How much of the rise in price of oil is from speculators? About 20%. How much money is chasing oil? About $85 billion or thereabouts. What is causing the volatility, price shock atmosphere? Losses in production in Venezuela after a strike, Nigerian production in a backward region (issues of redistribution of wealth and periodic violence), and Iraq (Sunni insurgency). And now the Iran standoff with the USA over nuclear proliferation. According to Cambridge Energy Research Associates, an energy consulting firm owned by IHS, Iraq is 900,000 barrels a day below its prewar output; Nigeria has shut 530,000 barrels a day; Venezuela is still 400,000 barrels below its prestrike production; and the Gulf of Mexico remains down by 330,000 barrels a day. In all, this amounts to more than two million barrels of disrupted oil, Cambridge Energy estimates. The impasse with Iran on nuclear proliferation is the latest factor in oil prices. One analyst says the hedge funds have come into this commodities market in a big way and are willing to take risks. Energy funds make up 5 percent of the global hedge fund business, with about $60 billion in assets, according to Peter C. Fusaro, principal at the Energy Hedge Fund Center, an online research community. The gains on the oil market have attracted a fresh class of investors: pension funds and mutual funds seeking to diversify their holdings. Their investments have been mostly channeled through a handful of commodity indexes, which have ballooned to $85 billion in a few years, according to Goldman Sachs. Goldman's index holds more than $55 billion, three times the amount in 2002....

June unemployment numbers will jump say experts at IHS Insight as GM and Chrysler downsize even more to become smaller companies with even less market share. This will reflect closing Pontiac and sale or closing of the other GM brands Saturn, Saab, and Hummer. It will reflect closing of more dealerships of GM and Chrysler. THis might be offset by a pickup in sales if something like the European trading clunkers for new cars program takes off in the USA. But with the US customers more in debt and with rising job losses, the pattern may be different in the US. It may only offer a small boost in sales. Manufacturing still matters in a recovery. In 1980 manufacturing was 20% of America's output, now it is 11.5% says Mark Zandl of Moody's Economy.com. Manufacturing, he says, has a bigger impact than its size suggests, because it responds quickly. As sales resume workers are called back to their jobs. The sharp V shaped recoveries in the early 80's reflected the rapid response of manufacturing. After the 1980's both the declines and the recoveries were shallow in 1990-1991 and 2001. Now with GM and Chrysler shrinking further under the government plan to fix these companies, and taking the supplier impact, the rebound leg of the V is missing. The kick from the Big Three and their suppliers is missing, says Nigel Gault of IHS Insight. Of the 5.7 million jobs lost from Jan 2008 to June 2009, 1.6 million were in manufacturing and 289,000 were in motor vehicles, split almost evenly between assemblers and supplier networks....

The AKP party loses its parliamentary majority in the 2015 general election. It wins 41% of the vote compared to 50% in the 2011 general election. This gives it 258 seats in the Turkish parliament, compared to 327 seats in the last election. Kurds, liberals and secular Turks were part of the antigovernment protests in 2013. This part of the electorate voted for the Kurdish People's Democratic Party, which won 13% of the vote. The traditional secular party in Turkey won 25% of the vote, giving the opposition to the AKP a combined 38% of the vote. Turnout was 86% for the election. The Kurdish People's Democratic Party is led by a 42 year old human rights lawyer, who told reporters: "As of this hour, the debate about the presidency, the debate about dictatorship, is over. Turkey narrowly averted a disaster."

