The plan calls for raising defense spending to about 5% from 2.9% now over 5-7 years, with $55 billion more in 2025. Wicker says the military has a backlog of $180 billion just for maintenance. For the Navy 357 new ships by 2035, for the Air Force 340 additional fighters. This in light of China's additions and in light of the Russian economy being put into a position for a long term conflict with NATO over Ukraine.  ...

A second term Trump-Vance will face uphill risks and a mess in economics from a Trumpian Republican party and Congress, says WSJ. WSJ Editorial Board says a second Trump term is not without risks. Tariffs cost 1.1% in annual growth in the Trump first term says WSJ, and it did have an impact on inflation. It would have had greater impact on inflation with the supply chain crisis of Biden's first term, had this supply chain crisis happened in Trump's first term. A second term Trump-Vance support tariffs as high as 60% on Chinese imports which would have a bigger effect on inflation and economic growth than of the first term. The key difference is that with tax cuts a basic rule for Republican policies Trump-Vance second term would not invest in infrastructure the way Mr. Biden has done and Biden will do so in a second term. As a result the economic growth is likely to be greater and inflation smaller under a Biden administration. Trillions of dollars in investment in the economy and infrastructure under Biden in a second term will be missing in a Trump-Vance tax cuts administration policy. And with it hundreds of thousand of jobs created each quarter will be missing in Trump-Vance second term. Add to this the level of clarity of stable economic policy under a Biden second term and contrast it with some of the chaos in economic policy of a Trump-Vance second term. The basic contradiction between tax cuts policy and the nation's need for infrastructure spending/rebuilding under a Republican under Trump administration will not go away, present a huge stumbling block. Chaotic policy could come from Project 2025 that says consider abolishing the US central bank Federal Reserve. This kind of erratic and unwise policy proposals are clearly not happening under Biden and Yellen. Another key difference is the cost to the economy of delays of several years in doing nothing for climate in Trump-Vance 2024-2028. Severe effects on climate if nothing is done could cause acceleration of climate negative costs which a future economy under Democrats would face, in reality the Nation would face. America's Business has taken a short term approach to climate change, when the time comes to pay the costs of short term thinking it assumes it is somebody else's problem- this happened with supply chain concentration in China the burden falling on the middle and lower classes, it would happen again with missing climate change action under Trump-Vance second term. ...

A Trump-Vance nomination with its huge tariffs inside a Republican shell with its preference for tax cuts is with a large degree of certainty likely to put America further behind China, slipping even further by a decade. And slipping in renewable energy and in meeting the aspirations of ordinary Americans. Most of the public does not realize that Trump-Vance 60% tariffs and Republican preference for tax cuts over infrastructure spending would create inflation and lack of growth in a Trump-Vance second term. Things would get worse because of the contradictions existing in the choice of tariff preferring Trump in a Republican party that sees tax cuts not infrastructure spending -even when desperately needed- as the answer to every economic problem. Without a clear policy of making the trillion dollar investments in the US economy, in manufacturing, in renewable energy, in chips and science, as it has under Biden the US under Trump-Vance policies would have two serious problems- first it would revive inflation. 60% tariffs on Chinese imports and 10% tariffs on other nations proposed by Trump-Vance would increase inflation. In the absence of the infrastructure investment that Biden has put in place it would create both a lack of growth for the jobs missing that come from infrastructure that is badly needed in a aging dilapidated infrastructure economy, and the inflation that the high tariffs would engineer. The benefits would not be great if China chooses to find other ways to conduct business and continues to keep its currency at levels that promote its exports. Even today Chinese products enter the US through other countries or when China builds factories in the US as Japan has done. The Republican aversion to tackling Chinese industrial challenges in the same way that China does by actively supporting American manufacturers would give China another decade of advantage as America slips even further behind in chips, science and manufacturing. This is the real problem in mixing Trump-Vance to the Republican philosophies on the economy which are not right for this point in time whatever their merits may have been in the 1980's when America was the industrial leader in the world.   ...

