Gujarat has a mortality rate of 6.2% compared to 2.8% for India. In total number of confirmed cases Gujarat comes fourth after Maharashtra, Tamilnadu and Delhi, with 21,500 cases. Most of the deaths are in the city of Ahmedabad and mostly at the city's large Civil Hospital. This report in the BBC says the deaths can be attributed to the reluctance of people in the city to go to the Government Civil Hospital because the quality of care is not good. Many patients come to the Civil Hospital only after failing to find a bed at other private hospitals. This means the patients condition is getting worse as he is not admitted rightaway but days afterwards when his condition has deteriorated. The weak health infrastructure of the state and the lack of quality care at the Ahmedabad Government Civil Hospital say experts has led to increasing number of deaths in Gujarat from coronavirus. Gujarat has been known for its improvements in transportation and roads infrastructure. This has not happened with health infrastructure. This situation is being seen also in China where not enough money is being invested for quality health care. Ahmedabad's Government Civil Hospital is one of the largest in Asia providing low cost care to a large population. ...

Ramachandra Guha comments on the selection of Institutions of Excellence by the Government of India- ten private and ten public institutions- that can be turned into world class leaders in the education field. He says IIT Madras would be a better choice than IIT Delhi, IITMumbai and Indian Institute of Science in Bangalore are considered good choices. The choice on the list of Jio Institute is seen as strange because it is has no students and no campus and still at the concept stage. KREA is a better choice for an education project at an early stage, says Guha.

A riverside project on the banks of the Sabarmati in Ahmedabad gives the city of 10 million a new look. The project is similar to ones on the Thames in London and Seine in Paris bringing new park space and areas for of public space for a rapidly growing city. Guardian Cities is looking at 15 new cities with population growing to exceed 10 million by 2035- from Tehran, Iran, to Luanda, Mozambique, Hyderabad, India, Ho Chi Minh City, Vietnam, Surat, India, Kuala Lumpur, Malaysia, Chengdu, China, Dar es Salaam, Tanzania. The way this was done was to develop a self financing model. This was the work of architect Bimal Patel who proposed selling 14% of riverfront land of 200 hectares to recover costs. The Sabarmati Riverfront Development Corporation spent 161 million dollars to build new housing for 11,000 displaced families who worked in squatter type housing on the riverbanks as domestic workers, clothes washers. The riverbed had become for decades a dumping ground for city waste. The goals were to provide access for public to the river front and clean up the water with water treatment plants. Bimal Patel calls the project one of three generations as  will take another three years for new water treatment plants. The Ahmedabad Municipal Corporation bears the cost of about $220 million. The famous Sabarmati Ashram of Mahatma Gandhi lies along this riverfront and it gives this sacred space in India's history, the home of Mahatma Gandhi for many years in the struggle for independence, a healthier, brightened space along the river. ...

Boris Johnson, UK prime minister, visits Mohandas Gandhi's Sabarmati Ashram in Ahmedabad on his visit to India in April 2022. After returning from South Africa and following writing Hind Swaraj in 1910, Mohandas Gandhi set up the Ashram during the period after 1915 as the place where he lived and worked in organizing the struggle for Indian independence. This is where he started a campaign of spinning and weaving homespun cloth so that Indians would not buy British textiles in a form of non-cooperation with British rule. By 1930 this evolved into the Salt Satyagraha and noncooperation with British laws in making of salt. The British approved provincial assemblies as a limited self rule concept in 1936-37. In 1942 Mohandas Gandhi launched the Quit India movement leading to arrest and jail for Gandhi and his followers. After the war ended in 1945 Labour party's Clement Attlee was elected British prime minister. In 1946 Mountbatten began the final negotiations that led to independence and Hind Swaraj in 1947, 37 years after Gandhi first wrote Hind Swaraj. ...