Andrew Rosenfeld, a senior lecturer at the University of Chicago Law School, and chief executive of an investment advisory firm, says the Public-Private Investment Program proposed by Secretary Geithner has serious flaws. It risks government money, and expects too little from private investors. The government will essentially finance the private investor's purchase of these toxic assets at an auction, with the private investors putting some money of their own, to buy these assets at prices emerging from the auction. It runs right smack into the problem that Secretary Paulson under President Bush faced when he suggested the auction plan as a way for these toxic assets to be sold off to buyers. It was never clear how shuch an auction would work, and whether it would work at all. Meantime the worsening credit crisis required direct injection of capital into banks. Now Secretary Paulson's abandoned effort has been essentially revived in the Geithner program, with the same problems but with the carrot of government taking up most of the risk with its financing. Rosenfeld argues that under this plan the government assumes all the risk of losses, and if private investors make too much money off of it it will create a public outcry and the risk of an AIG type situation. This might lead to lower bids and the money generated for the banks might end up being too small to make a difference. There is a better way he says, and this is for the government using existing authority to seize banks that look insolvent. Its fairer because the government will own the toxic asets, and the bank, and the proceeds for the sale of the bank, and these would be offsetting the cash that it would inject to recapitalize the bank. The way it would do it is to inject cash in the form of Treasury notes as equity in the bank, and at the same time remove the bank's toxic assets and place them in the basement of the Treasury building, while it waits to see what they turn out to be worth. Bank regulators would swap Treasury securties for the toxic assets "at par," which is at the amount of the original purchase price of assets removed. Within a short time, a month or a few months, the bank could be sold to private investors. This is sounder because it takes away the pricing problem which looks like its never going to be resolved, as banks and investors are never going to agree on toxic asset price. And the new bank could start clean and start lending flowing in the economy. If the bank turns out to be so badly managed and with so many bad bets that it cannnot be sold, its essentially insolvent and irrecoverable, so it should be liquidated. Nobel winner Krugman says some of the same things in his columns in the NYT. He has a sense of despair seeing the return of the failed Paulson solution of auctions with a new twist, even as the economy is flailing in the wind, with job loss numbers over 600,000 and jumping each month....

Labor seeing a decline in unionized workers from 20% in 1980 in the private sector to 7.5% today according to the Labor Department, wants legislation embodied in the Employee Free Choice Act to help increase the number of unionized workers. Without the required 60 votes in the Senate to resist filibuster and reluctant to pick a big fight with the Chambers of Commerice and National Manufacturers Association and the business lobby on this issue early in the term, makes the Obama administration unlikely to push this issue too hard. The Employee Free Choice bill would give unions and not companies as under current law, the choice of having workers vote for a union by signing cards instead of through a secret ballot election. Card signing is preferred by unions because it can be done without an employer's knowledge. With secret ballot elections companies typically have months to mount an opposition. The bill also authorizes an arbitrator to impose a first contract ifa union fails to reach agreement with a company by 120 days following the union's formation. Under current law if the two sides don't reach a contract within a year, the union typically loses its right to be the exclusive bargaining agent for the workers....

Questions raised about whether the bets made by trader Iksil of the CIO at JP Morgan Chase were made to hedge risk, or to simply engage in proprietary trading for the bank in the hope of making large speculative profits. Bets made earlier by Iksil made large profits, but were simply speculative trades that increased bank profits. In late 2011 Iksil made a $1 billion bet that some companies would default on their debt in a few months. When American Airlines filed for bankruptcy protection Iksil's trades made about $450 million for Chase. But the trade had little to do with hedging risk.

Cerberus will lose control of GMAC, and this may be a good thing, as decisions at Cerberus and GMAC while under its control were made not in the interests of GM and its customers but of Cerberus,s efforts to extricate itself from its troubled investments. One of these decisions was the decision in September 2008 to raise the credit scores for prospective GM customers to 700 before approving credit. Johnson of Barclays Capital says that in November 2008 only 1% of GM's customers used GMAC financing from a figure that was normally at 45%. During September, October, and when the credit crisis hit hardest in November 2008, GM continued to suffer hugely declining sales, and the decision to cut GM's customers off from GMAC credit must have only aggravated a bad situation from GM's concentration in SUV's and trucks and the tight credit conditions. With the November situation worsened by customers simply postponing car purchases due to concerns about job security (as about 586,000 jobs were lost in November), the credit scores decision could only hurt GM badly. Now Treasury is stepping in with $5 billion to GMAC with another $1 billion to GM to invest in GMAC. The result will be reducing Cerberus control of GMAC from 51% to 14.9% of voting shares and 33% of total equity. Cerberus will also stop providing consulting services to GMAC and the 2 companies will no longer share executives. And the GMAC Board will be reconstituted reducing the number of members affiliated to GM and Cerberus, and adding agovernment appointed board member. The government's $5 billion stake will pay an 8% dividend and it will put the government ahead of Cerberus's common equity holdings. Originally Cerberus and dozens of co-investors paid $7.4 billion for the 51% stake in GMAC in 2006. Now Cerberus plans to distribute piev=ces of it current GMAC stake directly to coinvestors. Cerberus has other troubled investments. With its flagship $4 billion fund down 15.8% as of November 30, 2008, and the firm has suspended withdrawal requests from investors after suffering big losses in October and November on a bet in fixed income markets....

