Problems facing S. Africa include the high unemployment rate of 24% and the funding of social grant programs for the unemployed. As it stands today with the increase in population and the economy unable to create enough jobs, there are more people on the social grant program (similiar to welfare, disability and social security payments in the U.S.), than there are people working. Only 10% of S. Africans pay taxes which starts at 120,000 rand, or about $15,230. The numbers of people on social grant payments are growing at five times the rate of people added for income tax payments. And there is concern about the tax base's ability to sustain this in the future as population grows. The awards are now at 3% of GDP or $13.4 billion.

The Rand drops by 5% after the news of the resignation. The average in Africa is 20, according to the UN, and South Asian populations are also very young. Generally hotter climates may offer some offsetting factors to makeup for the lack of strong public health systems. India made major strides in direct deposit to bank accounts of 1.3 billion citizens by the government for many social safety net schemes in the last 5 years. It has also computer records of all citizens under a plan underway for a decade. The nationwide rollout of 4G mobile technologies has connected every citizen including remote areas. This should assist in the identification and isolation of affected areas and people. Other factors that mitigate the spread will be access to medicine when medicine and vaccine is developed for the virus. India has a large pharmaceutical industry, scientific labs and other medical resources similar to South Korea, which should help limit the affected areas and people. ...

Stay at home lockdowns, closure of schools in South Africa and other African countries is harder because of lack of widespread internet, says this report in DW.com from South Africa. South Africa declared a 21 day lockdown on March 27. South Africa does better than the rest of Africa with 53% of the people able to use the internet. The internet access in other African countries is only for about one third of the people. This is actually lower than that in practice. Only 12% of Kenyans have internet in their homes, mostly in Nairobi and large cities, and 70% with internet access have this through their phones.

This provides opportunity to ensure wider use of radio as most homes have radio. There are new ways for teachers to interact with students. Teachers in Kenya hold a lesson on radio and students send in their questions on WhatsApp.