Only 27 of 249 Republicans in the House of Representatives have accepted that Mr. Biden won the presidential election, the rest refused to answer. And only 32 of these Republicans in the House say they will accept if this is certified by the Electoral College. The Senate is split 50 Republicans to 48 Democrats with 2 runoff elections in Georgia. In one Senate seat a Libertarian candidate too a slice of the vote denying a clear victory to the Republican Perdue for that seat. In the other election for Senate seat with  about 20 candidates running no one could secure a clear win. Mr. Biden with a very thin margin of 13,000 votes in Georgia over Mr. Trump. Mr. Trump contested the election because of the unprecedented nature of the 2020 election with mail in votes allowed in a way and in huge numbers that was not always well organized to be fault proof. With federal elections being run by state officials in 51 states and not by a national election commission as in India, and each state improvising its way of handling mail in ballots there was not a fault proof way of knowing if everything was 100% unquestionably correctly done. A national federal election commission not belonging to any party and unrelated to state or federal authority can ensure an election is free and fair better than the way it is organized in the U.S. Use of electronic machines for over 1 billion voters also ensures consistent way of doing it in India compared to the haphazard nature of the American process of vote ballots and separate counting in each state. This is the second election in which both parties differed on the election and disputed the result. The earlier one was Bush vs. Gore when Mr. Clinton was outgoing president following 2 terms in office. Yet surprisingly there are no calls for setting up a structure like that in India that would organize the vote collection under the authority of a national election commission and the use of modern technology consistently across the nation. ...

Biden's appointment of Omarova as Comptroller of the Currency is an effort by Biden to set a new direction. Omarova has considered the direct placing of digitally transferred dollars into the accounts of people in the US who have fallen behind in her paper "The People's Ledger." This is seen as an effort by Biden to get back to an America that works for ordinary Americans.

Anything less would be disastrous for Democrats and even some Republicans politically. A big part of the problem is that financial institutions and markets left to themselves no longer allocate capital in productive or even understandable ways that help the American people.

Laws passed under Republican president younger Bush incomprehensibly took away the right of the government to negotiate drug prices with pharmaceutical companies in one of the most egregious and costly decisions in postwar history by the government of the United States. It has only aggravated the problems and cots of healthcare for the American people. President Biden reversed this with the passage of the Inflation Reduction Act during the pandemic. Strangely it is part of the real culture war in America in which about 80% of both Republicans and Democrats support this but the media allowed the Bush legislation to be passed without saying it made no sense to say this negotiation was a form of price controls by the US government. This is how low the US policymaking had fallen by 2003 with legislators and press unable to make a simple point. Bush's legislation was called even more incomprehensibly the Medicare Drug Improvement and Modernization Act, when it was one of the biggest financial disasters for the American people costing them hundreds of billions of dollars in their savings and incomes to pay inflated prices of pharmaceuticals that people in Europe and Asia (India and China) were not paying.  ...

Michigan Governor Gretchen Whitmer interview by NYT's Lulu Navarro looks at the swing state of Michigan and its popular governor. Asked about president president Biden's 3 trillion dollar investments in Manufacturing, in Chips and Science, in Infrastructure, Whitmer says the public is still just coming out of the pandemic and has seen only some of the beneficial effects of this program of massive investment in the US economy. In her election for governor she was able to win with good margins in this western part of the State even as a Democrat. This report in WSJ by Mike Colias about personal politics exaggerates the impact of political party Republican vs Democrat in the switch to electric cars as most of the resistance comes from the lack of charging facilities and not enough technological breakthrough in cost and efficiency to make the switch. And much of the political resistance by a third of the population comes more from the idea that it supports China sourced materials. This comes from misinformation and old data as Biden has imposed 100 percent duty tariff on imports of China made electric cars and 50% on solar panels just last week. Americans including Republicans are realizing that the only way to compete with China's subsidized push for key industries is for America to do the same. This gives the American manufacturers the time and the support from the US government to compete with EV's made in China supported by Chinese government large not so visible subsidies over long periods. WSJ reports recently showed how China's prime minister supported building Tesla plants in China to observe American manufacturing methods and technology, in the process advancing its own technologies in EV's at a faster pace. Making Tesla's role contradict the idea that politics not misinformation and technological lag is causing resistance to EV's both of which will fade over time. ...

President Biden gets his $1.9 trillion aid package through the U.S. Congress with 220 votes for and 211 against. All Democrats except one voted in favor and all Republicans voted against. Earlier the $15 minimum wage was dropped from the bill to get it through the Senate. Also kept were income criteria to prevent the $1400 check to individuals in households going to the most affluent income earners. The Senate vote was close - 50 to 49 in a party line vote. The Biden aid package comes on top of earlier aid under president Trump in 2020. This aid is likely to provide enough stimulus to the US economy to restore growth to levels that were there before the pandemic hit.