Details of the $825 billion stimulus plan. Renewable energy does well under the plan including production tax credit for renewables, with $32 billion for a "smart" electrical grid for which GE makes components and lobbied for. Renewable energy producers win an extension of production tax credits now convertible into cash for companies whose losses leave them unable to use the credits. Transportation infrastructure green projects did not do so well, with $32 billion for transportation projects and only $10 billion for mass transit projects.The Natural Resources Defense Council had compiled a list of more than 80 environmentally friendly infrastructure and transportation projects worth about $405 billion. Only a small number of these projects made it. What is in the stimulus to create jobs and stimulate capital investment? Businesses get bonus depreciation, which speeds up depreciation deductions for companies that invest in plant and equipment. The stimulus doubles the amount small businesses can immediately write off for capital investments and purchasing new eqipment, and gives incentives for businesses to invest in renewable energy. States get help with $90 billion going to increase the federal share of Medicaid payments, and an additional $79 billion to help states avoid cutbacks in education and other services. And there is a "Make Work Pay" tax credit for $500 per worer and $1000 per couple. Experts say the effects of the stimulus will be felt in the latter part of 2009 and into 2010. Which is one reason the view of economists that there would be a second half recovery does not reflect conditions on the ground. Goldman has revised its view to 2010 and even that may be optimistic. One example of what has happened in the stimulus in this respect is that the earlier optimistic view of largeinvestments in science and technology, broadband networks, and transportation projects for fast rail and transit have all been trimmed down. Part of the reason may be that the bill for the nation's banking system revival may be larger than realized as an additional amount of $15-20 billion is being negotiated for Bank of America and more money will go to Citigroup. $6 billion is shown for highspeed internet access for rural and underserved areas. Science facilities get $10 billion. Repair of public infrastructure (read roads and bridges) gets $31 billion. School modernization gets $21 billion. And modernization of health information technology systems gets $20 billion which its hoped will provide equivalent or higher returns to pay for some of the universal health care costs, and preventative care gets $4 billion. There is a tax credit for R&D work on energy innovations and renewable energy production of $20 billion, and $32 billion for a "smart electricity grid." These are the proactive parts of the stimulus that create something new and make improvements. They add up to $144 billion. So much money goes to shore up the existing services and supplement incomes, and to relieve stresses on the banking system, and other ways to shore up the system, that the proactive expenditures are only a small fraction or 17% of the $825 billion stimulus. And all the time the federal deficit and debt increases with these huge outlays just to shore up the system. The Heritage Foundation Data Analysis Director Mr. Beach told Congressmen at a discussion chaired by Congressman Cantor (R), on January 16, 2009, that the federal debt would reach 92% of the nation's GDP in 2009 from 58 billion or 70% in 2008, with the $825 billion for stimulus. Jay Powell, a former US Treasury official, now a scholar at the Bipartisan Policy Center, says the fears of budget problems in US states are survivable, even though they will be difficult and painful. He does not see widespread defaults, the way Meredith Whitney has predicted. Kenneth Rogoff of Harvard University, says a major default would cause serious macro-economic dislocations. It would have impact beyond the US, in the European economies with serious budget problems such as Greece, Portugal and Spain. Analysts cite the following reasons why a widespread debt default by states and local governments is unlikely. Municipal bonds are held mostly by individuals, who own about two thirds of US municipal bonds, directly or through mutual funds. Most state and local government debt is long term, and does not rely on short term borrowing the way a Lehman Brothers did in the recent financial crisis. The states can raise revenues, as Illinois did recently. With the economy improving state tax revenues were up 6.9% in the fourth quarter of 2010, compared to a year earlier, according to preliminary data from the Nelson Rockefeller Institute of Government, Albany, New York. That said, the following reasons show that life will be difficult and painful for states and local governments. State budget gaps total at least $125 billion, as they look to the coming fiscal year, according to the Center on Budget and Policy Priorities. And no federal help is in the works, as it was in 2009. Far less of newly issued muni-bonds are insured today - 6% compared to 57% in 2005- according to the Bank of America Merrill Lynch. Insurers are still recovering from losses in the recent financial crisis. A massive supply of new bonds has depressed the market just as Dec 31 expiration of a federal program, Build America Bonds, which provided help to states that were borrowing. Investors withdrew $23.6 billion from muni-bonds mutual funds since November, 2010. Moody's Investor's service has listed the states that will need to issue bonds to fund current operations. California will borrow billions to cover cash flow needs, and Illinois is considering an $8.75 billion 'debt restructuring bond' to pay past due bills, and a $3.75 billon bond for contributions to its pension system. Because banks have only 1.3% of assets in muni-bonds any defaults will not affect their ability to lend. But the impact will be felt in the US economy and overseas. In the event there was a default, some analysts believe the federal government would find it hard to say no when the federal government said yes to AIG....