India's loan for the bullet train project is for 81% of the 1.1 lakh crores cost of project  from the Japan International Cooperation Agency, at 0.1% interest rate for 50 years with 15 year grace period. These are extraordinary terms provided by the Japanese government agency as part of its international aid for development. Mr. Modi said at the time in 2019 during inauguration of the bullet train project that anybody told about the terms of the loan would find it "unbelievable."  At the time prime minister Shinzo Abe of Japan was visiting Ahmedabad. The loans even of a generous nature would be of 30 years and at that period comparable to the higher yield on 30 year Japanese government bonds. Loans of 50 years are practically unheard off. It could be considered very close to direct grant aid by Abe to India. Ashwani Lohani, head of the Railway Board for Indian Railways says the bullet train is creating a paradigm shift in how people travel in India. That the distance from the city where Mahatma Gandhi had his Ashram to Mumbai is covered in less time than it takes to travel by air is a huge shift for India. Some media reports have incorrectly stated that the money used for the bullet train could have been used for improvements to the railway system. Lohani says it is important that people understand that the money for the bullet train is coming from Japan and would not be available if the bullet train was not built. It is also at interest rates of 0.1% and a moratorium period of 15 years making the loans almost free. The advantage of the project is also that it has a demonstrative effect showing that a lot can be done in bringing Indian Railways into the pattern of rapid rail travel prevalent in Europe and now in China. China has shown the way by developing its rail system and also developing the technology for bullet trains using Kawasaki technology from Japan and building on this. It is imperative that India do this and modernize its own system. This is an aspect of infrastructure also that has a massive impact on people's lives. When trains can travel at bullet speed between city centres in India it also creates a new energy for bringing the rest of the system to higher technology standards.     ...

In a historic visit Chinese president Xi Jinping visits Mamallapuram (Mahabalipuram). Chinese Buddhist scholar and monk Xuanzang spent time in India, arriving in 627 AD to look for Buddhist manuscripts in Nalanda and other places, returning to China in 643 AD, where he translated these manuscripts deepening China's knowledge of Buddhism. Bodhidharma the son of a Pallava king in southern India left for China in 527 AD bringing Buddhism to China. The Pallava dynasty ruling in southern India at this time had trade, religion and cultural connections with  Fujian province in China. Chinese president Xi was a governor of Fujian province and has a strong interest in history and culture. This follows a visit by Xi to Ahmedabad with its Gujarati culture, and prime minister Modi's visit to Wuhan, China in 2018 to bring the two leaders together in personal relationships. India and China are also increasing cultural contacts and tourist visitors with easy visa arrangements. The idea is that currently a huge gulf in understanding exists between India and China, which contradicts the historically close relationship with the spread of Buddhism from India to China, Japan, and South east Asia. The Stimson Center looks at the closing of an era of Conservative politics in Japan which ended in 2025 after the death of Shinzo Abe and the 2 year premiership of Kishida. Interview is conducted by the Stimson Center of a senior Japanese political figure with 30 years of experience in the Foreign Service, and the author of the only English language book on Shinzo Abe, reflecting the paucity of research on Japan. Shinzo Abe was premier for a short time in 2005-2006 and for a full term in 2012. He made changes to Japan's SDF, its partnership with India, Australia in the Quad, and his economic policy which increased women's participation in the economy. For the first time in post war Japan there was a new sensde of confidence under Abe and he is missed sorely in Japan today. Yet as this senior Japanese politician says, Japan has changed the way the US and Europe have changed, and nationalist politics are replacing old Conservative politics of the LDP. In a way also how the deindustrialization of US, Europe and Japan has also taken place discrediting that era. Takaichi Sanae is itself a representative of the new era, as she did not hesitate to say Japan would get involved if China attacked Taiwan. Her popularity is at 62% and she has called a snap election, as she came in to replace Shigeru Ishiba in October 2025 and was not directly elected PM. Yet in the long view this is also a misconception because neither the Stimson Center or the interview participants had a keen sense of who Abe really was and Abe's grasp of the history of the Kamakura period of Buddhist Japan and China, India, of the 12th century before the foreign invasions from the north. One of Shinzo Abe's biggest legacies is the relationship that was close to his heart, the relationship with India and prime minister Modi. This week chancellor Merz of the Federal Republic of Germany was at the kite festival with PM Modi in Ahmedabad and at the Sabarmati Ashram of Gandhiji. The same degree of warmth shown by the German leader and Modi reflecting Vivekananda's time in Germany, was seen long time back between Modi and Abe. The bullet train project Mumbai to Ahmedabad and the ones that follow across India are a testimony to the warmth shown by Abe for India, and his knowledge of history from the Buddhist period in India when by the 12th century in Japan in Dogen's time Tenjiku (India) was the sacred homeland of Buddhism. Today India has revived the Buddhist traditions and centers of Buddhism, the universities and research centers for Buddhism from that period in Indian history. Buddhism started in India near Nepal in what is now Bihar state at Sarnath and Kushinagar, and spread through China to Japan and Korea. The whole continent of Asia would reflect Buddhist ideals and ideas without the intervening period of Vedic culture in India and China's Mongolian and Manchurian northern invasions, and the periods of European colonialism. Today Buddhism and The Bhagavad Gita are itself strung like pearls on a string as the Gita itself says, part of the long spiritual traditions of three nations- India, China and Japan, and of the many others Vietnam and Korea. France's high speed train network SNCF and its new trains TGV m are the focus of French Connections series in FR24. It is a great success for France as it connects 230 cities across France and decentralizes the country making remote areas reachable in hours. 770 kms Paris Marseille is covered in 3 hours. It has transported about 3 billion passengers since its founding in 1981 under Francois Mitterand. 122 million people traveled on TGV trains in 2023, and this is increasing by 20% a year. The trains travel at 350 kilometers an hour and are capable of over 500 kms per hour. For countries like India this is very useful to know as the first bullet trains based on Japanese technology are being built for route Bombay- Ahmedabad- Jaipur- Delhi. It shows that if it worked so well in France it can work well in the US or India. In India it could transport many times the 122 million in France and connect remote regions exceeding 1000 kms. Madras Srinagar is 3000 kms or 1900 miles. Imagine this being done in 7 hours at 400 kms per hour. It would really decentralize India. Same for the US for Austin Texas to Boston Massachusetts 1600 miles in 7 hours. It would better integrate communities in the US that are far apart socially.   ...