What does Business in the Republican party think of J.D. Vance?   WSJ says the book "Hillbelly Elegy" is about cultural dysfunction not globalization or economic dislocation. Vance's book is about growing up in Appalachian part of Ohio around 2000. Lyrarc Retrospect shown on this page has a Wash.Post report of Robert Kennedy's visit in 1968 to poverty stricken Appalachian rural America in eastern Kentucky.  Running through Pennsylvania and Ohio to Tennessee. Mostly rural, mountainous low income and lacking roads, highways, and lacking schools, medical clinics. JFK and LBJ as presidents in the 1960's setup the Appalachian Regional Commission to lift it out of poverty. It increased income growth modest 4% above neighboring counties. Bush and Obama wars left this region and rural regions across the US neglected till Biden pulled out of Afghanistan and made rural America a top priority with the hundreds of millions of dollars needed to invest in it. It is as tough to tackle as the poverty in a similar forested and hilly part of eastern India called Orissa and Chattisgarh, which is only now receiving the attention of prime minister Modi in his third term. WSJ says J.D. Vance called mere rhetoric as no answer to such intractable problems in his Yale days, calling mere reference to cultural issues and immigration as forms of cultural heroin that would do little to change the centuries old poverty of the region.  Of the 39 year old senator J.D. Vance migration to MAGA, WSJ says it reminds them of Obama with only 2 years experience in the Senate- Vance has only a little over a year- who with lack of experience contested for the presidency of the US only to find Republicans poking Obama for seeking the presidency with such insignificant experience. This led to one of the least effective presidencies for lack of bipartisan support similar to that of Bush, both distracted by wars neither had the wisdom to not enter in the first place or to end quickly.   ...

How well U.S. presidential front runner does depends on whether the Democratic Party is returning to its roots when it was able to attract working class voters and people without college degrees. Over the years since Harry Truman's presidency the Republican party was able to peel off less educated working class white voters from the Democratic party on the basis of religion, race, gender and traditional attitudes to culture. Could this have gone too far and will the Democratic Party in the U.S. fight to recover support from its traditional base of common people, just as the Labour Party in Britain under Jeremy Corbyn sees itself as defending working class and common people's aspirations. Biden's future depends on how much he can rally the party back to its roots with his  Harry Truman like style and fighting spirit. Few American presidents in the modern period could match the courage, simplicity, openness and tenacity of Harry Truman, which is why he was able to come from behind and win in 1948 elections after the death of president Franklin Delano Roosevelt in 1945. ...

Trump used infrastructure issue in 2016 and rightly so, and talked about it being Infrastructure Week every week, yet did nothing for infrastructure, nothing serious until Biden in 2016-2020. This a continuing project for Harris. Part of this is to end the wars (Biden's efforts in Afghanistan ending it). And end the migrants incursions, Harris 's pledge to sign the Lankford-Biden immigration bill that fixes asylum entry and closes the US Border with Mexico. ...

Britain has fallen way behind under Conservatives Tories misrule. On just about all indicators of the economy the US is ahead of Britain, on cost of living, on investment in infrastructure, on chips and science, on unemployment and on economic growth. The US economic growth was 2% compared to 0.5% for Britain.  Britain under the Tories over the last ten years lost so much ground fighting for Brexit and hurting it's economy. The Tory party is itself torn apart again today by Farage's Reform party, much of it from poor leadership- Cameron, Boris Johnson, Sunak. The result today is that Labour's Starmer says he has a 22 billion pound gap in the Budget that the Tories Conservatives have left him, a hole he says that will lead to Labour cutting winter fuel payment for pensioners this winter.  The US with president Biden is so far ahead of Britain with $1 trillion in investments taking place under the Inflation Reduction Act and $53 billion under the CHIPS and Science Act. Harris plans to build 3 million homes and offer $100 billion to small business to spur growth. There is just no comparison and owes much to president Biden and Harris, and to senior Republicans who supported the administration on the economy. ...

Paid Leave for caregivers, parents, is a missing part of America's progress into a society that cares for women, children and elderly parents. America is the only nation among developed countries that lacks paid leave. Biden's Families and Workers Plan was designed to make this part of the fabric of American society. The 12 weeks paid leave originally planned is particularly needed for caregivers, mostly women, and is now down to 4 weeks. It was then taken out on the resistance of 1 senator from West Virginia out of 50 Democratic party senators. Women are hard hit during the pandemic and are unable to get back into the work force. Most Republicans if in the shoes of women as caregivers, or mothers needing maternity leave for children, would support this essential feature of a modern or well developed society, yet this is often missing as the nation is divided because about a third of Americans have paid leave and the rest lack paid leave. This piece of the bill for paid leave is now back in the bill in Congress, in another effort to get this through. ...

