different backgrounds after complaints about elitism in France's public and private sectors. Charles De Gaulle established ENA in 1945 to train French leaders after the failures of the Vichy regime in World War II. 

The French people now see no need for an elite institution today, as most of the country's leading universities are quite capable of training the engineers, scientists, and administrative leaders needed to run French companies and the French government, and could do better in bringing diverse backgrounds and abilities.

Energy subsidies costing billions of dollars are keeping gas prices lower in France than other parts of the EU till December. French president Macron says a series of crises from droughts, the war in Ukraine and energy shortages will lead to an end to the abundance and called for conservation, and restraint in energy use. France uses nuclear energy in much larger proportion than any other country making it dependent on Russian gas imports for only 17% of its consumption.

He said the striking difference between him and the ranks of opposition parties in Maharashtra, Bihar, UP, Tamilnadu and West Bengal was the "parivar vadi" or dynastic spirit of the leaders who followed age old practices of promoting family members to lead, such being the case in the INC after Nehru for several generations, depriving the country of better leaders and stifling democratic processes. He did not say this yet Indians of all ages remember the leadership of Lal Bahadur Shastri who succeeded Nehru in 1964, his championing of farmers with the slogan Jai Jawan, Jai Kisan. Like JFK in the US his life was cut short  before he could put his mark on the period after 1964. Shastri was Parliamentary Secretary in the first Indian government in 1946 and served in every capacity for India at the state level in Uttar Pradesh India's heartland around the Ganges river, and at the federal level till 1966. During this interview PM Modi was asked about Tamilnadu and southern states, a north-south divide, Modi does not see India in "tukde tukde," piece and piece-even as Chief Minister of Gujarat he said he aspired to progress of India and Gujarat's progress and modernization as part of this Republic India.  ...

The public health emergency announced for the pandemic ends on May 12. Title 42 is a law that uses the public health emergency and pandemic to turn people back from Mexico who cross the border illegally. Democrats and Mr. Biden were critical of the way people were treated at the border under the Trump administration. Yet when faced with higher numbers crossing illegally as Title 42 ends on May 12, Biden and Democrats see the need to replace Title 42 with rules that will tighten controls at the border. It is essential in several ways. It blunts the Republican message to voters that Democrats are not handling the border issue and uncontrolled immigration well. Mr. Obama did this for 8 years by continuing a high rate of deportation of illegal migrants before Mr. Trump.  What makes it possible for migrants crossing the US Mexico border illegally to seek to stay in the US, are US asylum laws that were passed after the refugee crisis during and following World War II. The next step is that the US will now end these asylum privileges as they are being used for economic reasons by huge numbers of migrants crossing from regions in Central America because of economic problems. When a coffee growing region in Guatemala was affected by a bad harvest there was a surge in migrants, with similar patterns repeating themselves over decades.  Just as Mr. Biden closed the Afghanistan war because he could see that it was the right thing to do and essential for the US to build abetter future for its people, Biden now sees the need to end rules and policies from a previous era that led to illegal immigration. Biden is also doing this by increasing legal pathways for immigration to the US where it is done officially and in a proper way. ...

As president Macron has governed in the presidential style of De Gaulle, creating dissatisfaction. Macron is criticized for centralizing power and decision making process so that the style of governing is in sharp contrast to the way En Marche draws on grass roots support. En Marche itself was critical of how the older politicians had governed France. The Interior Minister and Environment Minister resigned with the Environment Minister saying he felt "all alone" in government. This is happening as the European Union election is approaching with the poll numbers of Macron dropping to about 26%. Marie Le Pen's RN is ahead of Macron's En Marche for the first time in polls taken in November 2018 for the May 2019 European Union elections. The think tank Friends of Europe shows 41 percent of French respondents in a survey saying life would be the same without the EU, while only 21 percent thought it would be worse.    ...