Much coverage in India's media on the 150th of Gandhi. This essay provides insights into Gandhi for the self-empowerment of women in India's organized and unorganized labor sector. The author worked with the Textile Labor Association founded by Gandhi and Anasuyaben Sarabhai in Ahmedabad in 1920. She reminds Indians that it is about labour and capital working together for the betterment of India not capital against labor, or labor against capital, an idea she says is lost today. Ahmedabad became a textile center in the period between the 2 world wars, and Gandhi negotiated a 35 cent increase for mill workers after a 1917  labor strike. Anasuyaben started working with mill workers after seeing a women exhausted working a 36 hour shift. Earlier she was involved in the suffragette movement in Britain  and had seen the appalling conditions for mill workers in Britain. Her brother Ambalal Sarabhai was an industrialist and her uncle Vikram Sarabhai India's leading atomic energy scientist and pioneer in that field. She says most of the stuff written about Gandhi is laudatory without going to why it worked and knowing its value in bringing dignity to millions of the poorest people in the country. By taking personal responsibility even the poorest person could find dignity and empowerment was Gandhi's idea, and with it the whole country. This idea found its best expression in the Bhagavad Gita to which Gandhi turned as he faced the problems of coolies empowerment in South Africa and rural laborers in India under colonial rulers indifferent to their condition or progress. Gandhi's idea was that this empowerment and dignity was the way out through taking personal responsibility by each person- an idea expressed clearly in his short book "Hind Swaraj" India Home Rule, written in 1910 on a steamship going back from Britain  to South Africa. Taking personal responsibility if each person did it in a country of hundreds of millions would make it impossible for a couple of thousand Britishers to remain in the country. Ideas of non-violence were instruments of action, no more, no less. This was Gandhi's idea, his and the Gita's wisdom, and his shrewdness in a situation that confounded everyone faced by problems of a vast region with mostly rural labor and an indifferent foreign government. The same idea can be translated into action in today's environment in the same way based on personal responsibility for modernization, Swachh sanitation, cleaning up single use plastic, generating employment in manufacturing, and any number of ways in key areas of development. Gandhi saw the British as more a nation of traders. Without commerce the British would have less reason to remain in India. Personal responsibility leading to empowerment for tens of millions would make it impossible for the  few tens of thousands  of British to remain as it would require too much in resources to continue in India as a colonial power. This happened in 1942 as the military leader Wavell was made Viceroy during the war and wrote back to the British government that it would require 7 divisions to maintain order in the country. Economic adviser John Keynes cautioned the British government against prolonging colonial rule because Britain could no longer afford the cost after losing a quarter of its wealth in the Second World War. This is shown in the archives cited by several authors on this period. ...