Woman and better educated suburban people supported Nikki Haley. By contrast rural less educated went to the former president. What happens to these Haley supporters is important in 2024. Many are conservatives yet they are not finding a home in the new Republican party that has shifted from what it was before to look very different from before the 2009 financial crisis. The gradual disappearance of manufacturing in America as it was shipped overseas and the damage to communities built around it, the neglect of rural areas, the spiralling cost of healthcare, were already ripping apart the social fabric, only to be hit with the 2009 financial crisis from banking mismanagement and greed. The social and economic fabric which was next hit by the pandemic is only now recovering under president Biden. The Trump one term with all its good intentions failed to deliver on infrastructure and rebuilding manufacturing. For Democrats to represent the working class their leaders have to come from these working class communities. This is not going to happens say people in this NYT Edsall report. Working class voters are about 60% of voters mostly not college educated, to 40% for non working class voters who are college educated. Biden was one of thse working class people who headed the Democrat party and stood on picket lines fro the UAW. Not Harris or Clinton. Democrats rail about billionaires but much of the multi billionaire community is in the Democrat party, much opf Silicon Valley and New York financial interests. Bush was not working class either yet there has been a unexpected transformation of the Republican party as trade, immigration, drug and migrant trafficking required non nonsense law and order, and strong action, based on common sense and stable values from the previous generation of Americans. This also applied to social issues such as LGBTQ and Transgender. This leaves one with the question will the Democrats be able to get rid of the Califonria Silicon Valley Techies, and New York financial interests, lobbying class,  within its ranks? Will it be able to transform itself by drawing from the working class communities working class leaders? ...

When even the NYT, or the host of CBS television Face the Nation does it poorly, how are independent voters, and voters leaning Democrat or Republican, or leaning not vote, to have a clear idea of policies?  This review of Trump statements about Harris statements on red meat, ICE, law enforcement, fails to get down to the policies she has stated at Wake Tech in North Carolina and in other places before this. It also does not address the Trump plan to end tax on Social Security which would lead to about $550 going to seniors but lead to a cut of 25% in Social Security in 2032, defunding Social Security and Medicare. Immigration- the first thing Harris would do as president is to sign the legislation written by Republicans Lankford, McConnell with the backing of the party and agreed to by president Biden that will in effect close the Border with Mexico and fix the asylum policy, not done in three decades. Cost of Living- Harris policy on price gouging is for taking the action that companies follow and play by the rule on pricing, so that they do not take unfair advantage of the public. It is not about passing a law or fixing prices. This has been done in Texas and in Kentucky, other states. Restrict rent to 5% increases and increase the supply of new houses by building 3 million new homes, $100 billion to be allocated for fixing housing supply shortages.   ...

Guardian's David Smith has short memories as he compares response at Obama's stops and visits in 2012 and compares that to Biden's as he visits Detroit and Atlanta in May 2024. In 2012 in the last weeks of the election Mitt Romney was much closer than is remembered today. Obama was at risk of being a one term president and depended on a strong turnout from Latino voters. Mariachi bands were called out in states where Hispanic vote was critical in these closing weeks. This is also just after the pandemic once in a century event that has affected younger people more than other groups, and after the dislocation and misinformation, the suppression of real information about the massive investment in the economy by president Biden for the first time in 50 years. Obama then lacked the kind of bipartisan support from all groups including Republicans and suburban voters that Biden now has that were never part of the Obama coalition. As shown by Nate Cohn in NYT what Biden is after are the disengaged younger voters and new voters in 2024 that have no awareness of the president's efforts to improve standards of living of the American people, who president Biden is working hard at campaign stop after campaign stop to reach about 6 months before the election. ...

This WSJ analysis shows that in the counties that flipped to Biden in the U.S. election about 40% of the people had white collar jobs and were better educated and in metropolitan regions. Of the counties that flipped to Trump about 20% had white collar jobs with only 1.4% jobs growth whereas the improvement in the counties that flipped to Biden had much higher jobs growth of 5.3%. Where Biden prevailed 70% of America's GDP is generated, where Trump prevailed 30% is generated. One is white collar in metropolitan regions, in cities and suburbs, better educated. The other is blue collar, less educated. One blue collar is hit hard by the pandemic, the other is white collar but also includes some of the people hardest hit in the pandemic of minorities in the cities and suburbs. In truth none can benefit without bringing all along. And loyalties shift as most of the professional class was once with Republicans who were the party of business. The sending out of American manufacturing to China has not only affected the economy, it has also changed the parties as the Republicans took up the cause of American manufacturing workers changing the two parties. For most of the twentieth century this was not the case as FDR, Truman and Kennedy-Johnson, were Democratic presidents supported by blue collar workers.   ...

