In a two and half hour news conference prime minister Li Keqiang of China gives some insights into the new thinking of China's leadership on issues of trade with the U.S.,charges made against Huawei, and handling China's slowing economy. On Huawei or Chinese tech companies conducting spying for the Chinese government Li Keqiang stated: This is not consistent with Chinese law. This is not how China behaves, We do not do that and will not do that in the future." To tackle the slowing economy Li said the government is reducing taxes and cutting interest rates and the money banks are required to hold as reserves. By reducing expenditures the government will save 1 trillion yuan ($148 billion, collecting higher dividends from state firms, and retrieving unspent state funds allocated earlier. The purpose Li repeatedly emphasized is to free up credit to help private companies and prevent "layoff waves." On the trade issues with the U.S. Li believes it is not possible to uncouple the two countries economies, and said he expected the trade talks to lead to a positive outcome. China's national legislature he said passed a new foreign investment law as proof of its commitment to creating a fair environment for foreign companies, including complaint responding mechanisms, transparency in information disclosure and fast followup in issuing regulations that put the law in effect. ...

China needs export markets as its construction industry stalls and increases investment in manufacturing. The US continuing strong investment in manufacturing in the US, continuing to trade with China on a level playing field. Both sides have economic interests, and interests of the world to advance peaceful cooperation.

Questions China faces on AI- 17% high youth unemployment and 200 million young people in the gig economy in low wage demanding work. Chinese Communist party wants to see a stable China that can pursue industrial progress for decades like the European Union and the US. For this reason it is not going to let this level of dissatisfaction with high youth unemployment and low wage demanding work for young people to go to the next level. For this reason it will carefully make investments in AI -not the hyper investments in AI that are taking place in the US. The competition with China is going to take place on many fronts, and the industrial bloc created by the EU with India and Nordics has a 15 year plan during which it and the US are likely to far exceed anything China does at a slower rate of growth. As in the US choices will have to be made in China, investment in one area means disinvestment in other areas that have equal or more priority. Today's capital markets are in complete dysfunction in the US operated by a few banks and tech company leaders, similar to the situation prevailing in pharmaceuticals and healthcare. Investment priorities and planning are needed. It is a major error to say US cannot plan that capitalism does not have planning, because it is absolutely true that planning goes on at every level in American companies with Xerox, IBM, Oil Companies and other large companies, all having a Long Range Plan as well as planning for individual projects and investments in plants. If a good infrastructure plan, project by project, state by state, and at the local level, is not put in place this will simply not take place. If no good reindustrialization plan, project by project, state by state, and at the local level, is not put in place, this will simply not take place. In that case the competition with China would surely be lost before it had begun. Yet that is surely not the case, as every good American company has a long term plan. And this plan looks at all the potential investments the Nation can and should make in priorities and in the interests of the Nation and the People. All have to compete for resources and AI surely would not get the lions share of resources in China, or in the US, in a fair and well run market system where planning rightly takes place, because it would displace the very basic structure of a fair and well balanced economy that serves the American people, or the people of European Union and India, or the people of China. ...

The Standing Committe of the Politburo of the Chinese Communist party will have seven members including Li Keqiang, the new prime minister and Xi Jinping, the new president. Most of the other members are close allies of former president, Jiang Zemin, who began the now three decade old the modernization effort after Deng Xiaoping initiated economic reforms. This leaves a clear imprint on the Standing Committee of 86 year old Jiang Zemin. The incoming president Jinping is supported by Jiang Zemin, and this should make it less difficult for him to make economic changes say experts. Hu Jintao, the current president could not get his way in making appointments to the Standing Committee, except for selecting his protege Li Keqiang. Hu was able to select members for the 25 member Politburo who are likely to become members of the Standing Committee in 2017, when many of the current members in their mid 60's retire as required by party rules.