Parmeswaran Iyer headed two of prime minister Modi's favorite projects, one for ODI free India through the Swachh Bharat Clean India Mission, and second the Jal Jeeven Drinking Water for All mission. In both he has performed admirably. He is an IAS officer from 1981 from Uttar Pradesh batch and worked with the World Bank water initiatives from 2009 when Modi brought him back to India for Swacch Bharat Mission. Har Ghar Jal to bring water by tap to every family in India is an exceptional achievement of Modi and Iyer.  This report in Hindustan Times shows how hands on Iyer is, as it says Iyer cleaned a toilet pit during one visit to Telengana state in 2017. The behavioural transformation India experienced under people like Modi and Iyer takes India back to the days of the Gandhi Ashram on the Sabarmati river in Ahmedabad. Gandhi's activity there including a form of Swachh Bharat Mission in its pioneering days in the 1920's setting the form of activity that was not forgotten and brought back by Modi and Iyer one hundred years later. This has touched the lives of hundreds of millions of Indians today in the way Gandhi's ideas touched the lives of hundreds of millions in the 1920's, bringing dignity and grace to the faces of 1.4 billion people and providing an example for the extended neighborhood to Indonesia for close to 2 billion people. ...

Local government elections in the Mumbai region show a strong win for the BJP party running the Federal Government  under PM Modi in City of Mumbai and cities of Nagpur, Pune and Pimpri, with about half of the seats contested won by the BJP Party. Key to winning the election is the voter trust in the Vikshit Bharat goal for a Modernized India by 2036 and 2047 in two phases. This is likely to influence the elections in West Bengal State that are coming up in April 2026 with the city of Kolkata. PM Modi opened several Rail projects for West Bengal and conducted rallies in the state which is governed by a party that has not worked to industrialize the state for two decades using a local linguistic and regional identity to win elections. Vikshit Bharat is likely to come to West Bengal as it has to the Mumbai region, giving the Federal Government run by the BJP Party an opportunity to form local governments and state governments that cooperate with the Federal Government of PM Modi. These 2 regions the Mumbai and Kolkata regions are the last regions that have fought central modernization efforts and promoted politics that are conducive to mismanagement and corruption, clanish arrangements for the 2 states Maharashtra and West Bengal. For India to compete with China, to catch up with China, and fulfill the hopes and aspirations of 1.4 billion people this is one more of the missing pieces that is being put in place for Vikshit Bharat. Seen from Europe and the US it shows how big the visit of Merz and the Modi Merz Kite Flying effort in Ahmedabad recently means for India as well as US and Europe. Merz has chose India as its leading partner, Germany has chosen this road, with lasting confidence in Modi's Vikshit Bharat effort for 2036 and 2047. ...