Moody's Ratings company downgraded banks in the U.S. and Europe on June 21, 2012. Morgan Stanley, J.P. Morgan Chase, Goldman Sachs, Citigroup were downgraded two notches. Morgan Stanley managed to stave off a three notch downgrade. Credit Suisse was downgraded three notches. Bank of America was down one notch, and Wells Fargo which has only a small trading operation was not reviewed. This is the first time since 2007 that Moody's has conducted a sweeping downgrade of banks. About 100 banks were reviewed by Moody's. Banks being downgraded have large trading operations or investment banking business that is subject to higher risks. Greg Bauer, a managing director of global banking at Moody's said in his statement: All of the banks affected by today's actions have significant exposure to the volatility and risk of outsized losses inherent to capital-markets activities." For Moody's the main issue was that the capital bases of banks are maintained, considering that government support is less likely than before, according to Mr. Wassenberg, Moody's managing director for European banks. The impact on banks will be fewer opportunities for trading revenues for some banks, and will raise borrowing costs for banks. Moody's also cut the ratings of large European banks with significant trading operations. This includes Deutsche Bank, Barclays, HSBC, RBS, BNP Paribas, Credit Agricole, Societe Generale, UBS, and Royal Bank of Canada....

Mr Greenspan's libertarian views influenced by a novelist of all people, who is frail just like all of us however intelligent her views may seem, when taken as dogma. Taking his cue from Ayn Rand, who presented collective power as evil force set against the enlightened self-interest of individuals, he proceeded to let this enlightened self-interest run free in an ambitious American experiment devoid of all restraints and common sense. He came in in the days of Reagan and "the evil empire " and the philosophy of Milton Friedman of minimal government intervention in markets, and the view presented by Europeans like Hayek about the economy and freedom. But views become dogma and then defeat common sense. Buffett used common sense and always considered human beings and their frailties as part of the problem as well as the opportunity. Greenspan let these views of his defeat plain common sense and excluded the role of human beings and their weaknesses, in any scheme of things. This undid him and his reputation in the end as far as derivatives like mortgage securities are concerned. Plain common sense required as Buffett did- that as the risks of derivative contracts increased as they practically became the way risk was managed and distributed throughout the economy- to consider their opaqueness, and the way risk was distributed with the failure of one financial firm bringing down the others and the whole economy; with the way each were interdependent and tied up in the risk distribution for the capital that helped run the whole economy. Derivatives were created to soften risk or hedge against investment losses. For example some of the contracts protect debt holders against investment losses on mortgage securites. Their name comes from the fact that their value derives from underlying assets like stocks, bonds and commodities. What they allow to happen is the increase in leveraging and the taking on of more risk as for instance issuing more mortgage debt or corporate debt. As these contracts can be traded they enable companies to take on more risk by spreading the risk among more and more parties. The original issuer of this debt has the sense that somehow, as one expert put it, that by tossing this packaged as a complex derivative type security into outer space this risk would somehow disappear in that cosmos, so that more of the same could be done into infinity. Plain common