About a third of coronavirus cases in France of three or more cases are in schools and universities as France tackles a second wave in October 2020. France has decided to keep schools open as a priority over closing schools as soon as there a couple of cases and there are no uniform rules across schools for masks to be worn. In France mask requirement begins in junior high with exceptions for lunch and gym class. In Italy the mask requirement is present for all grades until they take seats in class. Some schools ask children to keep masks on in the classroom. UK has no mask requirement in schools. Spain requires masks for all school children over age 6 years. Parents in lower income households lack the flexibility to keep children home while they go out to work. Many parents look forward to keeping their children in school after the long lockdown.

The coronavirus is changing the office that people were used to and changing how many days they spend in the office. Hybrid scheduling is a new term that means workers can combine say 2 days working from home with three days in the office.

This will be an acceptable way for companies to operate. Companies are finding out that it is not necessary for employees to spend all their time 8 to 5 in offices to be productive. In fact studies have shown even in offices the distractions of meetings and other distractions on the phone cuts into productivity, so that some time or days need to be set aside to work without such distractions. 

Internet companies and software companies in particular are finding that it is not necessary to have employees work from offices. Another change is that smaller satellite offices could open up in less expensive locations and the workforce becomes less centralized.

Three regional Fed bank presidents have expressed skepticism of the Fed plan to buy medium to long term Treasury bonds- they are Kocherlakota of Minneapolis Fed, Richard Fisher of the Dallas Fed, and Plosser of the Philadelphia Fed. There are 12 regional Fed banks, and five voting seats on the Federal Open Market Committee rotate for the 12 Fed bank presidents. Opposition to Bernanke will increase as these presidents take voting positions in the Fed Open Market Committee. The Wall Street Journal reports that there is deep skepticism about Bernanke's plan among some of his colleagues. Thomas Hoenig of the Kansas City Fed says that more expansive monetary policy was "a bargain with the devil." The Fed's plan is to take a measured approach with U.S. Treasury bond purchases with maturities between 2 and 10 years. A WSJ survey of private sector economists in October 2010 found that the Fed is expected to purchase about $250 billion of Treasury bonds each quarter, and continue till mid 2011, amounting to $750 billion in all. By pushing down Treasury yields the Fed hopes to have an impact on the federal funds rate of one-half to three-quarter percentage point impact for $500 billon of bond purchases, says Dudley, President of the New York Fed. Treasury yields on the 10 year note have fallen from 4% in April to 2.6% partly in anticipation of Fed's action. The previous Fed intervention in March 2009 was a program to buy $1.75 trillion of Treasury and mortgage bonds over 6-9 months. This time the approach will be careful and measured based on results, according to the Fed. Alan Blinder, former vice chairman of the Fed, says this is the tool less preferred and of unknown effectiveness, as fiscal tools would be the preferred choice. Five of eight unions in the German Confederation of Trade Unions DGB have increased membership. There is a shift to younger members as older workers retire. Membership is more engaged than ever before. More unions are taking up the issue of wage increases after workers were accomodative during the pandemic and Ukraine war. DW.com shows graphs of German workers having lost 18 days due to strikes coming ninth in the developed economies compared to 92 days in France, Canada 78, and the US 9 days. Cost of living action is seen as needed by workers for fair wages. There are 1.8 million open jobs and workers are now getting more confident to ask for better working conditions and higher pay, say experts. This is also happening in the US with president Biden's support. The problem is that only 50% of jobs in Germany are covered by collective bargaining agreements designed to ensure that companies pay decent wages. The EU directive in 2022 set a target of 80% for collective bargaining agreements. This makes it harder for unions yet the unions and workers are taking up the work with enthusiasm.   ...

These AI purveyors care only for the money they can make using vast amounts of electricity for these servers, and pretensions for public purpose are intended to smooth their access to public resources not some genuine interest in whether kids can read, which requires the hard work of the teachers in the public and private schools of this Nation and others in Europe, Asia, Latin America and Africa. The Movement for Global Literacy is Lyrarc's effort to support reading and learning and Lyrarc serves this purpose without such massive funding and without charging for the public service to the Nation and to other Nations in the world community. Anthropic settlement of $1.5 billion at $3000 a book for its AI bots use of copyrighted books, can lead to future litigation for OpenAI model that consumes vast amounts of data. Anthropic was founded by siblings Daniela and Dario Amodei after leaving OpenAI in 2021 in San Francisco. It hired Google Books Turvey to scan books for its large language models on a massive scale to train Claude its version of OpenAI's ChatGPT.  An investment of $4 billion by Amazon and additional $2 billion by Google provided funding. In this way it is a competitor to Microsoft funded OpenAI which made early advances in AI.  This article in WSJ says by making the settlement for $1.5 billion Anthropic is trying to make it harder for Open AI to scan material easily without paying for the access and thus blocking it's rival.   ...

