$469 million in immediate access to Bangladesh from the IMF and $221 billion for climate change action agenda in Bangladesh as part of $4.7 bailout by the IMF. India experienced heat waves in March 2022, with the affected areas including Gujarat, Uttarkhand, Jammu and Kashmir, Himachal Pradesh. The IMD, Indian Meteorological Department declared India's first heat wave on March 11, and several heat waves since then.  IMD declares a heat wave when temperatures reach 40 degrees Celsius or 104 degrees Fahrenheit at low elevation. A heat wave is also considered to be taking place when temperatures are 4.5 degrees above normal, with 6.4 degrees called "severe." Senior climate scientists at IMD say heat waves in India are now more frequent and severe with unusual weather conditions in 2022.

2021 and 2022 reports of the Intergovernmental Panel on Climate Change (IPCC) warn that South Asia  faces conditions for heat waves and humidity related heat stress in coming decades. Marine heat waves are also more frequent.

The cost says think tank Energy Innovation is 2.7 billion tons of carbon pollution- what India emits in 1 year- and 1.7 million job losses by 2030 from jobs lost in renewable energy including small offset from fossil fuels. The cost would be at the minimum over $1 trillion dollars to repair by 2028- the cost of not taking action on climate change for four years, of additional floods and fires larger than ones before,  and of tackling the additional damage to the climate, the loss of the technological advances needed over next 4 years, the investments needed to tackle a much larger problem than it is now. It would require larger deficits to tackle and risk the health and well being of future generations. For the US compared to China the consequence will be a severe loss of technological advantage in the technologies for renewable energy that no longer, no longer have the support of the government as they do in China.   ...

Sentiment for nuclear power is changing in Germany. Tariffs imposed on Brazil for cocoa, coffee, meat and fruits have been lifted. Lula asserted Brazil's independent institutions and Brazil as a sovereign country. Norway has stepped up to meet Europe's need for oil and gas. About one third of the gas consumed in Europe comes from Norway. After the war started Norway increased gas exports by 8% in 0223 shipping more of it by undersea pipelines to Northern Europe. This increased oil and gas exports from $25 billion in 2021 to $125 billion in 2022. Like Saudi Arabia the government owns not only the oil and gas fields but also has large stakes in the companies that extract oil and gas. For a small country bordering Russia with 5.5 million people this put it in a higher status to meet Europe's plea for energy so that it could heat homes and would not have to shut down some of its industrial capacity. And it left no stone unturned to do this. Petoro CEO Kristin Kragseth says that we knew that Norway was always important but we did'nt realize how much. Petoro made $50 billion in 2022 almost three times what it made in 2021. Another of Norway's oil companies Equinor made $75 billion in adjusted earnings in 2022. Political sentiment has shifted too so that climate change that was a priority still is but Norway is willing to increase production for a few years to meet needs of Europe.     ...

Climate Reset Berlin, a coalition of climate change action groups, has introduced a referendum that brings forward climate change action goals put off till 2045. The referendum makes 2030 the new target date for 95% reduction in carbon emissions consistent with the 2015 Paris Climate Change Agreement. Berlin is 80% dependent on fossil fuels for energy needs in 2023. Proponents say there is great potential for wind and solar energy. Opponents say that it is too costly and will take up funds now allocated for childcare and education. The outgoing Greens SPD government of Berlin opposes it, as does the new expected CDU government. The Green senator for Berlin supports it, as do other private groups. Buildings need to be renovated and private transport curbed which would cost billions of dollars. Opponents say this would bankrupt Berlin. Supporters say not enough is being done. If approved it goes into effect immediately. Supporters include the Sustainability Group at Humboldt University, Germany's national cyclists association. They say Berlin has 52 acres of available land in Brandenburg that could be used for wind energy. ...

The fires are striking because of the lush vegetation that one generally associates with Hawaii. Yet Hawaii is like other places on the planet, also susceptible to climate change and its effects. With rising temperatures about 36% of Maui County is in severe or moderate drought. Dry and invasive grasses make it worse, as one expert puts it the island is covered with flammable stuff. About 33 million went hungry in Brazil in 2022 compared to 19 million in 2020 showing the difficulties Brazil faces. About 700,000 people died during the pandemic. Canadian steel and lumber industries get government aid, as talks to end US tariffs are halted over an ad on Reagan misrepresenting him on tariffs by Ontario state.  Canada's steel and lumber industries will get the aid in the form of railway costs cut in half with rail subsidies, and tariffs on US steel imports into Canada to reduce domestic steel costs for other industries. Stellantis shifts car production for a new Jeep from suburban Toronto to Illinois, GM cut a shift at a pickup plant and closed a electric van plant in Ontario. Not all imports to the US from Canada face tariffs. Other products enter the US from Canada under a free trade agreement USMCA that went into effect July 1 2020. Canada is also shifting policy under Carney's Liberals on climate change, as it seeks to reorient its economy to export oil to China and India- a new pipeline is now approved for oil and gas to be shipped across the country from Alberta. Since it's independence with Dominion status in 1867 Canada's economy has struggled with the idea of building a economy separate from the US so that trade between the northeastern Canada and Northeastern US which is next to each other is foregone for trade with distant provinces in the western states such as Alberta and British Columbia. In Brazil Lula's Worker's Party is also slowing efforts on climate change for the economy as it approves oil and gas projects in the Amazon, at the same time as it holds COP30 at Belem port in the Amazon. Even Biden had shown flexibility on the economy to support cost of living measures that are in conflict with climate change action. In DJT's second term climate change action has taken a back seat to cost of living concerns when a large majority of people are living paycheck to paycheck. ...