sense like Buffett's would say otherwise and point to the danger when the whole scheme would get undone by the failure of some big financial firms, as the scheme becomes huge enveloping the economy, the very interdependence would bring down the whole economy. The very complexity of opaquenes of this way of dealing would make it impossible or difficult in the extreme to identify where the risk was lying, and take it out by firm governmental measures in an environment of fear. Requiring days not months for actions to work. This is what has happened. And the crucial weakness of overleveraged investment banking firms which depend on rollng over short term debt was not understood by any of the players, Congress, Greenspan, Summers, Rubin, Cox or Levitt or the quants on Wall Street with their elaborate models. All of these people worked to prevent Congress passing legislation regulating derivatives, or to silence the skeptics in Congress or government agencies as documented by Peter Goodman of the NYT. It was Chase's demand for more collateral of $5 billion to roll over short term debt of Lehman Brothers to pay for the perceived additional risk of overleveraged Lehman at 1:30 ratio of debt to capital, in an extreme risk averse environment, that led to the unraveling of that firm in a matter of days. Good common sense like Buffetts- who described dervatives like the mortgage securities as weapons of mass destruction, that were issued en masse and sent to remote corners of the world including a small town near the North Pole in Scandinavia- considered that this environment of fear of the unknown that brought down the investment banking firms in a matter of days, was also one face of the market. This had to be included in the arithmetic and understanding of the market. He also understood as plain common sense that there are no extraordinary theories and nothing extraterrestrial that will dispense with the basics and exercise of good sense That no matter what fancy name you put on it derivatives derived their strength from being less and less transparent and distribution and interdependence across a vast financial spectrum with higher and higher tight interlinking of financial firms to each other, with all their consequences in an unraveling making the ride down as painful and mass destructive as the joy ride on the way up. ...

Lawmakers in Congress finally get overwhelming bipartisan support behind a plan to help homeowners facing foreclosure. The rate of homeowners going into foreclosure is 8000 a day or 2,920,000 between now and the same time next year, with the burden falling more heavily in some regions or states like Nevada, Arizona, California and Florida, and in states where the economy is weak as in the auto industry states of Michigan, Ohio and Indiana. This took some time apparently as there was some hope a couple of months before that the economy would recover and taxpayer money need not be spent to rescue homeowners and lenders from their folly. Now the economy looks sure to go into a serious downturn and homeowner prices measured by the Case-Shiller index show a 16.5% drop in prices from this time last year. Lenders earlier had balked from reducing the size of the loans and balance owed by lenders as part of their contribution. Now with losses of 40-60% in foreclosure the new federally guaranteed mortgages which require reducing the loan money owed to 85% of current value are looking attractive. The new mortgages are 30 year fixed loans with a federal guarantee. Only borrowers wanting to stay in their primary home are eligible. Borrowers also have to pay hefty fees to save taxpayer money. Buyers who purchase unoccupied properties will get a $8000 refund tax credit. There is some concern that because the bill is fairly complicated homeowners and lenders would not make larger use of it....

