Lyndon Johnson had this type of long experience in the US Congress which enabled him to reach compromise with Republicans to achieve goals in civil rights legislation and in passage of Social Security during the 1960's. White women have voted for Democrats only twice in 1964 and 1996, both times for southern Democrats, Lyndon Johnson from Texas in 1964 and Bill Clinton from Arkansas. Biden losing margin with white women was 11 percentage points Harris was 5 points. Knowing this it is not clear how the idea of depending on the women's vote was a reliable strategy. Considering that women also vote for the pocketbook, the economy and the cost of living issues were twice as important for Republican/Democrat women than other issues. Latino men margin for Clinton was 31 points, for Biden this dropped to 23 points, for Harris this dropped way down as Latino men swung sharply away from Democrats to give a plus 10 point margin for Trump a swing of 33 percentage points. Harris won Latino women by 22 points compared to 44 points for Clinton. The whole strategy Democrat women candidates trying to appeal to men, or use women as an offset for losses with men has not worked. The Senate of the US is based on one state one vote, giving Montana an equal vote as California or New York. At one time Mike Mansfield, Democrat of Montana was the Senate majority leader. The intent was to design a system that looks not just for democracy but checks on majorities of the moment.  This means unity is the way to renewal of America, for building its infrastructure, education and health care. If Tennessee feels that way about community college it should express it, so should other states in supporting president Biden's plan to Build Back Better. ...

In this move he now has the support of both Democrats and Republicans. As Greg Ip has pointed out in the WSj no one during the Clinton administration when it engaged China with the World Trade Organization on trade imagined China would replace America as the dominant nation in manufacturing, the size and th scale also affected the climate, the environment in China, and created huge inequalities in the US and China that both nations are trying to correct, Biden in the US and Xi in China. It could even be said these policies were a failure because the size and scale simply overwhelmed everything else with growth rates in China of 12-14%, and the fallout in the near collapse of the economy in the years ahead from hypergrowth.  ...

The public health emergency announced for the pandemic ends on May 12. Title 42 is a law that uses the public health emergency and pandemic to turn people back from Mexico who cross the border illegally. Democrats and Mr. Biden were critical of the way people were treated at the border under the Trump administration. Yet when faced with higher numbers crossing illegally as Title 42 ends on May 12, Biden and Democrats see the need to replace Title 42 with rules that will tighten controls at the border. It is essential in several ways. It blunts the Republican message to voters that Democrats are not handling the border issue and uncontrolled immigration well. Mr. Obama did this for 8 years by continuing a high rate of deportation of illegal migrants before Mr. Trump.  What makes it possible for migrants crossing the US Mexico border illegally to seek to stay in the US, are US asylum laws that were passed after the refugee crisis during and following World War II. The next step is that the US will now end these asylum privileges as they are being used for economic reasons by huge numbers of migrants crossing from regions in Central America because of economic problems. When a coffee growing region in Guatemala was affected by a bad harvest there was a surge in migrants, with similar patterns repeating themselves over decades.  Just as Mr. Biden closed the Afghanistan war because he could see that it was the right thing to do and essential for the US to build abetter future for its people, Biden now sees the need to end rules and policies from a previous era that led to illegal immigration. Biden is also doing this by increasing legal pathways for immigration to the US where it is done officially and in a proper way. ...

How seriously are the Border Crossing encounters with migrants being taken by the Biden administration compared to the Trump administration, or earlier administrations Republican and Democrats. Pew Research Center provides these 7 charts and other data. In 2021 border crossing encounters with migrants were shown as 1.6 million. Of this 27% were repeat crossings a number much lower in previous years. It had fallen to just 400,000 in 2020 as the policy of expulsion put in place by the Trump administration was continued by the Biden administration. In 2019 the border crossing encounters with migrants after three years of the Border Wall construction under president Trump were 851,000. The Biden adminstration in 2021 had 52% expulsions compared to Trump administration 66% in April 2020 after invoking public health Title 42 which Biden continued. About 33% said the Trump administration was doing a good or somewhat good job in 2019 compared to 29% for Biden in 2021. But a much lower percentage of Republicans were saying Trump was doing a bad job than the 56% of Democrats saying that for Biden today. The previous surge in 2021 was mainly from Guatemala and Central America. The current surge is from about 400,000 migrants from Venezuela where expulsion does not work as well because the US has cut off relations with the government of Mr. Maduro in Venezuela, There are 7.1 million refugees from that country in Latin America. The Trump administration would have faced similar problems with the Venezuelan surge that the Biden administration is facing. The largest jump in 2021 is in Yuma Arizona 12 fold, two fold in Tucson and San Diego, three fold in El Paso, the Del Rio and Rio Grande up 5 times.    ...