Three events September 29 Sunday to October 5 Saturday described as "week from hell" for the Biden White House in this report. President Biden can feel a huge sigh of relief for having overcome in each event. The hurricane Helene devastating a swath of western North Carolina, parts of rural Georgia, and western Florida. The president was working round the clock for relief efforts and visiting the flooded regions. Then there was the large missile strike by Iran over Israel following its bombing of Lebanon. This was averted using US missile defense. And in the middle of all this there was the International Longshoreman's Union 45,000 members announcing a strike that  closed all ports on the East Coast from Maine to Texas. President Biden supported the dockworkers efforts to have shipping ports owners in Asia and Europe to share huge profits with dockworkers.  All the time the hard work at the White House and agencies for relief efforts paid off. Republican governors in North Carolina and Georgia praised the relief efforts. And Zient, Buttigieg, Transportation Secretary Brainard at NEC, were on the phone with port owners overseas at 5.30 am Thursday to setup a stopgap agreement till Jan 15 for settlement. US president Biden proposes to reduce the US deficit by $2 trillion by increasing taxes on American households worth more than $100 million that would apply to their earned income, and their unrealized gains on liquid assets like stocks. Biden also plans quadrupling the tax on stock buybacks by companies, a tax approved in the Inflation Reduction Act of 2021. The deficit in 2023 will be about $1.4 trillion and rise to about $2 trillion, so that Biden's plan is to practically eliminate the  large deficit if the Republicans come on board. Republicans prefer cuts in spending. US companies have engaged in a dramatic increase in stock buybacks in recent years leading to calls for increasing the tax on stock buybacks. Biden says even high income households will not see an increase in their taxes, only the wealthiest households with over $100 million who have benefited vastly through the Reagan type policies of the last two decades. These households with over $100 million in assets will not be affected in the same way as students, workers, and middle income households are affected in shouldering a large part of the burden of these Reagan type policies that did not adequately fund education, healthcare, and manufacturing in communities across America. This was a period when Democrats in Congress awed by Reagan type policies failed to vigorously oppose policy that increased the US deficit and burden on households for health costs by not allowing Medicare to negotiate prices with pharmaceutical companies. A senior AARP official says that when we talk about the Biden Inflation Reduction Act of 2021 the key component is the Medicare price negotiation with companies that is now law. Why Republicans and Democrats before Mr. Biden allowed such a gross distortion for two decades since 2001 that burdened ordinary  working Americans while neglecting American manufacturing, till Mr. Biden assumed the presidency, says much about the policies of the last two decades and how it has affected ordinary working families. Shriveling factory towns and creating much distress in these communities with these distortions that are a legacy of Reagan type laissez faire policies that government should do little. The result of these policies is that manufacturing is concentrated in only one country for the whole supply chain something that would never have happened with a thoughtful policy planning process. India and Vietnam are only today seen as alternatives for the supply chain in 2023 when policies were in place in these countries since 2014 for the supply chain to be distributed in a way that would be a win-win situation for all countries, avoiding the national security threats of today with overconcentration of manufacturing in China. This has not benefited China or the US because of the rancor and tension it has created. President Reagan had introduced such a deep skepticism of government, that it took so long for people to remember FDR and the role of government before the second world war and afterwards under the Truman administration.  What changed? The health care crisis exposed the weak areas in the governance and policy mindset in America. China had advanced mainly through strong government role of the Communist Party  in steering the economy and business to gain competitive advantage. The health crisis from the pandemic further devastated America's lower middle and working class following the banking and financial sector mismanagement by 2009. The pharmaceutical and health care sector similar to other sectors had shipped manufacturing overseas. In 2021 there is a deep sense that theories don't work, one has to act based on the needs and the situation the country is facing. The way competitor nations such as China are building new infrastructure, gaining manufacturing advantage, dominating key sectors and industries, and creating jobs, requires America to respond. In this situation posing the threat America faces as well as the social dislocation of decades of misguided policies, the US government is the only one capable and having the resources and capacity to respond.  ...
