The impetus for new legislation which would require companies like Google to get user permission for storing online data, comes after extensive surveillance by U.S. NSA and other intelligence agencies including tapping Chancellor Merkel's mobile phone. The EU officials say the information collected on European soil falls under the EU's purview.