For months Mr. Manchin a critical vote in the US Senate had opposed the Democrats proposed bills. Then Senators Mark Warner of Virginia, Chris Coons of Delaware, John Hickenlooper of Colorado took a different approach. They did not openly criticize Mr. Manchin, and appealed to his sense of history, his zeal for playing a leading role in a high stakes legislative deal. Schumer and Biden were willing to make some concessions for fossil energy now that with the war in Ukraine the US needed to export LNG to Europe to replace Russian supplies. China and India were still going to be using fossil fuels after COP26 and after the pandemic induced lower growth. The US had to find a different approach some fossil fuel concessions would make it possible to use it as abridge towards the larger goal of getting ahead on renewable energy in a big way. Washington Post Editorial Board says DJT policy of "trade not aid," hand up not handout, is right for Africa- good example the $3 billion US puts in railroad from Congo/Zambia to Lobito port Angola on Atlantic coastline to get critical minerals in exchange for infrastructure building. A loan of $533 million from US IDFC (International Development Finance Corporation) is the right thing says the Washington Post for US to build infrastructure in the Lobito Corridor in Angola that will extend from Congo and Zambia with large critical mineral deposits to the port of Lobito on the Angola coast. Overall investment is $3 billion. This will loosen China's critical minerals control through its investments in Africa on the eastern coastline. The new railroad will take critical minerals of cobalt and copper, other critical minerals needed for electric car batteries and energy infrastructure, from the center of Africa to its western coastline in Angola at Lobito port. Angola will not need to take on ruinous -debt in this kind of deal as other African and Asian nations have in deals with China. Its win-win Africa gets infrastructure and supplies key commodities metals to the US. The interesting thing about this is that for a long time US policy was stuck with USAID and other agencies and needed to change. US government under DJT took much criticism for reducing that funding of bureaucracy and old ways. The Washington Post now says it is the right approach- it is not as presented a US withdrawal from Africa, but in the Posts' words an "overdue upgrade" to a mutually profitable relationship with Africa. For Africa to move to next level as Asia has done as Hong Kong did from the 1950's and 1960's  to trade and investment.  For a long time Republicans were not associated with infrastructure development in Africa or in the US. Under DJT the situation has changed and Democrats like Biden have taken up DJT's approach so that the US now regardless of administration is rebuilding infrastructure. Doing this in Africa makes sense. Investment in infrastructure at home makes sense. The Post is right to say this. ...

Mr. Trump had called for the Ukrainian government to look into corruption. The Washington Post gives this story of how Hunter Biden joined the board of an obscure Ukrainian gas company set up by a former minister and that this was brought to the attention of Joe Biden by advisers. At the time Joe Biden was representing the U.S. in Ukraine during a period in Ukraine when there was little clarity or transparency on what was happening in the country with changing governments. This story describes the thinking of people in the Biden circle who thought this was a bad idea.  This includes Hunter Biden's partner in the investment firm, a stepson of John Kerry, Secretary of State in the Obama administration, and other advisers of the Bidens. It has raised questions about why steps were not taken to prevent the perceived conflict of interest.  As a result of this Ukraine, a country at war with Russia and having elected a new president outside the conventional politics, is now at the centre of the impeachment inquiry. It is also likely to reshape the 2020 presidential election with differing views on this inquiry from president Trump who sees it to be about corruption in Ukraine, and Democrats about the president's effort to pressure Ukraine for his political campaign as U.S. provided critical aid to Ukraine.    ...

No one mentioned it even though it happened twice for Modi. Media made it their headline for Biden for similar mixing up and immediate correction. Senate Majority Leader Mitch McConnell says he doesn't yet have the necessary votes to stop Democrats from calling for witnesses. Democrats want former presidential National Security Adviser Mr. Bolton to testify under oath about the president's motivations for freezing aid to Ukraine. During three day of presentations by Mr. Trump's defense legal team the focus of Pat Philbin and Alan Dershowitz was on the actions of the president on Ukraine policy not rising to the level of Abuse of Power and Obstruction of Justice that Democrats in the House have presented as the 2 Articles for impeachment. Earlier the White House legal team put the focus on Mr. Biden, and his son Hunter Biden's role in the Ukrainian company Burisma as a board member. Burisma was being investigated for corruption by Ukrainian prosecutors. Much of the defense presentation recalled the effort during the early days after the Civil War to impeach president Andrew Johnson simply because Republicans in Lincoln's party did not like Mr. Johnson's views on Reconstruction of the South, and his dismissal of Mr. Stanton, the Secretary of War. That effort failed because it lacked one additional vote needed for a two thirds majority in the Senate. Republicans say not only are the president's actions on Ukraine calling for an investigation of the Biden's not an impeachable offense as "a high crime," but also that Democrats dislike of Mr. Trump just as Republican dislike for Mr. Johnson was lowering the bar for impeachment by making malleable charges. They argued that one of the country's founders Mr. Mason even rejected the idea presented to him that "maladministration" as grounds for impeachment should be put in the Constitution for the very same reason, that it was malleable to a preconceived notion of what is wrong. Four Republican senators Gardner of Colorado, McSally of Arizona, Tillis of North Carolina and Collins of Maine face tight races in upcoming elections, and may decide in favor of a compromise for the calling of witnesses. This would allow Republicans to call Mr. Biden and Hunter Biden to testify, and Democrats to call Mr. Bolton to testify on his views expressed in his to be published book that the president withheld aid to Ukraine because he felt that corruption needed to be investigated.   ...
