To see the changes in East Germany after the fall of the Berlin Wall one has to go beyond the larger cities like Dresden, Leipzig, and Berlin. One has to go to the smaller towns, which are rapidly losing population as young people leave for jobs in the western part of Germany. The government says the gap is closing between the western and eastern parts of Germany. It says $60 billion was spent on infrastructure and to support businesses in 2006-2008. ANd economic activity per person is now up to 71% of western part of Germany from 67% in this last decade. But look at the smaller towns in the east and you see young people leaving, the average of the people going way up, the population dropping, and with this unneeded or abandoned apartment buildings have to be bulldozed. Unemployment is double that in the west. In some areas the number of women between 20and 30 has dropped 30%. About 1.7 million people or 12% of the population has left East Germany since the fall of the Berlin Wall. About 2000 schools have closed because of ascarcity of children. The demographics were such in the early years after the fall of the Berlin Wall, that for a number of years East Germans stopped having children, says the Director of the Berlin Institute for Population and Development....

The decision to replace Gen. McKiernan with Gen. McChrystal and to have Lt. Gen David Rodriguez as his deputy, was made by Defense Secretary Gates and Jt Chiefs chairman Mullen, after thinking about this during the transition to the new Obama administration. The failing war effort in Afghanistan with the Karzai government controlling only pockets of Afghanistan and Kabul and leaving the countryside to the Taliban has alot to do with this. Gates feeling is "we can and must do better." That it took so long, with the Taliban only 50 miles from Islamabad, Pakistan, and the question of Paksitan's nuclear weapons falling into thier hands vexing the adminstration, shows that things slowed down with the transition and the economic crisis. The decision was not adifficult one considering that McKiernan had little to show for his efforts, and the rapidly deteriorating situation by all accounts. McKiernan was a senior officer who spent his entire military career commanding conventional forces, serving in the Balkans and the Iraq war in 2003, and has the wrong midset and background for counterinsurgency warfare. McChrystal has experiences suited to counterinsurgency warfare, having commanded commando teams that took out leading insurgents. He is also director of the Joint chiefs of staff, so known to Mullen for his abilities. Rodriguez commanded the 82nd Airborne Division in eastern Afghanistan, is seen as aleading expert in counterinsurgency warfare. He is also Gates's senior military advisor so known to Gates for his abilities. The new strategy is to go with counterinsurgency warfare to turn this thing around. This puts 2 commanders with this kind of experience in Kabul, and close communication with Gates and Mullen because they worked together before. With additional troops, and shift in resource acquisition at the Pentagon that Gates is trying to secure for this kind of warfare, this creates the kind of combination that could help the US in Afghanistan and Pakistan, and achieve more modest goals. Are they saying lets burn fossil fuels and ignore, and if investment has to be made in solar who is going to do it? Is it OK for Republicans that we just import from China all our solar panels indefinitely into the future? "Green New Deal" is just a perjorative term, policy has to be made thoughtfully and without prejudice or bias of any sort for the best that we can do for the American people, ignoring so called "right" or "left." A new book by Levitsky and Ziblatt, two Harvard political science professors, has the alarming title "How Democracies Die." This book points out that the first line of defense against autocratic tactics by a president is for his own party to obstruct it. This has happened recently when the president of Sri Lanka's autocratic tendencies were checked by a leader of his own party Mr. Sirisena, who worked with the opposition leaders to defeat president Rajapaksa. The Republican party is the first line of defense, and the leaders have to put the country's interests first for this to happen. The authors make the point in the book that much more needs to happen in the U.S. than the reenergizing of Democrats- there has to be working together across party lines and bringing people together, enlightened liberals joining enlightened people in business, on the conservative side, and Christians.  Leonhardt says this period may just be a phase, but don't take that for granted. Be responsible, and safeguard our liberties.  ...

And for the policymakers there is another shock of realizing that such a precipitate action of a one-child policy from 1990 onwards may have undermined other goals by creating a rapidly aging population and shrinking workforce to support them, especially when Latin America and other poor countries with high birth rates have seen these birth rates plummet over time as living standards and education improved. A 2013 study by Australian researchers shows these children having tendency to show selfishness, pessimism and risk aversion. The other shock for policymakers is that the cost of getting a good education and the scarce number of places in good schools, is leading parents to not have that second child. ...

This report from Jerusalem in The Times says Mr. Lieberman's opposition to the influence of ultra-orthodox parties in the Netanyahu government is likely to result in the end of the Netanyahu government. Mr. Lieberman's party is gaining popularity and could be the difference in this weeks election in Israel. Mr. Lieberman helped Netanyahu to come to power in Israel and was part of his Likud Party till he broke away to form his own party in 1998. Before this he served as defense minister in Netanyahu's government. Lieberman emigrated from the former Soviet Union in 1978 at the age of 20. His party has the support mostly of former pensioners from the Soviet Union. His main aim is to have influence in any new government, not be prime minister. Over the years Netanyahu and Lieberman have moved apart.  Lieberman hopes to regain influence in new Blue and White unity government with Likud. This is unlikely as the newly formed Blue and White party started as an alternative to Mr. Netanyahu after criticism of  Mr. Netanyahu's policies and an investigation underway.   ...

Caterpillar is asking workers at its Canadian plant to accept a large cut in wages and benefits. Wages and benefits at Caterpillar's rail equipment plant in LaGrange, Illinois, are less than 50% of the costs at the Caterpillar locomotive assembly plant in London, Ontario. According to the U.S. Bureau of Labor Statistics U.S. manufacturing labor costs per unit of output were 13% lower in 2010 than in 2000. This compares with an increase of 2.3% in Germany, increase of 18% in Canada, and increase of 15% in South Korea. Caterpillar is also asking for more flexible work rules at the Canadian plant. The flip side of this is that U.S. workers are earning significantly less in manufacturing, especially considering inflation, and the middle class is shrinking in the U.S. At the same time wages in the U.S. that are more competitive with wages in Mexico and China with flexible work rules and use of automation and technology, is helping to reverse the shrinking of the manufacturing sector in the U.S....