A plan appears to have been put in place by the U.S. and the European Union countries to strengthen the American position in negotiations with Iran underway in Istanbul. The impact on oil prices and on U.S. and E.U. growth as a consequence of higher oil prices, especially when the eurozone countries faced lowed growth, was one of the ways Iran hope to blunt the tightening of sanctions against Iran's nuclear program. It now appears from information released by the International Energy Agency that a plan was implemented by the Saudis in recent months to build up reserve supplies. At the same time a similiar effort was being implemented to increase production in Iraq and Libya so that it would add to reserves added by the Saudis. Daily output from OPEC countries increased by about 1.4 millon barrels in the Sept 2011- March 2012 period, as the confrontation with Iran took shape with increasing pressure using sanctions on Iranian oil, according to the IEA. Of this 1.4 million barrels a day increase, one third is from the Saudis and the rest from Iraq and Libya, according to IEA. In March 2012, OPEC oil production increased by 135,000 barrels a day to 31.4 million barrels, mostly from higher output in Iraq. The Saudis have filled up domestic oil inventories and placed an additional 10 million barrels of oil in storage close to markets in Europe and Japan. This suggests that this was part of a quietly implemented plan in cooperation with the U.S. and the EU countries to increase the effectiveness of sanctions and protect global oil supplies from disruptions; even as the U.S. pressured Japan, S. Korea, India and other countries to reduce purchases of Iranian oil. The economies of India, the EU and other countries were already beginning to feel the impact of higher oil prices in the 1st quarter of 2012....

This is because technologically advanced societies and economies in a globally interdependent economy need to remain open and vibrant. Mr. Putin's failure to transform Russia's economy from overdependence on commodity exports, while risking development further for relatively insignificant gains on the fringes of its borders, reduces his own development scorecard from a B in the first term to a C in the second. Russia and China have large rural population with low incomes, and the risk is that these emerging markets will fall into the "middle income trap" reaching a certain level and then stagnating, with the additional burden of an an aging population. The irony is that Mr. Putin was elected with the help of this rural population outside the big cities specifically to preserve and expand economic gains made in the first term not erode these economic gains....

Seoul is one of the cities that is shrinking in size during the pandemic. House prices doubled during the period of the pandemic. An average price of a home just 2 years before the pandemic was 341 million won or $252,000 now it is 626 million won in 2022. More South Koreans are moving to wide open spaces with more room and clean air. Seoul's population has dropped below 10 million and could reach 7 million in 2050 as population moves out to smaller more livable towns and cities. Says one teacher who moved out there is a higher quality of life, homes are bigger, prices much lower, and children can go outside and play instead of being surrounded by crowded places. Places at kindergarden are free and extra curricular activities are far cheaper. Another development is also taking place. The model of young people getting a degree and working at alarge corporation in the center of Seoul is now fading as young people start their own ventures or business as entrepreneurs. They can then use the flexibility of locating in places outside Seoul to attract talented employees who no longer like life in the big city compared to the outdoors and larger spaces in smaller cities. ...

This bridge in the Reasi district of Jammu and Kashmir is at an height of 359 metres, the tallest bridge in the world. It is expected to open by January 2024. Mexico's former president Enrique Pena Nieto, 54 years, is being investigated for corruption. The former head of the oil company Pemex  Emilio Lozoya, 45 years, was arrested in February in Spain and is said to be cooperating fully with the authorites. A wide ranging inquiry was ordered by president Lopez Obrador.  Mexico's Attorney General says that Mr. Lozoya testified that he was asked to give two bribes of over 3 million dollars each to Pena's election campaign and to bribe politicians to pass legislation to open up the state sector to private investment. The money was sourced from Odebrecht a Brazilian construction company that paid hundreds of millions of dollars in bribes to build ports, bridges and stadiums all over Latin America. This shows how quickly the reputations of leaders in Latin America have changed from Mexico, Brazil, Chile, Argentina and Peru. In every case it is corruption or mismanagement of the economy or both. The failure to consider the needs of people in Latin America, the hype and the pretense, show how much good sense, wisdom, hard work and honest leadership is needed.   ...
