Russia's takes on a tough negotiating position in the winter of 2025-26, just when the Russian economy suffers decline in oil revenues. Opaque loans in the defense sector that make up 25% of loans or $202 billion could be a problem. Cost of the war in 2025 are over $200 billion. China's development is only midway in terms of per capita GNP which lags most of Europe and the US, Japan.