On October 2, birthday of Mohandas Gandhi and Lal Bahadur Shastri, looking back and looking forward- the connection Gandhi placed to cleanliness at Sabarmati Ashram in Ahmedabad.  Gandhi made the clear connection of cleanliness to Independence. Cleanliness as indispensable and first condition for the path to Independence. In the same way Cleanliness has an indispensable connection to New India, the first step to New India.  For years the Sabarmati remained dry for 8 months in the year. Through improvements the entire river is regenerated and connection to the Narmada river ensures a flowing river all year long just as it once was in the 1950's, a river that we have seen, one that brought serenity to the mind walking on the old span Ellis Bridge.  Clean rIvers, and an environment that is clean so that we can maintain health and wellbeing. A river in Thiruvannamalai and Vellore districts in Tamilnadu, the Naagnadi river, is revived through the action of women villagers digging up canals, restoring not just the river but mental health that comes with seeing rivers flow. Every generation doing its work for cleanliness, for Clean India, for Clean India in all ways. This idea is taken forward with Economic Cleanliness as an indispensable condition for economic freedom, for development and modernization. Hundreds of millions of bank accounts for rural farmers and villagers and urban residents is part of this effort. So is the digital transformation of India with 3.5 billion transactions made over digital system UPI in August 2021. ...

Jean Raspail is the French author  of "Camp of the Saints" and of "Me Antoine de Tounens King of Patagonia," winner Grand Prize of the Novel 1981 Academie Francaise. Written by Raspail, the son of the Founder of Le Figaro French newspaper in 1973, Camp of the Saints is a book describing Raspail's extraordinary vision of how boats from Bengal would suddenly appear at French shores carrying millions of people from Bengal fleeing conditions of squalor and extreme poverty. 1971 was the year of the Bangladesh war with millions of refugees from Bangladesh at the time called East Pakistan pouring into India from Bangladesh, hit by massive floods the year prior, and then facing an army of occupation from West Pakistan's Punjab ethnic group dominated Army. While calling Raspail's Camp of the Saints "openly racist" Le Monde does not show the events described here as being entirely real- the squalid and the squalor into which Bengal had been plunged by a over a century of British rule in India that as Gandhi showed in the 1920's in "Young India" magazine spent most of the budget on policing, and very little on development except rail for logistics to hold the Empire together. On this the French Left or French Right or the European Left or Right is silent, preferring not to open up the similar situation facing China Hongkong, Shanghai as Treaty ports and Beijing after the Boxer rebellion, the Middle East with Sykes and Picot creating artificial states of Syria and Iraq, and controlling states of Iran and Egypt, and Indochina as French colony. It is not "racist" it only shows what Raspail might have seen on television at that time of the truly squalid conditions, including a famine in Bengal in 1944 that was aggravated by British policies. If Raspail imagined that boats from Bengal would arrive at the shores of France it is not something that is not connected to reality, it is the squalor and squalid conditions- except the reality the so called Right and the Left failed to say was a result of the centuries of colonization that made the region miss the Industrial Revolution. Western India around Bombay and Ahmedabad was far more developed by the 1970's and more so by 2003 when Camp of the Saints was republished. In 2026 Camp of the Saints is outdated. Northern India, Western India and Central India is in the kind of rapid modernization that happened in China, with bullet trains, ports and new highways, new industrial infrastructure, housing, going up every year under the Modi Government. In the paradox of today the Modi government is referred to as racist or religious right without reference to its essential condition, its very spirit of modernization based on science and technology acknowledging and revering the contributions of European nations and America. Bangladesh is eastern Muslim part of Bengal. West Bengal is part of the federal Union of Indian States, and has fallen into disrepair and industrial backwardness within Indian states because of the lack of the rapid modernization that India is going through, under mismanagement of the scale of Venezuela. Much of the media in the west does not report the scale of the mismanagement of some of the states in India that were built on the legacy of the early decades after independence of policy to slow down industrialization and corruption that destroyed infrastructure investment. The federal government of India and the states run by the party at the federal level in northern, western, central and north eastern India oppose migration to the US and Europe and are now growing at the fastest pace in the world, faster than China, growing at 10-12 percent a year. Bihar state in India is the home of Lord Buddha and the origins of Buddhist civilization of China and Japan. It has a population of 130 million and is growing at 22% a year in 2026. India needs its young people at home, even though it is willing to loan some of its technical people to Germany and Europe and the US. The Indian federal government policy and policy of these Indian states run under federal policy is to oppose migration and find jobs for millions in a rapidly modernizing economy at home. This then is the reality in India, as well as China, with 2.8 billion people. No one in India, not Gandhi if he were here today, not the government in the Indian federal union and states faults Raspail and others and calls them "racist," because of the extraordinary help first Japan, then China and now India receives from America and the European Union to develop and modernize quickly. In fact Indians look with admiration on the western leaders in science and technology, the scientists and inventors of Europe and the US, and are eager to emulate them in the future. And this is true also of the people of China, and reflects the aspirations of the new generation. ...