In opposing access to higher education the Wall Street Journal Editorial Board also reflects the views of billionaire owners out of touch with the people of America and the Nation. The WSJ Editorial Board says nothing about the egregious situation today shown on its pages of capital allocation that has gone upside down and scary. For example it showed in one week : $110 million capital allocated to invent a better golf ball $700 million lost in capital allocated by investment funds in a facial lotion brand that uses natural ingredients. This is just to cite 2 of thousands of such capital allocations many of them shown on Lyrarc.com as examples of poor and egregious scary capital allocation for a nation built on fairness and building opportunities for workers and families through the Enlightenment and the Industrial Revolution. The very investment that differentiated America and Europe from the feudal societies of China and India that self destructed in the 20th century after enormous suffering for hundreds of millions of the Chinese and Indian people. Isn't this like turning ones back on the Advantages that accrued to Europe and America from its wise investments and turning one's back on the Enlightenment in Europe and America itself? Ilya Sutskeyer is chief scientist and member of the board. He says Altman's ouster was necessary to protect OpenAI's mission of making Artificial Intelligence beneficial to humanity. Mr. Altman was asked to join a video meeting of the board on Friday 17th November and was immediately fired. Open AI started in 2015 as a nonprofit and in 2019 setup a capped profit subsidiary in which investors returns are capped in relation to the investment. It keeps the nonprofit in charge and able to fire the CEO of the profit subsidiary and keeps the mission as overarching for both subsidiaries. There are three other members who hold no shares in the company and who are bound to a fiduciary duty to "create safe AI that is broadly beneficial to humanity." Tasha McCauley and Helen Toner are the two other members who are members of the Effective Altruism movement who have raised concerns that AI could lead to the extinction of humanity. Will AI reduce the curiosity that drives the creation of new knowledge and the curiosity for new discoveries that powered science and technology since 1600? Will it affect the human tendency and habit of asking questions, seeking out novel answers that is intrinsically human that AI cannot do? Scientific inventions that led to Europe leading the way and Asia falling behind after 1600 and new inventions taking place for 300 years with old theories discarded and new knowledge created are impossible under an AI arrangement. If AI existed in 1600 few new discoveries would have happened because they involve asking new questions and finding answers to these questions that take many years sometimes a lifetime of discovery and invention. Other weaknesses of AI are for example that it is fast but it cannot think- it is pieces of knowledge pinned together in different ways that come up from billions of pieces of information pieced together. It gives the appearance of thinking if one is not careful to look at it's process diligently. Its main source is using the public knowledge base built by Wikipedia, with other additions piled on top. Wikipedia may be wrong there are biases and tendencies to overlook facts in Wikipedia inherent in any knowledge exercise. These are then transferred to AI without anyone knowing about it openly, making it more dangerous in that it precludes creative thinking and finding solutions that never existed before to problems or questions, which can only be done by the human mind through its curiosity and stubborn dogged desire to find solutions to a problem.  ...

With enormous needs for capital how about $3 trillion for Ai investment to 2028 , says WSJ, only $1.5 trillion can come from cash flows and $1.5 trillion has to come from elsewhere such as corporate bonds and annuities retirees purchase. At the end of the 2012 Communist Party Congress in Beijing, Xi Jinping assumes the post of chief of the Communist Party of China. He also assumes the post of head of the Central Military Commission, which makes him head of the armed forces of China. Li Keqiang, the incoming prime minister, is the only member of the party Politburo Standing Committee selected by current president Hu Jintao. Jinping is supported by Jiang Zemin, former president. Four of the other five members are older party leaders placed in these positions by former president Jiang Zemin, who succeeded Deng Xiaoping and started China's three decade long modernization. The seven member Standing Committee governs China by consensus. This will limit the room for change, especially as the other five members are in their mid 60-s and favor the status quo. Xi Jinping is 59, Li Keqiang is 57. Xi becomes president in the spring of 2013, and Li becomes prime minister to run the government ministries. The optimism for Li who is the best educated of China's leaders, holding a doctorate in economics from Peking University, and an early interest in constitutional law, is restrained by the institutional arrrangements that favor the status quo. Some experts in China see the new leaders likely to make major changes only if confronted by a crisis. In his live television acceptance speech Xi focussed on China's "rejuvenation," with improvements in the party bureaucracy, tackling corruption, and improving the lives of ordinary people, for better schooling, jobs, incomes, health care, better housing conditions, social security and the environment. What will China look like in the future depends on Li Qiang as well as Xi Jinping. Li Qiang is a close associate of Xi Jinping, as his chief of staff in the early 2000's in Zhejiang province. At that time he interfaced with Chinese companies on investment and economic policies. This WSJ report looks at Li Qiang and how he could be a moderating influence on Xi and provide another perspective for business and economic policy in China. He is seen as having his own instincts on policy, believing in competition, yet deferring to president Xi on broader policy issues for the CCP and China. He replaces Li Keqiang who was sidelined by Mr. Xi as Xi formed his own team from his early days in the provincial governments in China. Some of these connections date back to the early days under Xi's father, Xi Zhongxun, who was one of the leaders in Yenan in the war against the Japanese and the encirclement efforts of the Nationalists against the Communist party local governments in the north during the 1930's. Xi's father was later one of the leaders in the 80's shaping the opening up of China to a market economy under premier Deng- a role not tackled by hardly any of China's leaders from the 1930's. In this sense both Xi's having taken on difficult roles in shaping China's recent history, with the younger Xi building his own team to chart a new path for China. ...

US Defense Spending charts as percentage of GDP since 1929 startling fact seen in this chart of Federal Reserve Bank of St Louis- that in 2026 we are seeing 1929-1937 levels of military spending to GDP ratio of 2-3% just before it jumped to 45% in 1940 in World War II. It is a cautionary tale not to spend too little (2-4% is a danger point), as lack of military modernization means a lot more spending soon after, almost 10 times that- 10 times 4% or 40%. Message to the US is not what Starmer and company are saying in Europe- it is that don't invite the existential crisis of 1940 again for western (US, EU, Canada, UK) and eastern democracies (India, Japan, Indonesia, Australia) by ignoring costs of military modernization. And 2-4% of GDP for military spending is not going to do this.