The Economist warns in this editorial and cover issue that if Germany and the European Union do not act fast the Greek crisis could have a Lehmann like effect on Europe's banking systems, with a sovereign default. This would threaten the weaker economies of Portugal, Spain and Italy. As Simon Johnson has done on the pages of the New York Times, the Economist calls the German government and Chancellor Angela Merkel's handling of this crisis filled with ineptitude. Instead of leading the German people and giving a true account of things she followed public opinion- to see that Greece was punished for its mistakes and to provide a lukewarm show of support. A true account would have shown how Germay has gained from the euro, the huge portion of Greek debt that German banks hold, and the losses that the government would have to step in and avert in its banking system if Greece defaulted. Waiting till after a big regional election in Germany on May 9, was to show a lack of grasp of how such a crisis could explode if Greece in the meantime was shut out of capital markets (yield on Greek bonds shot up to 20%). Helping Greece was more in Germany's interest than an act of charity that public opinion in Germany seems to think it is. Other mistakes the Economist cites are- the idea that going to the IMF would be humiliating thus not bringing in the IMF actively much earlier. In the view of these experts it is the ineptitude that led to the loss of confidence in financial markets that now necessitates a much larger aid package for Greece, from $60 billon to $150 billion. The other is to have a slow decision making machinery in the Eurozone and knowing this not to have taken more aggressive action. Suggestions from the Economist as an adhoc measure- set up a single crisis management committee to make quick decisions. Set up a firewall between Greece and the other states like Spain and Italy so that contagion does not spread, with these countries also being shut out of financial markets at some future date if the situation deteriorates. The other is that the European governments should setup inter-governmental liquidity lines, and the European Central Bank act using the new arrangements....

Luis Gutierrez, Charirman of the subcommittee on Financial Institutions and Consumer Credit, has a bill in Congress that is presented as a reform effort by the lending industry, many Republicans and some consumers. It would allow payday operators in the $50 billion payday lending industry, to charge what amounts to an annual percentage rate of 391%. Rep. Maxine Walters described the bill this way, "we've got to resist any attempt to make it look as if we are cracking down, when in fact we are opening the door to more abuse." This is what Countrywide's Mozilo does in a interview with BW, that he gave at the time the housing and mortgage crisis was breaking open in 2008. And this is the way those in both political parties in Congress, lobbyists, and businessmen who profited from all the unethical things that went on in the housing lending industry, all worked together to undermine the foundations of the country's economy by putting toxic assets at the centre of the credit and banking system of the US. They did this by saying that they were helping the poorer classes get access to housing, and used the term "a piece of the American dream," which seems to be the phrase that opens all sorts of caves in the American imagination, like Ali Baba and his magic lamp and his magic phrase did in Arabian times. And so the NYT editorial writer, facing the greater evil suggests that a smaller evil, an usurious rate of 36% that is an option afforded to military families is a desirable option, when at that rate the loan numbers would double in less than 3 years. All this when the government at federal state and local levels could assume this among the many activities it already undertakes, because it does best those activities, such as some of the public transportation and other services. The government bank could require proof of desperate need, and provide loans for purposes of medical care, care of elderly, care of children, educational needs, food and shelter needs, at rates of 10-15% to make up for losses in loans not repaid, and run it as a nonprofit. Capitalism is also of the good kind and the bad kind, the 391% payday loan capitalism or the loans at pricing that made them unaffordable to low income people, or loans to low income people who did not have incomes to afford housing (where the risk was then passed on to the owners of the securities after a false sertification of A rating had been obtained by undermining the rating process) is a bad kind of capitalism, and the 36% usurious rate for military families is of the tolerably bad kind of capitalism, and the 10-15% kind of payday government sponsored loan is of the good kind of capitalism. And critical to its understanding is what experience has taught us in the last 100 years- that for this good kind of capitalism, there is a critical social role for the government to play. ...

The gridlock in Congress and the housing crisis could postpone an overhaul of Fannie Mae and Freddie Mac for another two years. The housing crisis of 2008 has created a situation in which 9 out of 10 housing loans are guaranteed by Fannie and Freddie. The two agencies were created to buy mortgages from the banks, freeing the banks to make more loans. Fannie and Freddie gurantee the loans and then sell them to investors as securities, a process that lowers borrowing costs and makes 30 year mortgages more easily available to homeowners. The Obama administration and the Democrats want to continue some form of government guarantee, and continue government support for the 30 year fixed mortgage. The Republicans oppose any government guarantee because of the losses imposed on taxpayers by the way these agencies operated in the past, with the government guarantees providing the wrong kind of incentives in a housing market prone to bubbles. The fragility of housing markets means anything that raises borrowing costs could put downward pressure on housing prices. As a result the restructuring of the two housing agencies is in limbo. Republicans who want aggressive changes may wait for housing markets to stabilize, making the overhaul a multiyear process. Meanwhile the US Treasury has promised to inject unlimited sums into the mortgage giants through 2012 and nearly $300 billion after that, so that Fannie and Freddie have positive net worth and not go into receivership. The total cost to taxpayers beyond the $134 billion already incurred, is additional capital injection of $146 billion (for a total of $280 billion), because of further problems in the housing market in future years, and another $400 billion to adequately capitalize the entities that replace Fannie and Freddie, according to Standard and Poor's estimates....