He passed away in Ahmedabad at the age of 95. BBC's Mark Tullly reflects on the period of coverage from 1962-1994 of South Asia. He says of Indira Gandhi that she took the democratic process out of the Indian National Congress party, and set up her sons as future leaders that was undemocratic. Here he reflects on that period in an intervew with the BBC after he left the BBC.  He has deep connections to the Indian period after 1800 as his great grand father on his mothers side was around 1840 in a part of Uttar Pradesh where British planters had farmers plant opium that would later be bought by planters for export. This coincides with the period when Britain in Hong Kong traded in opium as part of British trading in the emerging colonial culture British Empire. There is mixed legacy for Britain in India and China. The history of the Opium Wars in the 1850's and opening up of colonial ports ended with the 1900's revolution and the emergence of the CCP in China by 1950. In India the legacy was mixed bringing together this part of Asia into a new nation and bringing parliamentary traditions of Britain that provided the basis for good governance.  Tully is a softspoken thoughtful Englishman who revolted against British classical education in his youth and studied history and religion at Cambridge, made friends with the future bishops of Canterbury and Lincoln at Cambridge. He is not the Englishman of the Empire as his fondest memories are of the servants verandahs on the bungalows of Britishers and the smoke from their quarters, and the language. So it is a thoughtful view that he gives of the undemocratic nature of Indira Gandhi and mismanagement of the economy that could have changed if India had gone in a different direction under other leaders in the the 1990's. Why is this significant? China's modernization drive started in the 1990's. India's by the undemocratic nature and mismanagement under Indira Gandhi did not start its modernization till 2010, about 20 years after China, opening up a huge gap that is only now being corrected leading to problems for world security, US security, European security and Indian security. And delaying the aspirations of development of 1.4 billion people for 2 decades. Vikshit Bharat cannot come fast enough for both Merz in Germany and Leyen at the European Union, who last week and this week visit Ahmedabad and India for the Kite festival and for Republic Day 2026. ...

How the state of Maharashtra was formed from Bombay state that included Gujarat, by making language as a basis of state formation offers clues for India's economic and political solutions to the problem of modernizing the country in the way Japan and China have done. The same is true for Gujarat.  Gujarat added the princely states of Saurashtra. The original Bombay state did not include Saurashtra or the Vidarbha and Marathwada regions of today's Maharashtra state. Vidarbha and Marathwada were added to create Maharashtra, Saurashtra was added to create Gujarat. Voting patterns have given the party that is pushing hardest for modernization of infrastructure with speed and scale favorability in most regions of Maharashtra except Marathwada regions and most regions of Gujarat except Saurashtra. The Bombay city region that forms a large part of the voting population in Maharashtra came first under the influence of British, then Gujarati business, then trade unions, followed by a Mumbai for Marathis movement, and now an integration of the Marathi movement into one that reaches for leadership for modernization on a national scale.   Bombay city is itself being dug up in a way Tokyo in the 20's and 60's must have been, or Shanghai in the 90's, 1912 sites have been dug up for a next generation Metro system of trains, a bullet train to Ahmedabad and New Delhi and for bridges across the Arabian sea, new expressways. Projects that were stalled for decades because of political stalling inaction are now being pushed ahead to be finished in 2-3 years or half the time. In Japan in the 20's the incentive was Japan's resurgence, in the 60's its recovery from world war. In China in the 90's the rush to modernize after the Japanese invasion and failed attempts in the 60's. In India today it is the rush to modernize after the British Empire's extraction of wealth from the country since 1850, and the failed attempts twice in the 60's and 90's.   ...