Nouriel Roubini on the housing losses expected in 2011. Roubini says he is particularly concerned because of a recent study by Laurie Goodman of Amherst Securities, which shows 11 million borrowers are in danger of losing their homes, which is one of every five borrowers. He says this number is scary because previous estimates had shown the number to be 3-4 million for the next four years. Roubini says he has talked to experts in the housing industry who tell him the 11 million number is realistic. His overall sense is that the housing problems in the U.S. are "underappreciated," with banks facing about $1 trillion in housing related losses.

Spain's cabinet announced new changes to labor laws to provide incentives to business to hire. Spain has some of the most restrictive labor laws in Europe and high unemployment. The unemployment rate reached 23% in December 2011, and about half of the people under 26 are unemployed. The cost of downsizing is so high in Spain that Spain's representative on the executive committe of the European Central Bank, Jose Manuel Gonzalez-Paramo, says companies prefer to close rather than downsize. The World Bank has singled out the labor laws as one of the main reasons for Spain's rising unemployment rate. New rules will reduce severance payments to 33 days per year of employment from 45 days. Severance packages will be reduced to a maximum of 24 months from 48 months. To encourage companies to hire permanent workers and depend less on temporary workers the new rules say employers must switch temporary workers to permanent contracts after two instead of three years. As an incentive for companies with a maximum of 50 employees to hire young people the rules give a 3000 euros corporate tax break for each new person hired under age 30. If the hired person was jobless he can still collect 25% of previous unemployment benefits for a limited period with 50% of the unemployment benefits going to the employer. Companies having losses for three consecutive quarters are allowed to pay less in severance payments- only 20 days per year of employment. Companies will now find it easier to leave collective bargaining agreements and make deals with their own staff. Luis Garicano, a professor at the London School of Economics, says this is a good step forward. He finds missing from the new rules subsidies to train young and unemployed people given the high dropout rates in Spanish schools. The government approved the rules by decree, but they will be discussed in the Spanish parliament. The government of prime minister Mariano Rajoy was recently elected with an overwhelming majority in parliament. This makes making major changes different from the process in Italy where a consensus has to be established....

U.S. states want flexibility in applying the Medicaid program which covers 53 million Americans earning lower levels of income. This amount was $11,616 a year for working parents in 2009, according to the Kaiser Fondation. Some states have a higher income level, as high as $48,400. The problem for states are serious budget deficits, with Medicaid comparing with education as a major cost. The recession and job losses has added 8 million Americans to Medicaid rolls. The Federal government supports 57% of the Meddicaid budget on average. A provision in the 2010 health care law says states cannot limit Medicaid eligibility, or they would lose funding by the federal government. The Obama adminstration's position is that eligibility or provider cuts will not bring in large savings, and will allow larger cost-sharing by Medicaid users, with only minor cuts in eligibility. Its position is also that the law does not give the federal government waiver authority. Some of the issues raised relate to the structure of Medicaid cost and its rapid escalation. Health and Human Services says 1% of benificiaries, especially the long term care, use up 25% of the Medicaid expenditures. One astonishing fact is that two thirds of all U.S. nursing home residents are on Medicaid. The total cost is rising, from $187 billion for Medicaid in 2000, to $346 billion in 2009, according to the Centers for Medicare and Medicaid Services. In July 2011, $26 billion in additional federal Medicaid funding expires, which will be added to state expenses as they struggle with large deficits. In states like Maine, with generous benefits, about one fourth of all residents are in the Medicaid program. ...
